Abstract
Purpose
After the 19th CPC national congress, Chinese Communist Party and the government put forward higher requirements for the development of coastal zones, and it is urgent to establish an integrated coastal zone management system, so as to better guarantee the construction of maritime powers and regional coordinated development. The purpose of this paper is to aim at re-examining and positioning China’s integrated coastal zone management.
Design/methodology/approach
This paper sorts out the current situation of coastal zone resources and environment, summarizes prominent problems and clarifies the path of comprehensive management of coastal zone based on the typicality and comprehensiveness of coastal ecosystem.
Findings
Coastal zone is a typical area of “life community shared among mountains, rivers, forests, fields, lakes and grass.” However, there are three prominent problems at present, namely, separation between land and sea, separation among industry sectors and separation among administrative jurisdictions. Coastal zone planning and legislation are important measures to realize the comprehensive management of coastal zone.
Originality/value
This paper puts forward some suggestions on the reform of coastal zone management from the perspective of planning and legislation.

Abstract
Purpose
Agriculture must transform as climate change progresses. The international community has promoted climate-smart agriculture (CSA) as a set of solutions. Previous analyses of opportunities for scaling up CSA have not looked closely at building political and social support for policies, practices and programs. The purpose of this paper is to fill that gap in the case study country of Senegal.
Design/methodology/approach
The study applies the conceptual definitions, operationalizations and assessment targets from the political will and public will (PPW) approach to social change. Semi-structured interviews and documents constitute the sources of data and information.
Findings
The analysis identifies opportunities to generate political will for supplying an enabling environment for the widespread adoption of CSA. On the public will side, the analysis identifies opportunities to generate and channel demand for CSA.
Research limitations/implications
Researchers investigated some definitional components more completely than others due to resource and access constraints. Further, the context specificity of the components limits generalizability of certain findings.
Social implications
Social structures may need to change for successful adoption of certain CSA innovations, but improved agricultural outcomes are likely to result.
Originality/value
This examination of crucial elements for scaling up CSA efforts constitutes the most extensive application of the PPW approach to date, thus providing an example of this generalizable method.

Abstract
Purpose
This study aims to construct a mental health service system for middle school students in the post-COVID-19 era with the framework of Six Sigma DMAIC (define, measure, analyze, improve and control) and analyze the influencing factors of the mental health service system to study the implementation strategies of quality-oriented mental health services in middle schools.
Design/methodology/approach
This study was conducted in Tianjin, China, from September to November 2022, and 350 middle school students from Tianjin Public Middle School were selected as subjects. A questionnaire survey was used to collect data. In this study, the Six Sigma DMAIC method, sensitivity analysis method, exploratory factor analysis and principal component analysis were used to analyze the mental health services provided to middle school students.
Findings
Based on the Six Sigma DMAIC framework, this study indicates that the contribution rate of the mental health service process factor is the largest in the post-COVID-19 era. The mental health cultivation factor ranks second in terms of its contribution. Mental health quality and policy factors are also important in the construction of middle school students’ mental health service system. In addition, the study highlights the importance of parental involvement and social support in student mental health services during the post-COVID-19 era.
Originality/value
To the best of the authors’ knowledge, a study on middle school students’ mental health in the post-Covid-19 era has not yet been conducted. This study developed a quality-oriented mental health system and analyzed the influencing factors of mental health for middle school students based on data analysis and the Six Sigma DMAIC method.

