Abstract

This book chapter uses structuration theory and aims to study cross-sectoral collaborations for co-creating public value and their implications in terms of the role and the relationships of the public sector with the private and third sector.

Our research is exploratory and our main research question is: What are the modalities of structuration of cross-sectoral collaborations for co-creating public value? Our analysis is based on a multiple case study analyses conducted in the region of Trentino – South Tyrol (Italy), and it draws on primary and secondary data collected through six extensive semi-structured interviews and documentary analysis on about fifty organizations participating in six cross-sectoral collaborations. We found that the co-creation of public value led public organizations to structure cross-sectoral collaborations involving private and third-sector organizations, but preexistent structures of signification, domination, and legitimation hampered the public sector as a whole to fully democratically meta-govern the modalities of structuration.

The chapter provides insights for practice by highlighting the elements of structuration theory as a useful framework of analysis for decision-making of public managers involved in cross-sectoral collaborations. Research implications deal with using structuration theory and critical approaches at a macrolevel (e.g., the role of the public sector as a whole) within public management studies.

Abstract

Purpose

The purpose of this paper is to discuss the importance of cross‐sectoral co‐operations and the potential role of tourism organizations in an integrated location management system, using the regional governance approach. The coordination between participants and the development of economic dynamics by coordinated networks are important factors determining the competitiveness of locations.

Design/methodology/approach

The paper undertook a qualitative and quantitative survey in Bavaria, which analyzed the role of a tourism organization in the location, using the example of cross‐sectoral interaction with the brewing industry. First, a qualitative explorative study was conducted analyzing the potential cross‐sectoral activities of the tourism organization with the brewery industry in Bavaria, and examined the indicators of power and legitimacy. A further quantitative survey was then carried out to assess the current situation of the cross‐sectoral interaction of the Bavarian tourism organization with the brewery industry and the position of the tourism organization in the location.

Findings

The results show that the role of the tourism organization in cross‐sectoral interactions with other parties in a region where tourism does not play a major role is not strong. It lacks the power to take a leading part in determining a region's attractiveness, and needs to develop its expertise as a cross‐sector intermediary for an integrative location management process. The results indicate potential for improvements in the field of communication and interaction to strengthen the position of the tourism organization.

Practical implications

The study results reveal that the philosophy of cross‐sectoral thinking is not yet strongly developed in the Bavarian tourism organization. It should develop a stronger network‐oriented perspective if it wants to become an intermediary between the local sectors and industries.

Originality/value

Applying the findings of the regional governance theory, the paper demonstrates the potential contribution of tourism organizations as cross‐sector intermediaries for location management processes, so that the various attractions at a location can all profit by working towards a more competitive and attractive location.

Abstract

Purpose

This study aims to introduce a method based on link analysis to investigate the structure of the R&D support infrastructure associated with science parks in order to determine whether this webometric approach gives plausible results.

Design/methodology/approach

Three science parks from Yorkshire and the Humber in the UK were analysed with webometric and social network analysis techniques. Interlinking networks were generated through the combination of two different data sets extracted from three sources (Yahoo!, Bing, SocSciBot).

Findings

These networks suggest that institutional sectors, representing business, universities and public bodies, are primarily tied together by a core formed by research institutions, support structure organisations and business developers. The comparison of the findings with traditional indicators suggests that the web‐based networks reflect the offline conditions and policy measures adopted in the region, giving some evidence that the webometric approach is plausible to investigating science park networks.

Originality/value

This is the first study that applies a web‐based approach to investigate to what extent the science parks facilitate a closer interaction between the heterogeneous organisations that converge in R&D networks. This indicates that link analysis may help to get a first insight into the organisation of the R&D support infrastructure provided by science parks.

Abstract

Purpose

The purpose of this research is to try to show the relevance of service quality in building a strong retail brand. It addresses how retailer attributes affect customer‐based retail brand equity, when considering retailers as brands. These attributes are compared with one another, and the importance of service is set in proportion to the other retailer attributes, both intersectorally and sector‐specifically. An integrated model is used here.

