Abstract

Purpose

The purpose of this study is to empirically examine the utility of information systems (IS) success models in mandatory e-government services, as opposed to the volitional ones that have been the focus of previous studies. The models include the technology acceptance model (TAM) (1989) and Seddon’s model (1997), which involve three (ease of use, usefulness and citizens satisfaction) and four variables (system quality, information quality, usefulness and citizen satisfaction).

Design/methodology/approach

The models were compared based on a survey conducted on 780 foundation year students of government universities in Saudi Arabia. The Saudi Government has launched a mandatory e-government service geared to assist high school graduates in the university academic admission process. The goodness-of-fit and parsimony of fit indices and the explanatory power were used to compare the two models.

Findings

The structural equation modeling techniques revealed that overall, the two models both exhibited reasonable fit with the collected data, whereas TAM showed the best fit to the sample data and yielded superior goodness-of-fit indices over Seddon’s model. In terms of explanatory power, Seddon’s model predicted 28% (R2 = 0.28) of the variance explained for citizen satisfaction, whereas TAM predicted 21% (R2 = 0.21). All the parsimony of fit indices favored TAM over Seddon’s model.

Research limitations/implications

This study examined the validity of TAM and Seddon’s model, using citizen satisfaction as the dependent variable to compare them. TAM and Seddon’s model were modified to better fit the current research context of mandatory e-government services; thus, the findings may not hold for their original or other voluntary settings. In addition, the focus on a single survey for a certain time in a certain territory of mandatory e-government service may have limited the generalizability of the results to other mandatory contexts. Future research should make use of large, cross-sectional samples in different mandatory contexts to enhance result generalization.

Practical implications

This study’s findings can provide e-government practitioners with deeper perceptions of how to address citizen satisfaction with mandatory e-government services. The results exposed usefulness as the common and major construct, having the strongest influence on citizen satisfaction in both TAM and Seddon’s model; thus, maximizing the benefits of e-government services for citizens is crucial to their success. The causal relationship between information quality and citizen satisfaction was not supported. This supports the perspective that e-government services are currently evolving quickly, becoming more integrated and easier-to-use, generally requiring only a few clicks and less information.

Originality/value

This study has extended the assessment of the validity of IS success models to a mandatory IS usage setting. The comparison study of different IS success models is crucial as it acts as a guide for researchers to determine the trade-off between the models used to conduct research on a particular context. The study concludes that TAM is the most parsimonious and universal model for the study of user satisfaction in mandatory contexts. The findings will provide e-government practitioners with insights into IS success measures suited to enhance the effectiveness of newly and future mandated e-government services.

Citizens are substantial stakeholders in every e-government system, thus their willingness to use and ability to access the system are critical. Unequal access and information and communication technology usage, which is known as digital divide, however has been identified as one of the major obstacles to the implementation of e-government system. As digital divide inhibits citizen’s acceptance to e-government, it should be overcome despite the lack of deep theoretical understanding on this issue. This research aimed to investigate the digital divide and its direct impact on e-government system success of local governments in Indonesia as well as indirect impact through the mediation role of trust. In order to get a comprehensive understanding of digital divide, this study introduced a new type of digital divide, the innovativeness divide.

The research problems were approached by applying two-stage sequential mixed method research approach comprising of both qualitative and quantitative studies. In the first phase, an initial research model was proposed based on a literature review. Semi-structured interview with 12 users of e-government systems was then conducted to explore and enhance this initial research model. Data collected in this phase were analyzed with a two-stage content analysis approach and the initial model was then amended based on the findings. As a result, a comprehensive research model with 16 hypotheses was proposed for examination in the second phase.

In the second phase, quantitative method was applied. A questionnaire was developed based on findings in the first phase. A pilot study was conducted to refine the questionnaire, which was then distributed in a national survey resulting in 237 useable responses. Data collected in this phase were analyzed using Partial Least Square based Structural Equation Modeling.

The results of quantitative analysis confirmed 13 hypotheses. All direct influences of the variables of digital divide on e-government system success were supported. The mediating effects of trust in e-government in the relationship between capability divide and e-government system success as well as in the relationship between innovativeness divide and e-government system success were supported, but was rejected in the relationship between access divide and e-government system success. Furthermore, the results supported the moderating effects of demographic variables of age, residential place, and education.

This research has both theoretical and practical contributions. The study contributes to the developments of literature on digital divide and e-government by providing a more comprehensive framework, and also to the implementation of e-government by local governments and the improvement of e-government Readiness Index of Indonesia.

Abstract

Purpose

Based on previous information systems/educational technology success models, the purpose of this paper is to establish a comprehensive, multidimensional model for assessing blog-based learning systems success.

Design/methodology/approach

Data collected from 240 blog-based learning systems users in the context of higher education were tested against the model using the structural equation modelling approach.

Findings

The results indicate the interrelationships between six system success variables: system quality, content quality, context and linkage quality, user satisfaction, system use, and learning performance. In particular, this study confirms that quality attributes positively affect user satisfaction, which in turn positively influences learning performance directly or indirectly through the mediation of system use.

