Abstract
Purpose
Despite the increasing academic interest for urban ruins and evolutions of urban tourism, research on ruin tourism as an emergent form of urban tourism practice is still lacking. Drawing on existing works on urban exploration, the purpose of this paper is to provide a first geographical insight into ruin tourism and its spatial implications in terms of imaginaries, practices and regulation of urban space.
Design/methodology/approach
Drawing on an urban and cultural geography approach, the research is based on a mix of empirical methodologies. Participant observation of organized ruin tours as well as formal and informal interviews with participants, organizers, institutional actors and inhabitants have been conducted during fieldwork completed in Berlin and Detroit. This paper also draws on the analysis of additional data provided by online material, especially official websites of tour organizers, forum threads and comments posted on different websites.
Findings
The research shows that ruin tourism can be analyzed as a new practice of urban tourism based on the reappropriation and commodification of alternative practices developing in marginalized urban areas. The paper provides evidence of ruin tourism’s contribution to the normalization of urban space through tourism conquest of new urban territories. It also shows that the practice fosters contested material and symbolic appropriations of place.
Originality/value
This paper contributes to current research on alternative tourism practices in marginalized urban areas as well as on tourist appropriation of liminal spaces. It provides a first analysis of ruin tourism and underscores its potential as a geographical object for the investigation of a wide range of urban issues.

Purpose
This chapter aims to share the Dutch experiences with the transformation of urban and regional planning practices towards sustainability.
Design/methodology/approach
The chapter does so by answering the following research question: What were the main problems with the integration of environmental considerations in Dutch urban and regional planning practices, and how have these been overcome? This question is answered through a historical analysis of policy changes in the Netherlands, and through the presentation of two case studies.
Findings
The chapter shows that initial attention for sustainability resulted in the enactment of competing practices for environmental planning and water management planning, next to existing practices for urban and regional planning. The coordination of the resulting planning practices proved difficult due to opposing cultures of thought, and attempts to overcome these differences through comprehensive plans turned sour. The chapter illustrates how alternative solutions at the regional and urban level were eventually successful. In the Gelre Valley region, an open project approach translated in a sustainable regional plan. And in Schalkwijk neighbourhood in Haarlem, an environmentally sensitive conceptual framework – the Strategy of the two Networks – let to the incorporation of environmental considerations in urban planningpractices. In both cases, the insistence of the principal actor – provincial and municipal government – on sustainability issues was crucial.
Originality/value
This chapter introduces experiences with a transformation to sustainable urban and regional planning in the Netherlands. It will be interesting for practitioners and researchers of urban and regional planning practices and sustainable cities around the world.

Abstract
Purpose
Urban planning in the Global South is insufficiently discussed in research. In addition to the global lack of utilization of research in practice, this lack of discussion resulted in an apparent gap between research, practice, governmental policies and education particularly in the Global South. The paper explores the inconsistency of interest between policymakers, practitioners and researchers by reviewing their themes of interest comparatively. The paper investigates the case study of Egypt, which recently faces a new regime with optimistic urban agendas and examines the research publication that coincided with it.
Design/methodology/approach
A scientometric analysis is conducted on all urban planning publications in Egypt between 2016 and 2022 using the software ‘CiteSpace’. The analysis illustrates the dominating research interests using the publications keyword.
Findings
The analysis revealed a distinct interest between researchers, who were more invested in themes like ‘planning policies’, ‘informal settings’, ‘urban expansion and growth’ and ‘urban governance and management’, while policymakers were more devoted to themes related ‘satellite cities or new cities’, ‘public transit and transit networks’, ‘informal settings’ and ‘urban expansion and growth’. The themes of interest are displayed in network analysis for a comparative analysis with other aspects like practices, governmental policies and education.
Originality/value
The research utilizes all research publications in the field (in a selected period) to develop a study of the research interest in the field of urban planning in Egypt during the recent years. In addition, it uses novel scientometric software to assist in analysing existing publications to produce new findings and trends.

