Abstract

Purpose

The purpose of this paper is to present a theoretical framework for capacity building in post disaster construction and demolition (C & D) waste management at a national level to address the identified capacity gaps in managing disaster waste resulting from natural hazards.

Design/methodology/approach

Data were gathered through pilot interviews, case studies and expert opinion surveys representing government, non-government and other sector organisations involved in post disaster waste management.

Findings

The study revealed unavailability of a single point of responsibility and provision for disaster waste in existing policies and capacity constraints in prevailing peace time solid waste management practices which were identified as major capacity gaps. Establishment of a regulatory body and enforceable rules and regulations with necessary levels of capacities was identified and presented in a theoretical framework comprising of seven identified areas for capacity building in post disaster waste management.

Research limitations/implications

This study is limited to disaster C & D waste as debris generated from totally or partially damaged buildings and infrastructure as a direct impact of natural hazards or from demolished buildings and infrastructure at rehabilitation or early recovery stages. Waste generated during reconstruction phase of post disaster management cycle is not considered as disaster C & D waste for purposes of this study.

Originality/value

The research enabled analysis of existing capacities and presents approaches for capacity building for identified gaps in post disaster C & D waste management to attain sustainable post disaster waste management for future resilience.

Abstract

Purpose

This study aimed to address the underexplored domain of organisational vulnerability, with a specific focus on understanding how vulnerability is understood in organisations and the underlying pathways leading to vulnerability.

Design/methodology/approach

This study utilised a narrative literature review methodology, using Google Scholar as the primary source, to analyse the concepts of organisational vulnerability in the context of disaster risk studies. The review focused on relevant documents published between the years 2000 and 2022.

Findings

The analysis highlights the multifaceted nature of organisational vulnerability, which arises from both inherent weaknesses within the organisation and external risks that expose it to potential hazards. The inherent weaknesses are rooted in internal vulnerability pathways such as organisational culture, managerial ignorance, human resources, and communication weaknesses that compromise the organisation’s resilience. The external dimension of vulnerability is found in cascading vulnerability pathways, e.g. critical infrastructure, supply chains, and customer relationships.

Originality/value

As the frequency and severity of disasters continue to increase, organisations of all sizes face heightened vulnerability to unforeseen disruptions and potential destruction. Acknowledging and comprehending organisational vulnerability is a crucial initial step towards enhancing risk management effectiveness, fostering resilience, and promoting sustainable success in an interconnected global environment and an evolving disaster landscape.

Abstract

Purpose

This paper aims to explore the impact of a recent earthquake activity on house prices and their spatial distribution in the Istanbul housing market.

Design/methodology/approach

The paper uses a multi-level approach within an event study framework to model changes in the pattern of house prices in Istanbul. The model allows the isolation of the effects of earthquake risk and explores the differential impact in different submarkets in two study periods – one before (2007) and one after (2012) recent earthquake activity in the Van region, which although in Eastern Turkey served to alter the perceptions of risk through the wider geographic region.

Findings

The analysis shows that there are variations in the size of price discounts in submarkets resulting from the differential influence of a recent earthquake activity on perceived risk of damage. The model results show that the spatial impacts of these changes are not transmitted evenly across the study area. Rather it is clear that submarkets at the cheaper end of the market have proportionately larger negative impacts on real estate values.

Research limitations/implications

The robustness of the models would be enhanced by the addition of further spatial levels and larger data sets.

Practical implications

The methods introduced in this study can be used by real estate agents, valuers and insurance companies to help them more accurately assess the likely impacts of changes in the perceived risk of earthquake activity (or other environmental events such as flooding) on the formation of house prices in different market segments.

Social implications

The application of these methods is intended to inform a fairer approach to setting insurance premiums and a better basis for determining policy interventions and public investment designed to mitigate potential earthquake risk.

Originality/value

The paper represents an attempt to develop a novel extension of the standard use of hedonic models in event studies to investigate the impact of natural disasters on real estate values. The value of the approach is that it is able to better capture the granularity of the spatial effects of environmental events than the standard approach.

Abstract

Purpose

This study contributes to the literature on hypocrisy in corporate social responsibility by investigating how organizations adapt their nonfinancial disclosure after a social, environmental or governance scandal.

Design/methodology/approach

The present research employs content analysis of nonfinancial disclosures by 11 organizations during a 3-year timespan to investigate how they responded to major scandals in terms of social, environmental and sustainability reporting and a content analysis of independent counter accounts to detect the presence of views that contrast with the corporate disclosure and suggest hypocritical behaviors.

Findings

Four patterns in the adaptation of reporting – genuine, allusive, evasive, indifferent – emerge from information collected on scandals and socially responsible actions. The type of scandal and cultural factors can influence the response to a scandal, as environmental and social scandal can attract more scrutiny than financial scandals. Companies exposed to environmental and social scandals are more likely to disclose information about the scandal and receive more coverage by external parties in the form of counter accounts.

