Abstract
Purpose
The successful completion of linear infrastructure construction projects such as railroads, roads, tunnels, and pipelines relies heavily on decision-making processes during planning phase. Professionals in the construction industry emphasize that determining the starting point of a linear infrastructure construction project is one of the most important decisions to be made in the planning phase. However, the existing literature does not specifically focus on selection of the starting point of the segments to be constructed. Therefore, it is of utmost importance to develop a multi-criteria decision-making (MCDM) model to support selection of the starting point of the segments to be constructed in linear infrastructure construction projects.
Design/methodology/approach
Based on the characteristics of the railroad projects and insights gathered from expert interviews, the appropriate criteria for the model were determined. Once the criteria were determined, a decision hierarchy was developed and the weights of the criteria (w_i) were calculated using DEcision MAking Trial and Evaluation Laboratory (DEMATEL) method. Then, Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS), COmplex PRoportional Assessment (COPRAS), and evaluation based on distance from average solution (EDAS) methods were used. The alternatives were ranked in terms of their priority with TOPSIS method based on relative closeness (Ci) of each alternative to the ideal solution, COPRAS method based on quantitative utility (Ui) for each alternative and EDAS method based on evaluation score (ASi) for all alternatives. The results were compared with each other.
Findings
The study reveals the effects of all criteria on the proposed model. The results of DEMATEL method indicated that quantity of aggregate (w_i = 0.075), ballast (w_i = 0.071), and sub-ballast (w_i = 0.069) are the most important criteria in starting location selection for railroads, where earthquake (w_i = 0.046), excavation cost (w_i = 0.054), and longest distance from borrow pit (w_i = 0.055) were found to be less important criteria. The starting location alternatives were ranked based on TOPSIS, COPRAS and EDAS methods. The A-1 alternative was selected as the most appropriate alternative (Ci = 0.64; Ui = 100%; ASi = 0.81), followed by A-6 alternative (Ci = 0.61; Ui = 97%; ASi = 0.73) and A-7 alternative (Ci = 0.59; Ui = 94%; ASi = 0.60). Even tough different methods were used, they provided compatible results where the same ranking was achieved except three alternatives.
Originality/value
This study identifies novel criteria for the starting location selection of railroad construction based on the data of a railroad project. This study uses different methods for selecting the starting location. Considering the project type and its scope, the model can be used by decision-makers in linear infrastructure projects for which efficient planning and effective location selection are critical for successful operations.

Abstract
Purpose
Retail location decision-making is considered a critical issue with substantial implications for operational success. Nevertheless, choosing an ideal location is a complex problem involving the consideration of several qualitative-quantitative factors, often in conflict. Currently, there is a paucity of decision frameworks that identify the critical triple bottom line (TBL) criteria to support sustainable retail location choices in developing nations. This study, therefore, aims to offer a TBL framework that establishes the critical set of social, economic and environmental factors and analyses their cause-and-effect relationships for achieving sustainability outcomes in retail location decisions.
Design/methodology/approach
The Decision-Making Trial and Evaluation Laboratory (DEMATEL) approach was used to evaluate the TBL sustainability framework comprising 25 sub-factors based on data collected from decision-makers actively involved in retail location decisions in Ghana.
Findings
The research results show that all the TBL pillars are prominent and overlap to realise sustainability requirements in retail location decisions. Specifically, the findings reveal that economic criteria are the most prominent component in the TBL framework that drives the social and environmental dimensions toward sustainable retail location decisions. The causal relationships are also highlighted to offer insights into the relevance of the decision criteria and establish a strategic path for achieving sustainability in the location decisions of retail firms.
Originality/value
The research provides information on the prominent criteria and complex interplay among the TBL parameters to enable decision-makers to make informed location choices that will ultimately increase the sustainability of retail firms operating in developing nations toward improved competitive advantage.

Purpose
This study aims to explore the impact of locational and seasonal factors on the financial performance of short-term rental properties in Margaret River, Western Australia. It seeks to address the gap in understanding how these factors influence key financial metrics such as average daily rate (ADR) and occupancy rates, providing insights for property managers, investors and policymakers.
Design/methodology/approach
The research uses a mixed-method approach, integrating advanced predictive modeling techniques, such as Random Forests and Gradient Boosting, with spatial clustering algorithms like density-based spatial clustering of applications with noise (DBSCAN) and ordering points to identify the clustering structure (OPTICS). The study analyzes a comprehensive data set of short-term rental properties between 2012 and 2019. It focuses on locational attributes, seasonal variations and financial outcomes.
Findings
The findings reveal that properties located near tourist attractions and amenities consistently achieve higher ADRs and occupancy rates, confirming the critical role of location in driving rental demand. Seasonal analysis indicates significant fluctuations in both ADR and occupancy rates, with peaks during high tourist seasons and troughs in off-peak periods. The study underscores the importance of dynamic pricing strategies to optimize revenue and sustain occupancy across different seasons. In addition, it highlights the influence of property features, such as the number of bedrooms and bathrooms, on ADR, while noting that larger properties do not necessarily achieve higher occupancy rates.
Research limitations/implications
Future research could expand the scope to include different locations and explore the long-term impacts of locational and seasonal factors on property performance.
Originality/value
This research contributes to the literature by integrating spatial analysis with advanced predictive modeling techniques to provide a nuanced understanding of how locational and seasonal factors impact financial performance in the short-term rental market. It offers a novel application of data analytics within the context of tourism and hospitality management, bridging theoretical frameworks with practical insights.

