Abstract

Citizens are substantial stakeholders in every e-government system, thus their willingness to use and ability to access the system are critical. Unequal access and information and communication technology usage, which is known as digital divide, however has been identified as one of the major obstacles to the implementation of e-government system. As digital divide inhibits citizen’s acceptance to e-government, it should be overcome despite the lack of deep theoretical understanding on this issue. This research aimed to investigate the digital divide and its direct impact on e-government system success of local governments in Indonesia as well as indirect impact through the mediation role of trust. In order to get a comprehensive understanding of digital divide, this study introduced a new type of digital divide, the innovativeness divide.

The research problems were approached by applying two-stage sequential mixed method research approach comprising of both qualitative and quantitative studies. In the first phase, an initial research model was proposed based on a literature review. Semi-structured interview with 12 users of e-government systems was then conducted to explore and enhance this initial research model. Data collected in this phase were analyzed with a two-stage content analysis approach and the initial model was then amended based on the findings. As a result, a comprehensive research model with 16 hypotheses was proposed for examination in the second phase.

In the second phase, quantitative method was applied. A questionnaire was developed based on findings in the first phase. A pilot study was conducted to refine the questionnaire, which was then distributed in a national survey resulting in 237 useable responses. Data collected in this phase were analyzed using Partial Least Square based Structural Equation Modeling.

The results of quantitative analysis confirmed 13 hypotheses. All direct influences of the variables of digital divide on e-government system success were supported. The mediating effects of trust in e-government in the relationship between capability divide and e-government system success as well as in the relationship between innovativeness divide and e-government system success were supported, but was rejected in the relationship between access divide and e-government system success. Furthermore, the results supported the moderating effects of demographic variables of age, residential place, and education.

This research has both theoretical and practical contributions. The study contributes to the developments of literature on digital divide and e-government by providing a more comprehensive framework, and also to the implementation of e-government by local governments and the improvement of e-government Readiness Index of Indonesia.

Abstract

The strategic management literature emphasizes the concept of business intelligence (BI) as an essential competitive tool. Yet the sustainability of the firms’ competitive advantage provided by BI capability is not well researched. To fill this gap, this study attempts to develop a model for successful BI deployment and empirically examines the association between BI deployment and sustainable competitive advantage. Taking the telecommunications industry in Malaysia as a case example, the research particularly focuses on the influencing perceptions held by telecommunications decision makers and executives on factors that impact successful BI deployment. The research further investigates the relationship between successful BI deployment and sustainable competitive advantage of the telecommunications organizations. Another important aim of this study is to determine the effect of moderating factors such as organization culture, business strategy, and use of BI tools on BI deployment and the sustainability of firm’s competitive advantage.

This research uses combination of resource-based theory and diffusion of innovation (DOI) theory to examine BI success and its relationship with firm’s sustainability. The research adopts the positivist paradigm and a two-phase sequential mixed method consisting of qualitative and quantitative approaches are employed. A tentative research model is developed first based on extensive literature review. The chapter presents a qualitative field study to fine tune the initial research model. Findings from the qualitative method are also used to develop measures and instruments for the next phase of quantitative method. The study includes a survey study with sample of business analysts and decision makers in telecommunications firms and is analyzed by partial least square-based structural equation modeling.

The findings reveal that some internal resources of the organizations such as BI governance and the perceptions of BI’s characteristics influence the successful deployment of BI. Organizations that practice good BI governance with strong moral and financial support from upper management have an opportunity to realize the dream of having successful BI initiatives in place. The scope of BI governance includes providing sufficient support and commitment in BI funding and implementation, laying out proper BI infrastructure and staffing and establishing a corporate-wide policy and procedures regarding BI. The perceptions about the characteristics of BI such as its relative advantage, complexity, compatibility, and observability are also significant in ensuring BI success. The most important results of this study indicated that with BI successfully deployed, executives would use the knowledge provided for their necessary actions in sustaining the organizations’ competitive advantage in terms of economics, social, and environmental issues.

