Abstract
Purpose
The purpose of this study is to examine whether external debt procurements during the military and civilian regimes had a correlation with infrastructural developments using available data from Nigeria.
Design/methodology/approach
The sample period covering 41 years, was divided into two periods representing the military and civilian regimes with respective secondary data secured from the World Bank Group online database. The study employed robust least square regression, autoregressive distributed lag and the error correction term to test the variables at the 0.05 significance level.
Findings
The results affirmed that external debts shows positive and significant relationship with infrastructural developments proxy for capital investments during the short-run for both military and civilian regimes in Nigeria, while the outcome was only significant and negatively signed for the civilian regime in the long-run with 52.28% speed of convergence to long-run. This study concludes that external debt showed significant correlation with infrastructural development during the civilian regime better than the military regime in Nigeria and this conclusion applies globally.
Research limitations/implications
Research period covered only 41 years, between 1979 and 2020 and focused on sub-Saharan African country – Nigeria.
Practical implications
The research encourages civilian administration in governments and urged them to carefully appraise and contract external debts to finance self-liquidating priority projects.
Social implications
The national economy and the masses suffer during military regime but are better off during civilian regime.
Originality/value
Apart from adding to current literature, the work focused on a coverage period that comprehensively compares two different regimes of government – military and civilian administrations.

Abstract
Purpose
The military of today depends on the availability and readiness of high-technology weapon systems. As the military often has to focus on core tasks (the usage of systems), logistics and support tasks are outsourced to industry, which means that industrial suppliers gain importance for making weapon systems available and mission ready. However, companies are profit-maximizing and invest their best resources in the most promising business areas, which might be clients other than the (domestic) military customer. This raises the question of how the military can ensure that the defense industry provides the best performance: preferential treatment for the military. The purpose of this study is to investigate preferential treatment in the specific context of defense.
Design/methodology/approach
This paper reports on the examination of factors influencing preferential treatment for the military. The analysis uses structural equation modeling and data from a sample of German defense suppliers.
Findings
The results show that the perceived customer attractiveness has a strong effect on preferential customer treatment. Attractiveness is influenced by trust, commitment and a comparison with other customers.
Research limitations/implications
There are several implications for defense theory and practice, including the need for further consideration of relational in contrast to transactional practices in military–industrial supply collaboration, as these seem highly relevant for getting the best resources for producing and maintaining weapon systems. In addition, increasing customer attractiveness, in particular if the military lacks a domestic defense industry base, is proposed.
Originality/value
The findings are based on a focus sample of only defense suppliers. This paper transfers the industrial discussion about the buyer–supplier relationships and preferential customer treatment to the defense logistics research context.

Abstract
Purpose
Pilot upgrade training is critical to aircraft and passenger safety. This study aims to identify variances in the US Air Force C-130J pilot upgrade training based on geographic location and provide a model to enhance policy that will impact future pilot training efforts that lower cost and increase operator quality and proficiency.
Design/methodology/approach
This research employed a mixed-method approach. First, the authors collected data and analyzed 90 C-130J pilots' aviation records and then contextualized this analysis with interviews of experts. Finally, the authors present a modified version of Six Sigma's define–measure–analyze–improve–control (DMAIC) that identifies and reduces the variances in C-130J pilot training, translating into higher quality outcomes.
Findings
The results indicate significant statistical variances across geographically separated C-130J pilot training organizations. This leads some organizations to have higher proficiency levels in specific tasks and others with comparative deficiencies. Additionally, the data analysis in this study enabled a recommended number of flight hours in several distinct categories that should be obtained before upgrading a pilot to aircraft commander to enhance standards.
Research limitations/implications
This research was limited to C-130J pilot upgrades, but these results can be implemented within any field that utilizes hours as a measure of experience. Implications from this research can be employed to scope policy that will influence pilot training requirements across all airframes in civilian and military aviation.
Originality/value
This research proposes a process improvement methodology that could be immediately implemented within the C-130J community and, more importantly, in any upgrade training where humans advance into higher echelons of a profession.

Purpose
The relationship between military expenditure and economic growth is complex. The purpose of this paper is to examine this relationship in India.
Design/methodology/approach
The design of this study is descriptive in the theoretical part, and quantitative in the applied one. The study uses time series approach, and Hendry General-to-Specific (GTS) modeling methodology, to examine and analyze the relationship between military expenditure and economic growth in India, during the period 1980-2016.
Findings
The study shows the following: Absence of causal relationship between military expenditure and economic growth in India, during indicated period. The continuous regional tensions facing India represent the main factor for adopting Indian military strategy and emphasizing military capabilities. India has been able to build and develop links between civilian and military sectors. The Indian military scientific and manufacturing policies have achieved self-sufficiency in some of its military needs, a strong military industrial base and high levels of military exports. India participated with developed countries in military strategic industries. Such participation contributed to the integration of civilian and military sectors. India gave rights to private sector and foreign direct investment (FDI) for manufacturing in military industries, giving full marketing rights to the Indian government. These new policies considered a great move toward deep changes for Indian military manufacturing policy.
Social implications
The findings shed light on the importance of stimulating links between civilian and military sectors, particularly in the industrial sectors and scientific activities.
Originality/value
This study has a contribution to literature of military expenditures' economic effects. Theoretically, this study tries to fill the research gap regarding the impact of military expenditure in Indian case. Furthermore, to the best of the authors' knowledge, this is the first study that examines the relationship between military expenditure and economic growth in India using Hendry general-to-specific (GTS) modeling methodology and time series approach.

