Abstract

Purpose

Reconstruction of old buildings is often necessary after prolonged usage, but these projects encounter various complexities, leading to their failure. However, there is a lack of studies that focus on investigating the complexity of old building reconstruction initiatives. Thus, this study aims to examine the complexity of reconstruction projects for old buildings in Vietnamese urban areas.

Design/methodology/approach

Through a literature review and discussions with experienced practitioners, 12 significant complexity factors were identified. The study then utilized the fuzzy decision-making trial and evaluation laboratory (DEMATEL) technique to analyze the interrelationships among these complexity factors.

Findings

The findings revealed intricate interdependencies among the complexity factors, visualized in a complexity map. The map highlighted the critical complexities of site compensation, clearance and the long project duration. Furthermore, a causal diagram categorized the complexity factors into net-effect and net-cause groups.

Originality/value

By examining the relationships and interactions among these factors, the study emphasizes the interconnected nature of complex systems and the influence of one factor on others. Therefore, decision-makers and stakeholders involved in reconstructing old buildings are suggested to possess a comprehensive understanding of these interdependencies to ensure effective decision-making.

Abstract

Purpose

Urban villages are prevalent informal settlements within Chinese cities, arising from urban expansion. These areas frequently face systematic demolition during urban renewal due to their disorderly layout and outdated appearance. Urban village renovation (UVR) entails balancing diverse interests and navigating complex conflicts, particularly within China’s dual property rights system encompassing urban and rural land. The purpose of this study is to avoid the fierce interest conflict of UVR.

Design/methodology/approach

This study utilized the theoretical framework of value co-destruction. Initially, text mining and literature analysis were employed to identify concept nodes and interaction relationships. Subsequently, the structural equation model (SEM) was used to verify the causal model. Finally, the fuzzy cognitive map (FCM) was developed to dynamically simulate value co-destruction scenarios within UVR across various hypothetical situations.

Findings

The concept nodes influencing value co-destruction in UVR form a complex system with multiple levels. This includes three cause nodes and one result node. Among these, actor-to-actor emerges as a primary and underlying cause influencing value co-destruction in these projects. Furthermore, strategies for UVR should prioritize integrated interventions that enhance actor-to-actor relationships.

Originality/value

This study introduced a novel mixed methodology aimed at systematically simulating the dynamic process of value co-destruction during UVR. It also provided a fresh perspective on reverse assessment to mitigate the prevalent interest conflicts in UVR, thereby contributing to theoretical advancements and practical strategies for UVR.

Abstract

Purpose

This systematic literature review investigates the contribution of design thinking (DT) as a process and tool to drive innovation in a sustainable built environment (SBE) and develops a new model for sustainability research integrating DT and future thinking approaches toward achieving a unified DT and foresight notion for future research and applications.

Design/methodology/approach

This review was based on the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) statement. Open-access English articles published between 2000 and 2022 identified using the EBSCOhost, Emerald Insight, DOJA, JSTOR, Scopus and Taylor and Francis database searches were reviewed. The review framework deploys a previously proposed modified Ansoff matrix with an integrated innovation matrix to identify and analyze the challenges and opportunities for innovation growth in SBE. Additionally, a citation analysis was conducted to explore the impact of DT for innovation in SBE, and a proposed framework based on design by drawing on foresight theory was developed.

Findings

Research on DT for innovation in SBE faces the challenge of unanticipated impacts. According to the average number of citations per document, innovation associated with new solutions within a new context seems to become highly influential. Additionally, research gaps exist in the integration of foresight and DT into sustainability research to identify new contexts and solutions to SBE. A model of foresight design thinking (FDT) is proposed to guide future research and support the practical application of DT in sustainability.

Research limitations/implications

This analysis was limited by the selection criteria as only certain keywords were used and English-only articles were selected. Future research should consider the use of DT for innovation in SBE using various important keywords, which would improve research findings and expand the contribution of DT to SBE.

Practical implications

The FDT model offers a new holistic framework for the iterative process of reframing and reperception, focusing on divergent and convergent thinking with the goal of contributing to SBE practices.