Originality/value

This study is a pioneering effort to develop and validate a blog-based learning systems success model.

Abstract

Purpose

The purpose of this paper is to identify the success factors of open‐source software in the enterprise level. It expands the application of the information systems (IS) success model in the literature to enterprise information systems (EIS). The paper presents a simplified open‐source EIS success model by removing several constructs in the existing open‐source software models.

Design/methodology/approach

To test the research model, a survey questionnaire was developed based on previous studies dealing with IS success models and adapting them to the open‐source EIS context. The research instrument contained 30 items that represent seven constructs in the research model. Data were collected from 250 open‐source enterprise software end‐users. Due to its confirmatory nature, this study applied the structural equation model.

Findings

The results of the study indicate that only community service quality has a positive direct effect on open‐source EIS use, while information quality, EIS quality, and user satisfaction do not. Open‐source EIS quality has a direct positive effect on user satisfaction, which in turn has a positive effect on individual net benefits, which also positively affects organizational net benefits.

Research limitations/implications

This study focused on the open‐source EIS users' perspective. Future studies could expand the scope by covering a broader open‐source EIS aspect such as motivation of its use, development processes, social dynamics in the development group, diffusion process, and the like. A longitudinal study could provide a more concrete trend of open‐source EIS use by organizations. The small sample size of this study is also a limitation.

Practical implications

The present research provides a practical evidence of relationships in the open‐source EIS application model. The developers in on‐line open‐source communities need to take the success factors identified in this study into account when developing open‐source EIS.

Originality/value

There is a paucity of empirical studies in open‐source EIS applications. The paper expends the traditional IS success model to the open‐source EIS context by collecting and analyzing data from 150 real‐world open‐source EIS users.

Abstract

Purpose

Most of the previous studies agree about the significance of user satisfaction in ensuring the endurance of information systems (ISs). Accordingly, it is crucial to investigate the effect of e-Government systems on individual end-user satisfaction as more and more countries adopt and deploy such Government Financial Management Information Systems (GFMIS) in the era of digital transformation. Because of this, the purpose of this study is to investigate the factors that contribute to the success of GFMIS in Jordan and ultimately the satisfaction of its users.

Design/methodology/approach

The IS success model developed by DeLone and McLean (2003) serves as the theoretical underpinning for the current research. Adding training quality as a new variable to the proposed model has been found to further increase the satisfaction of GFMIS users. A total of 104 GFMIS users in Jordan provided the data used to verify the model. The partial least squares-structural equation modelling was used to test the hypotheses.

Findings

The empirical findings indicated that GFMIS user satisfaction is significantly affected by information quality, service quality and perceived usefulness; meanwhile, system quality is only partially supported. The research also showed that the level of satisfaction among Jordanian GFMIS users was related to the quality of training they received.

Originality/value

This study fills a crucial literature gap by developing a research model that can help improve GFMIS usage towards attaining greater performance amongst government agencies in Jordan.

Abstract

Purpose

Mobile health, i.e. m-Health possesses huge potential, especially to the developing countries and remote locations of developed countries. The success of such systems may create a healthier society through eradicating health incidents, which cannot otherwise be addressed with “brick and mortar” type of health systems. The purpose of this paper is to develop an m-Health success model from users’ perspective and validate in a developing country context.

Design/methodology/approach

Epistemologically, positivist approach has been adopted for the current research. An initial research model was developed from existing information system (IS) literature, which was then validated with survey data applying partial least square structural equation modelling (PLS-SEM).

Findings

The results summarise that continuance intention (CI) of m-Health services is dependent on perceived value (PV) and user satisfaction (STF); PV positively influences STF. Moreover, platform quality, quality of medical advice, and interaction quality have positive and direct effect on PV and STF; finally, CI drives to better quality of health life.

Practical implications

The findings of this study provide strategic implications to health managers and practitioners recognising the determinants of m-Health success and comprehending their relationships. It is underscored that, in order to secure the success of an m-Health system in a given society both human and technology-related components are vital and therefore should be taken care of.

Originality/value

This is the first attempt that develops and validates an m-Health system success model, particularly from the context of a country with low-health profile. Moreover, the contextualisation of the related variables and extension of existing IS success models is theoretically original.

Abstract

Purpose

Although E-learning has been in use for over two decades, running parallel to traditional learning systems, it has gained increased attention due to its vital role in universities in the wake of the COVID-19 pandemic. The primary challenge within E-learning pertains to the maintenance of sustainable effectiveness and the assurance of stakeholders' satisfaction. This research focuses on an intelligence-driven solution to recommend the most effective approach to education policymakers by considering the unique characteristics of all components within the educational system (course type, student and teacher characteristics, and technological features) to achieve a sustainable E-learning system.

Design/methodology/approach

Through a systematic literature review and qualitative content analysis, a conceptual model of the critical components influencing E-learning quality and satisfaction has been developed. The proposed model comprises six main dimensions: usage, service quality, learning system quality, content quality, perceived usefulness, and individual characteristics. These dimensions are further divided into 15 components and 114 sub-components. A data mining process encompassing two scenarios has been designed to prioritize the components impacting E-learning success.