This study contributes significantly to the existing literature that will assist future BI researchers especially in achieving sustainable competitive advantage. In particular, the model will help practitioners to consider the resources that they are likely to consider when deploying BI. Finally, the applications of this study can be extended through further adaptation in other industries and various geographic contexts.

Purpose

Digital Libraries are complex, and this complexity is a motive to study user success on the behalf of appropriate user success models. These models comprise the factors which play a part between people, technology and organizations. The purpose of this study was to specify and examine an integrated digital library user success (IDLUS) model within the context of digital library settings, Higher Education Commission National Digital Library (HEC-NDL) of Pakistan, by adopting and reusing the existing digital library and Web success models.

Design/methodology/approach

Stratified random sampling technique was used to choose the sample from the University of the Punjab, a highly ranked public sector university in Pakistan. Participants were asked to complete an adapted survey questionnaire. A total of 355 completed and usable questionnaires were obtained. Data analyses through confirmatory factor analyses and structural equation modeling produced the results that have supported the proposed IDLUS model. The proposed IDLUS model was tested and supported through model fit statistics in the academic computing environment of the HEC-NDL of Pakistan.

Findings

Findings revealed that relationships between the latent variables hypothesized in the model were confirmed.

Research limitations/implications

The study has both theoretical and practical ramifications for academicians and information system designers and developers.

Originality/value

The IDLUS model is recommended first time in the history of librarianship in Pakistan as an overall user success model in the digital library information system computing environment. That made numerous recommendations for future research in the field of information management, particularly for digital library development at national and international levels.

Abstract

Purpose

Despite considerable research on the subject, there is still some misunderstanding about what characterizes successful project delivery in construction projects. Evaluating project delivery success is crucial for organizations since it enables them to prepare for future growth through more effective project management mechanisms and rank the organization's projects for continuous improvement. There is considerable disagreement over a set of success criteria that can be applied to all kinds of projects when evaluating project delivery success, making it a complicated procedure for practitioners and scholars. This research seeks to alleviate the problem by validating and testing a systematic project delivery success model (3D integration model) in the Australian construction industry. The aim is to establish a dependable approach built upon prior research and reliable in evaluating delivery success for any project type.

Design/methodology/approach

Based on a novel project delivery success model, this research applies a case study methodology to analyse 40 construction projects undertaken by a single Australian project management consultancy. The research utilizes a mixed-method research approach and triangulates three sets of data. First, the project delivery success (PDS) scores of the projects are calculated by the model. Second, a qualitative analysis targeting the performance of the same projects using a different system called the performance assessment review (PAR) scores was obtained. These culminate in two sets of ranking. The third step seeks validation of results from the head of the partnering organization that has undertaken the projects.

Findings

The findings of this study indicate that the 3D integration model is accurate and reliable in measuring the success of project delivery in construction projects of various sizes, locations and durations. While the model uses six key performance indicators (KPIs) to measure delivery success, it is evident that three of these may significantly improve the likelihood of PDS: value, speed and impact. Project managers should focus on these priority aspects of performance to generate better results.

Research limitations/implications

Restrictions inherent to the case study approach are identified for this mixed-method multiple-case study research. There is a limitation on the sample size in this study. Despite the researcher's best efforts, no other firm was willing to share such essential data; therefore, only 40 case studies could be analysed. Nonetheless, the number of case studies met the literature's requirements for adequate units for multiple-case research. This research only looked at Australian construction projects. Thus, the conclusions may not seem applicable to other countries or industries. The authors investigated testing the PDS in the construction sector. It can assist in improving efficiency and resource optimization in this area. Nonetheless, the same technique may be used to analyse and rank the success of non-construction projects.

Originality/value

Despite the research conducted previously on the PDS of construction projects, there is still confusion among researchers and practitioners about what constitutes a successful project delivery. Although several studies have attempted to address this confusion, no consensus on consistent performance metrics or a practical project success model has been formed. More importantly, (1) the ability to measure success across multiple project types, (2) the use of triple bottom line (TBL) to incorporate sustainability in evaluating delivery success and (3) the use of a complexity measurement tool to adjust delivery success scores set the 3D integration model apart from others.