Social implications

The integrated framework of DT and foresight can contribute to the study and development of sustainable innovation and a strategic shift toward a sustainable society.

Originality/value

The integration of DT, foresight and sustainability can broaden the horizons of sustainability research by systematically addressing future challenges related to SBE, which can be translated into feasible and innovative solutions. Thus, the FDT model complements the application of DT in sustainable innovation in this research field.

Abstract

Purpose

This paper analyses changes in the activity pattern of Damascus city from late modern era (late Ottoman rule) to the contemporary era. The research objective is to explore the impact of the socio-historical process on the evolving morphological structure of the urban core and to draw implications for post-war reconstruction.

Design/methodology/approach

Space Syntax methodology was employed to trace the historical and morphological changes in the urban core of Damascus. The timeframe was divided into five periods covering the city's socio-political transformation and five maps depicting these periods. Local and global integration measures were used to analyse the changes in the urban core across each period. Normalised angular choice (NACH) measure was used to identify the changes in the city planning system.

Findings

The results revealed that the urban core corresponded to the main streets, which had socio-economic importance across history. However, introducing a new planning system influenced by Western planning ideals led to the creation of multi-morphological patterns. At the city level, the study found that the urban core was more accessible in the preplanned areas, while the organic expansion of the informal settlements was exclusive of the core area. At the local level, some informal settlements showed an intense core. Intelligibility analysis revealed that earlier periods showed considerably higher values, implying declines in the ease of navigation of the city over time.

Research limitations

This study did not account for the political, economic and cultural factors that could shape morphological changes in Damascus. In addition, the study adopted historical reference points to understand the morphological changes, as high-quality geospatial data was not available to monitor the recent post-war situation.

Practical implications

The research findings give a foundation for a more contextualised historical understanding of spatial structure and changes, which can contribute to the post-war reconstruction and redevelopment of Damascus city.

Originality/value

To the best of the authors’ knowledge, this paper is the first to trace historical spatial changes in Damascus from a space syntax approach, weaving together socio-historical and configurational studies. In doing so, it shows how historically informed and spatially aware urban planning and design policies can support policymakers and built environment professionals in planning and redevelopment.

Abstract

Purpose

High-density development requires large land parcels, but fragmented land ownership can impede redevelopment. While earlier compact city development in Sydney occurred on large-scale brownfield sites, redeveloping and re-amalgamating older strata-titled properties is now integral to further densification. The purpose of this study is to examine collective sales activity in one Sydney suburb where multiple strata-titled redevelopments and re-amalgamations have been attempted. The authors explore how owners navigate the process of selling collectively, focusing on their experience of legislation introduced to facilitate this process, the Strata Schemes Development Act 2015 [New South Wales (NSW)].

Design/methodology/approach

By reviewing sales listings, development applications and media coverage, and interviewing owners, lawyers and estate agents, the authors map out collective sale activity in a case study area in Sydney’s northwest.

Findings

Strata collective sales are slow and difficult to complete, even when planning and market drivers align. Owners find the Strata Scheme Development Act 2015 (NSW) difficult to navigate and it has not prevented strategic blocking attempts by competing developers. The long timelines required to organise collective sales can result in failure if the market shifts in the interim. Nonetheless, owners remain interested in selling collectively.

Originality/value

This case study is important for understanding the barriers to redevelopment to achieve a more compact city. It highlights lessons for other jurisdictions considering similar legislative changes. It also suggests that legislative change alone is insufficient to resolve the planning challenges created by hyper-fragmentation of land through strata-title development.

Abstract

Purpose

This study aims to explore how closed factories could be transformed and provide a path for sustainable development for a territory. The authors focus on the case of the Great Mine Serbariu, located in Carbonia (Sardinia), which used to be the largest coal mine in Italy between 1939 and 1964.

Design/methodology/approach

The authors adopt a qualitative research design based on an exploratory single-case study, drawing on interviews with the main stakeholders, on a survey conducted among 5,158 visitors, and on administrative documentation of the City Council.

