Abstract

Purpose – To provide a behavioural perspective on the relationship between transport and climate change.

Methodology/approach – The factors influencing travel behaviour and the elements critical to behaviour formation are reviewed. The importance of behaviour change measures to reduce the impact of transport on climate change, and the application of behaviour change measures to increase the sustainability of transport, are examined.

Findings – There have been a range of travel behaviour measures implemented, such as individualised marketing programmes and travel plans, which have demonstrated some behavioural change impacts, in turn affecting climate change emissions, although they tend to be localised and small-scale.

Social implications – There is a real challenge to encourage individuals within society to exhibit more sustainable travel behaviour.

Originality/value – A range of behavioural issues still need to be resolved in terms of the relationship between transport and climate change, including a need to influence attitudes, to bridge the gaps between attitudes and both behaviour and intention, to make an impact at points of transition for individuals, to use cognitive dissonance as a way of harnessing social norms, and to understand more fully social pressure and group influence.

Abstract

Erel Avineri is associate professor in travel behaviour at the University of the West of England (UWE), Bristol. He has 20 years experience of consultancy, research and teaching in transport, logistics and operations management. Since he joined UWE in 2004 he has lead research in the fields of travel behaviour, travel information systems, road safety and behavioural change. Dr Avineri has gained wide recognition for his research on travel behaviour under uncertainty, the incorporation of socio-psychological aspects into behaviour models and the design of behaviour change policy measures. Applying choice architecture, Dr Avineri studies the effect of ‘nudges’ on the perception of and attitudes to CO2 reduction. He holds degrees in industrial engineering and management (BSc) and transportation sciences (MSc, PhD) from Technion-Israel Institute of Technology.

Abstract

Purpose

The purpose of this study is to assess the impact of rivalry and excludability in transport systems on the positive external effects important for the functioning of a large private university in Wroclaw (Poland). In the context of campus sustainability, policy implications supporting sustainable transport are discussed.

Design/methodology/approach

Four research questions were formulated, which were tested by way of questionnaire research among students of the Bachelor and Engineer Programmes in Logistics and taking part in the course Transport Economics at the WSB University in Wroclaw (Poland).

Findings

Car use seems to be the most important for the positive transport externalities enabling the functioning of the university. Levels of rivalry and excludability did not have a significant impact on the levels of external transport benefits or the transport behaviour of students. To sustain/enhance the levels of positive external effects of transport and stimulate sustainable commuting, the university should support the development of alternative modes of transport, by improving transport infrastructure on the campus, and develop cooperation with the Wroclaw municipality to develop synergies between their transport policy goals.

Research limitations/implications

The research should be interpreted with care, as it is a case study of one large private university in Poland. Further research should be conducted among different private and public universities that are characterised by different levels of accessibility (location, development of infrastructure). The case study is based on students' transport behaviour, not considering transport behaviour of academic and non-academic workers, which could function as a role mode.

Practical implications

Policy aiming at banning cars is likely to be unsuccessful and/or could lead to a decrease in positive externalities in a short term. For this reason, more attention should be given to marketing and promotion of more sustainable means of transport, including e.g. better information on the possibilities of reaching the campus by train or urban public transport, facilitations for non-motorised students and improvements in cycling and walking infrastructure. To support campus sustainability in the field of transport, stronger cooperation with local administration is needed to undertake joint, consistent actions aimed at sharing and supporting the idea of sustainable commuting among students.

Originality/value

While many activities for supporting campus sustainability focus on reducing negative environmental externalities, positive externalities are not so often considered. In this context, the levels of rivalry and excludability can become an indicator of the contribution of transport systems to social and economic sustainability.

Abstract

Purpose – To investigate the potential future role of information delivery in terms of reducing transport-related emissions. The assumed response of travellers to information and the notions of content and context are provided, together with factors that can determine an individual's propensity to seek and engage with travel information.

Methodology/approach – A review of information use, the behavioural stages of change and context design is undertaken, incorporating a research case study in the use of framing.

Findings – Recent theoretical and empirical insights into behavioural change provide new insights into the role of information in reducing transport-related emissions. Traveller information offers many benefits to the user and could be influential in affecting travel behaviour change, although there are socio-psychological factors outside the control of information service designers that also need to be considered, such as the ‘stage of change’ people are at in relation to a change in behaviour.

Originality/value – The chapter examines how travel information could go beyond the provision of trip choice data and incorporate contextual elements to make it more effective. Concepts related to the Transtheoretical Model (stages of change) and the latest thinking in behavioural economics are discussed in relation to an increase in the likelihood of environmental travel alternatives being considered and chosen.

