Abstract
Purpose
The remarkable increase of sophistication of artificial intelligence in recent years has already led to its widespread use in martial applications, the potential of so-called “killer robots” ceasing to be a subject of fiction. The purpose of this paper is to re-examine the consequences of the availability of lethal autonomous robots (LARs) on global peace.
Design/methodology/approach
Virtually without exception, the aforementioned potential of LARs has generated fear, as evidenced by a mounting number of academic articles calling for the ban on their development and deployment. An analysis of the existing ethical objections to LARs is used as a vehicle for their critique and the advancement of an alternative.
Findings
The presented analysis shows the contemporary thought to be deficient in philosophical rigour, these deficiencies leading to a different view, one favourable to the development of LARs.
Originality/value
The emergent thesis is that LARs can in fact be a force for peace, leading to fewer and less deadly wars.

Abstract
Community leaders working in Black communities are faced with countless challenges yet require unique skills for which evidence-based training is often limited or difficult to find. The current study employed a mixed- methods approach using archival data to evaluate a promising and much needed neighborhood leadership program for Black community leaders, the Bunting Neighborhood Leadership Program. The three primary foci of the program were to examine who were selected as fellows, the goals fellows presented with upon entering the program, and the primary outcomes following immediate program completion and follow-up. Nineteen fellows have matriculated through the program, and all completed pre- and post-surveys, and were each contacted about current awards and other leadership successes. Additionally, seven fellows were interviewed about their experiences with and outcomes following the program. Surveys demonstrated important gains in knowledge and skill development for fellows. Following participation, many fellows developed their own organizations, and some secured funding and received awards for their community leadership work. Three key themes emerged from coded interviews, namely (1) characteristics of those who seek a community leadership training, (2) successes in community impact and activities observed among fellows following program completion, and (3) skills-based outcomes for fellows following program completion. The COVID-19 pandemic and killings of Black civilians by police also impacted participants’ responses. The role of blackness in Black community leadership was observed across themes that emerged. Overall, this is a promising community leadership program with important implications for leaders who serve Black communities.

Implementations of inter-organizational networks are common, following a growing diversity of cooperative modes between the independent companies associated in these networks.
Their scientific analysis has recently intensified, attention to network structures obviously including the study of the way their performance can be measured. Although academic research has mostly dealt with the performance of the network’s members, the concern of this article is rather with the performance of the global network.
Among the numerous forms of existing inter-organizational networks, maritime port communities are complex organizations which have to deal with operational synchronization, strategic cohesiveness and global performance measurement problems.
This article therefore mainly describes a port performance measurement system (PPMS): built in a predominantly empirical research context, the performance model and the associated measurement indicators illustrate the kind of network-level dedicated, performance control systems, on which port communities need to rely when designing their global strategy.

Abstract
Purpose
The 2019 Global Assessment Report on Disaster Risk Reduction (GAR) cites earthquakes as the most damaging natural hazard globally, causing billions of dollars of damage and killing thousands of people. Earthquakes have the potential to drastically impact physical, social and economic landscapes; to reduce this risk, earthquake early warning (EEW) systems have been developed. However, these technical EEW systems do not operate in a vacuum; the inequities in social systems, along with the needs of diverse populations, must be considered when developing these systems and their associated communication campaigns.
Design/methodology/approach
This article reviews aspects of social vulnerability as they relate to ShakeAlert, the EEW system for the USA. The authors identified two theories (relationship management theory and mute group theory) to inform self-reflective questions for agencies managing campaigns for EEW systems, which can assist in the development of more inclusive communication practices. Finally, the authors suggest this work contributes to important conversations about diversity, equity and inclusion (DEI) issues within early warning systems and earthquake preparedness campaigns in general.
Findings
To increase inclusivity, Macnamara (2012) argues that self-reflective questioning while analyzing perspective, philosophy and approaches for a campaign can help. Specific to EEW campaigns, developers may find self-reflective questions a useful approach to increase inclusion. These questions are guided by two theories and are explored in the paper.
Research limitations/implications
Several research limitations exist. First, this work explores two theories to develop a combined theoretical model for self-reflective questions. Further research is required to determine if this approach and the combination of these two theories have adequately informed the development of the reflective questions.
Originality/value
The authors could find little peer-reviewed work examining DEI for EEW systems, and ShakeAlert in particular. While articles on early warning systems exist that explore aspects of this, EEW and ShakeAlert, with its very limited time frames for warnings, creates unique challenges.