Findings

In the first scenario, data mining techniques identified the most influential components based on the features outlined in the conceptual model. According to the results, the components affecting E-learning quality enhancement in the studied case are “usage purpose, system loyalty, technical and supportive system quality, and student characteristics.” The second scenario examines the impact of individuals' personality types and learning styles on E-learning satisfaction across various aspects (Average System Satisfaction, Overall System Satisfaction, Efficiency and Effectiveness, Skill Enhancement, and Personal Enhancement). The findings reveal that, with an accuracy of over 70%, E-learning satisfaction for diplomat and guard learners is influenced by the alignment between “course learning style” and “student-suggested course learning style.” Conversely, for analyzer and researcher types, satisfaction levels are impacted by the “learning style compatible with their personality type.”

Originality/value

Implementing a dynamic model founded on data mining enables educational institutions to personalize the E-learning experience for each individual as much as possible. The study’s findings indicate that “achieving higher satisfaction levels in the E-learning process is not necessarily contingent upon providing a learning style congruent with learners' personality types.” Rather, perceived and suggested learning styles exert a more profound influence. Consequently, providing prescriptive principles for higher education institutions seeking to enhance E-learning quality is inadvisable. Instead, adopting a dynamic, knowledge-based process that furnishes recommendations to policymakers for each course—tailored to the specific course type, teaching records, current processes and technology, and student type—is highly recommended.

Abstract

Purpose

This study aims to propose a new model by incorporating information system success model (ISSM) into technology acceptance model (TAM) with an “attitude toward using” as the connection variable. The new model is then adopted to analyse and investigate empirical data and develop relevant factors, which affect the personal usage behaviour and net benefits for National Central Library in Taiwan to enhance digital library services. The research results can benefit future establishment and design of library information system or improvement of website service procedures.

Design/methodology/approach

This study selected National Central Library Taiwan Digital Meta-Library as the research theme, and used stratified convenience sampling to perform interviews in various colleges and universities in the southern Taiwan. A total of 264 valid questionnaires were returned, and this study used structural equation modelling (SEM) to perform analyses.

Findings

The results reveal that attitude toward using is significantly and positively affected by perceived usefulness, perceived ease of use and user satisfaction. However, service quality of information system and personal net benefits do not have a significant and positive effect on attitude toward using, while they have an indirect and significant effect on attitude toward using through user satisfaction. Based on the results above, “user satisfaction” is the critical factor affecting the attitude toward using. Therefore, to strengthen users’ positive attitude toward using, the factor of user satisfaction is a key for enhancing digital library service.

Originality/value

This study constructed the “New Technology Information Assessment Model” as the reference for improving practical assessment. Moreover, this study also proposed the suggestions concerning digital library information services.

Abstract

Purpose

The purpose of this paper is to examine the effectiveness of information technology in reducing corruption in China. Meanwhile this paper explores whether electronic monitoring systems (EMS) can be evaluated in terms of the DeLone and McLean information systems (IS) success model.

Design/methodology/approach

The status of the EMS in five cities is first proposed, and then a model of e-government system success is designed to evaluate the EMS. Data are obtained from 387 civil servants in the supervision agencies. Then the effectiveness of EMS in reducing corruption is deeply assessed, and the DeLone and McLean IS success model is validated.

Findings

The findings show that the application of EMS has a positive effect on reducing corruption. IT thus has the potential to reduce corruption, but the institution and the people are more important.

Originality/value

Although many theories about reducing corruption have been proposed, the EMS application in reducing corruption has seldom been addressed. This study is the first, to the author's knowledge, to examine EMS and corruption reduction from the point of view of the IS success model.

Abstract

Purpose

The purpose of this paper is to develop an evaluation model for National Judiciary Informatics System (NJIS), which is an e-justice system forming part of e-government, based on the models and the theories of information systems (ISs).

Design/methodology/approach

The survey was conducted on 8,840 internal users working for judicial services in Turkey. The success of the NJIS as an e-justice system is evaluated using structural equation modeling (SEM).

Findings

The results show that while the most important factor is the latent variable information quality in the SEM created to analyze the satisfaction of internal users using the NJIS, other factors include perceived usefulness (PU), system quality, and service quality, respectively. It is found that design quality has affected directly and positively the perceived ease of use (PEoU) while PEoU has affected the PU in the same manner.

Research limitations/implications

This study was solely concerned with internal users. Therefore, a more comparative study in which other users such as lawyers and ordinary citizens can be incorporated is suggested. Related to internal user satisfaction of the e-justice system, it is explored whether or not internal users are satisfied with their information processing needs, the system’s efficiency, the number of process steps, technical office services, and the system in general.

Originality/value

The research presents a new developed evaluation model of e-justice system from an internal user perspective. Most evaluation models focus on system-centered evaluation or organizational structure while user-centered evaluation concerning judicial ISs has not been explored yet.
