Abstract

Describes a systematic approach to strategically planning the development of information systems within an organization. It comprises four main phases: initiation, data collection, strategy formulation and short‐term development. Critical success factors are used to prioritize proposed information systems, so that those giving competitive advantage to the organization can be highlighted for immediate development. The methodology does not depend on external consultants or complex software development tools and can be used by small and large organizations. It results in a quick, flexible plan for implementing information systems in a way synergetic with the organization′s goals.

Abstract

Purpose

Information security is becoming increasingly more important as organisations are endangered by a variety of threats from both its internal and external environments. Many theorists now advocate that effective security policies should be created at senior management level. This is because executives are able to evaluate the organisation using a holistic approach as well as having the power to ensure that new systems and procedures are implemented in a timely manner. There is, however, a continuing lack of understanding regarding the strategic importance of managing information security. In addition, there is a gap in the literature on the relationship between directors and information security strategy. This paper attempts to close this gap by exploring how directors perceive their organisation's security and what factors influence their decisions on the development and implementation of information security strategy.

Design/methodology/approach

The research is based on constructivist grounded theory. Forty‐three interviews were conducted at executive level in 29 organisations. These interviews were then coded and analysed in order to develop new theory on directors' perception of risk and its effect on the development and implementation of information security strategy.

Findings

The analysis shows that senior managers' engagement with information security is dependent on two key variables: the strategic importance of information systems to their organisation and their perception of risk. Additionally, this research found that these two variables are affected by both organisational contextual factors and the strategic and operational actions undertaken within the business. Furthermore, the results demonstrated that the two board variables also have an impact on the organisation's environment as well as its strategic and operational actions. This paper uses the data gathered from the interviews to develop a model of these factors. In addition, a perception grid is constructed which illustrates the potential concerns that can drive board engagement.

Practical implications

The paper illustrates the advantages of using the perception grid to understand and develop current and future information security issues.

Originality/value

The paper investigates how organisational directors perceive information security and how this perception influences the development of their information security strategy.

Abstract

Purpose

The purpose of this paper is to examine US state strategic plans for e-government (or information technology), identify their strengths and weaknesses, and presents best practices for both practitioners and scholars interested in improving state strategic plans for information technology.

Design/methodology/approach

The research analyzes the e-government strategic plans, based on a content analysis using a rubric consisting of 15 questions.

Findings

The findings suggest that of the state information system plans reviewed – Michigan, Virginia, and Massachusetts are the most comprehensive. Overall, the state plans were effective in developing strategies and core beliefs, and assessing their strengths and opportunities, while less successful in recognizing weakness and threats.

Research limitations/implications

This study builds on existing research examining strategic information systems plans in US states and assesses the extent to which each plan addresses established criteria for developing strategic plans. This study also attempts to fill the need for more data and empirical evidence in the development of literature in strategic planning and performance measurement.

Practical implications

The research employs a public sector approach to strategic planning, and while the process is not specific to information systems it is comprehensive in its approach, grounded in literature, and offers guidance to public sector leaders in planning for investments in information systems and technology.

Originality/value

The conclusion offers suggestions for both public administration practitioners and scholars interested in improving state strategic plans for information technology.

Abstract

Purpose

The purpose of this paper is to identify the factors that managers have to take into consideration when they implement the strategic information systems planning (SISP) process to develop information systems (IS) in the logistics sector.

Design/methodology/approach

Data were collected using questionnaires to IS executives in Greek small- and medium-sized enterprises (SMEs) of the logistics sector. Factor analysis is performed on the detailed items of the SISP process constructs.

Findings

The results of this paper indicate that IS executives do not focus on defining goals, which will be used to improve the operations of the supply chain for the IS development. Both IS executives and managers from the logistics department of each organization should participate in the process of information technology (IT) strategy formulation and implementation. Executives from the logistics department of each organization should be aware of implementing environmental and organizational analysis with greater meticulousness, to identify IT opportunities and apply IT strategy with greater agility rather than now.