Abstract
Purpose
The study is concerned with gathering factual data on the use of local online information systems, automation, online connections, online public access catalogs (OPACs), CD‐ROM‐based systems in 19 Jordanian university libraries.
Design/methodology/approach
Information was sought through a written questionnaire; personal interviews; literature review, and field visits. The implementation of local online information systems; OPACs, CD‐ROM databases, online searching, networks/databases subscribed to, methods of online services to users, problems and solutions are investigated.
Findings
Of the 18 (94.7 percent) libraries responded, half (50 percent) are using MINISIS or CDS/ISIS, one‐third (33.3 percent) is using either M2L, or ORACLE based systems, and 3 (16.7 percent) are using locally designed packages. Technical processing, information retrieval, circulation, reference services, and serial control are the prime systems functions. All respondents are linked to the internet. A total of 15 (83.3 percent) respondents have developed collections of databases on CD‐ROMs; 11 (73.3 percent) use single‐ access, and four (26.7 percent) use multi‐user systems.
Practical implications
Online services are provided mostly by traditional means. Lack of skilled staff, shortages of fund, and insufficient hardware are prime obstacles hindering systems optimal utilization. Outdated databases, cost, and users incompetence are problems limiting the optimal use of online systems. Developing intranet, funding, trained manpower, training courses to users, sharing subscription expenses in electronic full‐text database, and promote cooperation to exchange OPACs records through the internet, are suggested solutions to overcome these problems.
Originality/value
Academic libraries in Jordan are changing emphasis from ownership of information sources in printed forms, to the access to online databases or local area networks systems based on CD‐ROMs, to linkage with the internet as a prime gateway to information sources.

Purpose
The purpose of this paper is to conduct an in-depth analysis of the literature and provide new insights on skill development research in India. Objectives in the study are twofold. First is to conduct descriptive analysis in terms of structural dimensions such as geographical context, focus on skill development, research methods, economic sector, type of training and origin of the study. The second objective is to conduct thematic analysis on importance of skill development, institutional and regulatory mechanisms, skill development as an antecedent for technology adoption, role of skill development in women empowerment, integrating skill development with secondary education and labour market reforms for skill development.
Design/methodology/approach
Systematic literature review method is employed to review 45 articles on skill development research in India conducted between 2004 and 2017.
Findings
The review discusses about the importance of skill development, the role of institutions such as NSDA and PMKVJ, skill development as a necessity in the advent of technological changes, an effective measure to empower women in the country and the need of integrating skill development with secondary education. Labour market reforms are required to overcome challenges such as mismatch between theory and practice, low quality of skills assimilated, the mismatch between demand and supply of skilled labour force, low level of in-house training, low cooperation from students and employees due to lack of incentives and lack of qualified teachers.
Originality/value
This study is the first to offer a systematic literature review on skill development. The study provides insights into the concept of skill development, specifically for academicians to carry out research in a niche area and for government authorities in policy formulation.

Abstract
Purpose
For the provision of smart library services to end users, tools of the Internet of Things (IoT) play a significant role. The study aims to discover the factors influencing the adoption of IoT in university libraries, investigate the impact of IoT on university library services and identify challenges to adopt IoT applications in university libraries.
Design/methodology/approach
A systematic literature review was carried out to address the objectives of the study. The 40 most relevant research papers published in the world’s leading digital databases were selected to conduct the study.
Findings
The findings illustrated that rapid growth in technology, perceived benefits, the networked world and the changing landscape of librarianship positively influenced the adoption of IoT in university libraries. The study also displayed that IoT supported library professionals to initiate smart library services, assisted in service efficiency, offered context-based library services, provided tracking facilities and delivered effective management of library systems. Results also revealed that a lack of technical infrastructure, security and privacy concerns, a lack of technological skills and unavailability of policy and strategic planning caused barriers to the successful adoption of IoT applications in university libraries.
Originality/value
The study has provided theoretical implications through a valuable addition to the current literature. It has also offered managerial implications for policymakers to construct productive policies for the implementation of IoT applications in university libraries for the attainment of fruitful outcomes. Finally, the study provides a baseline for understanding the adoption of IoT in academic libraries.