Abstract

Purpose

Business process modelling (BPMo) projects are core to digital transformation projects as they provide the conceptual foundation to the orchestration of technologies along a process. Yet, success factors of BPMo projects have received little research attention to date. This study empirically validates a BPMo project success model, pointing to normative practice guidelines and important future research.

Design/methodology/approach

This research reports on the quantitative re-specification and validation of a business process modelling success model, employing survey responses from 261 process modellers worldwide.

Findings

The study distilled and validated a final set of success antecedents: Top Management Support, Project Management Capabilities, Stakeholder Input, Modeller Expertise and Modelling Tool Usage; and clearly evidences their relationships with each other and with two moderating variables – Importance and Complexity. The paper offers a nuanced explanation of the indirect role of top management support in building stakeholder involvement and explains how complex projects that are perceived as important being more likely to attract high levels of necessary stakeholder involvement. The authors conclude that top management needs to create an environment of co-ordinated excellence which spans both technical skills and resources, and a high level of committed engagement between stakeholders and technicians in order for BPMo projects to succeed.

Originality/value

This study is the first to operationalize and quantitatively test antecedents of BPMo project success and their interactions, presenting novel insights into how the success factors interact. Awareness of the more influential antecedents of successful process modelling projects offers valuable guidance for the planning, management and conduct of BPMo projects.

Abstract

Purpose

The overall purpose of this study is to inform practitioners about the levers for improving their employee portals.

Design/methodology/approach

The authors introduce a theoretical model that is based on the DeLone and McLean IS success model, which considers the specific requirements of employee portals. They tested the associations between their model's success dimensions by using more than 4,400 employees' responses, which were collected in 12 companies across different industries. They applied structural equation modeling to carry out the causal analysis. In addition, within a performance‐based analysis, they further investigated the success dimensions' improvement potentials.

Findings

The results of the causal analysis indicate that besides the factors contributing to the success of information systems (IS) in general, other success dimensions – like the quality of the collaboration and process support – have to be considered when aiming for a successful employee portal. The performance‐based analysis emphasizes the significance of collaboration quality to improve an employee portal and indentifies the respective fields of action.

Research limitations/implications

This paper's contribution to theory is the empirical validation of a model for investigating employee portal success. The performance‐based analysis further elaborates on the causal analysi's findings. The results advance theoretical development in the area of employee portals and serve as a basis for future research in this field.

Practical implications

This model offers a means for organizations to evaluate and predict the success of employee portals. The study's findings make it possible for practitioners to understand the levers with which to improve their employee portals and to prioritize their investments accordingly.

Originality/value

This study is among the first, which empirically validates a comprehensive success model for employee portals and highlights its practical usefulness by means of a performance‐based analysis.

Abstract

Purpose

This study aims to propose and validate a model for e-Learning success based on students’ experiences in the “new normal.” To achieve this goal, this study focused on answering three research questions: (1) What are the students’ experiential factors that impact e-Learning? (2) How do these experiential factors affect e-Learning success? (3) In what ways does a multimethod provide a comprehensive perspective and an in-depth understanding of students’ e-Learning experiences in the new normal?

Design/methodology/approach

This study applied a mixed-methods sequential approach using exploratory, confirmatory and complementary studies. First, this study undertook a text-mining exploratory analysis of the review data to extract e-Learning topics. Then, based on the Information Systems (IS) success model, this study identified an integrated framework drawn from the results of the text-mining analysis. Second, this study proposed an e-Learning, experience-based success model and corresponding hypotheses and conducted a confirmatory study with surveys to validate the model. Third, this study conducted in-depth interviews to better identify the phenomenon of interest.

Findings

The five factors extracted from the first stage are system quality, lecture content, teaching quality, online interaction and achievement. This study subsequently confirmed the significant relationships between the e-Learning success factors in the second stage based on the IS success model. Finally, a complementary study identified the importance of interactivity for e-Learning success in the new normal.

Originality/value

To the best of the authors’ knowledge, this paper is the first to develop an e-Learning success model using a comprehensive mixed-methods approach.