Findings

The analysis of the Great Mine Serbariu case showed that the regeneration of an exhausted mine serves a model of sustainable development, especially for the redevelopment of other urban and industrial degraded areas. The Great mine Serbariu was restored and turned into a place of culture, tourism, research and higher education, with the Italian Cultural Centre of Coal Mining (ICCCM) establishing its headquarters in the heart of the former mine. It attracted almost 220,000 visitors, generating both domestic and international tourist flows and making an industrial heritage a real resource for the area.

Originality/value

This article advances the authors’ understanding of how closed industries could become an instrument for sustainable development on the social, economic, touristic and cultural levels. This study would help local governments with examples to enhance the historical resources to create a new identity that led to a sustainable development of an urban landscape, and to create networks with other comparable museums all over Europe to better exploit the touristic and cultural potential.

Abstract

Purpose

This study aims to design and validate a decision support system (DSS), named preliminary risk assessment of brownfield sites (PRABS). It is intended that the proposed DSS will aid the identification of potential hazards and, in doing so, highlight challenges facing those stakeholders dealing with the decision-making on brownfield site redevelopments, where the examples of diverse stakeholders would include, for instance, risk assessors, local planning authorities, regulator, developers, civil engineers, architectures, landowners, investors and alike. Moreover, the DSS will enable them to promote safer redevelopment and minimise the risks to future occupants of brownfield sites and neighbouring lands, on the top of the tool being communal platform of an effective communication between them as it is for both experts and non-experts.

Design/methodology/approach

This research employs a comprehensive five-stage process, integrating both quantitative and qualitative methods and utilizing mixed methods for a nuanced exploration of data. The initial stage involves an in-depth examination of contemporary risk assessment tools for contaminated sites, setting the foundation and benchmarks for subsequent stages. Stage two focuses on creating a conceptual framework using insights from existing literature to guide the development of the DSS tool. Stage three introduces a validation mechanism through a questionnaire administered to experts. Stage four involves the active development of the DSS tool, transforming theoretical constructs into a practical application. The final stage, stage five, employs quantitative data analysis and case studies to validate, refine and enhance the DSS tool’s applicability in real-world scenarios, ensuring its approval.

Findings

This study presents PRABS, a user-friendly DSS for the PRABS. Validation through a quantitative online survey indicates strong support for PRABS, with around 80% of participants willing to recommend it due to its ease of use and information quality. Qualitative data analysis using real-life case studies further demonstrates the tool’s effectiveness. PRABS proves valuable in identifying hazards during the preliminary stage, accurately predicting potential contaminants despite limited input data in the case studies. The tool’s hazard identification aligns well with expert judgments and case study reports, confirming its practical utility.

Practical implications

This study has several limitations. First, the DSS identifies only hazards associated with one layer of site geology, even though sites may include multiple layers, which limits the comprehensiveness of the hazard identification process. Second, adopting an online survey approach posed challenges in achieving a high response rate and gathering a representative sample, making it uncertain how the results might vary with a higher number of professional participants. This limitation affects the generalisability of the findings. Finally, while this study identified 65 potential hazards associated with brownfield sites, this number could be expanded to include hazards related to plants, animals and air, indicating the need for a more inclusive approach to hazard identification. Given these limitations, future research should focus on addressing these gaps.

Originality/value

The contributions of this study offer practical benefits. Firstly, it enables the initial risk assessment process to be more comprehensive and integrated and reduces complexity in the risk assessment process by ensuring that all probabilities, along with their significance, are identified at the initial stage of the risk assessment. This could be a strong starting point for successfully conducting a more detailed risk assessment and remediation. Secondly, the developed PRABS can promote effective environmental communication among stakeholders, which should speed up the planning process and help develop brownfield sites more efficiently and effectively, while preserving the natural environment.

Abstract

Purpose

To critically assess the reconstruction process's outcomes four months after a wildfire disaster in Viña del Mar, Chile, comparing the governmental reconstruction plan and the actual rebuilding efforts by the dwellers.

