Abstract
Purpose
This paper aims to explore the experiences of church ministers who played the role of transitional leaders in congregational situations involving conflict.
Design/methodology/approach
Grounded theory was chosen as a suitable approach to investigate phenomena that occasionally penetrate religious publications and even less frequently scholarly management journals. Accordingly, in-depth interviews were conducted with six church ministers who had been transitional leaders in one Christian denomination in New Zealand.
Findings
Participants indicated that the drivers of transitional ministry were conflict, dysfunction and loss of direction; the goals were to heal the damage caused by conflict and restore functionality and well-being; the process, underpinned by a leadership philosophy of affirmation, trust-building, engagement and communication, involved working with church members to instil hope, establish operational structures, identify and resolve dysfunction, envision a future and ultimately recruit a permanent minister.
Research limitations/implications
The limitations of a small sample size in one Christian denomination could be addressed by using wider samples in other contexts. It is suggested that insights into transitional leadership after conflict will be of interest to researchers as well as practitioners in other religious organizations, the wider non-profit sector and the private sector. Future research into the impact of transitional leadership, against a background of conflict and organizational change, will add to this empirical foundation.
Originality/value
The model of transitional ministry is a unique contribution to religious literature and practice. It also offers insight into how other types of organization could deal with the exit of its permanent leader, in circumstances of conflict, and manage the transition phase of a temporary replacement, so that the organization returns to a state of well-being with a renewed sense of purpose.

Purpose
The purpose of this paper is to shed light on the formal and informal governance mechanisms of state-owned enterprises operating in a post-transitional economy of Poland.
Design/methodology/approach
The study combines legal analysis of Polish regulations in force, review of literature on the Poland’s institutional legacy, and a statistical analysis, based on a data set of 204 management board members, 180 external supervisory board members, and 114 state officials supervising Polish SOEs in 2011.
Findings
Legally designed relationships among the management board, supervisory board, and the state treasury, represented by the minister and ministry officials, constitute the key formal governance mechanisms in Polish SOEs. They are, however, complemented by relationships between SOEs and their stakeholders and distorted by other informal phenomena, including informal noninstitutional behavior, mechanisms grounded in cognitive and normative institutions, and perception of the relationship structure by the actors themselves. As a result, key corporate governance actors differ in their perception of governance influences upon SOEs.
Practical implications
This study contributes to policymaking by helping authorities gain a better understanding of the governance challenges in SOEs.
Originality/value
This paper is one of the first and few empirical studies investigating the issue of formal and informal governance mechanisms in SOEs in post-transitional economies of CEE.

Abstract
In 2019, a popular revolution toppled Sudan's long-term military president, Umar al-Bashir. The country then entered a three-year transition toward democratic rule during which power was shared between Sudan's military and civilian political organizations. In this period, international organizations and foreign governments were quick to proclaim their support for Sudan's democratic transition. However, policy reforms during Sudan's transition went beyond changes to formal political institutions, as the transitional government implemented major programs of economic restructuring. These restructurings were supported by Sudan's international partners, who normalized a discourse that Sudan was “overindebted,” and who held that political and economic reforms ought naturally to accompany each other. As a result, the transitional government implemented a shock program of liberalization and austerity that imposed material hardship on much of Sudanese society, including during a global recession resulting from the COVID-19 pandemic. This contributed to endangering the transition itself and the progressive promises of Sudan's 2019 revolution.
This chapter traces the history of how Sudan was excluded from Western financial and commercial markets through the imposition of sanctions in the 1990s. This caused Sudan to explore non-Western sources of external financing in East Asia and the Arabian Gulf. This history then shapes the contested ways in which Sudan's debts are counted by international institutions to create the misleading impression that the country is overindebted. Finally, the chapter examines how different elites coalesced to impose a program of shock fiscal austerity and economic liberalization during a crucial political moment, which helped to imperil the country's fragile political transition.