Abstract

Purpose

The purpose of this paper is to demonstrate the importance of undertaking a systemic view of learning management systems (LMSs) evaluation addressing the conceptualization and measurement of e‐learning systems success in higher education.

Design/methodology/approach

The paper adopts a quantitative case perspective and derives a conceptual model for e‐learning assessment (Hexagonal e‐learning assessment model – HELAM). The model is empirically tested for validity and reliability in the university setting.

Findings

Qualitative and quantitative findings have been presented, which will be valuable for academics and practitioners doing research in e‐learning evaluation. The findings support the flexibility and relevance of HELAM as an e‐learning assessment model. It highlights a number of success measures which are grouped under six dimensions.

Research limitations/implications

Further research efforts should explore new dimensions or test the causal relationships among proposed dimensions within the boundary of e‐learning. In that, the paper is limited contextually where attention should be made not to generalize the findings beyond the empirical findings within the case analysis.

Practical implications

The paper supports a practitioner perspective through a consideration of a holistic approach to e‐learning assessment. E‐learning system developers may find the findings useful when designing and implementing the LMS.

Originality/value

The paper is original as the conceptual model has been derived through both theoretical constructs and empirical analysis. It provides an innovative approach to e‐learning assessment.

Abstract

Purpose

Mobile health, i.e. m-Health possesses huge potential, especially to the developing countries and remote locations of developed countries. The success of such systems may create a healthier society through eradicating health incidents, which cannot otherwise be addressed with “brick and mortar” type of health systems. The purpose of this paper is to develop an m-Health success model from users’ perspective and validate in a developing country context.

Design/methodology/approach

Epistemologically, positivist approach has been adopted for the current research. An initial research model was developed from existing information system (IS) literature, which was then validated with survey data applying partial least square structural equation modelling (PLS-SEM).

Findings

The results summarise that continuance intention (CI) of m-Health services is dependent on perceived value (PV) and user satisfaction (STF); PV positively influences STF. Moreover, platform quality, quality of medical advice, and interaction quality have positive and direct effect on PV and STF; finally, CI drives to better quality of health life.

Practical implications

The findings of this study provide strategic implications to health managers and practitioners recognising the determinants of m-Health success and comprehending their relationships. It is underscored that, in order to secure the success of an m-Health system in a given society both human and technology-related components are vital and therefore should be taken care of.

Originality/value

This is the first attempt that develops and validates an m-Health system success model, particularly from the context of a country with low-health profile. Moreover, the contextualisation of the related variables and extension of existing IS success models is theoretically original.

Abstract

Purpose

This study aims to consider the capabilities of information technology as a basing dimension in the success of systems that provide electronic services as an e-government system. This study will focus on the role of IT capabilities in e-government system success by proposing a model based on the integration of the updated DeLone and McLean model is (D&M) with the unified theory of acceptance and use of technology is (UTAUT) model, which includes seven variables, namely, IT capabilities, information quality, system quality, performance expectancy, effort expectancy, perceived support quality and e-government system usage.

Design/methodology/approach

A conceptual framework was built across a review of the literature and the results of studies of IT capability and e-government systems success has developed the study model. As the causal approach was adopted to test the model of the proposed study. Survey data collected from 765 respondents who use the e-government system in Iraq. Also, a regression approach has been used to test the study model.

Findings

The results revealed that IT capabilities and the factors included in the “the updated (D&M) and (UTAUT) model” as important forecasts in the success of e-government systems. In another word, the proposed model provides managers with a new perspective to deal with the adoption of the e-government system by introducing a new variable “IT capabilities,” to provide decision-makers with a new approach in determining factors of e-government success.

Research limitations/implications

The government must develop their policies in line with e-government services to maximize the benefits accrued from e-government services. Where the main determinants in this study were the age group of the sample and the Arab environment for this study.

Originality/value

This study is the first in Iraq as a developing country and one of the few in e-government that considers IT capabilities as a basing dimension in e-government success by proposing a comprehensive model that sums the factors related to such a relationship. Its value stems from its sample of public users and the support of its proposed framework.
