Abstract

Purpose

Fish quarantine is a measure to prevent the entry and spread of quarantine fish pests and diseases abroad and from one area to another within Indonesia's territory. Based on these backgrounds, this study aims to identify the knowledge, knowledge management (KM) processes and knowledge management system (KMS) priority needs for quarantine fish and other fishery products measures (QMFFP) and then develop a classification model and web-based decision support system (DSS) for QMFFP decisions.

Design/methodology/approach

This research methodology uses combination approaches, namely, contingency factor analysis (CFA), the cross-industry standard process for data mining (CRISP-DM) and knowledge management system development life cycle (KMSDLC). The CFA for KM solution design is performed by identifying KM processes and KMS priorities. The CRISP-DM for decision classification model is done by using a decision tree algorithm. The KMSDLC is used to develop a web-based DSS.

Findings

The highest priority requirements of KM technology for QMFFP are data mining and DSS with predictive features. The main finding of this study is to show that web-based DSS (functions and outputs) can support and accelerate QMFFP decisions by regulations and field practice needs. The DSS was developed using the CTree algorithm model, which has six main attributes and eight rules.

Originality/value

This study proposes a novel comprehensive framework for developing DSS (combination of CFA, CRISP-DM and KMSDLC), a novel classification model resulting from comparing two decision tree algorithms and a novel web-based DSS for QMFFP.

Purpose

Distribution network design (DND) has become an important strategic decision for supply chain managers with increasing competitive nature of the industry nowadays. The purpose of this paper is to propose a web-based decision support system (DSS) for fuzzy distribution network optimization. For this purpose, a web-based DSS using fuzzy linear programming model is proposed to solve DND problem under uncertainty and a framework is created to optimize a distribution network.

Design/methodology/approach

In this study, the fuzziness in distribution network optimization is addressed. Fuzzy linear programming is used in a DSS to consider the uncertain and imprecise data. A web-based DSS architecture is presented. Furthermore, as an application, distribution network optimization is conducted for a company in the ceramics industry.

Findings

By using this DSS, the optimal transshipment amounts in the distribution network and the required facility and distribution centers can be determined for different fuzziness levels. In fact, for different uncertainty levels of input parameters, the planner can understand the range of optimum network planning costs. Based on the results of this study, planners will be able to decide how to develop the distribution network under uncertain demand.

Originality/value

Reviewing previous research in the related literature revealed that there are no studies presenting a web-based DSS using fuzzy linear programming model to solve this type of problems under uncertainty.

Abstract

Purpose

The purpose of this study is to identify how ethical stances can be used to develop a frame set in the design of a web-based decision support system (DSS) for ethical decision-making and to test both the efficacy of these frames and the potential of such a tool for individuals and groups in both leadership development situations and organisational practice. Unethical behaviour by executives is a frequently cited reason for erosion of trust with other stakeholders.

Design/methodology/approach

Utilising action research, by choosing ethics frames such as heuristics, a web-based ethics DSS designed to enable users to explore ethical issues from multiple perspectives was constructed and this was beta-tested with a major UK bank and a global oil company.

Findings

In orchestrating constant revisions of the ethics frames in the tool, learning from each research cycle was identified, a new form of action research, a design action research, which emphasises the importance of collaboration in the design of such decision-making tools, was offered and the tool for management development and other applications was successfully beta-tested.

Originality/value

It was demonstrated to management developers how web-based systems might be designed by non-information technology professionals; the framing literature was added by demonstrating the value of engaging in dialogue about ethical issues of concern to managers and their organisations and thus improving decision-making; and additions were made to the literature on ethics and Information systems (IS) and contribution toward action research in the fields of IS and ethics was done.

Abstract

Purpose

The revolution brought about by the internet and the World Wide Web has led to the development of numerous e-Tendering systems for public sector tendering that have automated various aspects of the manual tendering processes that are known to experience numerous problems. However, one key area that has not been fully addressed is the automation of the evaluation of public tenders based on group decision-making. This paper presents part of the development of a Web-based e-tendering system called Nigerian Public Sector eTender (NPS-eTender) that automate the evaluation of public sector tenders based on group decision-making.

Design/methodology/approach

The system was developed using object-oriented methodologies. Specifically, Ripple and unified process methodologies were adopted.

Findings

The results of the system validation showed that NPS-eTender has an average rating of 74% with respect to correct and accurate modelling of the existing tendering domain and an average rating of 67.6% with respect to its potential to enhance the proficiency of public sector tendering in Nigeria. Based on the results of the validation, it can be concluded that the automation of the tender evaluation process can lead to a more proficient tendering process.

Originality/value

This research has contributed to the development of an e-Tendering system for the public sector that supports the whole tendering lifecycle including the automation of evaluation of public tenders based on group decision-making.

Abstract

This paper presents an internet‐based decision support system (DSS) conceptual proposal for the appraisal stage of healthcare construction projects. The underlying philosophy of the approach is to integrate architectural space programming and costestimating processes with a risk assessment approach in order to obtain a more accurate inception cost estimate of the healthcare project along with its preliminary space program outline. The system’s main objectives focus on assisting decision makers in the United Arab Emirates in examining different space program alternatives with their associated capital budgets. In addition, the system will assist in reflecting associated risk factors and affecting budget approval decisions in their inception stage. The Internet is utilized as a mechanism for communicating and updating project data and cost information. This paper describes a conceptual design proposal for the system and the proposed strategy for its design and construction.

