Abstract

Purpose

The purpose of this paper is to explore the work of the Street Pastors, a Christian organisation offering support to people in the night time economy (NTE), through the perceptions of students. The role played by this organisation is becoming more important as a shift from policing “by”, “through” and “beyond” to policing from “below” occurs (Jones and Lister, 2015). While the Street Pastors would not regard themselves as “police agents” there is undoubtedly a close connection albeit with geographical variation (Johns et al., 2009b). An evaluation of their activities and of public attitudes particularly around issues of trust is therefore important.

Design/methodology/approach

An online survey using the university’s student “portal” invited students to participate. A small incentive was offered, in the form of a prize draw for £50 worth of shopping vouchers. The survey took place during the first part of the Spring term during 2012 (January and February). The study analyses the 361 responses in reference to their knowledge of the Street Pastors, whether they had any “interactions” with them and whether they were regular users of the NTE.

Findings

Overwhelmingly respondents were either positive or completely ambivalent about the Street Pastors. The responses to the attitude statements indicated that the Street Pastors are seen as “independent” of police officers. The links between Street Pastors and crime reduction are not clear, however, respondents agreed that the Street Pastors did contribute to safety in the city.

Research limitations/implications

There are more than 20,000 students in the city and the findings can therefore be seen as tentative and indicative rather than generalisable to the entire student population. With the increasing emphasis on community involvement in “policing”, the findings from the research does suggest that the street pastor’s voluntary patrols are beneficial in terms of enhancing perceptions of safety.

Practical implications

Street Pastors do have an important role in the policing of the NTE, from handing out water and flip flops to comforting those who are in distress. Within the broader “police family” their role can then make a positive contribution to the practical challenges associated with a volatile environment.

Social implications

The NTE is associated with considerable public health and safety issues and the contribution of a voluntary group to easing some of these problems is significant. Whilst their presence is not entirely unproblematic, particularly in raising questions of accountability, their activities could be argued to contribute to the well-being of revellers.

Originality/value

Research on policing “below” the level of the state is street pastors is an under-explored area. Street pastors have attracted very little attention despite their being a large organisation that are a feature of NTEs throughout the UK.

Abstract

Purpose

The purpose of this paper is to discuss citizen participation in crime prevention in Kuching, Malaysia. This is a study of how citizen participated in crime prevention has helped in crime reduction in Kuching. Roles of citizen in crime prevention with the police have been included in this study. Result showed that citizen and police joint crime prevention has succeeded in crime reduction in Kuching.

Design/methodology/approach

Three methods of data collection were used in this research study: first, face-to-face interviews of 500 head of households in Kuching. They are selected using systematic sampling among the 159,000 households in Kuching. Second, in-depth interviews of 36 respondents involving community leaders and crime watch groups; and third, secondary crime statistics from the Royal Malaysia Police. It is based on actual crime reported to the police.

Findings

Police and citizen involvement in crime prevention are effective in reducing crime. Citizen participation in crime prevention was 80.6 per cent. The higher the frequency police and citizen involvement in crime prevention patrols, the lesser the level of crime. With increased joint patrol by police and citizen in the neighbourhood, the level of crime will be lower, and safety will improve, and this is particular valid in the case of the nine geographical areas covered under Kuching police district.

Research limitations/implications

This study focused on citizen participation in crime prevention in Kuching police district only.

Practical implications

Police and citizen participation in crime prevention play a key role in crime reduction. This study argued that police and citizen frequent patrol will improve safety in the community. Training plays a key role for citizen to participate in crime prevention. Joint crime prevention patrol calls for a new breed of police officers who can work with the citizens. In return, the citizens trust the police to lead them in crime prevention.

Social implications

With citizen participation in crime prevention, the community will be safer, peaceful resulting in less crime. Citizens acted as an eye and ear to the police. As and when a citizen see a suspicious person in the neighbourhood, he informs the police. When the police arrives, the suspicious person who may have a criminal intent will either be arrested by the police or escaped before the police arrived.

Originality/value

This paper provides an insight into crime prevention exercise involving the citizens. The same concept can be implemented throughout Malaysia. Police needs to involve citizens always in crime prevention. Police and the community are one big family.

Abstract

Purpose

The purpose of this study is to examine whether patrol officers believe that police practices vary by precinct assignment and whether the precinct acts as a sub‐organizational level of analysis in police organizations.

Design/methodology/approach

The research design is a multi‐method ethnographic case study including observational fieldwork, both structured and unstructured interviews and official departmental documents.

Findings

The study finds that patrol officers overwhelmingly agree that police practices vary at the precinct level of analysis. This variation is perceived to be caused by: individual officer temperament/personality and level of experience,; culture, nature and expectations of the clientele/citizens; nature of calls for service, higher call loads and officer safety concerns; and command and precinct rules/norms. The study also finds that the precinct is a viable and important level of analysis within police organizations.

Research limitations/implications

This study highlights the need to examine variation in police behavior within organizations at the precinct level of analysis.

