Abstract
Purpose
Using organic coatings serves as a key method to protect metal structures against corrosion. Attempts have been made to improve the corrosion inhibition of the coatings using novel types of pigments. This study aims to study the application of organic coatings containing rice straw (RS) waste as anticorrosive pigment for corrosion protection of reinforced steel. The RS was used by precipitating a thin layer of ferrite pigments on its surface to improve their characteristics and corrosion resistance activity.
Design/methodology/approach
The evaluation of corrosion behavior of coated reinforced steel with paints containing these novel pigments is reported using different electrochemical methods.
Findings
The coatings containing the new prepared RS-ferrite pigments offered good corrosion protection, and coatings containing RS-ZnFe showed the best protection performance.
Originality/value
This paper introduces novel method to prepare treated RS without any burning and to play the role of pigments in anticorrosive paint formulations based on its silica content.

Abstract
Purpose
Public-private partnership (PPP) projects for construction waste recycling have become the main approach to construction waste treatment in China. Risk sharing and income distribution of PPP projects play a vital role in achieving project success. This paper is aimed at building a practical and effective risk sharing and income distribution model to achieve win–win situation among different stakeholders, thereby providing a systematic framework for governments to promote construction waste recycling.
Design/methodology/approach
Stakeholders of construction waste recycling PPP projects were reclassified according to the stakeholder theory. Best-worst multi–criteria decision-making method and comprehensive fuzzy evaluation method (BWM–FCE) risk assessment model was constructed to optimize the risk assessment of core stakeholders in construction waste recycling PPP projects. Based on the proposed risk evaluation model for construction waste recycling PPP projects, the Shapley value income distribution model was modified in combination with capital investment, contribution and project participation to obtain a more equitable and reasonable income distribution system.
Findings
The income distribution model showed that PPP Project Companies gained more transaction benefits, which proved that PPP Project Companies played an important role in the actual operation of PPP projects. The policy change risk, investment and financing risk and income risk were the most important risks and key factors for project success. Therefore, it is of great significance to strengthen the management of PPP Project Companies, and in the process of PPP implementation, the government should focus on preventing the risk of policy changes, investment and financing risks and income risks.
Practical implications
The findings from this study have advanced the application methods of risk sharing and income distribution for PPP projects and further improved PPP project-related theories. It helps to promote and rationalize fairness in construction waste recycling PPP projects and to achieve mutual benefits and win–win situation in risk sharing. It has also provided a reference for resource management of construction waste and laid a solid foundation for long-term development of construction waste resources.
Originality/value
PPP mode is an effective tool for construction waste recycling. How to allocate risks and distribute benefits has become the most important issue of waste recycling PPP projects, and also the key to project success. The originality of this study resides in its provision of a holistic approach of risk allocation and benefit distribution on construction waste PPP projects in China as a developing country. Accordingly, this study adds its value by promoting resource development of construction waste, extending an innovative risk allocation and benefit distribution method in PPP projects, and providing a valuable reference for policymakers and private investors who are planning to invest in PPP projects in China.

Abstract
A systems perspective of waste management allows an integrated approach not only to the five basic functional elements of waste management itself (generation, reduction, collection, recycling, disposal), but to the problems arising at the interfaces with the management of energy, nature conservation, environmental protection, economic factors like unemployment and productivity, etc. This monograph separately describes present practices and the problems to be solved in each of the functional areas of waste management and at the important interfaces. Strategies for more efficient control are then proposed from a systems perspective. Systematic and objective means of solving problems become possible leading to optimal management and a positive contribution to economic development, not least through resource conservation. India is the particular context within which waste generation and management are discussed. In considering waste disposal techniques, special attention is given to sewage and radioactive wastes.

Abstract
Purpose
With rapid industrialization and urbanization, municipal solid waste (MSW) management has become a serious challenge worldwide, especially in developing countries. The Beijing Municipality is a representative example of many local governments in China that are facing MSW management issues. Although there have been studies in the area of MSW management in the literature, less attention has been devoted to developing a structured framework that identifies and interprets the barriers to MSW management in megacities, especially in Beijing. Therefore, this study focuses on identifying a comprehensive list of barriers affecting the successful implementation of MSW management in Beijing.
Design/methodology/approach
Through an extensive review of related literature, 12 barriers are identified and classified into five categories: government, waste, knowledge dissemination, MSW management process and market. Using an integrated approach including the decision-making trial and evaluation laboratory (DEMATEL), maximum mean de-entropy algorithm (MMDE) and interpretive structural modeling (ISM), a conceptual structural model of MSW implementation barriers is constructed to provide insights for industrial decision-makers and policymakers.
Findings
The results show that a lack of economic support from the government, imperfect MSW-related laws and regulations, the low education of residents and the lack of publicity of waste recycling knowledge are the main barriers to MSW management in Beijing. Combined with expert opinions, the paper provides suggestions and guidance to municipal authorities and industry practitioners to guide the successful implementation of MSW management.
Practical implications
The findings of this study can provide a reference for MSW management in other metropolises in China and other developing countries.
Originality/value
This study proposes a hybrid DEMATEL-MMDE-ISM approach to resolve the subjectivity issues of the traditional ISM approach and it analyzes the barriers that hinder MSW management practices in Beijing.

Abstract
Future waste management in the UK will have to address the problem of rising costs of waste disposal. The current financial costs of landfill disposal represent an under pricing of the waste assimilative capacity of the environment. Economic, social and political pressures over the coming decade will serve to force up disposal costs closer to the “true” economic cost to society. The cost rise will have important positive ramifications for waste minimisation and waste recycling. It is argued that rational decision making in the waste management context has been made more difficult in the UK because of a series of failures: information failure; lack of “systems” thinking; institutional failure; lack of economic cost‐benefit thinking.

