Abstract

Cluster analysis is applied to the union and employer tactics used in a sample of Ontario organising campaigns to identify the combinations of tactics or strategies that are used most often. Seven union organising strategies and five employer resistance strategies are revealed. Contingency table analysis shows that the union and employer strategies are not independent of one another. More active campaigns by one side (in terms of more tactics used) are met by more active campaigns by the other side. Regression analysis is used to estimate the effects of the strategies on the outcome of the organising campaign. The most active strategies, including intensive communication with workers and worker committees, work best for the employers. For unions, strategies emphasising personal communication through house calls are the most effective.

Looks at the 2000 Employment Research Unit Annual Conference held at the University of Cardiff in Wales on 6/7 September 2000. Abstract

Purpose

Aims to analyse the labour market outcome when there are two unions in the industry, representing heterogeneous workers – imperfect substitutes in production.

Design/methodology/approach

Competition between union policies are viewed in terms of both employment and wage strategies. Results for substitutes and complements are inspected. Attention is given to the strategic behaviour of the unions, towards one another and/or the employer side. Cooperation is modelled using the Nash‐maximand approach.

Findings

Gathers some notes and enlargements to the standard collective bargaining problem in which unions maximise utility. Extends the framework to model union competition behaviour for jobs and/or employment that reproduces the standard market product analysis of imperfect competition. Focuses on heterogeneous labour.

Research limitations/implications

The analysis concentrates on the case of union duopoly, but can easily be enlarged to the n‐union setting – which is left for further investigation.

Originality/value

A simple analytical example with Stone‐Geary union utility functions and a linear labour demand system is forwarded.

Abstract

Purpose

The purpose of this paper is to delve into some of the key internal and external factors that led to the choice of specific strategies for union revitalization using the theoretical framework built upon framing perspectives, the strategic action field (SAF), and the strategic choice theory.

Design/methodology/approach

The authors used a stringent definition and corresponding operationalization of trade union revitalization. The present research has been carried out on a registered industrial union within the context of Global South, specifically in India.

Findings

Evidence was found for the trade union adopting a mix of strategies for revitalization, namely, union organizing, social movement unionism, and union restructuring. A mix of both internal and external factors identified informed the choice of revitalization strategies.

Research limitations/implications

Specific limitations include the subjectivity of the inference in spite of taking due precautions, and lack of generalizability of the findings based on a single case study.

Practical implications

A strong identity, coupled with structural vitality and optimum use of resources enables trade unions to frame the need of a strategy for revival in order to counter the strategic action of employers resulting in union revitalization.

Originality/value

The theoretical novelty of this research stems from the amalgamation of collective action frames, SAF, and strategic choice framework to understand the union revitalization in the context of Global South.

Abstract

The purpose of this paper was to explore various labor relations strategies and tactics used by trucking companies in union elections in the United States. In addition, the paper also examined how trucking firms changed their HRM practices after an election. The study, conducted in Summer of 2003, is based on a survey of trucking firms that had a union election between January 2001 and December 2002. Union suppression was the dominant and the most successful labor relations strategy. Some widely used management tactics during an election included hiring a labor lawyer, spreading rumors about job loss, and using a consultant known for breaking unions. After the election, significant increases in many progressive HRM practices were reported in firms regardless of the election outcome. But only firms where unions lost elections reported a significant increase in productivity and service quality. Implications for managers, educators, and union leaders in trucking are discussed.

Abstract

Purpose

This paper aims to examine the relationship between union renewal strategies and the adoption and implementation of information and communication technologies by trade unions.

Design/methodology/approach

The research centres on a case study of an Australian trade union, exploring the fit between recent changes to the industrial strategy and information technology strategy. It involved interviews with union officials and a review of union documentation.

Findings

Information and communication technologies have the potential to promote union renewal by enabling new forms of participation and activism. However, to achieve these outcomes the technologies must be part of an integrated union renewal strategy. The internal political processes of the union will shape both the union renewal strategies and the role and use of technology in implementing these strategies.

Research limitations/implications

The research is based on a single trade union, thus limiting the generality of the conclusions drawn.

Originality/value

The paper concerns a relatively new research area on trade unions and offers a critical perspective on the use of information and communication technologies by trade unions.

Abstract

Purpose

The purpose of this paper is to analyze the restructuring approach followed by the highly profitable Telefónica in its 2011 redundancy plan, and explores unions’ response to management strategy.

Design/methodology/approach

The research follows a case study approach constructing a dataset with information from company reports, committee records, union documents, press releases, and other available sources such as specialized journals and newspapers.

Findings

Specifically this case study tries to show how massive job cuts have been implemented through a labour-mediated downsizing strategy that mitigates contestation and industrial conflict.

Originality/value

The paper tackles the relevant question of how unions respond to corporate restructuring (involving downsizing) in countries where industrial relations institutions remain relatively strongly embedded and proactive.

Abstract

This paper adapts the model espoused by Snape and considers avenues for trade unions to increase membership. It studies two specific industrial sectors, namely 20 non‐unionised manufacturing small‐ to medium‐sized establishments (SMEs) and four large unionised banking and insurance establishments all of which are based in the central belt of Scotland. The authors consider possible implications for trade unions in developing strategies for targeting workers in an attempt to boost trade union membership as indicated by the setting up of a TUC Organising Academy, as well as possible effects of the Employment Relations Act, 1999. Discussion also centres on employer suppression or substitution strategies, and on trade union commitment towards investing resources in workplace establishments that are either non‐union or are unionised but exhibit a low union density. The authors conclude that trade unions will have to think very carefully about the rewards available when conceiving strategies aimed at increasing membership in non‐union establishments, and density in unionised establishments.

Abstract

Purpose

The purpose of this paper is to explore the consequences of a managerial approach to renewal for a union’s behaviour by analysing the UK’s fourth largest trade union – The Union of Shop, Distributive and Allied Workers (USDAW).

Design/methodology/approach

The findings draw on in-depth semi-structured interviews with union officials.

Findings

The research findings show the significance of a managerialist approach to UDSAW’s renewal strategy and its correlation with existing renewal strategies of organising and partnership. However, this approach was not immune to context, with tensions between agency and articulation challenging the basic concept of managerialism and influencing union behaviour.

Research limitations/implications

The data were collected from a single case with a small sample size.

Practical implications

The authors’ findings suggest that tensions between bureaucracy and democracy will mediate the extent to which managerialist approaches can be used within unions adding support to the strategic choice theory and underlying arguments that unions can influence their fortune. However, institutional and external pressures could see managerialism becoming more prevalent, with oligarchic and bureaucratic forces prevailing, which could be particularly applicable to unions operating in challenging contexts, such as USDAW. The managerialisation of unions has consequences for union officers; with officers facing increasing pressure in their roles to behave as managers with attendant implications for role conflict, identity and motivation.

Social implications

If managerialism is becoming more prevalent with unions, with oligarchic and bureaucratic forces prevailing, this has potentially wider societal implications, whereby collectivism and worker-led democracy could become scarcer within unions and the workplace, thus irretrievably altering the nature of the employment relationship.

Originality/value

This paper brings together disparate themes in the literature to propose a conceptual framework of three key elements of managerialism: centralised strategies; performance management and the managerialisation of union roles. The authors’ findings demonstrate how there is scope for unions to adopt a hybrid approach to renewal, and to draw upon their internal resources, processes and techniques to implement change, including behavioural change. Consequently, theories and empirical studies of union renewal need to better reflect the complexities of approaches that unions are now adopting and further explore these models within the agency and articulation principles that underpin the nature of unions.