Practical implications

The findings from this study have considerable practical implications because the findings indicate that to understand police patrol practices, police practitioners must investigate variation in the informal structures/cultures of police organizations at the sub‐organizational level of the precinct.

Originality/value

This paper is valuable because police researchers have investigated police behavior at the individual, situational, neighborhood, organizational and legal levels of analyses but have largely overlooked the intersection of these levels of analyses: the precinct.

Abstract

Purpose

The purpose of this paper is to examine the complex constellation of underlying factors between community policing and fear of crime by embracing various exogenous variables identified through accumulated empirical research. Another important purpose of the current study is to examine the association between community policing and fear of crime in the Korean context.

Design/methodology/approach

The data originated from a survey administrated by the Korean Institution of Criminology in the area of Seoul, South Korea, in an attempt to examine citizens’ fear of crime, perceptions of public safety and environment. Using a stratified sampling method, a total of 654 respondents were selected. Structural equation modeling was used to examine direct and indirect relationships among exogenous and endogenous variables and to test the authors’ hypothesized structural model of the citizen's fear of crime.

Findings

The current study found that the four proposed models between community policing and fear of crime were not supported in the Korean context. Neither direct nor indirect relationships between community policing and fear of crime were statistically significant. On the other hand, community policing was found to be significantly and indirectly associated with perceived risk of crime; those who more perceived community policing activities felt a greater risk of crime. A logical explanation for these findings requires understanding of the characteristics of community policing practice and the unique crime environment in South Korea.

Originality/value

This study shows unique characteristics in the community policing‐fear of crime nexus in Korean society in relation to the implementation of community policing, the level of fear of crime and perception of community‐based crime control.

Abstract

Purpose

The present study aims to examine the relationship between public and informal social control by investigating whether perceptions of neighborhood policing exhibit a positive or negative relationship to informal control. The influence of police‐resident coproduction (police attendance at community meetings, police accessibility, police‐resident problem solving) on informal control is contrasted with general perceptions of police effectiveness and legitimacy.

Design/methodology/approach

Survey data from 81 neighborhood leaders representing 81 Portland, OR neighborhoods (i.e. unit of analysis), along with crime and census data is used. Analysis involves multivariate OLS regression and correlations.

Findings

A frequency of police attendance at community meetings was negatively related to informal social control, controlling for neighborhood demographics, crime, and social cohesion. Results indicate a community style of policing may not be enough to overcome deeply entrenched attitudes toward the police in the most disadvantaged communities and at worst may discourage informal social control. Perceptions of neighborhood social cohesion and government responsiveness are the best predictors of increased informal social control.

Research limitations/implications

Further research is needed to understand the development of attitudes toward the police, especially in the most disadvantaged communities. The conclusions of the study are limited by the cross sectional design and use of a single neighborhood leader informant.

Practical implications

This paper attempts to identify how clear, tactical methods of collaborating with residents are related to informal social control.

Originality/value

This is one of the few studies to empirically assess whether public social control through neighborhood policing, in particular police‐resident coproduction and police legitimacy, is related to informal social control.

Abstract

Purpose

The paper aims to explore the role and the involvement of local community within the context of Malaysian early childhood centers (nursery and kindergarten).

Design/methodology/approach

The research used a mixed method with a questionnaire survey in the first phase and qualitative interviews in the second phase. Quantitative data were obtained from a survey completed by 3,519 staffs from nursery and kindergarten all over Malaysia. Qualitative data were collected from individual and focus group semistructured interviews conducted with 140 participants of the Malaysian public and private internal and external stakeholders ranging from the relevant personnel of the early childhood care and education (ECCE) centers (administrators, teachers and practitioners), academic experts, regulatory agencies and parents.

Findings

Survey results indicate that the parents and community involvement with ECCE centers from the perspective of the management and practitioners is in the medium category. A total of three overarching themes were identified from the interviews, namely expertise collaboration, resource sharing and operation monitoring. There exists diversity in terms of community engagement and cooperation with ECCE centers.

Practical implications

The findings are expected to provide valuable guidelines to ECCE centers' management and leadership in the aspect of community involvement where it could help to enhance their efforts of providing quality learning experiences for young children attending their centers.

Originality/value

This study is part of a larger longitudinal and mixed methods project examining the quality practices in setting the standards in the Malaysian National Quality ECCE framework. These findings contribute to the understanding of community involvement with ECCE centers in the Malaysian context.

Abstract

Purpose

The purpose of this paper is to examine how illegal settlers and poor families struggle for basic necessities through land invasions, covert practices and illegal sabotage, examining how fundamental rights to subsistence and dignity are superior to private property claims.

Design/methodology/approach

The paper combines two qualitative research projects that examined property rights in Kyrgyzstan, conducting semi‐structured interviews with poor groups, elites and state officials. One project was conducted between 2009‐2010, examining two illegal settlements and a squatted building in the capital Bishkek, and the other project took place between 2007‐2008 in four villages in Osh region.