Abstract
Purpose
This paper aims to highlight provisions that may attract corporate criminal liability (CCL) in legislation and regulations enacted in Malaysia. Further, this paper identifies gaps or obstacles in the implementation of CCL in Islamic banks (IBs) in Malaysia.
Design/methodology/approach
This research adopts the qualitative methodology. More specifically, it uses normative legal research by focusing on primary and secondary data obtained from legislation, regulations, decided case laws, guidelines, law textbooks and bank annual reports in relation to CCL provisions. It also conducts semi-structured interviews with different categories of experts, including legal practitioners (lawyers), regulators from Bank Negara Malaysia (BNM) and Securities Commission Malaysia, officers of the Attorney General's Chambers and officers from legal departments in IBs.
Findings
The results conclude that IBs should implement the law on CCL because they are considered corporations. It is also found that not all IBs complied with CCL provisions brought corporate offenders before the court.
Research limitations/implications
This research is restricted by its specialisation in CCL in IBs in Malaysia.
Practical implications
The CCL provision has to be implemented effectively by IBs to achieve the benefit. However, not all IBs implement CCL provision properly. The understanding created by the interview data illuminates the challenges in implementing CCL provisions. Thus, this paper seeks to change the approach in the implementation of CCL provisions by IBs in Malaysia.
Originality/value
The paper touches upon a new area, notably CCL in IBs, which is not well researched in past literature. Although there is a vast research on CCL, corporate crime in IBs in Malaysia is still an unexplored area. This study gives light on the implementation of CCL provisions in IBs.

Abstract
Purpose
This study aims to compare the humanitarian supply chains and logistics of two countries in earthquake preparedness by modifying and using a previously established preparedness evaluation framework.
Design/methodology/approach
A European flood emergency management system (FEMS) is a seven-dimensional framework to assess a country’s preparedness for flood emergencies. The FEMS framework was modified to apply to earthquakes. Leveraging a multiple explanatory case study approach with data analysis, the authors reconstructed the events of the earthquakes in Pakistan (2005) and Japan (2011) with an applied grading (1–5). Findings were evaluated within the adopted FEMS framework. From a practitioner’s perspective, the framework is applicable and can accelerate support in the field.
Findings
Pakistan lacked emergency plans before the 2005 earthquake. In contrast, Japan possessed emergency plans before the disaster, helping minimise casualties. Overall, Japan demonstrated considerably better emergency management effectiveness. However, both countries significantly lacked the distribution of responsibilities among actors.
Originality/value
Practical factors in the humanitarian supply chain are well understood. However, synthesising individual factors into a comprehensive framework is difficult, which the study solves by applying and adopting the FEMS framework to earthquakes. The developed framework allows practitioners a structured baseline for prioritising measures in the field. Furthermore, this study exemplifies the usefulness of cross-hazard research within emergency management and preparedness in a real-world scenario.

The purpose of this paper is to study the Bertotti–Kasner space-time and its geometric properties.
Design/methodology/approach
This paper is based on the features of λ-tensor and the technique of six-dimensional formalism introduced by Pirani and followed by W. Borgiel, Z. Ahsan et al. and H.M. Manjunatha et al. This technique helps to describe both the geometric properties and the nature of the gravitational field of the space-times in the Segre characteristic.
Findings
The Gaussian curvature quantities specify the curvature of Bertotti–Kasner space-time. They are expressed in terms of invariants of the curvature tensor. The Petrov canonical form and the Weyl invariants have also been obtained.
Originality/value
The findings are revealed to be both physically and geometrically interesting for the description of the gravitational field of the cylindrical universe of Bertotti–Kasner type as far as the literature is concerned.