Abstract
An ancient, and most influential, concept in management thought is the idea of rationality. Criticism with regard to a rational approach to management seems to focus on the importance of value issues. It is argued in this article that from a historical‐philosophical perspective values and rationality are not simply each other’s opposites, but closely related. The article sketches the conceptual development of the idea of rationality in philosophical thinking. The adopted focus is to consider the major changes in the meaning of the idea of rationality, and the kind of criticism the idea has encountered. Schematically, the article approaches the conceptual development of a current‐day comprehension of “rationality” by using four episodes: ancient thinking towards wise leadership; the Greek idea of logos; the nineteenth century modernist belief in positivism; and the twentieth century “postmodernist” debate which culminates in Habermas’ “communicative” rationality. An assessment of the meaning of rationality in management thought is undertaken by an initial appraisal of the roots of management thought prior to the emergence of rationality as an idea. This illustrates the often neglected normative basis of management thought, and stresses the importance of managerial “values”. It enables a perspective on the ancient Greek development of meaning for logos, which is the classical precursor for modern day rationality. By appraising the development of rationality as a particular conceptual type, rather than a specific philosophical idea, the non‐normative approach adopted in modernist management writings emerges as being a severely constrained concept. From a philosophical perspective, a reduction of rationality to some kind of “goal‐oriented” action is inadequate. This is because rationality and valuation have traditionally been, and remain, closely linked. As such, the three Es of goal‐rationality (economy, efficiency, and effectiveness) acquire a counterpart that refers to value‐rationality ‐ ethics.

Abstract
Purpose
In this study, the authors demonstrate the inherent connections between bank risk-taking, performance and executive compensation in the banking sector of China by developing a theoretical model and performing empirical tests with simultaneous equation models.
Design/methodology/approach
The authors construct a multi-task principal-agent model to capture agency problems in China, and the model can be extended to various cases. In empirical tests, simultaneous equation models are used to examine the theoretical predictions by eliminating endogenous concerns efficiently compared with the methods in the existing literature.
Findings
The results indicate that the regulator fails to provide bank managers with positive incentives to control risk, whereas the compensation guidance policy (2010) proposed by the CBRC alleviates this problem in China. Additionally, the authors established that shareholders reward bank managers for better and more stable performance. The authors propose the introduction of restricted stock options into the compensation design, as the existing compensation design fails to balance the performance and risk-taking of banks.
Research limitations/implications
First, the executive compensation structure and details in China are not available. In addition, the equity-based incentive compensation is forbidden. Therefore, this paper cannot provide more details about how the compensation structure affects bank manager behaviours. Secondly, the database consists only 25 listed commercial banks. Luckily, the assets of these banks could account for the vast majority of China's banking assets. The authors also expect that new methodologies such as machine learning and deep learning will be adopted in the research on bank risk management.
Practical implications
First, the regulator should optimise the compositions and payment rule of bank executive compensations. Secondly, it is advisable to adopt restricted deferred share reward or stock option compensation in due course. Thirdly, the regulator can require the banks that undertake excessive risks and troubled by moral hazard to increase the independent director proportion on the bank board according to the authors' empirical tests that higher independent proportion prevents the risk accumulations effectively. Fourthly, except for absolute compensation, the gap between executives' salary and average employee's income should be taken account.
Originality/value
This study provides a theoretical framework that incorporates the manager behaviours, executive compensation and bank regulations, and it provides empirical tests by solving endogenous concerns. Additionally, this study examines the effects of China's compensation guidelines issued in 2010. The authors believe that this study adds value to the existing literature by illustrating the compensation mechanism in China.

Abstract
Purpose
This study examines the benefits and potential applications of integrating augmented reality (AR) technology into landscape design education to create a more rewarding educational environment that provides an interesting learning atmosphere and deepens students' knowledge of the landscape design process.
Design/methodology/approach
Experimental method was conducted on the fourth-year architecture students at Port Said University. The experiment went through the following steps: a mobile-based AR application was designed, some exercises were developed and the students performed them using the application, and a questionnaire was formulated and distributed to the students to examine their feedback on integrating AR into the course.
Findings
The success of the experiment was evaluated based on the students' progress, tracked by the instructor, in the exercises and their feedback acquired from the questionnaire. The study found that the integration of AR with traditional teaching methods is perceived as being useful and having a positive impact on landscape design education.
Originality/value
Lessons learned from this study can help architectural educators in planning to use AR in their curricula to enrich architectural education.
