Abstract
Purpose
Early termination of public–private partnerships (PPPs) in China is caused by various risk factors, resulting in significant losses. This study aimed to clarify the key factors and identify the causal relationships among these factors.
Design/methodology/approach
Social network analysis (SNA) was used to analyze 37 risk factors that were summarized from 97 early terminated PPP cases and to identify the relationships among these key risk factors. Interpretive structural modeling (ISM) was conducted to explore the causal relationships. Data were collected from case documents, questionnaires and interviews.
Findings
A total of 17 key risk factors were identified and distributed in a hierarchical structure with six tiers. Among these key risk factors, the root causes affecting the early termination of PPP projects were government oversight in decision-making, local government transition, policy and law changes and force majeure. The direct cause was insufficient returns. Furthermore, local government and private sector defaults were essential mediating factors. Local government transition and the low willingness of the private sector were highlighted as potential key risks.
Research limitations/implications
The cases and experts were all from China, and outcomes in other countries or cultures may differ from those of this study. Therefore, further studies are required.
Practical implications
This research provides knowledge regarding the key risk factors leading to the early termination of PPP projects and guidance on avoiding these factors and blocking the factors' transmission in the project lifecycle.
Originality/value
This study contributes to the knowledge of risk management by emphasizing the importance of local government transition, the low willingness of the private sector and project cooperation and operation, whose significance is ignored in the existing literature. The proposed ISM clarifies the role of risk factors in causing early termination and explains their transmission patterns.

Purpose
The purpose of this paper is to gain a better understanding on how metasurfaces behave, in terms of currents in each unit cell. A better knowledge of their behavior could lead to an ad-hoc design for specific applications.
Design/methodology/approach
The methodology used is both theoretical and numerical; it is based on circuit theory and on an optimization procedure.
Findings
The results show that when the knowledge of the current in each unit cell of a metasurface is needed, the most common approximations currently used are often not accurate. Furthermore, a procedure for the termination of a metasurface, with application-driven goals, is given.
Originality/value
This paper investigates the distribution of the currents in a 2D metamaterial realized with magnetically coupled resonant coils. Different models for the analysis of these structures are illustrated, and the effects of the approximations they introduce on the current values are shown and discussed. Furthermore, proper terminations of the resonators on the boundaries have been investigated by implementing a numerical optimization procedure with the purpose of achieving a uniform distribution of the resonator currents. The results show that the behavior of a metasurface (in terms of currents in each single resonator) depends on different properties; as a consequence, their design is not a trivial task and is dependent on the specific applications they are designed for. A design strategy, with lumped impedance termination, is here proposed.

Abstract
Purpose
The purpose of this paper is to examine the supervening loss of inter-organisational trust in long-term commercial contracts. The underlying research question is whether contract law – the legal institution regulating economic exchanges – should intervene and enable a party to a long-term commercial contract to extricate itself from a situation where a relationship of trust has broken down irretrievably.
Design/methodology/approach
This paper uses doctrinal methodology and theoretical conceptualisation to answer the underlying research question. The legal instrument chosen for analysis purposes is the UNIDROIT Principles of International Commercial Contracts. This paper also draws on extant literature on inter-organisational trust (including conceptual and empirical studies) to support the arguments and propositions. Furthermore, this study proceeds to assess the substantive justifiability of the proposed remedial measure using four normative values: legal certainty and predictability, protection of the performance interest, economic efficiency and the preservation of the relation.
Findings
The central argument put forward in this paper is the reformulation of draft Article 6.3.1 proposed by the UNIDROIT Working Group on Long-Term Contracts, which confers a novel right to terminate for a compelling reason. This paper presents a multidimensional model of inter-organisational trust that would serve as the conceptual framework for the proposed reformulation of the provision and establishes a coherent juridical basis for the legal solution that would accord with the Principles of International Commercial Contracts’ general remedial scheme. As for the normative assessment, this paper demonstrates that the proposed remedial measure would significantly promote efficient outcomes and positively serve the norms of legal certainty, protection of the performance interest and the preservation of the relation.
Originality/value
This paper addresses the lacuna in current legal scholarship in relation to the adverse socio-economic effects following trust violation and deterioration in inter-organisational relationships. Additionally, the propositions and findings should contribute to the workings of the UNIDROIT in adopting new rules and principles that would serve the special requirements of cross-border trade.

