Abstract

Purpose

The purpose of this paper is to explore and quantify the impact of geographically defined school zones on house prices in New Zealand.

Design/methodology/approach

This paper develops a series of hedonic pricing models to analyse 10,000 house sales transactions over a 21‐year period within a compact group of inner Auckland suburbs, which represents the epicentre of the school zoning debate in New Zealand. The study diverts from past research, which mainly focuses on school quality measures such as standardised test scores, and instead analyses the comprehensive price impacts of access to popular state schools. Its unique approach employs a geographic information system to divide the study area into effective school zones and then further subdivide into suburbs, thus offering a vital indicator of internal validity.

Findings

The study's findings indicate that the influence of school zoning on house prices is not uniform and the variation in price effects is largely a function of the uncertainty of future zone boundary definitions. Although some “in‐zone” suburbs have enjoyed accelerated house price growth following the reintroduction of zoning in 2000, peripheral suburbs’ price premiums have diminished.

Originality/value

In contrast to standard hedonic studies on school quality, this paper offers an innovative approach that integrates geography to solve what is essentially a spatial economic problem.

Abstract

COMED is an acronym derived from Combined Map and Electronic Display. Topographical information recorded in full‐colour on 35 mm film can be displayed on the screen of COMED. Graphical information generated electronically can also be projected on the COMED screen. This includes scan converted radar, alphanumeric data from a computer, or video signals (either 625 or 875 lines) obtained from low‐light television (LLTV) or forward‐looking infrared (FLIR) cameras and sensors. Both the photographic and electronically‐generated information can be displayed either separately, or together. Thus a moving‐map indicating the aircraft's present position can be shown on COMED with, superimposed upon it, waypoints, command tracks and any other data, either graphical or alphanumeric, that may be relevant. Battle intelligence could also be displayed electronically by super‐imposing on the COMED projected map such details as enemy SAM sites, defended areas, forward edges of battle zones and similar tactical details.

Abstract

Purpose

The purpose of this paper is to investigate ways of practicing political power in public space in the interaction between central and marginal users in Glòries, an area under transformation in Barcelona. Originally conceived as the core of its extension, Glòries is now a battle field where conflictive spatial-social manifestations are strongly linked to pending conditions and partially implemented infrastructural projects. The key actors are in large majority illegal migrants, which activities and spatial strategies are particularly uncomfortable for city administrators; challenging the traditional focus on actors that are stable and institutionalized, included and previewed by the tools for urban projects implementation.

Design/methodology/approach

To achieve insights on urban spatial articulations of appropriations by marginal actors around infrastructures, the method deployed is to look closely at the interplays between persecuted and persecutors and their ways of practicing power in space in the frame of the illegal street markets in Glòries. This is part of an ongoing PhD research on the complexity of involved processes. The research is executed in diverse work packages: mapping of material transformations (morphology, domain, accessibility and permeability), in diverse timeframes; surrounding functions and temporal fixities, appropriations catalysts; media presences and discussions; crossed references with immersive field work and exchange with locals.

Findings

A broad variety of illegal street markets have been monitored in Glòries, revealing an increase in scale, frequency and levels of tension. Around them, their dynamic properties can be extracted and measured: spatial configurations, sizes, timeframes, number of traders/visitors, the relation to other elements, the strategies of displaying, displacing and dispersing used by the police. In all, the relationship with the infrastructural elements shows crucial and a better understanding of their relations constitutes a path to understand how both infrastructures and collective behavior contribute to dynamic productive and power logics in space.

Originality/value

This research and case study are an outstanding framework to explore the concrete spatial interactions and interplays of different power or territorialization processes, i.e. the strategies to denote presence and agency – in novel ways. Focusing on their spatial outcomes in contemporary transformation processes where infrastructures are dominant components is a way to inform the design, practice and implementation of city project and management.

Abstract

Literature shows that environmental change would profoundly influence residents' emotional ties with their community. This study attempts to further the examination by probing into the relationship between perceived ecological change and place attachment at a small-island destination where tourism has become a heavyweight business and transformed the living quality of locals. The survey questionnaires are distributed to the residents of the study site Kinmen archipelago in Taiwan. The resultant data illustrate that age, occupation, the town of residence, house ownership, and the length of residence moderate the resident's place attachment. Besides, from a result of regression analysis, the perception of rapid community development reveals a positive relationship with the level of place attachment. This study suggests timely strategies enticing younger residents' place attachment along with other managerial actions, helping invigorate the community living.

Abstract

Purpose

The purpose of this paper is to explore the demand and supply relationship between urban and non‐urban land, the latter's diminishing supply, arguments for and against its preservation, methods in which preservation might be achieved and one method in particular, with which the authors have considerable experience, that involves the purchase of development rights and density credits.

Design/methodology/approach

The research design involved meetings with farmers, city and county officials and members of several land conservation organizations, bringing together several hundred agricultural and residential real estate transactions, quantitative analysis of the transaction data using descriptive and hedonic methods, developing property attribute values and thereby determining the value of agricultural development rights and urban density credits.

Findings

Agricultural development rights were valued, on average, at $9,000 per acre. Commercial development rights were valued, on average, at $9.00 per square foot of floor area (FAR).

Practical implications

By acquiring agricultural development rights the process of agricultural land being converted to urban purposes can be slowed or halted. Valuing and selling development rights is a straightforward means of permitting urban density that is understood by developers and easily, objectively and transparently quantified. It is also a good method of raising funds for the acquisition of agricultural development rights.

Originality/value

The valuation process developed and employed does away with the need for individual appraisals of rights to be acquired and sold. Therefore this is a very efficient process. Also, it shows how farmers, preservationists and planners can be brought together to solve a common problem.

Abstract

Being resilient is often equated with the capability to return to a state of normalcy after individuals and organisations face unprecedented challenges. This chapter questions the notion of ‘normalcy’ in complex and ongoing turbulence as experienced variously in diverse cultural and sectoral contexts. In theorising organisational resilience and associated transformation, it draws on insights provided by a microfinance institution (MFI) operating in the Philippines. The chapter details its efforts to transform business in light of experience gained in frequent and overlapping emergency conditions (including COVID-19) to create a new level of resilience in its clients and itself. For clients, the goal is often to self-manage loss associated with socio-economic development and for the organisation, to stabilise and cordon the investment needed to support clients survive and move on from the relatively constant adverse impacts of disasters. Published accounts of such experience and insights provided by board members and the President illustrate the nature of transformational resiliency strategies planned, including changes to the business model around provision of micro-insurance services and strategic adaptation of digital services aligned with the organisation's mission. A model of ‘practical resiliency in emergency conditions’ details the culture of resiliency adopted, demonstrating how stakeholders gain confidence and opportunity to practice resilient behaviours in emergency contexts. It highlights the significance of cultural consistency across purpose, values and capability to create an adequate level of trust and certainty across stakeholders to support transformational resiliency behaviours in shifting and dynamic ecosystems.
