Abstract

Purpose

Housing costs are very high in Yemen compared with Middle East countries, which caused a shortage of housing supply especially for low‐income groups. This paper aims to develop affordable housing design for people with low income and to examine their ability to afford houses in Sana'a, Yemen.

Design/methodology/approach

Two different questionnaires were used to achieve the study objectives. The first one was to examine the requirements and needs of low‐income groups, while the second was to analyze the feedback of professionals in relevant housing authorities in Sana'a. An affordable house design methodology was used to design alternatives of low‐income housing in order to minimize cost and environmental impact while maximizing the social acceptability in housing projects.

Findings

The results show that the low‐income group can afford new houses in Sana'a in consideration of the following: constructing multi‐storey housing units such as apartment system through using the concrete frame structure and building the internal and external walls with concrete blocks with limited areas (65‐120) square meters.

Originality/value

The findings could be used to improve housing affordability through housing policies in Yemen in order to decrease the housing shortage particularly for the low‐income group.

Abstract

Purpose

Kish Island is one of the most attractive tourism destinations in Iran and it is becoming an increasingly popular destination for tourism investment. Many people have recently migrated to the island. Thus, one of the housing policies for the island is to maximize the efficiency of residential lands, particularly in providing affordable housing for low‐income people. The purpose of this study is to develop social, economical and architectural solutions for affordable housing design and overcome related problems using adapted vernacular solutions.

Design/methodology/approach

The methodology of this study involved identifying the research problem, followed by formatting the research framework, reviewing the comprehensive literature and documenting the concepts of affordable housing and vernacular architecture. Therefore, an affordable house design methodology was used to develop vernacular architecture to minimize cost and environmental impacts, while maximizing the social acceptability in housing projects for low‐income earners in Kish Island. Section A in Mir Mohanna, which is the most important residential centre for the low‐income people, was used as the study area in this research.

Findings

The results of this study clarified that the houses in Section A in Mir Mohanna did not meet the criteria of affordable housing and people's needs. Hence, some suggestions for affordable housing would certainly contribute towards formulating all these, including housing policy to be implemented on Kish Island.

Originality/value

The current paper was an attempt to find strategies for guiding the appropriate process of developing affordable housing on the basis of vernacular architecture for the country and other similar places. It is hoped that the recommendations might increase more regulated housing development and housing policies on Kish Island.

Abstract

Purpose

The cost of housing is very high in Yemen compared with Middle East countries, which has caused a shortage of housing supply, especially for the low‐income group. The purpose of this paper is to identify factors that are significantly influencing housing cost in Yemen.

Design/methodology/approach

The study surveyed 60 professionals in housing in Yemen, to identify factors influencing housing cost that are related to land, materials used, construction methods used, finishing works, and other factors/related issues. The questionnaire survey instrument consisted of 32 factors, which were grouped into these five categories. The level of importance was measured and the relative importance of weightage was ranked for all five categories.

Findings

This study found that cost of project land, cost of cement and steel for reinforced concrete are the most significant factors influencing housing cost in Yemen.

Originality/value

Based on the analysis of the ranking and intensity of housing cost factors, this paper further suggests possible improvements for decreasing the housing cost in Yemen. These recommendations are hoped to increase more regulated housing development and housing policy.

Abstract

Purpose

The purpose of this paper is to identify the factors that cause housing shortage for low‐income groups in Yemen and recommend some solutions to alleviate the problem.

Design/methodology/approach

A questionnaire survey has been used as the tool to carry out this study. The first part of the questionnaire consisted of three groups namely: economic, administrative, and legal factors. The second part consists of suggestions on housing supply, construction methods, and materials used for low‐cost housing in Yemen. The level of importance of the categories was measured and the relative importance of weightage was ranked.

Findings

The results show that the most important economic factors causing housing shortage were poor handling of available economic resources and shortage of economic resources. The most important administrative factors causing housing shortage were lack of organization and synchronization and not conducting studies on housing. The most important legal factor causing housing shortage was lack of legalization of housing.

Originality/value

The findings could be used to improve housing policies and strategy in Yemen in order to decrease the housing shortage, particularly for the low‐income group.

Abstract

Purpose

The paper seeks to identify the major factors causing delay in building construction projects in Malaysia.