Abstract

Purpose

In Dutch detainee care custodial transport police officers experience high levels of aggression and violence from detainees. Being a first of its kind in the Netherlands, the purpose of this paper is to unravel the true nature and origins of such workplace aggression against transport officers and focuses on the role of street-level leadership and leadership by management for its mitigation and prevention.

Design/methodology/approach

Unique in such closed institutions as the prison system, the study employs an extensive mixed methods approach, combining observations, interviews and survey data collected among transport officers and detainees in 2012-2013.

Findings

The research shows that within the exercised street-level leadership of transport officers especially staff orientation towards detainees has great impact. Perceived inappropriate treatment is likely to increase detainees’ aggressive behaviours, with potentially detrimental effects such as heightened levels of officers’ job stress, decreased safety and decreased quality of detainee transport. The solutions offered indicate that while transport officers could benefit from a supportive staff orientation, transport police management might need to pay more attention to rule enforcement leadership within their efforts to optimize working conditions.

Originality/value

The major practical implication of this research is the potential impact of training in affecting the decisions of frontline public employees in a way that their street-level leadership practices manifest the organizational values and alignment with societal values to ensure an adequate public sector service delivery.

Abstract

Community rail is a grassroots movement that spans Britain, made up of hundreds of community groups and partnerships that engage people with their railways and stations and provide a bridge between the rail industry and the public at a local level. The movement has grown up from the grassroots, but it has also been increasingly supported and nurtured by the rail industry, with train operators proactively encouraging its spread and development. They, and national and devolved governments, recognise the value of community rail, and its contribution to social inclusion, sustainable development and the railway’s ability to prosper and serve passengers and communities well, now and in the future. This idea is supported by passenger data showing that railway lines with community rail partnerships – working to enhance, promote and aid access to those lines – outperform comparable lines. A swathe of qualitative evidence shows community rail partnerships and station groups having a demonstrable impact on their localities and people’s lives, and appreciation of this role by industry leaders. The many examples of community rail volunteers and practitioners bringing about positive change resonate with academic research exploring how civic engagement and local efficacy and communications can support change, particularly with regard to sustainable behaviours and development. A range of researchers argue that localised, interactive engagement and communications may be the key, when it comes to bringing about the major shifts in behaviour needed to address the global, existential threat posed by the climate crisis, which unsustainable behaviours and policies have brought about. In this way, evidence suggests that engaging communities with their railways, and local transport networks generally, is critical, both to these networks operating in a truly sustainable manner and to achieving inter- and intra-generational equity within the communities they serve.

Abstract

Purpose

This chapter explores Prospect Theory — a descriptive model of modelling individual choice making under risk and uncertainty, and its applications to a range of travel behaviour contexts.

Theory

The chapter provides background on Prospect Theory, its basic assumptions and formulations, and summarises some of its theoretical developments, applications and evidence in the field of transport research.

Findings

A body of empirical evidence has accumulated showing that the principle of maximisation of expected utility provides limited explanation of travel choices under risk and uncertainty. Prospect Theory can be seen as an alternative and promising framework for travel choice modelling (although not without theoretical and practical controversy). These findings are supported by empirical observations reported in the literature reviewed in this chapter.

Originality and value

The chapter provides a detailed account of the design and results of accumulated research in travel behaviour research that is based on Prospect Theory’s observations, insights and formulations. The potential of Prospect Theory for particular decision-making in travel behaviour research is articulated, main findings are presented and discussed, and limitations are identified, leading to further research needs.

Abstract

The UK market for freight transport services used to be characterized by buyer inertia and high levels of source loyalty. For the last decade, suppliers of freight transport services have been operating in competitive markets in which supply has exceeded demand. Simultaneously attitudes to distribution management have been changing. Although transport costs account for a large percentage of total distribution costs, little is known of the effect of these changed attitudes on this function and on the nature of the relationships between buyers and suppliers. Using the Interaction Model of the IMP Group as a conceptual framework for the research, reports the results of a survey of transport managers conducted in Scotland, a coherent geographical region within the United Kingdom. Contains tables showing the distributions of ages and years of experience of transport buyers, their qualifications, the annual sum spent on transport and the contribution of the cost of haulage to the final cost of the major product transported, the frequency with which transport cost information goes to senior management and transport managers′ assessments of their firm′s senior management′s attitudes to distribution. Shows that transport managers have a higher status in their organizations than before and greater independence of decision making. Provides profiles of the transport manager′s job in companies with an “advanced” and “traditional” approach to distribution. These changes in the characteristics of transport managers and in the organizational factors which influence their behaviour are important to hauliers, as they affect both the nature and the duration of the relationship between buyer and supplier and the determinants of haulier selection.