Design/methodology/approach

This is an empirical study across five retail sectors (grocery, textiles, DIY, consumer electronics and furniture retailing) based on a survey with 2,000 face‐to‐face interviews. Structural equation modelling is used to illustrate the impact of central dimensions of the perception of retailer service and of the other retailer attributes on customer‐based retail brand equity.

Findings

In retailing, service quality appears to be the most important retailer attribute in building a strong retail brand – as demonstrated in four out of five sectors. The integrated model developed in this study can make a significant contribution to a field of knowledge which at present is not well developed.

Research limitations/implications

A more detailed analysis of the cross‐sectoral differences is undoubtedly necessary. Furthermore, a more exact analysis of retailer service is certainly required, but it must also incorporate other retailer attributes in order to achieve dimensions of comparison.

Practical implications

The importance of service in retailing is intersectorally underlined in comparison to the other retailer attributes/retail marketing instruments. Even in sectors that characteristically use self‐service, the importance of service quality and particularly of friendly and competent staff is evident. Compared to the other retailer attributes, service is one strategic element that can be used effectively by retailers of almost any size. A small or medium sized retailer usually cannot distinguish itself from its competitors by means of price, but with a service‐oriented business.

Originality/value

Unlike other investigations, a model is applied in this paper to five retail sectors, so both general and also sector‐specific conclusions can be drawn on the importance of customer service and the other retailer attributes. Furthermore, customer service is not analysed in isolation, thus we have dimensions of comparison, unlike many other authors who look at service alone.

Purpose

Lack of knowledge and performance information sharing between actors is one manifestation of fragmentation in public performance management. This study aims to understand what managerial means are used for connecting performance dialogues and how these means affect fragmentation in performance management.

Design/methodology/approach

In this cross-sectional research design, the authors reviewed documents, interviewed public managers, observed workshops and held thematic discussions with public managers in one Finnish municipality. To analyze the empirical data, the authors used thematic analysis and both inductive and deductive research approaches.

Findings

The analysis revealed nine managerial means that public managers use for connecting performance dialogues to decrease fragmentation. These were (1) defining the division of labor between different dialogues, (2) assigning resources for performance dialogues, (3) generating convincing narratives for promoting collaboration, (4) providing the same performance information to collaborators, (5) building joint information systems, (6) establishing integrative performance dialogue hubs, (7) naming the gatekeepers, (8) offering training for dialogues and (9) synchronizing performance dialogues. Based on our findings, most of these means can preserve, increase or decrease fragmentation depending on their design.

Originality/value

The results of the study are valuable because the performance management literature has not investigated what managerial means are used to connect performance dialogues and how these means can preserve, increase or decrease fragmentation.

Abstract

Purpose

Mainland Tanzania has seen two decades of significant social policy reforms and transformations in its social and economic structures, whilst the country continues to grapple with persisting gender inequalities. This article examines Tanzania's social policy developments from a gender perspective. The authors analyse the level, reach and quality of social policy delivery to working-age women across the areas of health policy, social protection and employment policy during 2000–2021.

Design/methodology/approach

The article draws on qualitative research deploying the scoping review method. The data consist of diverse secondary materials, including academic publications, government policy documents, relevant statistics and other types of “grey” literature.

Findings

Tanzania has made significant advancements in the legal frameworks around welfare provision and has instituted increasingly gender-responsive government policy plans. The health and social protection sectors, in particular, have witnessed the introduction of large-scale measures expanding social policy implementation. However, social policy delivery remains two-tiered, with differences in provisions for women in the formal and informal sectors.

Originality/value

Social policy delivery and implementation have increased and diversified in Sub-Saharan Africa (SSA) during the new millennium, with a growing integration of gender-specific policy objectives. However, limited social policy scholarship has focused on the gendered effects of broader social policy models in SSA. The article remedies the concomitant knowledge gaps by examining various social policies and their impacts on working-age women in Mainland Tanzania. The authors also engage with the theoretical welfare regime literature and present an analytical framework for gender-sensitive assessment of emerging social policy models in the Global South.

Abstract

Purpose

The purpose of this paper is to examine the growth-profitability nexus among small- and medium-sized enterprises (SMEs).

Design/methodology/approach

The data comprise 106,884 observations covering 26,721 Swedish SMEs in six industry sectors over the 2008-2011 period. The data were analysed using several statistical techniques, including two-stage least squares regression, fixed-effects and random regressions, and bootstrapped quantile regression.

