Abstract

The development of the tourism industry is closely linked to its sustainability. The need to reconcile economic growth and sustainable development is imperative and cannot be delayed.

Long-term sustainability requires a balance between three different dimensions: economic, socio-cultural and environmental sustainability. The competitiveness and sustainability of the tourism industry is, in turn, extensively dependent on the proper and efficient functioning of the transport system. There is no tourism without travel and transport or mobility. The tourism industry benefits when public transport is widely used by tourists.

The need of a well-functioning sustainable transport system rises in the maritime transport sector before the Stockholm Conference on the Human Environment (1972) that for the first time has paid attention on the durable long-term preservation of the ecological balance, taking account of the interests of future generations. In fact, at international level, the Civil Liability Convention was adopted in 1969 to ensure an adequate compensation for oil pollution damage (including loss profit of the seaside tourism), resulting from maritime casualties involving oil carriers.

The European Commission works on a number of legislative initiatives in this area for a long time, before the Single European Act of 1986 recognised the European Community competence in the field of environment. In the same year, the ‘official’ definition of sustainable development was developed for the first time in the Brundtland Report in 1987. According to this definition, sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs. In spite of the quick evolution in this field, the Brundtland definition remains still valid, but it has been supplemented by an integration with the aim to make it less anthropocentric and more ecocentric. According to the Lisbon Treaty, in force today, one of the main objectives of EU is to operate and co-operate to ensure sustainable development in Europe, maintaining a high level of environment protection. This Treaty considers sustainable development, regarded as economic prosperity, security and social justice, an objective pursued both in Europe and in external relations with third States. It demands that environmental protection requirements are integrated into the definition and implementation of the community policies and activities, with a view to promoting sustainable development. Therefore, one of the fundamental objectives of the EU is to promote sustainable tourism development in Europe.

Abstract

Purpose

Sustainable mobility will be the key to the survival of mankind in the 21st century. Cities with debt-ridden and poorly managed transport systems have to change to the ever-growing demands of the public transport system. The low cost of transport has been a key factor in sustainable development for any city. This study is trying to propose a framework for the selection of sustainable transport in context to an Indian case of NCR Delhi, India.

Design/methodology/approach

The present study has identified eight criteria for the selection of a sustainable transport system. Criteria for selection of sustainable transport are CO2 emissions, cost of fuel, energy efficiency, cost of maintenance, number of accidents, congestion, number of injuries and road noise. Three alternatives of transport considered for this study are state-run bus, pooled car and Shuttl (App-based buses). The analytic hierarchy process (AHP) is used to prioritize the criteria. The study has further illustrated a framework for the selection of sustainable transport based on these criteria.

Findings

It is observed that CO2 emissions are the most important criterion for a sustainable transport system. It is followed by a reduction in congestion and the number of injuries. Three alternatives of transport considered for this study are state-run bus, pooled car and Shuttl (a service provider). Shuttl has been found to be the most sustainable transport system.

Research limitations/implications

AHP is not able to capture the vagueness in decision-making. Therefore, fuzzy AHP can be considered for further detailed analysis as future scope of study in a different context of a sustainable transportation system. Major implications for policymakers and stakeholders are that development of public transport in cities should be done after considering different dimensions of sustainable operations.

Originality/value

The study has proposed a unique framework for the selection of a sustainable transport system by the public based on sustainability criteria. Findings will help policymakers in formulating strategies for developing sustainable transport system.

Purpose

Economic growth is defined as growth in the capacity to meet individual and collective consumption demands. Decline in economic growth for a longer period (i.e. recession) occurs as a part of the “The Limits of Growth” concept. During such an economic crisis, three policy concepts can be implemented: “austerity”; “business as usual”; and “fiscal stimulus”. The purpose of this paper is to examine the economic response to the 2008 recession, in the area of sustainable transport system development, in Europe.

Design/methodology/approach

The study assesses and identifies the need for investments in transport infrastructure, in particular rail, to remove barriers to developing a sustainable multimodal transport system. Towards this, by analysing secondary data collected from relevant online sources, the paper explores the prospects for sustainable rail freight transport development in Europe, during the recession period. For this, eight EU countries were selected, based on the length of railway lines in use: France, Germany, Italy, Poland, Romania, Spain, Sweden and the UK.

Findings

Investment in five transport infrastructures were examined – road, rail, IWT, maritime ports and airports – and the research finds that overall, the “austerity” policy was implemented for investment in rail infrastructure, whereas a modest “stimulus” policy can be observed for investment in road infrastructure. The average investment in IWT infrastructure had a “stimulus” policy, whereas the average investment in Maritime port and Airport infrastructure suggests a “business as usual” policy. Of the various approaches taken in the recent recession period, European rail transport appears to have fared least well.

Research limitations/implications

To some extent, the research is limited by lack of some data (e.g. data unavailability on the UK airport infrastructure investment from year 2006).

Practical implications

The findings of the research will encourage policy makers in national government to invest in sustainable transport infrastructure.

Originality/value

The study suggests that there is a lack of uniform policy response to the recession, in terms of investment in transport infrastructure, and that there is a significant difference between the policy goals set by the EU – modal shift from road to rail and/ IWT to develop a sustainable transport system – and their practice. The author argues for an integrative, common and action-oriented approach to sustainable rail freight system development, by European countries, to develop effective, Europe-wide rail freight corridors, under schemes such as Horizon 2020 and Shift2Rail.

Abstract

Purpose

This study aims to explore the propensity of university students to use different sustainable transport modes, taking into account individual and specific trip characteristics, as well as students’ psychological traits (i.e. attitudes).