Design/methodology/approach

A geographic information system (GIS)-based analysis to deliver a spatial-based comparison of (1) the cadastre of damaged dwellings; (2) the Ministry of Housing and Urbanism’s (MINVU) reconstruction plan and (3) the actual reconstruction that has been carried out by the dwellers themselves up to November 2023 (as surveyed through fieldwork and drone flights).

Findings

Around 307 dwellings (97.7% of the 314 examined households) had been rebuilt by November 2023, all through the dwellers’ self-reconstruction efforts, except for two houses delivered by MINVU. Around 105 of these dwellings (34.2%) were granted a reconstruction subsidy by MINVU, while 155 (49.4% of the sample of 314 dwellings) were rebuilt without this aid. Also, 47 houses were rebuilt by dwellers in areas deemed “non-rebuildable” due to their high-risk levels.

Originality/value

We use a mixed-methods approach to examine disruptions between planned reconstruction and actual rebuilding processes following a wildfire disaster in areas with significant informality.

Abstract

Purpose

This account becomes both a theoretical and a methodological exploration of walking with the law; as such the purpose of the paper is to demonstrate how we migh walk in order to attend to how the law makes the built environment possible, how it shapes and creates places to be lived in, visited and experienced and how the law manifests in human encounters and interactions in the everyday life of the city.

Design/methodology/approach

In this study, the authors combine a walking narrative approach with an open-ended interview to raise awareness of the law’s hidden presence in the urban environment. The authors explore the city of Sheffield, in Yorkshire, in the North of England, to learn about its past, regeneration and future development by combining the appreciation of the built environment, as experienced by the senses and movement, with a guided tour.

Findings

This study highlights the interconnectivity of law and place both objectively and subjectively: the authors discuss sensorial experiences of law, and also elaborate on the normativity of law, as manifested in the regulation and the making of urban places in Sheffield.

Originality/value

The originality lies in the combination of methods used to appreciate the manifestation of law in the built environment, comprising interview, autoethnographic elements and walking (multisensory experience).

Purpose

Due to significant differences between urban and rural areas in terms of geographical environment, building scale, resident culture, social organization and other aspects, the post-disaster recovery and reconstruction models for both exhibit substantial variation. This study identifies critical strategic issues that must be addressed in housing reconstruction in the context of different social structures of urban–rural “integration” and urban–rural “dualization” to achieve the goal of “building back better” in the future.

Design/methodology/approach

By taking the experience of the 5.12 Wenchuan earthquake and the Taiwan 9.21 earthquake as a reference, this study provides a thematic analysis and systematic summary of the entire process of post-disaster housing reconstruction.

Findings

A successful housing reconstruction process should actively engage disaster-affected populations through participatory institutional design. Providing a diverse housing reconstruction model can coordinate the interests of the government, the market and affected individuals, promoting harmony of residential, productive and ecological functions. However, it can also lead to the division of existing communities.

Research limitations/implications

This research relies on existing literature, government publications, academic studies and news reports, which may carry inherent biases or omissions. Future research can benefit from conducting more extensive and long-term post-reconstruction surveys to assess the sustained impact of recovery efforts while also considering additional data sources to ensure comprehensive and unbiased analyses.

Practical implications

With the support of post-disaster reconstruction policies, diverse changes in land use can lead to urban and rural spatial pattern reform and sustainable regional development, providing a reference for formulating optimal strategies.

Social implications

This study carries significant societal implications by addressing critical strategic issues in housing reconstruction within varying urban–rural social structures. It highlights the importance of engaging affected populations through participatory design and harmonizing government, market and individual interests. The research introduces strategies for activating rural construction land quotas and creating new funding sources, promoting sustainable regional development. Its findings contribute to post-disaster reconstruction models, offering valuable insights for policymakers and stakeholders, ultimately leading to more effective and inclusive recovery efforts and benefiting disaster-prone areas worldwide.

Originality/value

This research primarily investigates the market circulation patterns of urban and rural land under different social structures, delves into the strategies for sources of housing reconstruction funding, along with an assessment of their effectiveness.
