Abstract
Purpose
Paper-based records management systems remain dominant in Tanzanian Government organisations despite the increase in digital records management systems adoption across the globe. To create an understanding of this state, this study aims to investigate the use of records management systems in Tanzanian public sector organisations.
Design/methodology/approach
A descriptive research design was used in this study, alongside quantitative and qualitative approaches. A total of 81 respondents were drawn from three public sector organisations. To get a sample, non-probability (convenience and purposive) sampling techniques were used. A cross-sectional survey questionnaire and interview methods were used to gather quantitative and qualitative data. To analyse quantitative and qualitative data, the researchers used a mixed-methods analysis.
Findings
The study reveals different types of records management systems used in public sector organisations. Besides, the findings suggest that a large proportion of records are created through the digitisation of existing records. Aside from that, the study has revealed different types of records managed in the systems by government organisations. According to the study, there are various factors that determine the effective use of records management systems in public sector organisations.
Research limitations/implications
The implications of the present study are diverse. Specifically, its findings expand the theoretical body of knowledge by adding new insights regarding records management systems usage in government offices. The findings also provide the government with a basis for formulating and improving legal and regulatory frameworks to enhance records management. Apart from this, the findings are likely to benefit records practitioners by orchestrating inclusive strategies that will promote, not only effectiveness, but also sustainability in records management.
Originality/value
In Tanzania, a few studies have been conducted to examine digital records management practices and systems. These studies have not extensively highlighted the systems used to manage the records. This makes little to be known on the systems used to manage records in government offices. The present study has ascertained records management systems used in public sector organisations.

Abstract
Organizational sociology and organization studies have a long history together, while also sharing a proclivity to self-diagnose crises. Instead of taking these assessments at face value, this paper treats them as an object of study, asking what conditions have fueled them. In the case of organizational sociology, there are indications of a connection between rising levels of discontent and community building: self-identified organizational sociologists have progressively withdrawn from general debates in the discipline and turned their attention to organization studies, which, they suspect, has seen dramatic levels of growth at their expense. Organization studies, on the other hand, are still haunted by “a Faustian bargain”: leaning heavily on the authority of the social sciences, business school faculty were able to facilitate the emergence of a scholarly field of practice dedicated to the study of organizations, which they control. However, in doing so, they also set organization studies on a path of continued dependence on knowledge produced elsewhere: notably, by university disciplines such as sociology.

Abstract
Despite being conjointly stronger in their synergies in the past, there is still a significant gap between management and organization studies and sociology. The temporal lag is also, on occasion, a substantive lag. The emergent sociological concept of emotional reflexivity has recently been used in organizational studies. The question that animates this contribution concerns the nature of this translation, reception, and extension; thus, we ask how organization studies have been using the sociological concept of emotional reflexivity? We will examine recent seminal sociological studies on emotional reflexivity to answer this inquiry and consider some organizational studies citing these. We describe the reception of sociological ideas of emotional reflexivity in management and organization studies literature. By analyzing the differences and disconnections produced within this discourse, it will be possible to understand that emotional reflexivity is rarely addressed in emotional encounters between people and other modes of being in modern organizations. We introduce narrative fiction as a method; the narrative focuses on the relationships between humans and other beings in the workplace dynamics of a vocational school. The story tells how Charlie, a deaf student, changed his life after entering the vocational school and becoming involved with different pedagogical teaching-learning strategies. Adopting two deaf dogs, which had both suffered from past unsuccessful adoption experiences, produced life-enhancing emotional reflexivity. We conclude with a research agenda scoping further directions.

Abstract
Purpose
Given the rising complexities around organizational resilience, this study identifies and explains the critical enablers of developing organizational resilience (OR). It offers logical reasoning into the interactions and interdependencies among the identified elements with the help of a hierarchical model of the antecedents of OR.
Design/methodology/approach
This paper deployed a mixed methodology research design. Firstly, critical enablers of OR are identified from the literature review. Second, contextual relationships and interactions between the enablers are examined using modified total interpretive structural modeling to derive a hierarchical model among the antecedents that characterize OR. Lastly, a survey study including industry experts is used to statistically verify the model links.
Findings
Developing resilience lies at the intersection of organization science and strategic management, involving the interaction of factors within an organization’s strategic behaviors, organizational practices, and people processes. The study identifies twelve antecedents of OR. The resultant interpretive hierarchical model helped decipher internal relationships among the antecedents. The proposed model helps determine how organizations move through different phases (before, during, and after) of turbulences and how organizational resilience helps overcome negative spirals.
Originality/value
This research is original and refreshing in its attempt to necessitate resilience as a processual characteristic needed to survive, thrive, and transform amidst business tensions. The hierarchical model of antecedents garners a better understanding of how their interactions and interdependencies help organizations enhance their capacity to adapt and build resilience in organizational systems and processes. It answers questions of “what,” “how,” and “why” relevant to theory building in OR.

