Abstract

In October 1995, the Singapore Commercial Affairs Department (CAD) with the assistance of the Royal Canadian Mounted Police and the US Drug Enforcement Administration, uncovered a multi‐million dollar global money‐laundering syndicate run by a North American drug syndicate using a Singapore bank. The CAD recovered S$5.4m stashed in the bank. It was Singapore's largest money‐laundering case. The joint investigators found that the drug syndicate used couriers to smuggle money physically into Singapore between 1989 and 1992. The cash was laundered through money‐changers in Singapore and in the Middle East. Some of the illegal cash found its way into a secret Asian Currency Unit (ACU) account in the Singapore bank. The ACU account was in the name of an account holder who was arrested in Canada for drug trafficking. He surrendered the balance of S$5.4m found in the ACU account to the CAD after a Confiscation Order was issued by the Subordinate Court. The Canadian authorities believe this amount is ‘just the tip of the iceberg’. Since money laundering is not an extraditable offence, the account holder was not prosecuted in Singapore. The bank used by the syndicate was also not prosecuted for money laundering.

Abstract

After six years, the money‐laundering law, under the Drug Trafficking (Confiscation of Benefits) Act 1992 (DTA), is now changed. The DTA (which came into operation on 30th November, 1993) has been criticised by some for its limited scope in criminalising only drug‐related money‐laundering activities. Others perceived the lack of powers to extradite money‐laundering offenders as another shortcoming. This is no longer the case today in Singapore. This paper highlights some of the changes recently introduced under the Corruption, Drug Trafficking and Other Serious Crimes (Confiscation of Benefits) Act (SCA) which was passed on 6th July, 1999 and came into operation on 13th September, 1999 (‘commencement date’). To be sure, the SCA is not new legislation; it is merely an amendment to the DTA. One of the amendments was the renaming of the DTA to reflect the criminalisation of corruption and other serious crimes as money‐laundering offences. Hence, the law governing money laundering is no longer called the DTA but the SCA.

Abstract

The author was commissioned by the Association of Banks in Singapore (ADS) to redraft the ABS's Guidelines on Prevention of Money Laundering to replace its earlier guidelines after the revision of the money laundering laws under the Corruption, Drug Trafficking and Other Serious Crimes (Confiscation of Benefits) Act (SCA) and the Mutual Assistance in Criminal Matters Act (MACMA). While asked to redraft the guidelines (ABS Guidelines) within the legal framework of the new anti‐money laundering regime, the task was also to redraft the ‘know your customer’ rules which would constitute the best practices in Singapore's banking industry for combating money laundering activities. The purpose of this paper is not ‘good compliance’ from the regulator's or a bank's perspective but from the banking industry's perspective in Singapore for the combating of money laundering.

Abstract

Describes planned and actual terrorist attacks in recent years, focusing on the plans of the Jemaah Islamiyah to attack Singapore, and the legislative response to Singapore to the threat; this has taken the form of a slew of separate laws. Continues with the separate legal regimes covering money laundering and terrorist offences, and the outlines of each. Discusses the problems facing bank advisers or compliance officers in ensuring that customers are not terrorists, and the penalties facing all financial institutions, residents or citizens for failing to disclose relevant information to the authorities: whistleblowing is mandatory. Concludes that Singapore’s response to the very real threat of terrorist attack has been robust and comprehensive; there is some unnecessary duplication in the number of laws passed, however.

Abstract

Purpose

This paper aims to investigate the problem of attitude control for a horizontal takeoff and horizontal landing reusable launch vehicle.

Design/methodology/approach

In this paper, a predefined-time attitude tracking controller is presented for a horizontal takeoff and horizontal landing reusable launch vehicle (HTHLRLV). Firstly, the attitude tracking error dynamics model of the HTHLRLV is developed. Subsequently, a novel sliding mode surface is designed with predefined-time stability. Furthermore, by using the proposed sliding mode surface, a predefined-time controller is derived. To compensate the external disturbances or model uncertainties, a fixed-time disturbance observer is developed, and its convergence time can be defined as a prior control parameter. Finally, the stability of the proposed sliding mode surface and the controller can be proved by the Lyapunov theory.

Findings

In contrast to other fixed-time methods, this controller only requires three control parameters, and the convergence time can be predefined instead of being estimated. The simulation results also demonstrate the effectiveness of the proposed controller.

Originality/value

A novel predefined-time attitude tracking controller is developed based on the predefined-time sliding mode surface (SMS) and fixed-time disturbance observer (FxTDO). The convergence time of the system can be selected as a prior control parameter for SMS and FxTDO.