Abstract
Purpose
This study aims to examine the effects of green financing through pollution control bonds (PCBs) on environmental performance.
Design/methodology/approach
This study is based on a panel of 189 US energy utility firms observed over the period, 2011–2021 ; this study applies Generalized Method of Moments regressions.
Findings
This study found that PCBs positively affect environmental performance (aggregate measure, greenhouse emissions, waste landfill, waste incineration and waste recycling). These findings remain robust when this study considers alternative measures of PCBs and environmental performance, the quantile regression method and some firms’ attributes such as financial performance and firm age.
Practical implications
The results indicate that US energy utility firms have to adopt more PCBs. This study helps researchers, practitioners, shareholders, bondholders, equity analysts and local authorities such as the California Pollution Control Financing Authority, municipalities and investors understand PCBs issuance, usefulness and relevance.
Originality/value
To the best of the authors’ knowledge, this study is the first to explore the effectiveness of PCBs in reducing pollution.

Abstract
Purpose
The purpose of this paper is to investigate the proposition that there is a symbiosis effect for exchanges between household waste recycling systems (HWRSs) and household recycling behaviour (HRB) within the reverse logistics (RL) discourse.
Design/methodology/approach
The paper contains empirical findings from a two phase, multi-method approach comprising consecutive inductive and deductive investigations. The qualitative and quantitative data underpin exploratory and explanatory findings which broaden and deepen the understanding of this phenomenon.
Findings
Analysis identified significant interactions between situational and personal factors, specifically demographic factors, affecting HRB with key factors identified as engagement, convenience, availability and accessibility.
Research limitations/implications
Findings confirm the existence of a symbiosis effect between situational and personal factors and inform current research trends in the environmental sciences, behavioural and logistics literature, particularly identifying consumers as being an important pivot point between forward and RL flows.
Practical implications
Findings should inform RL-HWRSs design by municipalities looking to more effectively manage MSW and enhance recycling and sustainability. RL practitioners should introduce systems to support recovery of MSW in sympathy with communication and education initiatives to affect HRB and should also appreciate a symbiosis effect in the design of HWRSs.
Social implications
The social implications of improved recycling performances in municipalities are profound. Even incremental improvements in the performance of HWRSs can lead to enhanced sustainability through higher recycling rates, reduced diversion of MSW to landfill, decreases in pollution levels, reduced carbon footprints and reduction in depletion of scarce natural resources.
Originality/value
The paper marks an early contribution to the study of symbiosis in HWRSs and HRB pertaining to RL. Findings are offered that identify the key situational and personal factors that interact to affect enhanced HWRSs and also offer insights above those available in current multi-disciplinary literature that has largely examined such factors in isolation. Conclusions offer the possibility of an epistemological bridge between the social and natural sciences.

Abstract
Purpose
The capacity of landfills will reach saturation in the 2020s. There are more than 50,000 buildings in Hong Kong over 30 years old and which may require extensive refurbishment under the Mandatory Building Scheme. Additionally, most new owners/tenants tend to renovate their premises before moving in. Hence, there is an urgent need in Hong Kong, to explore strategies and measures to enable the development of effective refurbishment and renovation (R&R) waste management for such projects. The objectives of this paper are to investigate the process of R&R for identifying the perceived barriers and thereby the strategies for minimisation and management of R&R waste in Hong Kong.
Design/methodology/approach
Desktop study, semi-structured interviews, site observations and document reviews were used as the data collection methods to achieve the objectives of this research. Considering the nature and characteristics of the industry structure, the snowball sampling process was deployed for data collection. Thematic analysis and content analysis were used for data analysis. Waste minimisation and management strategies for R&R projects were then discussed and developed by the research team and a focus group meeting was held to validate the research findings. Six strategies were then proposed to the government.
Findings
R&R projects contribute 10–20% of the construction and demolition waste. The barriers to recycling of R&R waste can be grouped into six major categories: (1) lack of sorting and storage spaces, (2) high cost, (3) insufficient government supporting policy, (4) complicated recycling processes, (5) immature recycling market and (6) insufficient public education. Also, six strategies are proposed in this study, which include (1) pre-refurbishment audit, (2) development of recycling market, (3) sea reclamation, (4) incineration, (5) government support and (6) education and research.
Originality/value
The strategies and measures proposed in this research could most adequately serve as reference for the government officials, building professionals and academic researchers. Such knowledge would make possible the development of effective strategies and measures for minimising and managing R&R waste.

Abstract
More than 30 legal recyclables were proclaimed by Environmental Protection Administration (EPA) in Taiwan of those producers and importers are liable for paying a Resource Recycling Fee (RRF). The Resource Recycling Management Fund determines both the tariff of RRF and the subsidy rate for recycling activities based on a predetermined pricing formula and collects the revenue to finance its collection and disposal. While contemplating on whether to proclaim waste mattress as a legal recyclable, EPA is facing several critical challenges, particularly the lack of data required for setting a tariff–subsidy mix. In this chapter we critically review the formula and propose an innovative pricing rule. Also, we develop a science-based approach to demonstrate how a tariff–subsidy mix could be determined under the circumstance of data deficiency. By doing so, we avoid not only the difficulty in solving the nonhomogeneous and nonautonomous first-order difference equation that governs the stock accumulation of waste mattress but also the distributed lag model of multiperiods linking quantity of mattress discarded and the quantity of new mattress sold. Such an approach could be applied to the durables for recycling pricing particularly when relevant data are limited.