Abstract
Purpose
While the potential for digital innovation (DI) to transform organizational practices is widely acknowledged in the information systems (IS) literature, there is very limited understanding on the socio-political nature of institutional interactions that determine DI and affect organizational practices in social cash organizations. Drawing on the neo-institutionalist vision, the purpose of the study is to examine the unique set of institutional exchanges that influence the transition to digital social cash payments that give rise to new institutional arrangements in social cash organizations.
Design/methodology/approach
The paper draws on an in-depth case study of a government social cash organization in Pakistan. Qualitative data were collected using 30 semi-structured interviews from key organizational members and stakeholders.
Findings
The results suggest that DI is determined by the novel intersections between the coercive (techno-economic, regulatory), normative (socio-organizational), mimetic (international) and covert power (political) forces. Hence, DI is not a technologically deterministic output, but rather a complex socio-political process enacted through dialogue, negotiation and conflict between institutional actors. Technology is socially embedded through the process of institutionalization that is coupled by the deinstitutionalization of established organizational practices for progressive transformation.
Research limitations/implications
The research has implications for government social cash organizations especially in the Global South. Empirically, the authors gained rare access to, and support from a government-backed social cash organization in Pakistan (an understudied country in the Global South), which made the data and the consequent analyses even invaluable. This made the empirical contribution within this geographical setting even more worthy, since this case study has received little attention from indigenous scholars in the past. The empirical findings showcased a unique set of contextual factors that were subject to BISP and interpreted through an account of socio-cultural sensitivities.
Practical implications
The paper provides practical implications for policymakers and practitioners, emphasizing the need to address institutional challenges, including covert power, during the implementation of digitalization projects in the public sector. The paper has certain potential for inspiring future e-government related (or public sector focused) studies. The paper may guide both private and government policy-makers and practitioners in presenting how to overcome certain institutional challenges while planning and implementing large scale multi-stakeholder digitization projects in similar country contexts. So while there is scope of linking the digitization of public sector organizations to anti-corruption measures in other Global South countries, the paper may not be that straightforward with the private sector involvement.
Social implications
The paper offers rich social insights on the institutional interchanges that occur between the social actors for the innovation of technology. Especially, the paper highlights the social-embeddedness nature of technology that underpins the institutionalization of new organizational practices. These have implications on how DI is viewed as a socio-political process of change.
Originality/value
This study contributes to neo-institutional theory by theorizing covert power as a political force that complements the neo-institutional framework. This force is subtle but also resistive for some political actors as the force shifts the equilibrium of power between different institutional actors. Furthermore, the paper presents the social and practical implications that guide policymakers and practitioners by taking into consideration the unique institutional challenges, such as covert power, while implementing large scale digital projects in the social cash sector.

Purpose
Digitalisation, which involves the use of digital technologies in transforming an organisation’s activities, transcends just the acquiring of emerging digital tools. Having the right people to drive the implementation of these technologies and attaining strategic organisational goals is essential. While most studies have focused on the use of emerging technologies in the construction industry, less attention has been given to the ‘people’ dimension. Therefore, this study aims to assess the people-related features needed for construction digitalisation.
Design/methodology/approach
The study adopted pragmatic thinking using a mixed-method approach. A Delphi was used to achieve the qualitative aspect of the research, while a questionnaire survey conducted among 222 construction professionals was used to achieve the quantitative aspect. The data gathered were analysed using frequency, percentage, mean item score, Kruskal–Wallis H test, exploratory factor analysis and confirmatory factor analysis.
Findings
Based on acceptable reliability, validity and model fit indices, the study found that the people-related factors needed for construction digitalisation can be grouped into technical capability of personnel, attracting and retaining digital talent and organisation’s digital culture.
Practical implications
The findings offer valuable benefits to construction organisations as understanding these identified people features can help lead to better deployment of digital tools and the attainment of the digital transformation.
Originality/value
This study attempts to fill the gap in the shortage of literature exploring the people dimension of construction digitalisation. The study offers an excellent theoretical backdrop for future works on digital talent for construction digitalisation, which has gained less attention in the current construction digitalisation discourse.

Abstract
Purpose
Organizations are increasingly joining inter-organizational networks to foster sustainable employability for their employees. The purpose of this study is to identify the factors and mechanisms central to their success as experienced by key stakeholders.
Design/methodology/approach
An explorative, qualitative approach was adopted, using four focus groups with network coordinators (N = 18) and HR professionals (N = 14). Fourteen Dutch inter-organizational networks were represented. Respondents were recruited through purposive and snowballing sampling techniques. Thematic analysis was applied using open coding to generate themes.
Findings
The results of this study outline environmental, structural, and inter-personal factors and mechanisms that contribute to the success of inter-organizational networks that aim to foster sustainable employability for their employees. The environmental factors and mechanisms consist of challenges stemming from the labor market. The structural factors and mechanisms include: a network’s flat structure, flat fee, lack of informal rules, the allocation of roles and expectations for stakeholders and shared network activities. Lastly, the inter-personal factors and mechanisms are: communication among stakeholders, establishing reciprocity, interaction and collaboration between stakeholders, the valuation of trust, a convivial culture and shared vision among stakeholders. The dynamics between these factors and mechanisms are compared to other forms of inter-organizational networks. Furthermore, several recommendations for network coordinators and practitioners regarding the development of networks are presented.
Originality/value
This study provides insights into the factors and mechanisms that are regarded by stakeholders as influencing the success of inter-organizational networks in their ability to foster sustainable employability for workers. We have identified a unique model that captures this new way of inter-organizational collaboration and builds on insights from literature on collaborative governance regimes, institutional fields and entrepreneurial ecosystems. Specifically, the model provides a framework that consists of environmental, structural and interpersonal factors and mechanisms for network success. This study increases our understanding of how collaborative efforts can be fostered beyond organizational boundaries and existing Human Resource Management practices.