Abstract
Purpose
This research aims to theorize how a critical factor, resource access, can paradoxically impact the comprehensiveness of venture location decision processes and the relationship between decision comprehensiveness and new venture performance. To do so, the authors focus on nascent entrepreneurs’ venture location decision processes and introduce resource access as a double-edged sword.
Design/methodology/approach
In this conceptual article, the authors draw from the strategic decision-making and resource mobilization literature to theorize about the new venture location decision-making process and its performance implications.
Findings
By uncovering the paradox of resource access, the authors propose that high levels of resource access create a paradoxical situation in which nascent entrepreneurs are less likely to use comprehensive decision processes when their benefits are at their greatest.
Originality/value
This work contributes to entrepreneurship research on new venture location and resource mobilization in three important ways. First, the authors advance the literature on nascent entrepreneurs’ location decision-making processes by introducing “location decision comprehensiveness” as a decision process construct and juxtaposing it with resource access to uncover the entrepreneurial decision-making process. Second, the authors develop a more nuanced theorization of the location choices made by nascent entrepreneurs instead of relying on generalized conclusions drawn from well-established corporations’ location decisions. Last, the authors extend the literature on resource mobilization in entrepreneurship by shedding light on the paradoxical aspect of resource access. While previous research has emphasized the favorable effects of resource access on new venture processes and outcomes, the authors contend that it can also negatively impact entrepreneurs’ ability to make effective decisions.

Abstract
Purpose
Land value in urban areas in India is influenced by regulations, bylaws and the amenities associated with them. Planning interventions play a significant role in enhancing the quality of the neighbourhood, thereby resulting in a change in its value. Land is a distinct commodity due to its fixed location, and planning interventions are also specific to certain locations. Consequently, the factors influencing land value will vary across different areas. While recent literature has explored some determinants of land value individually, conducting a comprehensive study specific to each location would be more beneficial for making informed policy decisions. Therefore, this article aims to examine and identify the critical factors that impact the value of residential land in the National Capital Territory of Delhi, India.
Design/methodology/approach
The study employed a combination of semi-structured and structured interview methods to construct a Relative Importance Index (RII) and ascertain the critical determinants affecting residential land value. A sample of 36 experts, comprising property valuers, urban planners and real estate professionals operating within the National Capital Territory of Delhi, India, were selected using snowball sampling techniques. Subsequently, rank correlation and ANOVA methods were employed to evaluate the obtained results.
Findings
Location and stage of urban development are the most critical determinants in determining residential land values in the National Capital Territory of Delhi, India. The study identifies a total of 13 critical determinants.
Practical implications
A scenario planning approach can be developed to achieve an equitable distribution of values and land use entropy. A land value assessment model can also be developed to assist professional valuers.
Originality/value
There has been a lack of emphasis on assessing the impact of planning interventions and territorial regulation on land values in the context of Delhi. This study will contribute to policy decision-making by developing a rank list of planning-based determinants of land value.

Abstract
Purpose
The victimisation and criminal involvement of young people in organised criminal groups is a recognised form of child criminal exploitation (CCE) in the UK. Three phases of exploitation were identified (peer influence, adult street-level gangs and organised criminal groups). This paper aims to consider the locations associated with three stages of criminal exploitation and considers implications for safeguarding.
Design/methodology/approach
The research uses narratives of adolescent males and those of adults reflecting on their experiences as adolescents who had been immersed in street gangs and organised crime from northern England.
Method
Narratives of criminal action approach, a thematic analysis and multidimensional scaling (smallest space analysis) were undertaken to explore key locations in the planning and commissioning of a crime with at least one other person.
Findings
The narratives revealed that local and regional geographic locations relate to the stages of CCE. They offer an insight into the process of CCE and identify locations that could be used as a risk indicator for police forces and safeguarding teams. A clear pathway from involvement with street-level gangs to direct contact with organised criminal groups was found. This transition was represented by a move from outdoor to indoor locations.
Research limitations/implications
Out of the 30 participants, 29 came from the same region in Northern England, spanning a period of 30 years. It is possible that the findings may be limited to this region, or that there have been changes to criminal structures and opportunities over this time.
Originality/value
Although drug selling and the movement of victims across the UK is central to CCE, comparatively little attention has been given to the locations where early exploitation takes place at a micro level. Practical implications for policing and safeguarding will be discussed.