Practical implications

A strategic planning process for IS development in the logistics sector is required to achieve the consistently IS planning objectives. This is an important challenge for executives in SMEs who do not concentrate on implementing a strategic planning process for IS development.

Originality/value

This paper examines the factors that influence the strategic development of IS in the logistics sector and improve the effectiveness of decision-making regarding the supply chain’s operation.

Abstract

This paper proposes a new hierarchical approach toward MIS evaluation, which emphasizes the evaluation of the strategic aspects of MIS, as well as the evaluations of the activities of MIS functions and the quality of application systems. Based on the previous studies and the preliminary field survey, concepts and contents of three hierarchical evaluation types such as system‐oriented, function‐oriented and strategy‐oriented evaluations were presented, and four propositions were drawn. The surveys of 130 Korean firms, conducted in 1991 and 1997 successively, show that majority of firms use system‐oriented or function‐oriented evaluation type, although the usage rate of strategy‐oriented type is slightly higher in 1997 than in 1991 and most MIS managers consider the strategy‐oriented evaluation as the ideal one. It is also found that the firms of higher MIS maturity use the strategy‐oriented evaluation type, and the firms with strategy‐oriented evaluation type show a higher MIS performance. Results of this study imply that strategic roles of MIS should be more emphasized and different evaluation types should be used along with MIS maturity. In addition, the design of MIS evaluation framework should be done carefully in the strategic and managerial contexts, because MIS performance can vary with evaluation type. Finally, some limitations of the study and directions for further research were suggested.

Abstract

Executive information systems, or strategic management support systems for senior managers, have traditionally addressed how to satisfy some predefined information needs of managers and how to help them in analyzing or solving predefined problems. They are usually not flexible enough to capture messages and signals from the business world that indicate impending opportunities or problems. In this paper we introduce a software agent approach into scanning support systems. We made a review of software agent fundamentals to understand what an agent is; what it can do and cannot do; what are the components of an agent; and how an agent can be constructed. We then examined its relevance in offering active scanning support to managers. An agent‐based support system is proposed. Useful software agents needed to constitute the system are identified. Tasks of the agent components are analyzed.

Abstract

Purpose

The purpose of this paper is to explore the extent to which strategic intelligence is utilised within the South African long‐term insurance industry and whether it could be used to identify opportunities or threats within the global environment to remain competitive, create greater innovation, and corporate advantage.

Design/methodology/approach

The approach of this paper is to obtain the qualitative views and opinions of strategic decision makers, on an executive managerial level within the South African long‐term insurance industry, on their organizations' use of strategic intelligence.

Findings

There are marked differences in the conformity and usage of strategic intelligence and its components between the organizations surveyed, with a measurable difference between large and small organizations, however, it is generally viewed that the use of a strategic intelligence framework could greatly enhance decision making.

Research limitations/implications

Data collection was limited to the 82 long‐term insurance companies which were registered with the South African Financial Services Board, with a focus on the organizations listed on the Johannesburg Securities Exchange within the Life Assurance Sector, within which a final response rate of 36.1 per cent was achieved, including the 100 per cent response rate from the six listed organizations.

Practical implications

The paper identifies the extent to which strategic intelligence is utilised in the South African long‐term insurance industry, and identifies the benefits or problems that are experienced by implementing and using strategic intelligence as an input to the strategic management process and what value strategic intelligence adds in the decision‐making process.

Originality/value

The identification and utilisation of the most important factors of a strategic intelligence framework will greatly enhance global corporate decision making and result in competitive advantage and constant innovation within the South African business environment.

Abstract

As the business environment increases in its scope, dynamics and complexity, the task of grasping its changes becomes increasingly demanding. The increased availability of electronic data threatens to exceed the human capacity to cope with and assimilate them. This research aims to provide a support tool that would be able to contribute to a more systematic, intensive, extensive and faster scanning process than the human process alone. This paper serves to build the foundations of such a support system by giving a detailed examination of both the domain and the technology. It is presented in two parts. The first part analyzes the concept of strategic scanning and presents a comprehensive review of its context. It helps us to understand the complicated, interrelated phenomena and reveals useful observations that are relevant to the construction of the system. A scanning‐based strategic management framework is formulated, which guides the system design. The second part will introduce the fundamentals of software agent approach, examine its relevance in offering the needed support, and describe an agent system that is currently under development.

