Abstract

Purpose

The purpose of this paper is to provide a brief overview from the literature on how best to define megaprojects in contemporary contexts. There is a need for a definition that encompasses a complex matrix of characteristics, inclusive of positive and negative aspects, which are not necessarily industry or sector specific. Whilst megaprojects have often been described and defined in terms of cost, they are more accurately delineated by their convolutions. Intricacies arise from political intrigues surrounding funding of such projects and managing and governing complex social and organizational relations. Points for future research are also identified.

Design/methodology/approach

An analysis of international megaproject literature over the past five years combined with seminal works was undertaken, drawing on the broad literature of project and program management combined with elements of organizational theory. Whilst some examples are cited, in-depth case analysis has not been covered.

Findings

Albeit that the scale of some megaprojects is comparable to national GDPs, seven more characteristics beyond size have been identified, which distinguish megaprojects from large projects. These include: reach; duration; risks and uncertainties; widely disparate actors; areas of controversy such as dispute resolution; and legal and regulatory issues.

Research limitations/implications

The paper takes a broad overview and whilst some examples are cited, in-depth case analysis has not been covered. The overview does however provide a good synopsis of the future research areas that warrant exploration.

Practical implications

The paper identifies a range of analytical areas for major future research including further exploration of institutional analysis. Areas for further analysis include stakeholder issues; collaboration and understanding between technical and business personnel and reforming notions of procurement and contractual arrangements.

Social implications

Rigorous stakeholder engagement is critical for success in megaprojects, and collaborative learnings need to be exchanged. The longer term social and economic impacts need to be viewed as an imperative rather than a hindrance to the planning and execution of megaprojects and complexity rather than cost more aptly defines megaprojects.

Originality/value

The paper moves the definition of megaprojects to beyond measurement on the basis of cost to complexity and social and economic variables.

Abstract

Purpose

The purpose of this paper is to analyse a series of engineering services partnerships to better understand requisites needed in building high value co-creation alliances – especially where innovation is the strategic goal.

Design/methodology/approach

Using a combination of quantitative surveys, qualitative “deep-dive” assessments and a small number of in-situ mini-case investigations this research sets out to analyse 99 joint-venture innovation partnerships. These ventures represent a variety of asymmetric and symmetric alliances within the engineering services sector. Particular emphasis is given to those where the prerequisites for co-creative innovation are either in place or could be built.

Findings

Partnering and progressing innovative ideas are important behaviours for organisations seeking higher levels of commercial success and competitive advantage. Navigating the partnering dynamic can also be harder than expected, potentially hindered by misunderstandings and differing expectations between enterprises. Particularly for symmetric endeavours, success often hinges upon not only having clarity in the degree of innovation sought but also alignment as to the depth and stage of the partnering dynamic itself. However, when such collaboration works customer satisfaction and associated contract retention can increase significantly.

Originality/value

Most inter-company innovation projects historically seem to occur where one firm is significantly larger than the other. In contrast, this study highlights issues encountered when innovation co-creation projects are undertaken by a mature (as opposed to maturing) organisation in collaboration with partners where the power balance is similar between the two enterprises. In such cases, customer satisfaction surveys can be useful tools for objectively navigating the innovation co-creation experience.

Abstract

Purpose

This paper provides insights into the evolution of the strategic alliance between Shell and Transfield Services in Sydney, Australia in the area of engineering and facilities management.

Design/methodology/approach

To gain an in‐depth understanding of the distinct developmental phases in the alliance relationship, we conducted 12 interviews and a survey yielding 39 responses from the management and operations staff of both these organizations.

Findings

Initially the alliance between Shell and Transfield Services was established with fundamental building blocks of trust and flexibility. However, as the relationship progressed with subsequent contract renewals, complex value adding demands were placed on the alliance. This paper provides insights into understanding three generations of evolution in the relationship‐starting from the building of a successful relationship based on labor savings and then on to one which seeks incremental innovations to become one of the most efficient maintenance operators in the world and finally seeking additional capabilities to continue improving alliance outcomes.

Originality/value

The paper is aimed at managers who are involved in structuring and managing outsourcing arrangements. Referring to outsourcing as an alliance arrangement, the paper points out that as alliance relationships mature, managers need to progress from a fee‐for‐service model to trusted collaboration, and finally to an alliance with joint strategic objectives. Drawing from the case of Shell and Transfield, we present the best practices managers may adopt when progressing to a joint strategic engagement.

Purpose

Over the past decade telecommunications media and technology (TMT) has driven a new era that has evolved into the digital age. There is a growing consensus in developed countries that TMT is the most important driver of economic and social development for a society. Its genesis began in the USA and its cultural preference for market‐based development set the framework for national policy and development. Recently the formation of convergence regulators amongst many of the leading nations has begun another episode. This article aims to explore and build upon a research study of the senior executives of six of the leading convergence regulators in Asia and Europe. The article aims to analyse by way of a numeric comparison expert views of the key convergence issues three and five years out.

Design/methodology/approach

A generic conceptual model was constructed of the foundation, social and economic dividend issues. By examining the relative progress of nations developments of these issues and their different approaches, new insights are developed into different regulatory approaches.

Findings

The concept of proactive regulation with competition (PRC) would appear to have benefits for a number of these nations. It is hoped that these research outcomes and hypotheses will generate further research and analysis amongst the world's leading regulators in order to work through the best regulatory approaches for the current challenges.