Purpose
This paper focuses on the competencies and skills needed in preparing graduates of urban planning schools to meet the real-world challenges of professional practices. The present work explores the gap between skills and knowledge required to excel in the urban planning discipline and professional practices.
Design/methodology/approach
This research utilises a mix of qualitative and quantitative methods. This study depends on collecting data from descriptive and statistical analysis based on two streams. The first comes from a survey launched among students of urban planning. The second is interviews scheduled with academics that are also practitioners.
Findings
The results outline the missing correlation between what Egyptian students learn in schools of urban planning and professional practices. The findings show that academics, students, and graduates share the same experiences about the education system. Academics agreed that graduates need to be more skilful rather than knowledgeable. The discussion shows that the undefined role of the planner in Egypt influenced the mismatching between the current demand and supply of competencies and skills offered by planning schools. The concluded remarks mentioned that communication skills and negotiation skills are the most crucial skills for graduates, in addition to information finding and data-processing skills.
Originality/value
This research has particular advantages in presenting a model of competencies as results of scanning the expectations of Egyptian students and new graduates vs professional practices. The contribution is in answering the question of what skills students of the urban planning programs should learn in order to meet the continued changes in professional practices.

Abstract
Purpose
Resilience is a topical concept in many academic disciplines world-wide and also among practitioners. In Europe, however, the current conceptualisations of urban resilience are highly specific to institutional contexts, national cultures and traditions and emergent risks faced in particular countries and their urban areas. The differences in how urban resilience is understood and applied are important, and yet such differences are only scarcely addressed in current resilience literature. This paper draws from the EU’s Seventh Framework Programme for research, technological development and demonstration security project HARMONISE – A Holistic Approach to Resilience and Systematic Actions to Make Large Scale Built Infrastructure Secure.
Design/methodology/approach
The project develops a comprehensive, multifaceted, yet mutually reinforcing concept for the enhanced security, resilience and sustainability of urban infrastructure and development. As part of the project, 61 experts were interviewed in six European countries (UK, Ireland, Germany, Italy, Spain and Finland) to establish a comprehensive understanding of the current role and position of resilience in urban-built infrastructure. These interviews elicit the current views of professionals from a number of contributory and competing disciplines.
Findings
Results indicate that there is no shared holistic understanding of urban resilience in Europe. The definitions of the concept vary across disciplines. The research identifies that there are a number of existing theoretical and practice gaps that require to be addressed.
Originality/value
This paper presents a number of research and practice “gaps” which are being addressed in the HARMONISE project and which require to be addressed by the wider academic and practice communities.

Abstract
Neighborhood governance has become a widespread approach to improving the quality of life in cities. The idea is that sustained interactions between public professionals and residents will better meet the needs of local areas and people. However, neighborhood working approaches purporting to provide tailor-made policies and solutions tend to perpetuate habitual practices and hegemonic institutions of hierarchy and competition. This chapter enquires how conditions can be created for different kinds of conversations and relationships to emerge that lead to innovative practices and sustainable change. I argue that public professionals need not only interact extensively with residents but should also engage in encounters with an open mind. Empirically illustrated with an innovative approach to neighborhood working in Amsterdam (the Netherlands), I explain how they can go beyond habitual practices by letting new shared views and actions emerge in-between them. Doing so fosters deeper institutional transformations toward a relational grounding for urban governance and public administration.

Abstract
Since the 1990s, several policy instruments have been produced in Belo Horizonte, Brazil, to improve accessibility to urban mobility systems, especially for people with disabilities. However, the city still faces important shortcomings in understanding the demands of the population with disabilities and in implementing an appropriate urban structure. The present work identifies mobility practices and demands for accessibility of this population based on a descriptive analysis of the city’s origin/destination survey (2012) and results of a focus group with representatives of the population with disabilities and public authorities. The analysis demonstrates that the demands of persons with reduced mobility are characterised first by a high level of immobility, comparing to people without disabilities, which has important consequences on access to urban goods, especially jobs and health and educational services. Second, mobility has a relevant role in producing forms of discrimination and exclusion. Third, in addition to the problems faced by the general population, people with reduced mobility also face greater challenges in using transport systems. Ultimately, this analysis points out that the main needs for people with disabilities are related to the problems of articulation between public places and transportation systems, both in terms of infrastructure and in terms of attitude and behaviour of service providers and other citizens.

