Abstract
Urban transport plays a key role in reducing climate gas emissions. However, public policies are developed and implemented in an increasingly complex, fragmented, and multilevelled society. This chapter focuses on how interactive political leadership can address challenges related to spatial justice, network cooperation, and communication to increase legitimate and robust policies. Through in-depth case studies of the Norwegian urban regions of Trondheim and Nord-Jaeren, the importance of ensuring broad political alliances, handling spatial complexity, strong political leadership, as well as engaging in dialogue and communication with the public is shown. This may be more challenging to achieve in a complex institutional structure. We argue that governance structures reflect dynamics of the urban regions in which they are implemented. Related to our two empirical cases, the urban structure of Nord-Jaeren is more complex, compared to that of Trondheim, and likewise is their governance network. Linking the conditions of interactive political leadership to the three interconnected urban governance challenges, we see that contextual characteristics are important to explain differences in political leadership and public engagement.

Abstract
The rise of arts and culture is transforming citizen politics. Though new to many social scientists, this is a commonplace for many policy makers. We seek to overcome this divide by joining culture and the arts with classic concepts of political analysis. We offer an analytical framework incorporating the politics of cultural policy alongside the typical political and economic concerns. Our framework synthesizes several research streams that combine in global factors driving the articulation of culture into political/economic processes. The contexts of Toronto and Chicago are explored as both enhanced the arts dramatically, but Toronto engaged artists qua citizens, while Chicago did not.

Abstract
Purpose – This chapter explores the functions of institutional setting, technical requirements and local city characteristics as they affect the implementation of sustainable urban travel policies in China under the pressure of fast motorization and the constraints of energy and resource limitations.
Methodology – We reviewed the documents related to sustainable urban transport vision in China from central government and compared the motorization and urban transport policy at local city level in relation to social equity, urban transport finance, as well as the challenge of an ageing society.
Findings – The concept of sustainable development had been widely talked about in China but has not yet been effectively translated into actions in urban transport. There is a need to strengthen the synchronization of central government and local government strategies on sustainable transport in order to achieve less car-dependent cities.
Research limitations/implications – We need more research to understand the specific characteristics of the Chinese urban transport system and the constraints on the implementation of sustainable transport policy at a local level.
Practical and social implications – The achievement of a higher share of walking and cycling will greatly improve sustainable urban mobility, in terms of social equity, quality of urban life and also fossil energy consumption.
Originality – Current policy documents and implementation practice were analysed to provide the reader with a deep understanding of urban transport policy in China.

Abstract
It is commonly accepted that the study of urban politics has become increasingly complex and fragmented, characterised by a shift away from formal local government structures to a diverse range of public, private and voluntary agencies. The analysis of ‘multi-level’ local governance (Stoker, 2004) in contemporary urban societies therefore requires a need to focus on informal relationships as well as formal institutions, acknowledging the role of a multiplicity of actors and their interactions within partnership and network structures. In this respect the limitations of a purely quantitative methodology have been well-documented, including a lack of depth, insufficient attention to power relationships and an inability to account for symbolic action (see, e.g. Silverman, 2001 and other chapters in this collection). Qualitative methodologies offer the opportunity to consider meaning, complexity and institutional fragmentation in urban policy through detailed empirical and theoretical analysis. However, it is less clear what kinds of theoretical tools are most appropriate to underpin effective qualitative research. The purpose of this chapter is not only to suggest a general approach (that of social constructionism), but also to demonstrate how recent developments can be applied effectively to overcome some of the criticisms of constructionist social theory. The chapter suggests a number of approaches that can provide a means by which contemporary urban processes can be systematically interpreted.

Abstract
Two concurrent changes are raising questions about the interplay between armed forces and local governments in contemporary urban settings. The first one is the spatial reorganisation of armed forces that has been taking place in most European countries since the end of the Cold War. The second one is the redistribution of political authority between levels of governments that has increased the relevance of cities and transformed urban governance. The chapter conceptualises the military administration as an urban actor, whose material and symbolic resources in cities transform over time. It investigates both the effects of a (changing) military presence on urban policies, and how those changes are framed and managed by local governments. The case under consideration is the city of Taranto (Southern Italy), one among the biggest military ports on the Mediterranean Sea. Here, transformations of defence policies opened a window of opportunity for a new urban policy agenda, whose goal is a partial differentiation from military activities. During the last ten years, local political elites have been undertaking several strategies for military spaces redevelopment. However, uneven power relations prevent civilian-military bargain: redevelopment strategies are the result of either local military initiative or central State decisions.