Abstract

Purpose

Previous studies have discussed individual effects that certain agritourism activities have on visitor response while ignoring interaction effects. Therefore, the purpose of this study is to discuss both the individual and interaction effects of agritourism activities on tourist revisit intention.

Design/methodology/approach

This study classified agritourism activities into four categories and collected 883 valid samples. Logistic regression was then applied to test the influence of agritourism activities on tourist revisit intention.

Findings

Based on the results of the statistical analysis, it was found that those agritourism activities, which required mutual cooperation such as do-it-yourself (DIY), animal interaction/feeding and fruit and vegetable picking, enhanced tourist revisit intention. Furthermore, the agritourism groups participating in activities with or without children did not have consistent revisit intentions regarding animal feeding/interaction activities. In particular, this study found that willingness to revisit for tourists with children was influenced by animal feeding/interaction, but not for tourists without children.

Research limitations/implications

This study demonstrates that not all agritourism activities enhance revisit intention. For this reason, agritourism businesses should consider redesigning their activities related to visitor and animal interactions as increasing conscientiousness regarding animal welfare, especially with regard to animal abuse. Additionally, those activities focused on education and ecology are not as appreciated by tourists as they may have been previously assumed between different groups.

Originality/value

The findings of this study reveal that if the types of agritourism activities could fulfill visitors' expectations and desires they are more likely to have a satisfying experience. The authors consider some of these notions to be a kind of unrealistic fantasy regarding agritourism and the kind of activities involved therein. This kind of fantasy is likely formed by visitors 2019 past experiences and culture. As a result, the authors conclude that agritourism activities focused on the education of plants and ecology do not achieve the truly preferred aim of better interaction between people.

先前研究讨论农业观光活动的各别效果对游客反应的影响, 却忽略了交互作用。因此, 本研究目的为讨论农业观光活动的各别及交互效果对游客再游意愿的影响。

设计方法论方式

本研究将农业观光活动分为四类并收集883份有效问卷, 应用逻辑回归以检测农业观光活动对游客再游意愿的影响。

研究发现

根据统计分析结果, 本研究发现农业观光活动需要互助合作, 例如自己动手作、动物互动喂食, 以及采摘蔬果等活动, 都会提升游客的再游意愿。更进一步的, 农业观光族群分为与孩童同行及未与孩童同行二类时, 动物喂食互动活动对其再游意愿的影响并不相同。更特别的是, 本研究发现游客与孩童同行时, 其再游意愿会受到动物喂食互动的影响;但是, 游客并未与孩童同行时则不会。

研究意涵

本研究证实了并非所有的农业观光活动都能提升再游意图。为此, 农业观光企业应考虑重新设计其游客与动物互动的观光活动, 例如增加对动物福祉的责任心, 特别是虐待动物的问题。另外, 关注在教育及生态的农业观光活动在先前区分的不同族群里都不受到青睐。

研究价值

本研究发现显示了假若农业观光类型必须符合游客的预期及渴望, 游客才能感到满意的体验。作者认为游客对参与的某些观光活动之预想是一种不切实际的想像, 而这类想像是来自游客先前的经验及文化。因此, 作者综述关注植物及生态类的农业观光活动并不能达到人际间互动的目的。

Agroturismo: diseño de experiencia, actividades e intención de volver a visitor

Objetivo

Estudios anteriores han tratado los efectos individuales que tienen algunas actividades agroturísticas sobre la respuesta del visitante ignorando los efectos de interacción. Por eso, el objetivo de este estudio es tratar conjuntamente los efectos individuales y de interacción de las actividades agroturísticas sobre la intención de volver a visitar del turista.

Diseño/metodología/enfoque

Este estudio clasificó las actividades agroturísticas en cuatro categorías y recopiló 883 muestras válidas. A continuación, se aplicó la regresión logística para poner a prueba la influencia de las actividades agroturísticas sobre la intención de volver a visitar del turista.

Resultados

Sobre la base de los resultados del análisis de estadística, se mostró que las actividades agroturísticas que requieren cooperación mutua, como el bricolaje, la interacción con animales o nutrición de ellos, así como la recogida de frutas y verduras aumentaron la intención de volver a visitar del turista. Asimismo, los grupos de agroturismo que participaron en actividades con o sin niños no tienen intenciones de volver a visitar consistentes a propósito de las actividades que implican interacción con animales o nutrición de ellos. En particular, este estudio desveló que la voluntad de volver para los turistas con niños está influenciada por las interacciones con animales o nutrición de ellos, mas no para los turistas sin niños.