Design/methodology/approach

A questionnaire survey was used to carry out the study. The questionnaire consisted of 31 factors which were grouped into four major categories by responsibility – contractor factors, owner factors, consultant factors and external factors. The level of importance of the categories was measured and the relative importance of weights was ranked.

Findings

The study finds that financial problems are the main factor and coordination problems are the second most important factor causing delay in construction projects in Malaysia. The results were analyzed to rank the causes of delay and further classify the types of delay.

Research limitations/implications

The scope of this study is limited to building projects in the Klang Valley area, where major Malaysian cities such as Kuala Lumpur, Putrajaya, Petaling Jaya, Shah Alam and Seremban are located. The data for this study was gathered through a detailed questionnaire survey.

Originality/value

Based on the analysis of the ranking and intensity of causes of delay, this paper suggests possible improvements that could be made in order to reduce delays in the construction industry.

Abstract

Purpose

This paper aims to investigate the ways that could enhance residents’ social interaction in low-rise residential building neighbourhoods of Basra city in Iraq. The lack of social interaction among residents of Basra city prompted the authors to frame a strategy for this case study.

Design/methodology/approach

The spatial design characteristics of low-rise residential building neighbourhoods implicated to support the residents in terms of social interactions in comparison to those exhibited by a single home and traditional neighbourhoods. The statistical data demonstrated that by using this strategy, several unique features of secured, collective, responsive and supportive spaces could enhance the residents’ social interaction.

Findings

This study found that all collective space factors have a significant influence on social interaction. “Fostering proper proximity and accessibility” factor was ranked first and the most significant factor with an influence on social interaction. Secured spaces (hierarchical spatial structure, physical security supports and construct) have a significant influence on social interaction. The most interesting finding in this study is that all factors of the supportive spaces construct have a significant influence on social interaction. Finally, this study showed that two factors of the responsive spaces construct, increasing variety and increasing legibility, have an insignificant influence on social interaction.

Originality/value

The design of low-rise residential building neighbourhoods in Basra city may be used to develop social interaction as the contributing factor for maintaining values of traditional neighbourhood communities. This study highlights certain recommendations for architects, especially urban designers, to reinforce residents’ social interaction in low-rise residential building neighbourhoods in Basra city.

Abstract

Purpose

The purpose of this paper is to identify and analyse the methods of housing finance adopted by the low income and informal groups in Nigeria.

Design/methodology/approach

A survey of 300 households in selected areas (low‐income/informal) of Jos Metropolis, Nigeria, was carried out, concerning the methods of housing finance used for building and home improvement.

Findings

The survey showed that 75 per cent of the households utilized traditional methods of financing and 25 per cent using modern methods.

Research limitations/implications

Based on data collected from the survey, the research serves as a basis for further research into traditional methods of housing finance in developing countries.

Practical implications

The analysis of traditional financing methods highlights the range and structure of the traditional methods of financing in operation in informal and low income areas of Jos Metropolis, Nigeria. For example, informal and customary/traditional methods (Esusu/Asusu, Age grade association, Men's Revolving Loan Association, Social club contribution among others), of financing appear to be very effective housing finance methods.

Social implications

The paper shows that In the absence of formal institutional financing methods, strengthening the community‐based social network through formalisation and empowerment for housing finance becomes vital.

Originality/value

It is argued that it is possible to utilise and formalise these traditional methods of housing finance, in order to enhance access to finance for housing development in low‐income urban areas in developing countries.

Abstract

Purpose

The purpose of this paper is to reveal the main causes of delays in the projects are from the client (relative importance index (RII)=0.716), labor and equipment (RII=0.701) and contractor (RII=0.698). Hence determining the contractual responsibility of delay is the most likely source of dispute in construction projects and many techniques have been used in the courts to demonstrate the criticalities of a delay event on the project schedule. Therefore, authors try to investigate all process-based techniques of delay claims and evaluated and conformed them with principles by Society of Construction Law (SCL) protocol and Association for the Advancement of Cost Engineering International (AACEI) in order to choose the best techniques based on the specific circumstances of each project.

Design/methodology/approach

This section is divided into two distinct parts: refers to the methods used to assess the perceptions of clients, consultants, and contractors on the relative importance of causes of delay in construction industry; and refers to advantages and disadvantages of various techniques used to analyze delays and their conform with SCL protocol. A questionnaire was developed to assess the perceptions of clients, consultants, and contractors on the relative importance of causes of delay in Iranian construction industry. The respondents were asked to indicate their response category on 78 well-recognized construction delay factors identified by authors.

