Abstract

Purpose

The paper aims to investigate the emergence of science policy in the states of the USA, drawing attention to the fact that every state has a science and technology agency and multiple programs that attempt to raise the level of science and technology in the state and attract resources from elsewhere.

Design/methodology/approach

The paper builds upon the authors' previous study of high‐tech growth and renewal in Boston and Silicon Valley through analysis of documents and interviews with key actors in universities, S&T policy units of the Governor's association to detail the bottom‐up initiatives exemplifying the US innovation policy model.

Findings

The path dependent elements in US science and technology policy are an enhanced role for universities, an ambivalent role for national government and industry and a growing role for state and local government. Federal research funds, largely confined to support of agricultural research before the Second World War, became available for a variety of civilian and military purposes, on an ongoing basis, after the war. An assisted linear model of coordinated innovation mechanisms has been constructed on this base to translate inventions into economic activity through university‐industry‐government interactions.

Originality/value

The paper shows that S&T policy at the state level fills gaps in university‐industry relations, leverages federal R&D spending and enhances local comparative and competitive advantage.

Abstract

Purpose

Science and technology diplomacy (STD) is an emerging area in the field of public policy and technology management. The purpose of this study is to overview the concept of STD based on the two approaches “Science and Technologyand “Diplomacy” to explain its necessity for Non-Aligned Movement member countries.

Design/methodology/approach

To design the work, principal domains and sub-domains of STD are identified based on the thematic analysis. By using MAXQDA software, the initial codes are analyzed and validated for the case study. Then, six areas and 29 sub-areas are identified based on the fuzzy Delphi and the framework is designed.

Findings

STD is defined from six scopes, including political, economics, law and legal issues, social sciences, philosophy and science and technology. Each scope has its own mechanism that is discussed in the article.

Originality/value

This work is one of the first in the literature of science and technology policy making.

Abstract

The strategic management literature emphasizes the concept of business intelligence (BI) as an essential competitive tool. Yet the sustainability of the firms’ competitive advantage provided by BI capability is not well researched. To fill this gap, this study attempts to develop a model for successful BI deployment and empirically examines the association between BI deployment and sustainable competitive advantage. Taking the telecommunications industry in Malaysia as a case example, the research particularly focuses on the influencing perceptions held by telecommunications decision makers and executives on factors that impact successful BI deployment. The research further investigates the relationship between successful BI deployment and sustainable competitive advantage of the telecommunications organizations. Another important aim of this study is to determine the effect of moderating factors such as organization culture, business strategy, and use of BI tools on BI deployment and the sustainability of firm’s competitive advantage.

This research uses combination of resource-based theory and diffusion of innovation (DOI) theory to examine BI success and its relationship with firm’s sustainability. The research adopts the positivist paradigm and a two-phase sequential mixed method consisting of qualitative and quantitative approaches are employed. A tentative research model is developed first based on extensive literature review. The chapter presents a qualitative field study to fine tune the initial research model. Findings from the qualitative method are also used to develop measures and instruments for the next phase of quantitative method. The study includes a survey study with sample of business analysts and decision makers in telecommunications firms and is analyzed by partial least square-based structural equation modeling.

The findings reveal that some internal resources of the organizations such as BI governance and the perceptions of BI’s characteristics influence the successful deployment of BI. Organizations that practice good BI governance with strong moral and financial support from upper management have an opportunity to realize the dream of having successful BI initiatives in place. The scope of BI governance includes providing sufficient support and commitment in BI funding and implementation, laying out proper BI infrastructure and staffing and establishing a corporate-wide policy and procedures regarding BI. The perceptions about the characteristics of BI such as its relative advantage, complexity, compatibility, and observability are also significant in ensuring BI success. The most important results of this study indicated that with BI successfully deployed, executives would use the knowledge provided for their necessary actions in sustaining the organizations’ competitive advantage in terms of economics, social, and environmental issues.

This study contributes significantly to the existing literature that will assist future BI researchers especially in achieving sustainable competitive advantage. In particular, the model will help practitioners to consider the resources that they are likely to consider when deploying BI. Finally, the applications of this study can be extended through further adaptation in other industries and various geographic contexts.

Abstract

Purpose

The purpose of this paper is to clarify how university‐industry (U‐I) collaboration differs by technology fields in Japan.

Design/methodology/approach

An analysis of the research resource allocation in the Japanese national universities in the Japanese national innovation system is followed by the analysis of U‐I collaboration by technology fields. The fields analyzed are life science, information and communication technology (ICT), environment science, nanotechnology and material science, which have been designated as strategically important fields by the Second Japanese Science and Technology Basic Plan. The analysis was conducted in a quantitative way using government data of R&D expenditure, researchers, patent application, joint research, contract research and university spin‐offs.

Findings

Some characteristics of U‐I collaboration have been quantitatively found by technology fields. Though the national universities occupy large R&D expenditure shares in life science and nanotechnology/material science in the Japanese national innovation system, their joint research and contract research are fairly active in environment science as well as in life science and in nanotechnology/material science. For university spin‐offs, the national universities are active in life science and ICT.

Originality/value

This paper quantitatively clarifies U‐I collaboration by technology fields showing relative importance of U‐I collaboration by technology fields. The results provide information input to policy makers when they formulate policies to promote U‐I collaboration by technology fields and to corporate managers when they make U‐I collaboration strategies by technology fields as a part of open innovation strategies.

Purpose

This study aims to investigate the evolution of eight Asian countries’ innovation policy instruments during three economic development phases. Another goal is to examine common and different policy instruments of Japan, Korea and China, which have already reached the post-catch-up stage, to provide lessons to less-developed and developing Asian countries.

Design/methodology/approach

This study uses a qualitative research methodology, in particular a narrative approach. For triangulation, this paper uses a wide range of secondary data. The authors selected eight Asian countries by using various criteria, including income level and market size, and examined each country in terms of innovation performance and evolution of innovation policy instruments. The evolution of innovation policy in each country is investigated during three economic development phases: pre-industrialization, industrialization and catch-up and post-catch-up.

Findings

The findings show, first, that a higher research and development (R&D) expenditure as a percentage of gross domestic product (GDP), R&D activities dominated by private research organizations and more vigorous patent activities by residents than nonresidents are the most critical factors for becoming a high-income country. Second, innovation policy should be suitable for attaining aims, which are different at each economic development stage. Third, seven lessons from three prosperous Asian countries are crucial for economic development: securing political stability; increasing R&D expenditures; facilitating the acquisition, diffusion and internalization of technology; encouraging government–industry–university collaborations; using the selection and concentration strategy; changing the governmental role from regulator to facilitator; and establishing a legal framework.

Originality/value

It is difficult to find research that systematically compares three or more Asian countries’ innovation policies over the long term. This study fills this gap and helps scholars and field workers increase their understanding of innovation policy in eight Asian countries. It also contributes to providing lessons for practitioners that could help developing and less-developed Asian countries establish a suitable innovation policy for each economic development stage.

Abstract

The need to advance in the understanding of the processes associated with knowledge creation and diffusion is becoming critical for policy‐making and for management. This understanding was emphasized during the First International Conference on Technology, Policy and Innovation, based on which a research agenda is developed to inform policy‐making and management decisions in the emerging knowledge‐based economy. Three main directions for research are proposed: the development of a better conceptual understanding of the mechanisms that make knowledge so relevant nowadays; the construction of indicators associated with the immaterial aspects of the knowledge‐based economy; and the study of the opportunities and threats faced by developing nations.