Originality/value

Using a theoretical framework based on legitimacy theory and organizational hypocrisy, the present research contributes to the investigation of the adaptation of reporting when a scandal occurs and during its aftermath.

Abstract

Purpose

Global climate change speeds up ice melting and increases flooding incidents. China launched a sponge city policy as a holistic nature-based solution combined with urban planning and development to address flooding due to climate change. Using Weibo analytics, this paper aims to study public perceptions of sponge city.

Design/methodology/approach

This study collected 53,586 sponge city contents from Sina Weibo via Python. Various artificial intelligence tools, such as CX Data Science of Simply Sentiment, KH Coder and Tableau, were applied in the study.

Findings

76.8% of public opinion on sponge city were positive, confirming its positive contribution to flooding management and city branding. 17 out of 31 pilot sponge cities recorded the largest number of sponge cities related posts. Other cities with more Weibo posts suffered from rainwater and flooding hazards, such as Xi'an and Zhengzhou.

Originality/value

To the best of the authors’ knowledge, this study is the first to explore the public perception of sponge city in Sina Weibo.

Abstract

Purpose

The aim of this article is to highlight the major part played by executives in the escalation of corporate social irresponsibility (CSI). Based on the upper echelons theory, the authors developed a model which shows the essential role of CEOs in explaining CSI. The authors proposed that the key personality traits of CEOs—narcissism—, as well as their power, could explain the degree of CSI.

Design/methodology/approach

Due to the significant methodological challenges when investigating CSI, the authors explored a novel method for measuring CSI in order to assess the degree of irresponsible behaviors. The authors build a CSI scale based on the perceptions of key informants, i.e. experts with diverse professional backgrounds. The authors apply CSI scale in a sample of 84 Spanish companies that were involved in CSI.

Findings

The results of the authors’ empirical study show the positive and significant influence of CEO narcissism and CEO power on the degree of CSI.

Research limitations/implications

On the one hand, corporate irresponsibility scandals have relevant social consequences and practical implications. On the other hand, narcissism is a natural feature of managers in top positions that is increasing in societies.

Practical implications

The authors’ findings may help CEOs, TMTs and corporate boards to acknowledge potential sources of CSI decreasing its likelihood through counterbalancing CEO's power and considering the dark side of narcissism.

Social implications

On the one hand, corporate scandals have relevant social and practical implications. On the other hand, narcissism is a natural feature of managers in top positions that is increasing in societies.

Originality/value

In this paper, the authors highlight the role of CEOs characteristics and their firms as the key actors for explaining and understanding the degree of CSI.

Abstract

Purpose

The paper aims to address the gap in literature on effective disaster governance in Southeast Asia, with a focus on COVID-19 management in Malaysia. It explores the intersection of localized hazard understandings, disaster governance and policy implications, emphasizing systemic vulnerability, resilience enhancement and improving risk communication and resource management. The goal is to offer insights and frameworks for policymakers, researchers and practitioners to navigate disaster governance complexities in Southeast Asia, marked by unique challenges and vulnerabilities.

Design/methodology/approach

The study employs an analytical descriptive methodology, involving a comprehensive literature review of academic articles, official reports and case studies related to disaster governance in Malaysia. It focuses on evaluating Malaysia's disaster governance's adaptability, inclusivity and coordination, considering policy implementation, stakeholder engagement and resource allocation. This approach facilitates a detailed analysis of the effectiveness of Malaysia's strategies in integrating environmental and health disaster management systems.

Findings

The findings reveal that Malaysia's disaster governance, particularly during COVID-19, has been challenged by the need for rapid adaptation and coordination. While early lockdowns and a robust vaccination program were effective, they also highlighted issues in healthcare system capacity and socioeconomic impacts. The study emphasizes the importance of integrated, resilient disaster management strategies that consider public health, environmental risks and socio-economic factors. It underscores the need for improved stakeholder collaboration, infrastructure resilience and climate change mitigation in disaster governance.

Research limitations/implications

The research is limited by a lack of specific data on Malaysia's unique socio-cultural, economic and political dynamics in disaster response. This gap hinders the development of nuanced, context-specific policies and practices for effective disaster governance, emphasizing the need for more region-focused studies.

Practical implications

The study highlights the need for Malaysia to develop more resilient, integrated disaster governance frameworks, emphasizing local community empowerment, sustainable infrastructure and climate change mitigation. It calls for enhanced regional cooperation in Southeast Asia for effective disaster preparedness and response.

Social implications

The research suggests that disaster governance should prioritize social resilience and inclusivity, addressing the varying impacts on different societal segments. Emphasis on mental health, community engagement and equitable resource distribution is vital for comprehensive disaster management and societal well-being in Southeast Asia.