Purpose

The purpose of this paper is to explore the role of manager responsiveness and social presence in the decision to engage in fraudulent expense reporting. While research has focussed on the direct effect of information technology (IT) on user behaviors, there is a lack of research investigating possible mediating factors of this relationship. As such, the paper examines the impact of affect and its effect on users’ behavior when using ITs.

Design/methodology/approach

The authors conduct an experiment to investigate possible behavior differences due to affect formulated in the early phase of pre-travel approval and the use of IT in the expense reporting phase. Consistent with social presence theory, the experiment participants engage in the pre-travel approval and expense reporting phases using either face-to-face communication (high-social presence) or web-based communication (low-social presence). The authors manipulate conditions in which affect is formulated by varying the manager's responses to the pre-travel approval request between positive and negative. All participants in the experiment then file an expense report.

Findings

The authors find that negative managerial support for employees’ pre-travel requests and the resulting negative employee affect have a significant impact on expense reporting behavior. Social presence during the pre-travel approval and expense reporting phases itself is not a sufficient factor to explain variations in final expense reporting behavior. However, when considering manager responsiveness, employee affect, and social presence together, the authors find that social presence is not an isolated factor. If an employee forms negative feelings, a low-social presence as observed in web-based communication leads to more undesired expense reporting behavior.

Research limitations/implications

Results of this study contribute both to research and practice. This research is the first to investigate expense reporting fraud in a controlled experiment to isolate possible causes of the behavior using an experiment methodology. In addition, the paper investigates two very important factors identified in the prior literature as critical factors explaining the effect of using ITs on actual behaviors: manager responsiveness and social presence.

Practical implications

As companies seek help from ITs to process and manage expense reports in order to curb ever-rising operating costs, an important but unapparent assumption is consistently overlooked: do people act the same way when facing the less-human IT as when facing a real person? This study contributes to the literature by investigating this issue from two perspectives, the psychological factor due to manager responsiveness and the effect of social presence by using less-human IT to complete the expense report process.

Originality/value

Recent economic situations have put pressure on organizations to cut costs by implementing new technologies to streamline expense reporting processes. At the same time, deterring fraudulent behavior is also a top priority in many organizations. This study provides evidence that psychological factors cannot be overlooked when information systems are used to improve business processes and prevent fraud.

Abstract

Purpose

The purpose of this paper is to analyze the impacts of Portfolio size effect due to scaling issues in the outcome obtained in a project portfolio selection for an electricity company in Brazil, focusing on improving business strategic performance.

Design/methodology/approach

The study uses a web-based decision support system (DSS), in which scaling issues are considered, incorporating results of previous work. The study evaluates 32 projects from the electricity company and compared the possible results when considering different scales. Additionally, a sensitivity analysis was conducted to analyze the robustness of the case, using the web-based DSS.

Findings

The results for an interval scale context showed a portfolio with 21 projects, contrasting with the correct solution of a portfolio containing 23 projects. The latter is related to a ratio scale context, with the proper transformation of weights, which was found to be robust with a sensitivity analysis using Monte Carlo simulation. This demonstrates that only appropriate models for selecting projects can improve the contribution to the company’s permanent strategies of increasing productivity, considering its constraints to achieve optimal results.

Originality/value

Additive value functions approach imposes certain requirements on the measurement scales used for the items in a portfolio that should not be ignored, once they have significant impact on the general portfolio results, which are directly related to the business strategic performance and the facilities of doing that with a web-based DSS.

Abstract

Purpose

The purpose of this paper is to present a fuzzy-rule-based model to classify spare parts inventories considering multiple criteria for better management of maintenance activities to overcome production down situation.

Design/methodology/approach

Fuzzy-rule-based approach for multi-criteria decision making is used to classify the spare parts inventories. Total cost is computed for each group considering suitable inventory policies and compared with other existing models.

Findings

Fuzzy-rule-based multi-criteria classification model provides better results as compared to aggregate scoring and traditional ABC classification. This model offers the flexibility for inventory management experts to provide their subjective inputs.

Practical implications

The web-based model developed in this paper can be implemented in various industries such as manufacturing, chemical plants, and mining, etc., which deal with large number of spares. This method classifies the spares into three categories A, B and C considering multiple criteria and relationships among those criteria. The framework is flexible enough to add additional criteria and to modify fuzzy-rule-base at any point of time by the decision makers. This model can be easily integrated to any customized Enterprise Resource Planning applications.

Originality/value

The value of this paper is in applying Fuzzy-rule-based approach for Multi-criteria Inventory Classification of spare parts. This rule-based approach considering multiple criteria is not very common in classification of spare parts inventories. Total cost comparison is made to compare the performance of proposed model with the traditional classifications and the result shows that proposed fuzzy-rule-based classification approach performs better than the traditional ABC and gives almost the same cost as aggregate scoring model. Hence, this method is valid and adds a new value to spare parts classification for better management decisions.

Abstract

Develops and tests a general model for understanding the influence of query‐based decision aids (QBDA) on consumer decision making in the electronic commerce environment. The results show that the use of well‐designed query‐based decision aids leads to increased satisfaction with the decision process and increased confidence in judgements. The number of stages of phased narrowing of the consideration set was higher in the case of subjects who had access to the query‐based decision aids. The mediating variables through which this influence occurs are size of the consideration set, similarity among the alternatives in the consideration set, cognitive decision effort, and perceived cost savings. The size of the consideration set and the similarity among the alternatives in the consideration set were higher in the case of subjects who had access to the query‐based decision aid. Subjects who had access to the query‐based decision aid perceived an increased cost savings and a lower cognitive decision effort associated with the purchase decision. This research is done in the context of consumers searching for information on the World Wide Web prior to the purchase of cars.