Originality/value

The paper presents original research regarding regulatory challenges.

Without aspiring to emulate Robert Browning's song thrush, we venture to repeat an admonition on smoking in the food trade of almost a decade ago. (The Smoking Habit, 1962, BFJ, 64, 79). The first time it coincided with a little research we had undertaken, which later saw the light of day epitomized in article form and was enthusiastically (sic) commented upon in sections of the press and then died as if it had never been born. (Tobacco and Lung Cancer, 1965, Med. Offr., 2955, 148). Now, it coincides with the most concentrated, officially inspired, campaign, so far, mounted against the evils of smoking. The most striking fact about all these national efforts every few years is the lack of success in real terms. A marketing organization achieving such poor results would count it a costly failure. It would be unfair to say that none have given up, but with a habit so ingrained, determination is required and in many, if not most, of those able to refrain, the craving is so great that they are smoking again within a week or so. Overall, the smoking population is enormous, including, as it does, girls and women‐folk. Once, it was undignified for a woman to be seen smoking. We recall a visit by Queen Mary to the village Manor House, just after the First War; she was an expert in antique furniture and came to see the manor's collection. When Her Majesty asked for a cigarette, the village rang with astonishment for days. Nothing as amazing had happened since Cavaliers and Roundheads tethered their horses beneath the three great poplars which stood on the green. “Queen Mary! 'er smokes!”

Abstract

Purpose

Many heritage-listed gaols in Australia have become obsolete in terms of their original function and were decommissioned decades ago. As a default management practice, decommissioned gaols are usually transformed into museums which are mostly empty and underused without considering other viable alternatives. This research challenges this mainstream thinking and demonstrates that among the entire stock of heritage-listed gaols in Australia, even the least ranked gaol in terms of its potential for reuse can be turned into a thriving and vibrant new function.

Design/methodology/approach

Hypothetically, if the least ranked Australian heritage-listed gaol in terms of its potential for reuse is in fact “reusable”, then the remaining heritage gaols have more chance of being successfully reused to accommodate a vibrant new function. To be able to test this hypothesis, first, the Adaptive Reuse Potential (ARP) model is applied to rank Australia's decommissioned heritage gaols which are spatially and structurally sound to accommodate new uses. Second, an architectural design concept was designed to adaptively reuse the lowest scored gaol (Richmond Gaol) to a boutique hotel. The conceptual design proposal was then assessed by three local heritage architecture firms to validate its applicability and viability.

Findings

The research showed that Richmond Gaol can be reused successfully to at least one function, and accordingly, the whole stock of heritage gaols can be expected to also be reused to more sustainable purposes. The research identifies several considerations for the reuse of heritage gaols in Australia: the careful intervention to their significant fabric; maintaining sufficient evidence of the gaol's original components, the importance of the new use being compatible to the gaol's morphology to ensure minimum alterations or demolitions in the significant fabric of the site; and evaluating the new use and its components to achieve financial viability.

Research limitations/implications

Due to the continuing closure of Tasmania's state borders amid the spread of the COVID-19 virus, the researchers were not able to travel to Tasmania to conduct a site visit and to run the in-depth interviews with the architects in person. Most of the data of the current status of the site, its current layout, museum elements, historical data and photos were provided by Heritage Authorities in Tasmania and the Tasmanian State Library and Archive Service. Supplementary information and photos were acquired in March 2020 from visitors of the gaol who uploaded their trip images to Google maps or to their travel blogs. Topographical data of the site was gathered from Topographic Base-map of Land Information System Richmond Tasmania (2020). Due to travel restrictions, in-depth interviews with the local architects were done virtually, or over the phone in one case.

Practical implications

Challenges discussed in this research encourage creating nationally designed support programs to better vitalise and help preserve Australia's carceral heritage.

Originality/value

This research utilises architectural design in an empirical research paradigm.

Abstract

Purpose

This study examines scholarly communications in the International Journal of Managing Projects in Business (IJMPB) and identifies the journal's leading trends from 2008 to 2019.

Design/methodology/approach

This study analyzed a sample of 522 articles published in the IJMPB since its inception in 2008 until 2019. A set of bibliometric measures was used in the study to identify publication trends, citation structures, leading authors, institutions and countries. Additionally, analysis of research methodologies, industrial sectors and research themes of the articles was carried out through a rigorous content analysis. To examine the changes in journal expansion over time, the duration of publications (from 2008 to 2019) was divided into three subperiods.

Findings

The study findings show that 793 authors from 370 institutions and 58 countries contributed to the journal during this period. In terms of contributions, Australia and the Scandinavian countries are at the top, while Asian and African countries occupy a lower position. Moreover, among authors, Derek H.T. Walker was found to be the most prolific, with the highest weighting score and number of articles. Similarly, RMIT University of Australia emerged as the most productive institution. The articles were predominantly case studies followed by mixed methods (i.e. both surveys and interviews are used for data collection). Most of the articles in the sample were related to project management in general. However, several articles reported on construction, information technology (IT) and manufacturing projects.

Practical implications

This study is useful for the researcher community to understand the journal's scientific productivity. Further, it will also help identify dominant topics in the field of project management.

Originality/value

This is the first comprehensive review article presenting a general overview of the journal's leading trends and researchers since its inception in 2008.