Originality/value

This paper uniquely contributes to the understanding of disaster governance in Southeast Asia by combining empirical research and systematic reviews focused on Malaysia. Abstract

Purpose

This paper aims to assess to what extent South American countries have integrated recommendations of the international agenda to address human mobility in the context of disasters and climate change in their national laws and policies.

Design/methodology/approach

This research sought to find the level of discussions around human mobility in disaster laws, NDCs and National Adaptation Plans (NAPs) by looking for a range of search terms connected to human mobility in the context of disasters and climate change, followed by the content analysis of these terms.

Findings

Some advances with regards to human mobility are already confirmed in the domestic level of South American countries through humanitarian visas to disaster displaced persons and the inclusion of the topic in the DRR, climate change laws, NAPs and INDCs/NDCs. But they have not developed specific strategies with regards to it. Hence, their advances still require that national norms and policies are harmonized with the international guidelines. This will enable to fill the protection gap of people in context of disasters and climate change.

Originality/value

The results assess the level of harmonization above-mentioned between international instruments with national policies on human mobility in the context of disasters and climate change in South America.

Abstract

Purpose

Throughout human history, the occurrence of disasters has been inevitable, leading to significant human, financial and emotional consequences. Therefore, it is crucial to establish a well-designed plan to efficiently manage such situations when disaster strikes. The purpose of this study is to develop a comprehensive program that encompasses multiple aspects of postdisaster relief.

Design/methodology/approach

A multiobjective model has been developed for postdisaster relief, with the aim of minimizing social dissatisfaction, economic costs and environmental damage. The model has been solved using exact methods for different scenarios. The objective is to achieve the most optimal outcomes in the context of postdisaster relief operations.

Findings

A real case study of an earthquake in Haiti has been conducted. The acquired results and subsequent management analysis have effectively assessed the logic of the model. As a result, the model’s performance has been validated and deemed reliable based on the findings and insights obtained.

Originality/value

Ultimately, the model provides the optimal quantities of each product to be shipped and determines the appropriate mode of transportation. Additionally, the application of the epsilon constraint method results in a set of Pareto optimal solutions. Through a comprehensive examination of the presented solutions, valuable insights and analyses can be obtained, contributing to a better understanding of the model’s effectiveness.

Abstract

Purpose

The safety of high-speed rail operation environments is an important guarantee for the safe operation of high-speed rail. The operating environment of the high-speed rail is complex, and the main factors affecting the safety of high-speed rail operating environment include meteorological disasters, perimeter intrusion and external environmental hazards. The purpose of the paper is to elaborate on the current research status and team research progress on the perception of safety situation in high-speed rail operation environment and to propose directions for further research in the future.

Design/methodology/approach

In terms of the mechanism and spatio-temporal evolution law of the main influencing factors on the safety of high-speed rail operation environments, the research status is elaborated, and the latest research progress and achievements of the team are introduced. This paper elaborates on the research status and introduces the latest research progress and achievements of the team in terms of meteorological, perimeter and external environmental situation perception methods for high-speed rail operation.

Findings

Based on the technical route of “situational awareness evaluation warning active control,” a technical system for monitoring the safety of high-speed train operation environments has been formed. Relevant theoretical and technical research and application have been carried out around the impact of meteorological disasters, perimeter intrusion and the external environment on high-speed rail safety. These works strongly support the improvement of China’s railway environmental safety guarantee technology.

Originality/value

With the operation of CR450 high-speed trains with a speed of 400 km per hour and the application of high-speed train autonomous driving technology in the future, new and higher requirements have been put forward for the safety of high-speed rail operation environments. The following five aspects of work are urgently needed: (1) Research the single factor disaster mechanism of wind, rain, snow, lightning, etc. for high-speed railways with a speed of 400 kms per hour, and based on this, study the evolution characteristics of multiple safety factors and the correlation between the high-speed driving safety environment, revealing the coupling disaster mechanism of multiple influencing factors; (2) Research covers multi-source data fusion methods and associated features such as disaster monitoring data, meteorological information, route characteristics and terrain and landforms, studying the spatio-temporal evolution laws of meteorological disasters, perimeter intrusions and external environmental hazards; (3) In terms of meteorological disaster situation awareness, research high-precision prediction methods for meteorological information time series along high-speed rail lines and study the realization of small-scale real-time dynamic and accurate prediction of meteorological disasters along high-speed rail lines; (4) In terms of perimeter intrusion, research a multi-modal fusion perception method for typical scenarios of high-speed rail operation in all time, all weather and all coverage and combine artificial intelligence technology to achieve comprehensive and accurate perception of perimeter security risks along the high-speed rail line and (5) In terms of external environment, based on the existing general network framework for change detection, we will carry out research on change detection and algorithms in the surrounding environment of high-speed rail.