Design/methodology/approach

Using the transport mode preferences of 827 students who responded to a travel survey, a two-step analysis is conducted. The first step examines the effects of individual characteristics, travel experience and origin or destination features on students’ stated preferences (i.e. self-selected values assigned to personal attitudes). The second step analyses students’ travel mode choices, given their intrinsic mobility attitudes.

Findings

The results suggest that informing students about environmental issues increases their propensity to use sustainable mobility, leading to an average decrease in private transport usage of 5.8 per cent. Interestingly, improving the public transport service and promoting sustainable transport mobility have different impacts on individual campus areas. For campuses located in the city centre and in the historical hamlet, improvements in public transport are found to decrease solo driving by 3.3 per cent and 5.3 per cent, respectively. In suburban areas, this value increases to 9.5 per cent.

Originality/value

This work makes two contributions to the literature. First, it focuses on an unexplored setting, namely, that of a multi-campus university, with districts located in three different areas. This is used to explain how students are influenced by their travel experience and the cultural framework in which they are embedded. Second, the two-step analysis leads to a deeper understanding of the differences between attitudes and “intrinsic attitudes”, and their relative influence on the preferred alternative.

Abstract

Purpose

The purpose of this study is to assess the impact of rivalry and excludability in transport systems on the positive external effects important for the functioning of a large private university in Wroclaw (Poland). In the context of campus sustainability, policy implications supporting sustainable transport are discussed.

Design/methodology/approach

Four research questions were formulated, which were tested by way of questionnaire research among students of the Bachelor and Engineer Programmes in Logistics and taking part in the course Transport Economics at the WSB University in Wroclaw (Poland).

Findings

Car use seems to be the most important for the positive transport externalities enabling the functioning of the university. Levels of rivalry and excludability did not have a significant impact on the levels of external transport benefits or the transport behaviour of students. To sustain/enhance the levels of positive external effects of transport and stimulate sustainable commuting, the university should support the development of alternative modes of transport, by improving transport infrastructure on the campus, and develop cooperation with the Wroclaw municipality to develop synergies between their transport policy goals.

Research limitations/implications

The research should be interpreted with care, as it is a case study of one large private university in Poland. Further research should be conducted among different private and public universities that are characterised by different levels of accessibility (location, development of infrastructure). The case study is based on students' transport behaviour, not considering transport behaviour of academic and non-academic workers, which could function as a role mode.

Practical implications

Policy aiming at banning cars is likely to be unsuccessful and/or could lead to a decrease in positive externalities in a short term. For this reason, more attention should be given to marketing and promotion of more sustainable means of transport, including e.g. better information on the possibilities of reaching the campus by train or urban public transport, facilitations for non-motorised students and improvements in cycling and walking infrastructure. To support campus sustainability in the field of transport, stronger cooperation with local administration is needed to undertake joint, consistent actions aimed at sharing and supporting the idea of sustainable commuting among students.

Originality/value

While many activities for supporting campus sustainability focus on reducing negative environmental externalities, positive externalities are not so often considered. In this context, the levels of rivalry and excludability can become an indicator of the contribution of transport systems to social and economic sustainability.

Abstract

Purpose

Developing sustainable mobility can add value to the travel and tourism experience in alpine areas and can become a challenge for destinations in terms of interests, goals, skills and values involving both public and private subjects. Mobility as a Service (MaaS) is a new model for delivering sustainable transport services that in recent experiences seem to be an alternative to the use of owned cars by allowing the personalized use of a bundle of public and private transport means. This paper aims to identify the positive aspects in the two main Alpine regions affected by tourism demand coming mainly from Lombardy by implementing a mobility model inspired by Maas in the Lombardy capital.

Design/methodology/approach

The tourism demand of the Autonomous Province of Trento and the Aosta Valley Region is thus analyzed using descriptive statistics on tourist flows and mobility characteristics.

Findings

Technology and propensity to change are the determining factors to move from traditional to innovative mobility systems.

Originality/value

This work, by considering the recent studies on MaaS models, limited to sustainable urban mobility models, extends the MaaS approach to the key concepts of “sustainable mobility” and “sustainable tourism” by analyzing the tourist flow, which from Lombardy invest the main alpine regions.

The Polish–Slovak borderland is a mountainous area with extraordinary natural conditions for tourism development. The main aim of this chapter is to analyze theoretical aspects of a relationship between transport and tourism and to assess selected changes in cross-border transport that have influenced tourism in Polish–Slovak tourism regions. We have tried to answer the questions on changes in transport infrastructure (based on the analysis of the cross-border projects) and public transport (based on the analysis of timetables of the cross-border public transport connections) in the borderland during the last 30 years and to answer the question whether these changes are in accordance with the sustainable development goals. The Polish–Slovak border is seen as a barrier to transport. The increasing cross-border movement of people and goods through Polish–Slovak border after 1989 required the opening of new border crossings and the construction of new cross-border transport infrastructure. Investments to the road infrastructure have led to using of individual automobile transport. Public transport is currently of marginal importance in cross-border transport. The three cross-border rail lines are in poor technical condition, and plans for their modernization are uncertain. Bus transport has been limited on two tourist-oriented lines in the central part of the borderland. In terms of the structure of the use of means of transport, therefore, no change in trends should be expected and most of the incoming people will continue to cross the Polish–Slovak border by their own means of communication. What is worrying, in the future, in the absence of modernization of the railway infrastructure and no organizational measures, there will be a further decline in the importance of public transport in relation to individual road transport.
