Abstract

A study of the price discounts granted by Morton Salt Company and other producers of table salt in the U.S. on their sales of table salt to grocery wholesalers and retailers. The discounts were found to be illegal under the Robinson-Patman Act by the Federal Trade Commission and the Supreme Court. The Commission and the Court believed that the discounts were unjustified price concessions granted to “large” buyers, consistent with the concerns of the Robinson-Patman Act. However, the evidence indicates that the most common discount – the “carload discount” – was received by virtually all buyers, regardless of the buyer’s size; the other discounts – “annual volume” discounts – though received primarily by “large” buyers, were likely cost based. The history of the discounts and likely reasons why they were granted are explored in detail.

Abstract

Recent decades have witnessed great interest in Leon Trotsky’s idea of uneven and combined development (UCD) by Marxist scholars of International Relations (IR). A burgeoning literature has argued that one interpretation, Justin Rosenberg’s U&CD, resolves the question of ‘the international’ by offering a single, non-Realist theory capable of uniting both sociological and geopolitical factors in the explanation of social change across history. Evaluating this claim, this paper argues that the transhistorical ways in which U&CD has been developed reproduce, reaffirm and reinforce some of the more important shortcomings of Realist IR. I develop my argument through an internal critique of Rosenberg’s conception of U&CD, which, I argue, is illustrative of larger shortcomings within the literature. I conclude that the political and geopolitical economy of UCD and their dynamics must be grasped through the specific social and historical relations in which they are immersed.

Abstract

Teacher effectiveness and teacher quality have become the focus of intense international attention and national concern. Dozens of nations are implementing a diverse set of strategies that aim to improve the quality of education by improving the quality of teachers. These efforts have not been well coordinated, and as the authors in this volume show, core constructs of quality have not been well defined. In this introductory chapter, we discuss why teachers are now “under the microscope” of policymaker’s attention and elaborate how the chapters in this volume identify particularly fruitful avenues for further study. The assembled chapters address two complex questions: (1) what existing cross-national measures of teacher effectiveness and teacher quality are most promising and how can these be aligned to maximize their research potential? and (2) what core constructs of teacher quality or effectiveness are missing from the evidence-base, and how can cross-national comparative research help refine these? To investigate these questions, the chapters in this volume address different aspects of “quality.” While quality may be politically contested, there is a significant need to continue to articulate a truly global perspective on teacher quality. The authors look at a wide range of aspects of quality in order to advance thinking about teacher education, instructional quality and workforce or organizational conditions that affect quality; to analyze instruments, tools, or measures used to assess quality; and identify what measures need to be developed further. We also note how scholarly study of the spread of transnational teacher reforms has failed to keep pace with national policy changes regarding teacher quality, and advance a more general theory of the forces affecting national policymakers.

Abstract

This chapter examines the impact of national membership in international organizations on female entrepreneurship. Drawing on the institution-based view from global strategy and civil society theory from international relations, we show how international organizations can promote entrepreneurship opportunities for women with respect to the United Nations’ sustainable development goals (SDGs). This research has both practical and social implications. From a practical perspective, it provides important insights for policy makers and entrepreneurs. Policy makers can use the findings to understand how the international organizations that countries join affect entrepreneurship, particularly the United Nation’s SDGs Entrepreneurs can also use the findings to advocate mutually beneficial conditions for host environments, particularly those dedicated to female empowerment. A sample of 44 countries, 5 years of data, and 130 country-year observations finds robust support for our assertions.

Abstract

When questioning the relationship between media, development, and democracy, especially in the ill-defined “Global South,” it’s important to go beyond the commonly held meta-narratives that frame these concepts as common sense. In a quest to investigate alternative characterizations of these terms, this chapter uses Ghanaian political economist Lord Mawuko-Yevugah’s (2014) theoretical framework of “developmentality” to explain how development has been used as an ideological instrument to promote the Western liberal media model in the “Global South.” Using a case study of Malawi, which is heavily dependent on foreign aid from the same countries who have defined and promoted this liberal media model aboard, raises important questions about a media model that is characterized by high objectivity and political neutrality on one side, but subjects countries to high levels of competition and free market principles on the other. By outlining the temporal sequence of events that have unfolded since the arrival of missionary media in the 1800s, the presence of international donors and the rise in non-governmental organizations, this chapter reveals how certain ideologies and practices have been legitimized through development to preserve the unequal balance of power between the “Global South” and their former colonial powers.