Findings

Consistent with the hypotheses derived from the resource-based approach, the results indicate that current profitability significantly and positively affects firm growth. The firm-level control variable size significantly and positively affects firm growth, though firm age significantly and negatively affects growth. Firm industry affiliation also affects firm growth.

Research limitations/implications

Since SME performance is commonly equated with access to knowledge, consultancy services or business training programmes sponsored by governmental organizations can help SMEs improve their management skills and thereby their performance. Moreover, adopting advanced financial management practices can improve the use of financial resources, leading to higher profitability and thereby sustainable growth. This implies that managers should change their strategy from “growth now, profitability later” to “profitable growth now”.

Originality/value

Unlike most previous studies, this study employs several multivariate methods to analyse a comprehensive, cross-sectoral sample comprising non-financial, independent, and active SMEs in several industries. This study focuses explicitly on SMEs, which play a fundamental role in the Swedish economy.

Abstract

Purpose

The purpose of this paper is to identify and discuss perceptions of petroleum-related corporate social responsibility (CSR) among local and regional authorities, local peoples (indigenous and non-indigenous) and representatives of petroleum companies working or living in the Nenets Autonomous Okrug (NAO) in the Russian Arctic. Although the CSR literature comprises a broad spectrum of approaches, an underrepresentation of perspectives from non-business stakeholders has been suggested. The paper seeks to redress this gap.

Design/methodology/approach

The data are obtained through 34 in-depth, semi-structured interviews conducted and qualitatively analysed to extrapolate perceptions, views and expectations of petroleum-related CSR in NAO. By exploring needs, wants and expectations, differences are identified between short-term expectations and long-term perspectives.

Findings

A central feature of the authors’ findings is the wide variation in the responses not only between community groups and sectors but also within them. The complexity identified is an argument in favour of local involvement to understand local contexts and suggests avoiding “one-size fits all” CSR approaches. Challenges and opportunities are identified for the petroleum companies in dealing with different stakeholders and diverging interests.

Research limitations/implications

The importance of local context means that caution is advised when considering the transferability or generalisability of lessons, within NAO and elsewhere in and outside the Russian Arctic. Furthermore, fundamental motivations are not always transparent from interviews.

Originality/value

Although a rich literature exists on CSR, this is perhaps the first study providing a cross-sectoral analysis of people’s perceptions, including those of non-business stakeholders, in this region.

Quality management is high on the reform agenda of both universities and hospitals. This paper studies how quality management is implemented: who is responsible for QM and which instruments are used? The guiding research question is whether these two very distinct professional organizations respond in similar or different ways to a common reform trend. To analyze the extent of isomorphic tendencies a cross-sectoral, descriptive data analysis with data from 135 hospitals and 83 universities in Germany has been conducted. The results show that QM in hospitals is more elaborated in terms of quality instruments and at the same time more standardized. Universities, in contrast, follow quite individualistic ways to organize quality management.

Abstract

Purpose

The purpose of this paper is to address school–NGO interactions by analyzing the power of foundations – a specific type of third sector organization or NGO in education.

Design/methodology/approach

Data are collected through a quantitative survey, qualitative interviews, official documents, reports and websites. Social network analysis and grounded theory are used to analyze the data with the aim to develop a theoretical approach.

Findings

The study identifies three dimensions, i.e. relational, structural and discursive dimensions of power. Based on the analysis of an illustrative multi-stakeholder initiative, the paper highlights the role of foundations in framing educational settings, concepts and structures of the education system as such.

Practical implications

The three-dimensional power perspective offered in this paper is particularly useful for scholars investigating school–NGO interactions or multi-stakeholder partnerships in education. Furthermore, it is of crucial importance for practitioners, school principals and education administrators dealing with school–NGO interactions given that foundations seem to be increasingly able to draw on new sources of power in these interactions.

Originality/value

While the number and power of the third sector in education continues to rise worldwide, there is wide consensus that NGO power in education has, to date, hardly been researched. This paper contributes to this dearth of research by uncovering foundations’ different sources of power and by developing a theoretical approach for analyzing the power of third-sector organizations in education.