Findings

In total, 78 causes of delay were identified through research. The identified causes are combined into seven groups. The field survey included 58 contractors, 55 consultants, and 62 client. Data collected were analyzed by RII and Statistical Package for Social Sciences (SPSS). The authors identified main causes of delay and ten most important causes, according to Table AII, from the perspective of three major groups of participants (clients, consultants and contractors). The ranking of categories of causes of delay, according to Table I, were: client-related causes (RII=0.716); labor and equipment category causes (RII=0.701); contractor-related causes (RII=0.698); material-related causes (RII=0.690); design-related causes (RII=0.666); external causes (RII=0.662); and consultant-related causes (RII=0.662). But according to the discussions and given that determining the contractual responsibility of delay is the most likely source of dispute in construction industry and many techniques have been used in the courts to demonstrate the criticalities of a delay event on the project schedule.

Originality/value

All process-based techniques of delay analysis have been present in this paper and categorized in 11 groups. In order to understand the advantages and disadvantages of them by clients, contractor and consultant, a thorough review conducted to reveal the nature of techniques. In the next step, given that selecting the most appropriate technique based on constraints and specific conditions of each project is one of the most important steps to carry out a successful delay analysis. The authors conformed, all process-based techniques of delay analysis, by SCL protocol and AACEI principles. Finally, the result of this match was brought in order to choose the best technique based on the specific circumstances of each project.

Abstract

Purpose

In Ghana, the duration of construction projects from inception to completion is becoming a great concern, recently, especially among clients and beneficiaries, because of the rising interest rates, inflation, development plan targets, among other factors. Hence the need to understand the causes of delays and cost overrun in the construction sector has become more important than ever. This study therefore aims to identify the major factors underlying time and cost overruns in projects related to the education sector in Ghana to proffer practical solutions in addressing them.

Design/methodology/approach

The study conducted a survey among clients’ consultants and representatives of the contractors working on about 60 government school projects. A relative importance index was used to determine the relative effects of the factors causing construction time and cost overruns.

Findings

The key factors causing construction time overrun were: financial problems, unrealistic contract durations imposed by clients, poorly defined project scope, client-initiated variations, under-estimation of project cost by consultants, poor inspection/supervision of projects by consultants. Other factors were underestimation of project complexity by contractors, poor site management, inappropriate construction methods used by contractors and delays in the issuance of permits by government agencies. Factors affecting cost overruns were financial difficulty by client, delays in payments of completed works, variations in designs, lack of communications plans, poor feasibility and project analysis, poor financial management on site and material price fluctuations.

Research limitations/implications

The research was limited to only the educational sector projects.

Practical implications

Practically, this study highlights for the construction sector the critical factors causing project time and cost overruns in Ghana. Identification of these factors provides the basis for pragmatic solutions to enhance the chances of project success.

Social implications

The identification and solutions to project time and cost overruns, especially for educational sector projects, contribute toward making public goods more affordable and accessible to most citizens, particularly in developing countries.

Originality/value

This study contributes to the debate on factors causing project time and cost overruns in the construction sector especially from a developing country’s perspective.

Abstract

Purpose

The aim of the research presented in this paper is to develop a new methodology for the comparative analysis and quantification of the impact of delay factors in construction projects.

Design/methodology/approach

A framework of delay analysis system (DAS) is developed using the findings from the literature review and industry survey. Frequency and severity index method are used to identify and compare the delay factors in Libya and the UK. Statistical experiments are used to test the relationship and confidence level of survey results. A case study of a building project is used to evaluate the functions of the DAS.

Findings

The survey illustrated that construction projects suffered more delays in Libya than the UK. The survey results indicated that critical delay factors are quite different in both countries. The case study found that a building project might be delayed by 41 to 46 days in Libya, or 34 to 38 days in the UK, when considering the most critical delay factors.

Practical implications

The outcome of the study is expected to help policymakers, decision makers and others stakeholders within the construction industry to improve the industry's processes and reduce the impact of delay in the construction operations.

Originality/value

This paper provides a new methodology and a delay analysis system that assists construction managers to analyse and quantify the impact of delay factors in building projects. The system is also expected to provide timely information about possible delays so that necessary measures can be taken to reduce the impact of delays and improve project delivery.