Information and communications technology (ICT) offers enormous opportunities for individuals, businesses and society. The application of ICT is equally important to economic and non-economic activities. Researchers have increasingly focused on the adoption and use of ICT by small and medium enterprises (SMEs) as the economic development of a country is largely dependent on them. Following the success of ICT utilisation in SMEs in developed countries, many developing countries are looking to utilise the potential of the technology to develop SMEs. Past studies have shown that the contribution of ICT to the performance of SMEs is not clear and certain. Thus, it is crucial to determine the effectiveness of ICT in generating firm performance since this has implications for SMEs’ expenditure on the technology. This research examines the diffusion of ICT among SMEs with respect to the typical stages from innovation adoption to post-adoption, by analysing the actual usage of ICT and value creation. The mediating effects of integration and utilisation on SME performance are also studied. Grounded in the innovation diffusion literature, institutional theory and resource-based theory, this study has developed a comprehensive integrated research model focused on the research objectives. Following a positivist research paradigm, this study employs a mixed-method research approach. A preliminary conceptual framework is developed through an extensive literature review and is refined by results from an in-depth field study. During the field study, a total of 11 SME owners or decision-makers were interviewed. The recorded interviews were transcribed and analysed using NVivo 10 to refine the model to develop the research hypotheses. The final research model is composed of 30 first-order and five higher-order constructs which involve both reflective and formative measures. Partial least squares-based structural equation modelling (PLS-SEM) is employed to test the theoretical model with a cross-sectional data set of 282 SMEs in Bangladesh. Survey data were collected using a structured questionnaire issued to SMEs selected by applying a stratified random sampling technique. The structural equation modelling utilises a two-step procedure of data analysis. Prior to estimating the structural model, the measurement model is examined for construct validity of the study variables (i.e. convergent and discriminant validity).

The estimates show cognitive evaluation as an important antecedent for expectation which is shaped primarily by the entrepreneurs’ beliefs (perception) and also influenced by the owners’ innovativeness and culture. Culture further influences expectation. The study finds that facilitating condition, environmental pressure and country readiness are important antecedents of expectation and ICT use. The results also reveal that integration and the degree of ICT utilisation significantly affect SMEs’ performance. Surprisingly, the findings do not reveal any significant impact of ICT usage on performance which apparently suggests the possibility of the ICT productivity paradox. However, the analysis finally proves the non-existence of the paradox by demonstrating the mediating role of ICT integration and degree of utilisation explain the influence of information technology (IT) usage on firm performance which is consistent with the resource-based theory. The results suggest that the use of ICT can enhance SMEs’ performance if the technology is integrated and properly utilised. SME owners or managers, interested stakeholders and policy makers may follow the study’s outcomes and focus on ICT integration and degree of utilisation with a view to attaining superior organisational performance.

This study urges concerned business enterprises and government to look at the environmental and cultural factors with a view to achieving ICT usage success in terms of enhanced firm performance. In particular, improving organisational practices and procedures by eliminating the traditional power distance inside organisations and implementing necessary rules and regulations are important actions for managing environmental and cultural uncertainties. The application of a Bengali user interface may help to ensure the productivity of ICT use by SMEs in Bangladesh. Establishing a favourable national technology infrastructure and legal environment may contribute positively to improving the overall situation. This study also suggests some changes and modifications in the country’s existing policies and strategies. The government and policy makers should undertake mass promotional programs to disseminate information about the various uses of computers and their contribution in developing better organisational performance. Organising specialised training programs for SME capacity building may succeed in attaining the motivation for SMEs to use ICT. Ensuring easy access to the technology by providing loans, grants and subsidies is important. Various stakeholders, partners and related organisations should come forward to support government policies and priorities in order to ensure the productive use of ICT among SMEs which finally will help to foster Bangladesh’s economic development.
