Abstract

Several years ago, North Carolina State (NC State) University Libraries technical services department, Acquisitions & Discovery (A&D), merged acquisitions, cataloging, and electronic resources management functions and staff. One intended outcome for the merger included integrating and distributing electronic resources management across all staff positions whereby staff would be trained to manage a larger portion of the life cycle for print and electronic resources. The benefits of a life cycle approach for both print and electronic resources included better staff understanding of resources; staff ownership of packages; and improved staff follow-through, consistency, and ability to troubleshoot. Key positions were reimagined to support this effort. This included the creation of a staff package manager role in the serials unit to provide oversight of e-journal packages, distribute work to staff, and create and maintain an information dashboard (the Electronic Resources Hub) for staff as well as for other stakeholder departments across the libraries. The monographs unit has recently adopted a similar integrated approach to manage NC State's growing collection of e-books. This chapter will outline A&D implementation of two package management models, one for serials and one for monographs; describe the associated tools and technologies used for support; and discuss lessons learned. Benefits will be discussed to illustrate how other libraries might transform their electronic resource management operations by using a package management strategy.

When a new student enrolls in his/her first class, the ELRC emails a welcome letter outlining the services and resources available to NCU students. The welcome letter includes information on how to access the virtual library site and how to contact a reference librarian. A new student receives the link to the ELRC after establishing a user name and password. The ELRC produces a Learning Resources Handbook, available on the website or in hardcopy upon request. The manual outlines policies and procedures, and introduces resources available through the ELRC. The website provides research tips and how-to pages on database use, Internet searching, research guides, links to online catalogs, general reference tools, Dissertation Center, and FAQs. Additional online tutorials cover study skills and information for students new to the Internet. The Dissertation Center includes strategies on dissertation research, formatting guides, writing resources, dissertation tutorials, and links to other dissertation resources. Course-related subject guides provide links to resources of interest to those enrolled in a particular course. Mentors or students may suggest sites through “Add-a-Resource,” an online form. Learner Affairs and the ELRC provide step-by-step orientation to the web site via telephone to students requesting assistance.

Abstract

This chapter explores the feasibility of establishing a consortium for the sharing of electronic resources between two libraries: the University of the West Indies at Mona and the University of Technology, Jamaica, both of which are located in Kingston. After a description of the institutional and library contexts, the two libraries are compared in terms of missions, staffing, funding, and collections and other differences and similarities including the e-resources. To analyze the feasibility of establishing a partnership/consortium, the exploration and evaluation of formation of a consortium were done using three kinds of analysis: a literature review, interviews, and a review of existing processes and documentation. The data gathering methods and results are described followed by a potential blueprint for implementation. The researchers did not interview or solicit the views of the university administrators and governing bodies or government officials as to the feasibility of such cooperation in light of the tentative nature of the investigation. The authors however worked with the premise that with the proper infrastructure, a consortium between the two universities would be viable. Other institutions considering development or formation of potential consortia might find the approach and methods in this chapter useful as a possible methodology.

Abstract

Roles of academic libraries have recently been regularly discussed among Library and Information Science (LIS) scientists and practitioners. A shift of roles induced by various factors forces academic libraries to reconsider their operational guidelines and plan future scenarios. This article provides an analysis of the framing of roles assumed by academic libraries and identifies key factors and agents that influence the process. Research consisted of an analysis of official strategic documents of Lithuanian state-owned universities that are of great importance to the strategic development of academic libraries and the anchoring of their roles. Applying Laclau and Mouffe’s (2001) discourse theory and the concepts of new institutionalism as a theoretical approach, key factors and agents influential to the role of academic libraries were identified. Modernity, market, and quality as three interrelated discourses highlight the proposition that modernity is inseparable from the development of information technologies and infrastructure and that various professional networks in the library environment act as powerful institutional agents. Practices of market law application in universities have influence on the institutional logic of libraries which increasingly relies on the criteria of efficiency and rationality.

Abstract

The purpose of this chapter is to highlight the activities of various library consortia functioning across India. A questionnaire was used to collect information for the present study from Indian consortia and their web sites were also visited to collect data. The study ascertains that consortia approaches help libraries financially and save money through collective access to databases and e-resources as opposed to individual subscriptions. It also suggests that different consortia can be merged to form a single one across a country and provide services to the users. The analysis has been done on the basis of approximate subscription prices conveyed by vendors through oral communications. The chapter highlights how libraries can function in consortia mode to enhance their services to users in the face of dwindling budgets and spiraling costs of scholarly journals and databases. The chapter analyzes and demonstrates that consortia agreements can lead to more judicious expenditure by libraries and suggests areas for further research to gain deeper insights into the activities and functioning of various consortia. It also makes suggestions about formation of a nation-wide collaboration to maximize savings and avoid overlapping access through a number of consortia.