Abstract
Purpose
The purpose of this paper is to provide insight on high-interest areas of research in defense-related logistics and supply chain management and opportunities for advancing theory and practice in this domain.
Design/methodology/approach
A panel of experts provided their insight to several questions oriented toward examining research opportunities and gaps in defense logistics research at the 2018 Academic Research Symposium of the Council of Supply Chain Management Professionals annual conference on September 30, 2018.
Findings
Three overarching themes emerged from the panel discussion for advancing theory and practice in defense logistics and supply chain management, which are developing a central repository, creating publication opportunities and integrating research practice and knowledge with the greater academic community.
Originality/value
Logistics and supply chain research is critical for advancing knowledge and practice in the military, as well as industrial settings. The intention in this manuscript is to provide scholars and practitioners in both settings greater awareness and potential avenues for developing synergies and processes for advancing logistics and supply chain research.

Abstract
Purpose
The purpose of this study is to analyse the crisis network response of European countries and the role played by defence organizations (DOs) during the early response phase of the pandemic, here set to encompass 75 days.
Design/methodology/approach
Published materials – reports, news and communications – provided by authorities and DOs were used. Some of the authors actively participated in national pandemic response networks. An exploratory approach and qualitative content analysis were applied. The data were collected in national languages from 13 European countries, and they were coded and analysed using the actors, resources and activities (ARA) framework.
Findings
This study identified three main categories of activity structures in which the DOs interacted with civilian members of response networks, health-related services, logistics services and public support services. These networks among actors were found within formal response systems and emergent networks. The DOs engaged as actors that provided a range of services when civil authorities could not cope with the huge demand for specific services and when resources were scarce in the initial response phase.
Originality/value
This study contributes by filling an important research gap with regard to the civil-military relations associated with the use of DO resources in the civil response to the pandemic crisis in Europe, which is described as an untraditional response. The ARA network approach provides a framework for arranging ARA and extends the wider civil-military network to expand the formal networks of the early crisis response. The study lays knowledge about the co-operation between civilian and military actors in different contexts and provides a broader understanding of the roles that DOs played in the response operations.

Abstract
Purpose
Black Canadians have a historically tenuous relationship with the police. Negative perceptions of the police held by Black people have traditionally resulted from high levels of police contact and perceived negative treatment during these encounters. Well-publicized instances of police violence involving Black civilians have also fostered hostility and mistrust of the police, often resulting in social unrest. Recently, in the wake of George Floyd's death at the hands of American police, people across Canada rallied in support of the Black Lives Matter social movement and calls to defund the police entered mainstream political consciousness. At the same time, police leaders have vehemently argued that racial bias within Canadian policing has been greatly reduced as the result of various reform efforts.
Design/methodology/approach
This paper explores the police racism debate in Canada through an analysis of three waves of survey data collected between 1994 and 2019.
Findings
Despite well-publicized reform efforts, the authors' findings demonstrate that little has changed over the past 25 years. Black people still report much higher rates of police stop and search activity than people from other racial backgrounds. Furthermore, racial disparities in negative police contact remain strongly significant after controlling for other theoretically relevant factors, including self-reported deviance and community crime levels. Finally, reflecting their negative experiences, most Black people still perceive Canadian law enforcement as racially biased. Nonetheless, the data do reveal one significant change: the proportion of white people who perceive police discrimination against Black people has increased dramatically over this same time period. The paper concludes by discussing the prospects of meaningful reform in light of the current findings.
Originality/value
This paper contributes to the literature on race and policing through an examination of 25 years of survey data across three waves of collection.

Abstract
Purpose
The purpose of this paper is to examine an issue of critical importance to America’s national security. The Civil Reserve Air Fleet (CRAF) is a public/private partnership between US air carriers and the Department of Defense (DOD) for the provision of contingency airlift services to the military in times of national need. Formed in 1951, the CRAF has only been activated twice, but it has continued to be a source of emergency air transportation should the nation require resources beyond those available from the US Air Force. Sweeping changes occurring in global trade, commercial aviation, national defense policy and foreign relations suggest that changes will be needed to maintain the CRAF as a strategic defense transportation resource.
Design/methodology/approach
This paper examines the long-standing national policy of relying on commercial interests to provide contingency transportation to the DOD in wartime. The CRAF will be singled out for closer examination in light of environmental changes occurring in the airline industry, international trade and global threats to the nation. The purpose of this analysis is to then assess the partnership’s ability to remain relevant in an uncertain future.
Findings
First, commercial cargo aircraft are downsizing thereby becoming less useful to the DOD. Second, there is no new wide-body military airlifter on the horizon. Third, threats from hostile nations are becoming more indirect and subtle, requiring planners to think “outside the box” when assessing the need for strategic airlift over the next 20-50 years.
Originality/value
The CRAF has not fundamentally changed since its inception in 1951. The time has come to reexamine the partnership to ensure that it remains America’s emergency lifeline.
