Alaska is the largest state by land area in the United States. It is also the most diverse in its climate and topography. This chapter will examine the geographic and operational features that make Alaska a unique environment for air cargo logistics. Some of these features sustain its competitive advantage in international air cargo activity. In particular, Ted Stevens Anchorage International Airport (ANC) is a major air cargo gateway for Asia trade with the contiguous United States. An overview of the airport's exclusive air cargo transfer operations will be discussed. Alaska is also one of the least populous states, with about half of the population living in and around the Anchorage area. Due to this, towns and villages ranging from the temperate Alaska Panhandle to well above the Arctic Circle remain dependent on commercial air cargo activity. The federal air cargo program known as Alaska Bypass will be examined as remaining both unique and necessary for the state's socio-economic development.

The Fred Meyer Charitable Trust, Division of Library and Information Resources for the Northwest, has funded five research projects that will demonstrate the potential of various techniques and new technologies to facilitate communications and resource sharing in the Northwest. The experience and information derived from these projects will be of value to all libraries and information centers, not just those conducting the research. The techniques and technologies being evaluated include: simultaneous remote searching, which uses inexpensive terminals and modems; a mini‐computer‐based union list and resource sharing network (INFONET); networks using facsimile machines; networks that transmit documents that have been optically scanned into bit‐map image files; and use of optical character recognition equipment to capture ASCII machine‐readable information that can be broadcast by television stations to user‐sites. This chapter chronicles the experiences of a community engaged Latina and Wayuu science education faculty member who worked in a rural village in south central Alaska with Cup’ik teachers, Elders, and parents. The work began in the summer of 2012 and continues five years later. The chapter includes a series of vignettes that chronicle experiences shared during trips to the village in the summer, fall, winter, and spring. The mentioning of seasons is crucial because in the Arctic activities are determined by the seasons. These experiences emote metaphors that are related to my personal and professional identity and help chronicle a transformation that is deeply tried to how place and the activities that take place in the company of community members and mentors generate new insights related to the incommensurable western and Alaska Native paradigms of pedagogy, research, and educational policy in contexts where the language, culture, and place are at stake.

This case study aims to explore how human resource (HR) automation was used to attract stronger construction candidates and simplify remote onboarding, with ASRC Construction Group in northern Alaska specifically highlighted.

This is a real-world case study that examined ASRC Construction Group’s use of HR automation technology.

ASRC Construction Group was able to automate its HR processes, which helped the company easily scale staff up and down based on project demands. This was especially useful during peak season when the company hires and terms 50–100 employees a week. In the past, processing that many hires required as many as four people working 10 or 12 h a day. Now it only takes one dedicated manager with a shared recruiting team and is a much easier process, particularly with rehires.

This is a unique case study that explores how HR automation worked in remote Alaska.

This study aims to provide a better understanding of Native American women veterans’ experiences with Veteran Administration and Indian Health Services. Eighteen interviews were conducted with special attention to the quality and quantity of health and mental health care services veterans accessed, the barriers and local contextual factors in accessing and utilizing services, and potential solutions to service gaps for women veterans from two Montana reservations, the Northern Cheyenne Reservation and the Confederated Salish and Kootenai Tribes of the Flathead Reservation.

We examine the barriers and needs of Native American veterans in both reservations using qualitative methods. The research analyzed 18 interviews with women veterans from the Northern Cheyenne and Flathead reservations.

Native American women veterans identified a number of barriers to accessing care, some of which include lack of information regarding eligibility and the types of services available. Women often found the application process to be confusing and difficult. Other barriers included distance, cost of travel, and conflicts with their work schedule.

This exploratory case study served to clarify the challenges and obstacles Native American women veterans experience with accessing health and mental health services. This research revealed several patterns and themes in the experience of Native American women veterans in both reservation communities when attempting to access and seek care at Veterans Administration (VA) facilities and Indian Health Services (IHS). This research calls for policy changes and research to clarify how resources can be more efficiently and effectively distributed to rural veterans.

Little research has addressed the needs of Native American veterans. American Indians and Alaska Natives serve at a higher rate in the U.S. military than any other population. This research provides important information about Native American veterans who are often underrepresented in survey research, yet a rapidly growing segment of the United States military and veteran population.

Earmarks have long been the subject of controversy, touted by pundits and politicians on one hand as the means for bringing home the bacon and on the other as pork-barrel spending. In relation to federal spending, the amount of annual earmarked dollars is insignificant; at its zenith in FY 2005 earmarked spending comprised only 6 percent of the year’s total appropriations. Yet preliminary research indicates that earmarks are an increasingly important source of funding for essential state services, such as infrastructure, social services, and economic development. Especially in times of fiscal stress, earmarks save state governments hundreds of millions of dollars in agency program funds and intergovernmental transfers. This study examines the congressional earmarks contained in appropriations legislation for FY 2000 through 2009 to assess trends in categorical distributions across and within the states during the period. The data illustrate a shift in allocations over the decade, from infrastructure, community development and environmental priorities to social and emergency services, higher education and energy needs.