Abstract
Purpose
This study aims to investigate the possible defects and their root causes in a soft-termination multilayered ceramic capacitor (MLCC) when subjected to a thermal reflow process.
Design/methodology/approach
Specimens of the capacitor assembly were subjected to JEDEC level 1 preconditioning (85 °C/85%RH/168 h) with 5× reflow at 270°C peak temperature. Then, they were inspected using a 2 µm scanning electron microscope to investigate the evidence of defects. The reliability test was also numerically simulated and analyzed using the extended finite element method implemented in ABAQUS.
Findings
Excellent agreements were observed between the SEM inspections and the simulation results. The findings showed evidence of discontinuities along the Cu and the Cu-epoxy layers and interfacial delamination crack at the Cu/Cu-epoxy interface. The possible root causes are thermal mismatch between the Cu and Cu-epoxy layers, moisture contamination and weak Cu/Cu-epoxy interface. The maximum crack length observed in the experimentally reflowed capacitor was measured as 75 µm, a 2.59% difference compared to the numerical prediction of 77.2 µm.
Practical implications
This work's contribution is expected to reduce the additional manufacturing cost and lead time in investigating reliability issues in MLCCs.
Originality/value
Despite the significant number of works on the reliability assessment of surface mount capacitors, work on crack growth in soft-termination MLCC is limited. Also, the combined experimental and numerical investigation of reflow-induced reliability issues in soft-termination MLCC is limited. These cited gaps are the novelties of this study.

Abstract
Purpose
This study aims to investigate causes of sustainability failures of ISO 9001 Quality Management Systems in Botswana.
Design/methodology/approach
The research employed qualitative and quantitative methods, including literature review and secondary data analysis to understand trends relating to Botswana, and a survey to identify gaps leading to certification sustainability failures, focusing on; motives for certification, causes of decertification and issues in the certification process.
Findings
ISO 9001 adoption in Botswana is slow, with low acceptance rate in the public sector at 13% compared to the private sector at 87%. Termination rates have been high at 55% over two decades. Manufacturing dominates certification with 45% of total certification. While micro and small companies struggle to sustain certification, often failing within 2 years, medium-sized companies demonstrate better sustainability, lasting beyond 6 years. Product/service quality and process improvement drive certification while decertification is influenced by management factors, financial constraints, and process management. The study recommends a model for effective integration of ISO 9001.
Originality/value
Integrated systems are crucial for consistent process performance and continual improvement in all sectors for sustainable organizational success. Although the ISO 9001 Quality Management System has shown positive impacts globally, the impact of its adoption in Botswana remains questionable with high failure rates post implementation. There appears to exist a significant gap in development, implementation, and maintenance of the QMS. The public domain has no evidence of any past investigation on causes of sustainability failures of ISO 9001 post certification. The current study sought to close that knowledge gap.

Abstract
Purpose
COVID-19 has had various effects on women’s labour supply worldwide. This study investigates how women’s labour market outcomes in the MENA region have been affected by the stringency of governments’ COVID-19 responses and school closures. We examine whether women, particularly those with children at young age, reduced their labour supply to take care of their families during the pandemic.
Design/methodology/approach
To investigate whether having a family results in an extra penalty to women’s labour market outcomes, we compare single women to married women and mothers. Using the ERF COVID-19 MENA Monitor Household Surveys, we analyse the key conditions underlying women’s labour market outcomes: (1) wage earnings and labour market status including remaining formally employed, informally, unpaid or self-employed, unemployed or out of the labour force and (2) becoming permanently terminated, being suspended, seeing a reduction in the hours worked or wages, or seeing a delay in one’s wage payments because of COVID-19. Ordered probit and multinomial logit are employed in the case of categorical outcomes, and linear models for wage earnings.
Findings
Women, regardless of whether they have children or not, appear to join the labour market out of necessity to help their families in the times of crisis. Child-caring women who are economically inactive are also more likely to enter the labour market. There is little difference between the negative experiences of women with children and child-free women in regard to their monthly pay reduction or delay, or contract termination, but women with children were more likely to experience reduction in hours worked throughout the pandemic.
Research limitations/implications
These findings may not have causal interpretation facilitating accurate inference. This is because of potential omitted variables such as endogenous motivation of women in different circumstances, latent changes in the division of domestic work between care-giving and other household members, or selective sample attrition.
Originality/value
Our analysis explores the multiple channels in which the pandemic has affected the labour outcomes of MENA-region women. Our findings highlight the challenges that hamper the labour market participation of women, and suggest that public policy should strive to balance the share of unpaid care work between men and women and increase men’s involvement, through measures that support child-bearing age women’s engagement in the private sector during crises, invest in childcare services and support decent job creation for all.