Purpose
This study aims to design a facility network for the weavers to do direct business in the Indian handloom industry by using tourists as potential customers.
Design/methodology/approach
Data from 4,001 weavers of the handloom industry and 82 tourist locations of Varanasi city were collected. This data was analysed using the k-mean and elbow methods to determine the locations and the optimal number of collection centres, selling stores and warehouses to provide opportunities for the weavers to do direct business.
Findings
The study's findings showed that a greater opportunity could be provided with four optimal collection centres and selling stores, along with two warehouses in the handloom industry of Varanasi city. These results provide valuable guidance for policymakers to plan the Varanasi handloom network of facilities efficiently and effectively to improve the conditions of weavers.
Originality/value
Determining the optimal locations is crucial for designing a facility network. The proposed network will aid the government and policymakers in comprehending and pinpointing potential sites to establish new facilities in the handloom industry in Varanasi, a city with tourism potential.

Purpose
Networks linking tourist attractions or organizations are a major focus of tourism research. Despite extensive research on tourism networks, academic research on the spatial structure and formation of wine tourism networks is limited. This study aims to investigate the spatial structure and factors influencing the development of a network among Ningxia wineries, an emerging wine tourism destination in China.
Design/methodology/approach
This study uses social network analysis to uncover “what” the spatial structure of wine tourism networks looks like. Sixteen in-depth interviews were conducted among key stakeholders to explain the “why” of such structural characteristics.
Findings
The results show that in an emerging wine tourism destination, popular tourist attractions enjoy high centrality and hold key positions in the wine tourism network. Small wineries exhibit high closeness centrality, and only one winery serves as a network broker. According to the stakeholders, the importance of network actors will increase as their economic and political importance increase, while small wineries that lack differentiation in the network may perish.
Practical implications
Local governments can implement the suggested measures for improving network connections, and wineries are advised to find suitable positions to improve the experiences of tourists.
Originality/value
This study pioneers the identification of the distinct structure and factors influencing the network of an emerging wine tourism destination, thus enriching the understanding of the interplay and roles of different actors.

Purpose
Housing sufficiency is a critical indicator of national development and growth. However, in most countries, housing affordability remains a significant challenge, leading to a mismatch between housing supply and demand. The purpose of this study is to investigate the housing preferences, current occupation and the resulting surplus and shortage across various housing types.
Design/methodology/approach
Data were collected through a survey, and the analysis focused on quantifying the mismatch between preferred and occupied housing types.
Findings
Results revealed significant disparities between housing preferences and current occupation, with some housing types experiencing surplus and others facing shortages. The findings uncovered a 23% discrepancy in housing demand and supply. The sensitivity results indicate that 30% of the respondents currently living in a particular type of housing unit would choose to live there if given the option. The specificity results show that 90% of respondents not living in a particular type of housing unit would continue to avoid choosing it. Housing price, income, ethnicity, race and location are the major drivers of the housing preferences.
Practical implications
Developers can align their projects with consumer preferences to minimize surplus and shortages. Financial institutions may consider these insights when tailoring mortgage products to meet the diverse needs of potential homebuyers. This research provides a valuable foundation for strategic planning and policy formulation aimed at enhancing housing sufficiency and socioeconomic development in Malaysia.
Originality/value
This study lays the foundation for future research and for incentive mechanisms for homebuyers and developers. The results are useful to policymakers, developers, banks, consultants, housing associations and academics.

Abstract
Purpose
The different dimensions and contexts within which value is co-created has generated varied views of how value is understood or formed. This study aims to examine employee-guest perceived value as important factors for the successful implementation of value co-creation (VCC).
Design/methodology/approach
The study employs an interpretive paradigm, using in-depth interviews, focus group discussions and participant observation in a qualitative design to increase understanding of employee-guest perceived value to aid the implementation of VCC at the dyadic level.
Findings
Findings highlight eight value perceptions including value for money, hotel location, physical evidence, mutual respect, appreciation, safety & security, quality & varieties of food and technological characteristics of service as important factors for the successful implementation of VCC at the dyadic level.
Research limitations/implications
Generalisability of the findings is a limitation not only due to the smaller sample size but also due to industry-specific context. The study follows rigorous procedures to minimise biases, yet research limitation is acknowledged from the researcher’s participation in the research process.
Practical implications
The notion that actor’s assess value differently from the same service suggests that diverse service elements might be experienced differently. This study provides insights for hotel managers to recognise not only individuals’ value preferences but also service types that reflect employee-guest collective service preferences for sustainability.
Originality/value
This study integrates and extends extant literature by examining employees’ and guests’ individual and collective views at distinct hotel contexts to gain useful insights into value and VCC. The study proposes a framework that hospitality firms can use to address service failure and competition-related issues.
