OUR readers will, we trust, appreciate our double souvenir number issued in connection with the Library Association Conference at Glasgow. Special features are the articles on the Mitchell Library, Glasgow, 1874–1924, by a member of the staff, Mr. J. Dunlop, and one on the Burns Country, by Mr. J. M. Leighton, of Greenock Public Library. We printed the provisional programme in our July issue and as we go to press have little to add to the particulars there given, except to compliment the Library Association and the Local Reception Committee on the excellent programme arranged for the occasion, from both the professional and social point of view.

Abstract
The performance of public sector institutions has always been contentious – this is as old as the system of government itself and its provision of collective goods, irrespective of whether they are tangible or intangible. In the context of South Africa, with its ever-increasing political competitiveness, this chapter assesses political leadership and the African philosophy of Ubuntu or humanism in improving public sector performance management in the country. It does so by addressing certain distinct questions: What is the state of public sector performance and leadership in South Africa? What have scholars contributed in linking public sector performance, and the politics and public administration dichotomy? Are the Batho Pele principles, underpinned by Ubuntu, a worthy notion on which to pillar African political leadership? By adopting an interpretivist, qualitative research design, the study reflects on the essence of a public administration that is effective in delivering political goods and managing the performance of bureaucracies and the political leadership therein. This chapter argues that the performance of public administrations remains a “wicked” problem in South Africa as political populism is on the rise in the country. However, the argument is made that with “good” political leadership – which naturally and effectively encompasses the philosophy of Ubuntu and which understands and mobilizes statecraft – great strides can be made beyond the current rhetoric.

Abstract
Progressive era debates about politics and economics featured a concern for the effects of political and economic institutions on the civic vitality of democratic regimes. Similarly, over the course of his scholarly work on public administration and management, Woodrow Wilson developed a civic or “constitutive” conception of administration in a constitutional democracy. An examination of Wilson’s most well‐known works, as well as his lectures on administration and public law, reveals the development of Wilson’s thinking on this score. Taking Wilson’s ideas into consideration can enrich current debates about public management and its impact on the quality of democratic governance.

Abstract
Purpose
The use of economic sanctions has grown dramatically in recent decades. Nevertheless, many arguments are presented in the public policy space regarding their effects on target populations. The author presents the first systematic analysis of the effects of sanctions on living conditions in target countries.
Design/methodology/approach
This paper provides a comprehensive survey and assessment of the literature on the effects of economic sanctions on living standards in target countries. The author identifies 31 studies that apply quantitative econometric or calibration methods to cross-country and national data to assess the impact of economic sanctions on indicators of human and economic development. The author provides in-depth discussions of three sanctions episodes—Iran, Afghanistan and Venezuela—that illustrate the channels through which sanctions affect living conditions in target countries.
Findings
Of the 31 studies, 30 find that sanctions have negative effects on outcomes ranging from per capita income to poverty, inequality, mortality and human rights. The author provides new results showing that 54 countries—27% of all countries and 29% of the world economy— are sanctioned today, up from only 4% of countries in the 1960s. In the three cases discussed, sanctions that restricted the access of governments to foreign exchange limited the ability of states to provide essential public goods and services and generated substantial negative spillovers on private sector and nongovernmental actors.
Originality/value
This is the first literature survey that systematically assesses the quantitative evidence on the effect of sanctions on living conditions in target countries.

In the fall of 2001, the Foresight and Governance Project at the Woodrow Wilson Center began a process to develop long‐term (40‐50 year) goals for governments. This project, supported by NASA, involved both domestic and international surveys and a workshop held in May of 2002. The workshop produced ten high priority goals and examined these goals in terms of their importance, acceptability, and possibility as well as exploring key actors and barriers to implementation. Work is now underway to develop scenarios to reach each of these goals and expand the network of stakeholders involved in the project.

Abstract
Leadership educators teach Transformational Leadership Theory in their classrooms, but could transformational theory be used as a pedagogical model to deepen students’ understanding of leadership? This article presents Erin Gruwell, a first-year teacher at Woodrow Wilson High School in Long Beach and subject of the 2006 movie The Freedom Writers, as a case study where an educator practiced the components of transformational leadership in the classroom to transform students’ lives. Gruwell used idealized influence, inspirational motivation, intellectual stimulation, and individual consideration to transform a classroom of gang members into a community of scholars and authors. Following the case examples, leadership educators are provided examples of how to incorporate the four components of transformational leadership in their instructional methods. The purpose is to not only demonstrate the theory in action, but to deepen students’ learning of leadership theory.

Comparative Public Administration (CPA) attained its greatest intellectual influence during the post World War II era, although it was utilized much earlier. In 1887, for example, Woodrow Wilson's article, considered the first articulation of public administration as a field of study, clearly emphasized the comparative approach as the foundation of developing administrative principles. Wilson argued for “putting away all prejudices against looking anywhere in the world but at home for suggestions” in the study of public administration. He emphasized that “nowhere else in the whole field of politics …, can we make use of the historical, comparative method more safely than in this province of administration” (Wilson, 1887).