Purpose
Organisational strategy becomes reality by connecting organisation’s resources and capabilities in daily operations, and physical workspace is one of the environments in which this takes place. This study aims to explore to what extent factors required for successful strategy implementation are considered when designing, using and managing workspaces of knowledge-intensive organisations.
Design/methodology/approach
For the study, managers in 25 large and medium-sized knowledge-intensive organisations were interviewed. The semi-structured interviews focused on organisation’s strategy, strategy implementation practices and workspace design and management. To form a comprehensive framework of strategy implementation success factors for the study, the factors of 11 frameworks were analysed, grouped and renamed.
Findings
Current workspace design, usage and management mainly support human-related strategy implementation factors. However, both organisation- and human-related factors are needed for the strategy implementation to be successful. Therefore, the organisations studied may have unused potential in their workspaces to ensure strategy-aligned operations and behaviour.
Practical implications
Due to the potential imbalance between organisation- and human-related strategy implementation factors, a more holistic, organisational-level approach to workspace design, usage and management is recommended to ensure the success of strategy implementation.
Originality/value
Workspaces have extensively been studied from individual strategy implementation factors’ as well as employees’ perspectives. Prior to this work, there are only few studies exploring workspace in the holistic, strategy implementation context.

Abstract
Purpose
The purpose of this study is to examine the role of dynamic capabilities for improvement of competitiveness of the organizations through enhancement of internationalization performance. The study would also try to assess if there is any moderating impact of leadership abilities of the entrepreneurs to impact internationalization performance of the organizations.
Design/methodology/approach
This study has reviewed various kinds of literature related to competitiveness, international marketing, dynamic capabilities, entrepreneurship and leadership support. This study also used a dynamic capability view to develop a research model. This model was validated using the partial least squares structural equation modeling technique to analyze data from 303 respondents from European and Asian organizations.
Findings
The study found that dynamic capabilities have considerable influence on the competitive international performance of organizations, and entrepreneurs’ leadership ability has a significantly moderator impact on the relationship between dynamic capabilities and international performance of organizations.
Research limitations/implications
The study uncovers the impacts of dynamic abilities on the competitiveness and internationalization performance of the organizations. This study also provided valuable insights about the importance of entrepreneurial leadership ability for improving the internationalization performance of the organizations. This study also highlighted the significance of investing on improving dynamic abilities of the organizations to improve their internationalization performance as well as their competitiveness.
Originality/value
This study has contributed to the prevailing literature on entrepreneurship, leadership capability, competitiveness and dynamic capabilities. Few studies have focused on how dynamic capabilities affect the competitiveness and international performance of organizations. Also, studies are scant to understand if the entrepreneur’s leadership ability has any moderating impact on the relationship between an organization’s dynamic capabilities and its international performance. Therefore, this study aims to investigate these gaps.

Abstract
Purpose
This study aims to demonstrate the importance of organizational networks in organizational performance is relatively rich; less understood are processes in organizational networking that entrepreneurs and organizations use in making sense of rapidly changing contexts for organizational performance.
Design/methodology/approach
This study conducts an exploratory organizational-level narrative analysis into firms’ experiences in two major emerging markets (EMs), namely, Russia and India – to identify organizational networking processes in the midst of institutional upheavals. The study is based on in-depth case studies of firms in EMs sourced from interview data from senior management and consolidated with secondary data.
Findings
The authors find that initially firms rely on informal networks (including blat/svyazi and jaan-pehchaan/jan-pehchan) and later formal (in the form of bureaucratic followed by proprietary) networks to make sense of the changes and uncertainties in turbulent environments. The authors also demonstrate the cyclical nature of strategic sensemaking in the process of developing organizational networks for performance.
Originality
The study has a number of theoretical and practical contributions. First, it extends the well-established business networking construct to a more inclusive organizational networking construct. Second, it demonstrates that sensemaking is dependent on interorganizational networking from the outset and throughout the growth of an organization in turbulent markets – from informal to formal bureaucratic and proprietary networks. Finally, this study is unique in documenting the entire process of sensemaking from scanning to performance as well as successfully demonstrating the cyclical nature of sensemaking.
