Abstract

The lack of ‘ubuntu’ (African group solidarity) between project stakeholders in the Southern Africa Development Community (SADC) public building sector has been surrounded by controversy and strongly held opinions. The work reported in this paper attempts to indicate some salient issues affecting the relationships between project stakeholders. The Botswana public building sector is used as a main case study and follow‐up studies are carried out involving another eight SADC countries. The paper addresses two propositions. First, that the lack of ‘ubuntu’ between project stakeholders is primarily due to an inappropriate project organizational structure. Second, that a default traditional construction procurement system (TCPS), provides a poor relationship management system. Information is obtained on the research areas through questionnaires to construction firm executives, contract managers, site managers, trade foremen and skilled tradespersons on the dominant procurement system used in Botswana. Furthermore, senior technical officers of Public Works Ministries of another eight SADC countries are interviewed as a follow‐up to the Botswana study. The primary conclusion to be drawn is that the building procurement system purported to be in use in the SADC public building sector differs significantly from that recommended in the theory, resulting in poor relationships between project stakeholders. This is primarily due to the use of inappropriate building procurement systems. In general, the TCPS in the SADC public building sector is used as a ‘default system’. This has led to a situation where project management is a ‘fire fighting’ activity, where group solidarity between project stakeholders is out of reach. Salient steps are proposed with a proviso that the SADC public building sector should establish appropriate methods of selecting building procurement systems as a prerequisite in formulating appropriate project organizational structures which will bring the spirit of real co‐operation between project stakeholders towards project success.

Abstract

This chapter discusses the profound and influential impact the construction industry has on the national economy, together with the huge negative effect it has on the environment. It argues that by adopting smart and industrialised prefabrication (SAIP), the Australian construction industry, and the construction industry globally, is well positioned to leverage the circular economy to advance future industries with less impact on our natural environment. It discusses aspects of the application of digital technologies, specifically building information modelling, virtualisation, augmented and virtual reality and 3D printing, coupled with reverse logistics as a proponent for advancing the circular economy through smart, digitally enabled, industrialised prefabrication. It further postulates a framework for SAIP for the circular economy.

Abstract

Management theory and practice have been developed mostly based on Western capitalist principles and imported into other nations. Some of these nations have their own indigenous principles though these are less well known. This chapter presents the values and concepts of Ubuntu and Batho Pele, both prominent business doctrines originally applied in the South African context.

Many scholars have pointed out the notion of Ubuntu as a philosophy that encompasses the beliefs, values, and behaviours of most South African people. It is a spirit of humaneness, caring and community, harmony, hospitality, and mutual respect among individuals and groups. It shows in the thinking and behaviour of African people towards others. Batho Pele, literally meaning ‘people first’ is a concept emanating from the Ubuntu principle that means putting other people ahead of one’s needs. It started with the drive to put others first, propagated from the advent of democracy in South Africa in 1994. This idea of prioritising others’ needs then gave rise to various service delivery policies, for example, the 1997 Batho Pele White Paper. Batho Pele, as adopted from Sotho–Tswana languages, was an initiative introduced by the Mandela administration to change the public service at all levels to be more focussed on continuously delivering and improving on excellent service.

Abstract

This paper reports on research that investigated perceptions and prioritization of key performance indicators (KPI) for infrastructure sustainability, from a cross section of construction industry stakeholders in Hong Kong and Republic of South Africa. The results show that although there is general agreement on the indicators, there are noticeable differences in stakeholder ranking, which measures their prioritisation of the various indicators. These differences are closely linked to the level of development of the respective country and hence macro‐level priorities in formulating their sustainable development agenda. The most significant agreements are on indicators related to health and safety, while there are significant disagreements on some indicators related to environment, economy and project management and administration. The study provides empirical evidence of such underlying differences. The paper discusses the implications and challenges in addressing sustainability and sustainable development in developed and developing countries. The paper discusses the findings from the two‐country comparative studies and provides validated indicators for infrastructure sustainability. Recommendations are given on the application of these indicators for decision‐support and integrated sustainability appraisal in infrastructure project (SUSAIP).

Abstract

Purpose

This paper aims to propose a framework that puts the stakeholders at the forefront of achieving sustainability in the social context. This research, thus, argues that the social sustainability outcomes in construction are best achieved by taking into account the satisfactions of the stakeholders.

Design/methodology/approach

Based on sustainability and equity theories, a dynamic assessment model has been developed to evaluate the contributions of projects in a social context. Multiple stakeholders and their differing interests associated with the construction projects have been integrated using social network analysis. The mapping of the relationships between the project stakeholders, with respect to their relative stakes and seven social core functions, have been integrated in the assessment model.

Findings

The findings of this research suggest that the degree of satisfying the needs of diverse stakeholders is highly significant in achieving social sustainability performance of projects. Using a case study from Saudi Arabia, the applicability and significance of the assessment model has been demonstrated. The application of the model provides the opportunity to identify any problems and to enhance the overall performance of projects in the social context.

Research limitations/implications

The functionality and efficacy of the model need to be further tested outside the Saudi Arabian region.

Originality/value

The research is original in the sense that for the first time, a novel approach has been developed, putting the stakeholders at the forefront of achieving sustainability outcomes in construction projects.

Abstract

Purpose

Recent reports based on the sustainable development goals (SDGs) have revealed that no country is in line with achieving the targets of the 2030 Agenda for sustainable development, with the slowest progress being witnessed mainly on goals that are focused on the environment. This study examines environmental performance indicators for assessing the sustainability of building projects.