Purpose
The Recast Energy Efficiency Directive 2023 has defined the concept of “split incentive,” also known as “tenant-owner dilemma.” This dilemma refers to the situation where neither landlords nor tenants have incentives to invest in energy efficiency upgrades. Although the Energy Efficiency Directive calls Member States to overcome legal barriers to remove split incentives and to encourage retrofits, the list of possible measures is too vague. This paper aims to discuss tenancy law measures designed to increase the energy efficiency of residential housing and to detect which Member States have already addressed this phenomenon.
Design/methodology/approach
This paper analyses, from a civil legal perspective, the possible private law barriers arising from the tenant-owner dilemma when performing energy efficiency works in selected countries and proposes legal reforms in tenancy law and related policies to overcome them. To do so, this paper follows a legal-dogmatic and comparative law methodology.
Findings
This paper concludes that some tenancy law provisions, such as the possibility to increase the rent after energy efficiency renovations and long-term leases, may challenge the tenant-owner dilemma in private rented markets, thus promoting renovations and retrofitting for energy efficiency purposes. It also proposes other policies intended to increase parties’ willingness to undertake works.
Research limitations/implications
More research on the economic and legal efficiency to regulate some of the civil law measures to challenge the tenant-owner dilemma should be necessary.
Practical implications
The civil law measures included in this paper may help national policymakers meet the energy efficiency targets, according to what is established in the Recast Energy Efficiency Directive 2023.
Originality/value
Based on the economic theory of the tenant-owner dilemma, this paper investigates the elements of tenancy law that may contribute to less energy-efficient homes, proposing policies for those countries interested in addressing the energy-efficiency challenge from a private law point of view.

Abstract
Purpose
The purpose of this study is to undertake surface graft copolymerization of viscose fabric via altering its fibrous properties by using acrylic acid (AA) as a carboxyl-containing monomer and peroxydisulfate (PDS) in presence of ferrous sulfate as a novel redox pair for initiating grafting. The latter process acted as an energy-saving process with respect to the reduction in polymerization temperature and maximizing the graft yield %, in addition to rendering the grafted viscose fabrics dye-able with cationic dye (crystal violet), which has frequently no direct affinity to fix on fabric.
Design/methodology/approach
To make graft copolymerization more efficient and economic, the optimum conditions for graft copolymerization were established. The graft yield % was determined as a function of initiator, catalyst and monomer concentrations and the material to liquor ratio, in addition to polymerization time and temperatures. Metrological characterizations via Fourier transform infrared spectroscopy and scanning electron microscopy of topographic morphological surface change have also been established in comparison with the ungrafted samples.
Findings
The maximum graft yield of 70.6% is obtained at the following optimum conditions: monomer (150 % based on the weight of fabric), PDS (50 m mole), ferrous sulfate (80 m mole) and sulfuric acid (30 m mole) at 40° C for 1.5 h using a liquor ratio of 30. Remarkably, grafting with AA enabled a multifold upsurge in color strength, with improvements in the fastness properties of cationically dyed grafted viscose fabric measured on the blue scale in comparison with untreated viscose fabric.
Originality/value
The novelty addressed here is undertaken with studying the effect of altering the extent of grafting of poly (AA)-viscose graft copolymers expressed as graft yield % in addition to carboxyl contents on cationic dyeing of viscose fabric for the first time in the literature. Moreover, rendering the viscose fabrics after grafting is dye-able with cationic dye with high brilliance of shades, which has regularly no direct affinity to fix on this type of fabrics.

Traditional case-adaptation methods have poor accuracy, low efficiency and limited applicability, which cannot meet the needs of knowledge users. To address the shortcomings of the existing research in the industry, this paper proposes a case-adaptation optimization algorithm to support the effective application of tacit knowledge resources.
Design/methodology/approach
The attribute simplification algorithm based on the forward search strategy in the neighborhood decision information system is implemented to realize the vertical dimensionality reduction of the case base, and the fuzzy C-mean (FCM) clustering algorithm based on the simulated annealing genetic algorithm (SAGA) is implemented to compress the case base horizontally with multiple decision classes. Then, the subspace K-nearest neighbors (KNN) algorithm is used to induce the decision rules for the set of adapted cases to complete the optimization of the adaptation model.
Findings
The findings suggest the rapid enrichment of data, information and tacit knowledge in the field of practice has led to low efficiency and low utilization of knowledge dissemination, and this algorithm can effectively alleviate the problems of users falling into “knowledge disorientation” in the era of the knowledge economy.
Practical implications
This study provides a model with case knowledge that meets users’ needs, thereby effectively improving the application of the tacit knowledge in the explicit case base and the problem-solving efficiency of knowledge users.
Social implications
The adaptation model can serve as a stable and efficient prediction model to make predictions for the effects of the many logistics and e-commerce enterprises' plans.
Originality/value
This study designs a multi-decision class case-adaptation optimization study based on forward attribute selection strategy-neighborhood rough sets (FASS-NRS) and simulated annealing genetic algorithm-fuzzy C-means (SAGA-FCM) for tacit knowledgeable exogenous cases. By effectively organizing and adjusting tacit knowledge resources, knowledge service organizations can maintain their competitive advantages. The algorithm models established in this study develop theoretical directions for a multi-decision class case-adaptation optimization study of tacit knowledge.