Implicaciones del studio

Esta investigación demuestra que no todas las actividades agroturísticas fomentan la intención de volver a visitar. Por esta razón, las empresas de agroturismo deberían considerar volver a diseñar sus actividades en relación al visitante e interacciones con animales con escrupulosidad acerca del bienestar animal, especialmente con respeto al abuso animal. Además, estas actividades con enfoque sobre la educación y la ecología no son tan apreciadas por los turistas como muchos han ido asumiendo desde diferentes grupos.

Originalidad/valor

Los resultados de este estudio muestran que si los tipos de actividades agroturísticas consiguen llenar las expectativas y los deseos de los visitantes, son mucho más propensos a tener una experiencia satisfactoria. Consideramos ciertas de estas nociones como fantasías poco realistas por lo que se refiere al agroturismo y al tipo de actividades implicadas en aquel. Este tipo de fantasías está probablemente formado por las experiencias pasadas y la cultura de los visitantes. Como resultado, concluimos que las actividades agroturísticas con foco en la educación sobre plantas y ecología no consiguen el verdadero objetivo preferido que es una mejor interacción con la gente.

Abstract

Singapore devotes less than 4% of its GDP to healthcare in part because its average citizen is young. As the country has become developed, the birth rate has fallen, life‐expectancy has lengthened and the cost of care has shown signs of escalation. This has occurred despite the extensive cost‐control measures built into the mandatory system of medical savings and the opt‐in supplement of medical insurance. The threat of care inflation is that much greater because of Singapore’s attempt to position itself as a regional treatment hub, because of rising incomes and expectations, and because of a shortage of doctors and nurses which is driving wages up. Old age is contributing to the problem but, the article shows, is not the only cause.

Abstract

Purpose

Cutting tool wear is known to affect tool life, surface quality, cutting forces and production time. Micro-milling of difficult-to-cut materials like Inconel 718 leads to significant flank wear on the cutting tool. To ensure the respect of final part specifications and to study cutting forces and tool catastrophic failure, flank wear (VB) has to be controlled. This paper aims to achieve flank wear prediction during micro-milling process, which fills the void of the commercial finite element software.

Design/methodology/approach

Based on tool geometry structure and DEFORM finite element simulation, flank wear of the micro tool during micro-milling process is obtained. Finally, experiments of micro-milling Inconel 718 validate the accuracy of the proposed method for predicting flank wear of the micro tool during micro-milling Inconel 718.

Findings

A new prediction method for flank wear of the micro tool during micro-milling Inconel 718 based on the assumption that the wear volume can be assumed as a cone-shaped body is proposed. Compared with the existing experiment techniques for predicting tool wear during micro-milling process, the proposed method is simple to operate and is cost-effective. The existing finite element investigations on micro tool wear prediction mainly focus on micro tool axial wear depth, which affects size accuracy of machined workpiece seriously.

Originality/value

The research can provide significant knowledge on the usage of finite element method in predicting tool wear condition during micro-milling process. In addition, the method presented in this paper can provide support for studying the effect of tool flank wear on cutting forces during micro-milling process.

Abstract

Purpose

Mobile robots with independent wheel control face challenges in steering precision, motion stability and robustness across various wheel and steering system types. This paper aims to propose a coordinated torque distribution control approach that compensates for tracking deviations using the longitudinal moment generated by active steering.

Design/methodology/approach

Building upon a two-degree-of-freedom robot model, an adaptive robust controller is used to compute the total longitudinal moment, while the robot actuator is regulated based on the difference between autonomous steering and the longitudinal moment. An adaptive robust control scheme is developed to achieve accurate and stable generation of the desired total moment value. Furthermore, quadratic programming is used for torque allocation, optimizing maneuverability and tracking precision by considering the robot’s dynamic model, tire load rate and maximum motor torque output.

Findings

Comparative evaluations with autonomous steering Ackermann speed control and the average torque method validate the superior performance of the proposed control strategy, demonstrating improved tracking accuracy and robot stability under diverse driving conditions.

Research limitations/implications

When designing adaptive algorithms, using models with higher degrees of freedom can enhance accuracy. Furthermore, incorporating additional objective functions in moment distribution can be explored to enhance adaptability, particularly in extreme environments.

Originality/value

By combining this method with the path-tracking algorithm, the robot’s structural path-tracking capabilities and ability to navigate a variety of difficult terrains can be optimized and improved.