Design/methodology/approach

The study uses an explanatory sequential design with an initial quantitative instrument phase, followed by a qualitative data collection phase. An extensive critical comparative review of the literature resulted in the identification of ten environmental sustainability indicators. One hundred and sixty-seven questionnaire responses based upon these indicators from the Ghanaian construction industry were received. Data were coded with SPSS v22, analysed descriptively, and via inferential analysis. These data were then validated through semi-structured interviews with six interviewees who are fellows of their respective professional bodies, a senior academic (professor in construction project delivery) and a government official. Data obtained from the semi-structured validation interviews were analysed through the side-by-side comparison of the qualitative data with the quantitative data.

Findings

The findings from the study suggest that all the indicators were important in assessing building projects' environmental sustainability across the entire life cycle. Key among the identified indicators is the effects of the project on “water quality, air quality, energy use and conservation, and environmental compliance and management”. The interviewees further agreed to and confirmed the importance of these identified indicators for assessing the environmental sustainability of building projects in Ghana.

Originality/value

Compared to existing studies, this study adopts the exploratory sequential design to identify and examine the critical indicators in assessing the environmental sustainability across the entire lifecycle of building projects in a typical developing country setting, i.e. Ghana. It reveals areas of prime concern in the drive to place the local construction industry on a trajectory towards achieving environmental sustainability.

Abstract

Purpose

Construction projects have huge impacts on the social sustainability of the neighbouring community. The purpose of this paper is to identify and understand the key factors of a construction project that contribute to the social sustainability of a neighbourhood.

Design/methodology/approach

Questionnaire surveys relating to two case studies of regeneration projects in Saudi Arabia were carried out to ascertain and analyse the perceptions of residents of the neighbourhood communities in which the projects were built.

Findings

The results derived from factor analysis suggested five significant underlying social factors: health and physical comfort, accessibility, integration, economy and participation. These are defined as the core social functions necessary for enhancing social sustainability in the neighbourhood community as a result of new construction.

Originality/value

Ideally, a construction project will create spaces where people can interact socially, develop a sense of community and grow and prosper. This study reveals how the neighbours of the project felt about it and what sort of input they wanted to have in the design, construction and operation of the facility. For developers emphasising sustainability, this is the essential data.

Abstract

Purpose

Contractors of different scales, operating in different construction industries of varying institutional and economic settings, have different considerations when making bid or no-bid and mark-up decisions. Focusing on the large and medium-sized contractors in the Jilin province, China, the purpose of this study is to examine important factors affecting their decision to bid (d2b) and mark-up decisions and investigate differences between large and medium-sized contractors in evaluating the importance of the various factors affecting their d2b and mark-up decisions.

Design/methodology/approach

This study used a survey design for timely data collection from a large population. Contractors’ bidding attitudes was collected using an online survey questionnaire with a list of 40 key factors. Statistical analytical methods were applied for comparing the two groups of contractors.

Findings

The results of this study indicate that factors related to client conditions are most critical for both large and medium-sized contractors in their d2b and mark-up decisions. The results also show statistically significant differences between the two groups of contractors on a subset of factors affecting their d2b and mark-up decisions. The large contractors have placed more emphasis on projects' potential financial and strategic benefits. Another notable finding is that both groups of contractors have placed great emphasise on “government legislations” in their d2b and mark-up decisions.

Research limitations/implications

These findings should be interpreted in consideration of several limitations. Firstly, the sample size is relatively small, and the focus was on a single province in the China construction industry. Next, this study only explores differences between large and medium-sized contractors in evaluating the importance of the various factors affecting their d2b and mark-up decisions.

Practical implications

Contractors could refer list of critical factors in competing for jobs in Jilin province or other provinces of similar institutional and economic settings. Construction clients, on the other hand, should consider the list of critical factors in the formulation of their competitive tendering procedures, thus enhancing the efficiency in their procurement of construction services.

Originality/value

Research on contractors’ bidding decision-making in the context of Chinese construction industry remains scarce; the research findings have implications for the industry stakeholders.

Purpose

The purpose of this paper is to investigate the competence of Nigerian quantity surveyors with a view to identify and assess required areas of interest.

Design/methodology/approach

A structured questionnaire was administered among relevant groups of respondent (quantity surveyors, architects, engineers, builders and clients) in Nigeria. The respondents were asked to give rating, on a five-point Likert scale, on the required competencies (variables) expected of Nigerian quantity surveyors. A mean item score statistical analysis was used to rank the variables and compare them within the different groups. The analysis was undertaken using the Statistical Packages for Social Science tool. In exploring the underlying relationship among the competence requirement, factor analysis statistical technique was used to categorize them into key components.

Findings

The results of the study identified required competencies and factorized them into three components. These are as follows: procurement and value management; commercial management; and communication and entrepreneurship.

Originality/value

The findings provide insight into the competencies needed to be incorporated and/or intensified in the training of quantity surveyors in Nigeria.

Abstract

The importance of reliable and well‐developed infrastructure for the development of any nation hardly needs to be emphasized. Efficient transport, reliable energy, safe drinking water and modern telecommunication systems are all critical to attracting foreign direct investment (FDI), expanding international trade, achieving long‐term investment and growth, and ultimately ensuring social development of the population. Although globalization was expected to ensure that global capital markets, which have the depth, maturity, size and sophistication to fund all viable investments would ease financing of infrastructure projects, this has not happened and demand for infrastructure, particularly in the developing countries has remained acute. This paper reviews the financing of infrastructure projects and based on historical trends it argues that construction industries need to take more active part in the financing of infrastructure projects as a strategy for their own development. It concludes by emphasizing the importance of putting infrastructure industries on commercial footing as a prerequisite to financing them.