Abstract
Higher education (HE) in Slovakia is undergoing a second massive wave of transformation that is a direct post-socialist response to the Standards and Guidelines for Quality Assurance in the European Higher Education Area (EHEA) (ESG, 2015). In Slovakia, these standards have led to the end of the previous accreditation model and the emergence of a new accreditation agency. It is through the new forms of assessment and assessment standards that one can observe the second wave of the neoliberalisation of HE in Slovakia that stems from the Bologna Process (BP). The chapter describes the nature and consequences of this second wave. The question is whether the new accreditation standards in Slovakia take into account the idea of social justice in HE and what type of effects the second wave of ‘Bologna’ neoliberalisation is having on social justice. The chapter relies on a thematic analysis of the following types of documents issued between 2002 and 2020: strategic government documents, internal regulations of the accreditation agency and course accreditation manuals. It compares the discourses on the accreditation criteria in both waves of the neoliberalisation of HE in Slovakia. The results of the analysis show that the meaning of social justice in these discourses lacks the emphasis on the social dimension particularly in the second phase of the BP in Slovakia.

Abstract
The paper analyses the current process of government accounting development in Albania using an integrated diffusion‐contingency analytical framework. This framework synthesises elements of contingency theory with theories of diffusion of innovations to provide greater insight into the organisational processes of innovation. The paper observes that the level of innovativeness of the government organisation in Albania appears to be marginally positive and that, at present, developments in government accounting are being clarified as part of the implementation phase of the innovation process.

Abstract
Purpose
Transitional entrepreneurship in distressed economies is a fairly new concept with respect to new ventures in such challenging economic environments. Formal institutional voids are sometimes held up as a reason for the difficulties present in distressed economies, along with exogenous shocks and other upheavals. In this research, the authors seek to contribute empirically and theoretically as to ways in which formal institutions voids can be filled by a culture developed by transitional entrepreneurs. Indeed, in transition economies, formal institutions need to be enhanced by informal institutions to control corruption and other misbehavior by authorities. Iranian economists emphasize these essential reforms to be able to manage current difficulties, yet top down policies cannot help transitional entrepreneurs benefit from the country’s value-adding cultural heritage to informally address this. To study this, qualitative research methods were used to interpret transitional entrepreneurs’ ideology and ethical routines as the ingredients of a commercial culture that can establish soft law that substitutes for formal institutions. This helps to reduce the disfunctionality of formal institutions in distressed economies.
Design/methodology/approach
A thematic analysis interviewing key Iranian entrepreneurs and economists is conducted. Also based on an interpretive paradigm, a hermeneutic cycle has been carried out on selected texts. Results have been verified throughout related literature as to come up with a solid synthesized interpreted outcome.
Findings
This paper contributes to theory from a new perspective by discussing transitional entrepreneurship and navigating a distressed economy; in which, ideology and ethics as the ingredients of soft law (Newman and Posner, 2018) are discussed as the base to further develop a commercial culture that fills voids of formal institutions. The formal–informal institutional cycle in distressed economies as the major difficulty entrepreneurs face (Peng and Luo, 2000) is important, because they try to increasingly enhance their move toward a market orientation (Bruton et al., 2008). The authors contribute as to how transitional entrepreneurs can complete this process of adaptation and also the fact that those informal institutions do actually respond to those adaptations. The other contribution is to enrich theories about institutions from the point of view of culture. Knowing these facts helps transitional entrepreneurs, because in distressed communities, formal institutions’ function has an important effect on economic performance (Amorós, 2009). This research’s contributions shed light to help government leaders understand the pros and cons of their actions forced on the industry. As it has been characterized in this research, it can turn in to new formal set of legitimacies (Ahlstrom et al., 2008) to root out corruption and help set the economy on a path to innovation and new venture creation.
Originality/value
Transitional entrepreneurs can depend on the less formal cultural-cognitive aspect of ethics and ideology. These entrepreneurs can be working on the burgeoning private sector, who want to connect with the outside effectively to overcome an economy in distress. Transitional entrepreneurs may face governmental institutional intermediaries as a barrier. Formal intermediaries tend to benefit from inefficiencies caused by hierarchal orders and will improve informality in order to overcome difficulties. In this research, institutional theory from the third pillar of the cultural-cognitive sheds light on transitional entrepreneurship in distressed economies, where inquiry is to fill voids of formal institutions as a process of possible linking between new generated soft law derived by beliefs, ideology and professional morality in order to influence (old) legitimacies. The research’s focus evolves on values transitional entrepreneurs utilize to build informal institutions and then impact further on formal institutions to handle distressed communities. This theoretical background expands on subsections to define conceptual building blocks for the study, essential aspects such as individuals as transitional entrepreneurs, the values they utilize to generate soft law, informal institutions and soft law, to manage voids in formal institutions and legitimacy building aspects in policy agenda setting for transitional entrepreneurship in distressed economies.