Abstract
Purpose
The city of Fortaleza, capital of the state of Ceará in the north-east of Brazil, presents a paradox as a present-day tourist destination, while also marked by features and processes characteristic of cities in the Global South, such as high levels of social inequality with fragmented urban margins and vulnerabilities. This research problematizes the idea of “historical ruins” proposed by Walter Benjamin as a viable way to understand how the organization process of today's city margins can be “denaturalized” by the past. The objective of this research is to assess how the urban margins of the city were organized as a history of resistance.
Design/methodology/approach
In theoretical terms, this research links critical urban studies with critical approaches to organizational history (COH) based on Walter Benjamin's philosophical concepts of “ruins” and “progress”. The historical and archival methodology, consisting of 193 documents, suggests the existence of a philosophical–historical nexus that helps explain the spatial fragmentation of the city, and especially the urban margins in the western region of Fortaleza.
Findings
The Benjaminian notion of “historical ruins” has been exemplified by the Brazilian government practices confining migrants fleeing drought in internment camps on the margins of the city of Fortaleza in three waves beginning in 1877, 1915 and 1932 respectively. The effects of such confinement policies put into practice in the name of “progress” influenced the organization of large urban spaces on the city's margins, whereas on the other hand, the analyses advanced in this research reflect on alternatives to re-frame the history of the organization of the margins of Fortaleza through a set of practices of resistance.
Originality/value
Based on the concept of “denaturalization”, and through re-activation of the memory of a circumstantial past, the gaze of the “ruins”, as represented by the belief in “progress” addressed in official reports of government confinement policies, spaces of resistance have emerged where new possibilities for the future of the city can be imagined.

Abstract
The practice of ‘city-making’ – a civic-led form of urban development – is currently gaining attention from urban professionals and scholars across Europe. Whereas scholars have so far focused mostly on the conditions that make such civic-led urban development possible, little research has been dedicated to the skills and capacities of city-makers. This challenge is taken up in this chapter. Interviews with city-makers across Europe reveal that whereas knowledge of socio-spatial processes and process competences are important, city-makers also deploy a third set of skills, including the ability to act in the moment, adapt to contingencies and connect personal drivers to city-wide processes. This third set of skills is further conceptualised, by drawing out an analogy with Deleuzian-Guattarian lines of flight and modern dance improvisation techniques. Four dance improvisation techniques are discussed more in detail and compared with the practices described by the city-makers interviewed for this study. The concluding section of this chapter speculates on how the notion of improvisation could be adopted within wider practices of spatial planning and urban governance as well.

Abstract
Purpose
The paper aims to present a pedagogical model tailored to the development of key competences in the urban planning profession in post-socialist transitional countries that is based on the creation of an integrated platform for dialogue and the development of professional competences as part of the process, whereby students produce their final projects.
Design/methodology/approach
The pedagogical model is based on the principles of education for sustainable development and focuses on the establishment of a repeatable platform for dialogue between students and mentors, members of the mentoring team, the local community, external members of the consulting team of experts and foreign master’s degree programmes, in the process of producing students’ projects. The proposed method addresses several dimensions, including: the education of students, teachers, professionals and local experts, the establishment of a network for cooperation and collaboration and the delivery of practical and usable results.
Findings
The paper provides a comparative overview of the pedagogical model’s application in producing the final master’s degree projects of three generations of students, as well as its alignment with the needs of re-defining the role and reach of the profession of urban planner in an environment of post-socialist transition. The model was improved, enhanced and optimised through this process and then corroborated with its practical implementation.
Originality/value
The innovative pedagogical model comprises an instrument to enhance the professional capacities of all participants in the production of final master’s projects: academics, practitioners and future professionals/students, through discussions of topical issues, innovative modes of work and new professional responses grounded in the local context and tested by a broad range of stakeholders. It is of particular importance for countries in transition experiencing a shift in the paradigm of professional action, especially as the proposed pedagogical model establishes a problem-solving platform that surpasses academia.