Findings

It was found that illegal settlers and poor families deliberate upon the moral aspects of land and property, though sometimes their judgements are distorted by nationalist feelings and racialised identities. Poor and propertyless groups struggle for basic necessities, lacking access to social rights and facing class contempt and state coercion.

Research limitations/implications

The authors criticise de Soto's ideas on legalising squatters' holdings, suggesting that his property rights approach to land offers a flawed moral vision for society and a mis‐understanding of illegal settlements.

Practical implications

International donors need to re‐think development strategies for increasing growth and reducing poverty, and for Kyrgyzstan to abandon the national residential registration system (propiska).

Originality/value

The authors' moral responsibilities approach on property recognises the importance of land and valuable resources for human capabilities, the competing obligations of the state and the role of moral propriety and sentiments in shaping responsibilities towards vulnerable and poor groups.

Abstract

Purpose

The purpose of this paper is to investigate the impact of Crime Prevention Through Environmental Design (CPTED), a crime prevention tool, on reducing rates of sexual assault. In addition, the study attempts to understand if CPTED results in crime displacement in non-target areas.

Design/methodology/approach

This research utilizes a Weighted Displacement Quotient (WDQ) model to analyze the effects of CPTED, which is an appropriate tool in fields of regional-scale crime prevention and on sexual assault prevention. WDQ is capable of analyzing policy effectiveness while controlling for geographical crime displacement, a known side effect of CPTED in the literature.

Findings

The analysis results show that CPTED is an effective tool to prevent sexual assaults in South Korea. The sexual assault occurrence rate decreased in the CPTED implementation zone of Yeomri-dong Mapo-gu. WDQ showed that crime displacement occurred in adjacent areas in Daeheung-dong and Ahyun-dong. But, crime displacement was lower than the policy effectiveness in the target zone.

Originality/value

The policy implications of this research are immense. First, CPTED for the prevention of sexual assaults should be considered as a pre-control tool. Second, a strategic method for more effectively implementing CPTED is required. Third, because CPTED is a policy done on a regional scale, provisions need to be in place to manage crime displacement.

Abstract

Purpose

This paper aims to contribute towards our knowledge and understanding of volunteer street patrols working within community safety and pluralised policing. Through the increased responsibilisation of communities and individuals, volunteers are taking to the streets to help others in need and support the community safety infrastructure. The example of volunteer street patrols is used to explore the motivations of individuals participating in the local delivery of community safety and policing.

Design/methodology/approach

This research is drawn from ethnographic research consisting of 170 hours of participant observation on the streets of a northern UK city, Manchester, supported by 24 semi-structured interviews with volunteers and stakeholders who participate in a street patrol and those working alongside them.

Findings

Using a three-paradigm perspective for volunteer motivations, the themes altruism, civil connection and volunteering for leisure are applied to explore volunteer motivations. Through their actions, volunteers in the street patrol are motivated volunteers who can offer an additional and important resource within the local community safety and pluralised policing infrastructure.

Originality/value

This paper highlights volunteer street patrols offer a caring and supportive function to people in need on the street, one in support of the police and other agencies. It contributes to the growing understanding of those who volunteer in policing and community safety landscapes. As responsibilised citizens, they have an increased awareness of social problems. They are motivated individuals who wish to create and maintain safety and play an important role in policing the night-time economy.

Abstract

Purpose

There are a number of individual and contextual variables that influence public opinion of the police but we know little about the public opinion regarding state law enforcement agencies. Prior studies involving municipal police and other criminal justice agencies indicate that the perceptions of procedural justice, or fair treatment, are important predictors of citizen satisfaction with police services. The purpose of this paper is to examine whether individuals who perceive procedurally just treatment during their contact with a state patrol officer improve the levels of satisfaction with the state patrol.

Design/methodology/approach

This paper presents the results of a public opinion study (n=846) regarding the Colorado State Patrol conducted in 2009. A subsample of 393 individuals who had contact with the state patrol and were further surveyed about their contact with the officer. Logistic regression models were used to examine individual- and contextual-level variables influence satisfaction with the state patrol and whether this relationship was mediated by the perceptions of procedural justice.

Findings

The authors found that individuals who perceive higher levels of procedural justice expressed higher satisfaction with the state patrol. Females, older respondents, and non-white respondents expressed greater satisfaction, as well as those who had voluntary contact or were not arrested. More importantly, procedural justice mediated the effect of involuntary contact and arrest on levels of satisfaction, and while non-white respondents were less likely to experience procedural justice, when levels of procedural justice are controlled for, they have higher levels of satisfaction.

Originality/value

The findings emphasize the significance of citizen perceptions of procedural justice during contacts with members of the state patrol. The current study contributes to our knowledge of procedural justice and citizen satisfaction with police encounters given previous research on citizen satisfaction with police focuses almost exclusively on local-level agencies, and research on procedural justice asks the respondents almost exclusively about the police in general.
