Abstract

Purpose

This paper aims to explore whether there is a “low financing trap” that results in underfunding of education systems in low and lower middle income countries (LICs and LMICs). It shows public investment in education has not increased over the last two decades despite extensive advocacy and has equilibrated at about 4% of GDP. More than 6% of GDP is needed to achieve the sustainable development goals.

Design/methodology/approach

This research uses large scale data from the UNESCO Institute of Statistics and the World Bank to analyse patterns of investment across sub-Saharan Africa. The most recent data downloaded in 2022 are used for each country. The analysis uses time series analysis to show how flows of resources for education have evolved and illustrates the limits to growth.

Findings

The research develops a taxonomy of countries and identifies three bands of effort for investment in education. Individual countries tend to remain in the same band of expenditure level and only the highest band countries are likely to be able to finance their development goals from their own resources between now and 2030. Escape from the low financing trap is critical for future educational development.

Originality/value

Innovative approaches to external assistance are needed which recognise that domestic revenues are at the heart of sustainable financing and that greater efficiency and effectiveness are critical to sustainable solutions. The priority is to accelerate the development of fiscal states, which can finance public goods from domestic revenue and make good use of concessionary assistance.

Abstract

Purpose

The study aims to determine whether there is a bidirectional causality relationship between health expenditures and per capita income in Brazil, Russia, India, China, South Africa and Turkey (BRICS+T).

Design/methodology/approach

For that purpose, the 2000–2018 period data of the variables were tested with the Kónya (2006) panel causality test. Additionally, the causality relationships between public and private health expenditures and per capita income were also investigated in the study.

Findings

According to the analysis results, there is no statistically significant causality relationship from total health expenditures and public health expenditures to per capita income in the relevant countries. Besides, there is a unidirectional causality relationship from private health expenditures to per capita income only in Turkey. On the other hand, a unidirectional causality relationship from per capita income to total health expenditures in China, Russia, Turkey and South Africa and from per capita income to public health expenditures in India, Russia, Turkey and South Africa were determined. Consequently, a causality relationship from per capita income to private health expenditures was found out in Russia and Turkey.

Originality/value

The variables are tested for the first time for BRICS+T countries, vis-à-vis the period under consideration and the method used.

Abstract

Purpose

The autonomous governments of two regions in Spain established mobile bans in schools as of the year 2015. Exploiting the across-region variation introduced by such a quasi-natural experiment, this study aims to perform a comparative-case analysis to investigate the impact of this non-spending-based policy on regional Programme for International Student Assessment (PISA) scores in maths and sciences and bullying incidence.

Design/methodology/approach

The authors apply the synthetic control method and diff-in-diff estimation to compare the treated regions with the rest of regions in Spain before and after the intervention.

Findings

The results show noticeable reductions of bullying incidence among teenagers in the two treated regions. The authors also find positive and significant effects of this policy on the PISA scores of the Galicia region that are equivalent to 0.6–0.8 years of learning in maths and around 0.72 to near one year of learning in sciences.

Originality/value

To the best of the author’s knowledge, this is the first empirical study analysing the impact of mobile phone bans in schools on bullying cases, exploiting variation across regions (or other units), years and age intervals. Besides, the scarce formal evidence that exists on the consequences of the mobile phones use in students’ academic achievement comes from a micro perspective, while the paper serves as one more piece of evidence from a macro perspective.

Abstract

Purpose

This research aimed to study patterns of energy drinks (ED) consumption among university students and to identify the determinants for their preferences.

Design/methodology/approach

This cross-sectional study was conducted among 400 students from various departments of Jashore University of Science and Technology, Bangladesh, by convenience sampling. A self-administered, structured questionnaire was used to collect data.

Findings

About 52.3 per cent of the students were between 21 and 23 years of age, and half of them were male. More than half (53 per cent) of the students had consumed ED at least once in their lifetime. Only 22.1 per cent of these consumers had any knowledge of the ingredients in ED, and 4.3 per cent did not know the possible negative impacts. Bivariate analysis was performed to identify the variables significantly associated with ED consumption among students. The risks of ED consumption were found to be: male gender (Odds Ratio (OR) = 4.04; 95 per cent Confidence Interval (CI) = 2.36–6.92), father educated up to SSC (OR = 18.47; 95 per cent CI = 2.30–148.90) or college and above (OR = 17.01; 95 per cent CI = 2.31–135.60), smoker (OR = 3.87; 95 per cent CI = 1.61–9.35) and doing irregular physical activity (OR = 2.43; 95 per cent CI = 1.23–4.78).

Originality/value

ED consumption among university students is high, but their perception regarding the ingredients and potential health hazards is opaque. Therefore, it is imperative that at both community and individual levels, interventions should focus on educating and empowering individuals to make firm and positive decisions concerning their dietary habits and health.

Abstract

Purpose

This paper studies the political economy of the endogenous urban–rural divide in two dimensions: labor market and provision of public goods.

Design/methodology/approach

This paper gives a dual-sector model endogenously depending on the consumption of public goods (club goods), the number of rural–urban migrants and the tax rate (transfer payments).

Findings

According to the research findings in this paper, the constraints on the participation of rural residents portray the rural residents' bargaining power, and in the game between the urban elites and the rural residents, tax rates depend on the preferences of the urban elites and the constraints urban elites and the rural residents jointly face. Therefore, the urban elites have to set tax rates deviating from the most preferred ones. The model in this paper can explain a series of empirical findings and yield new theoretical findings for empirical testing.

Originality/value

Significantly, the paper finds that the increase in agricultural productivity will lead to industrialization, accompanied by the disintegration of the dual-sector model. However, though the increase in industrial productivity can accelerate industrialization, it will further expand the urban–rural divide.
