Abstract
The requirement of full cost recovery for water services including environmental and resource costs in accordance with the polluter pays principle in Art. 9 EU-Water Framework Directive is a unique provision in the history of the European environmental law. The wording of the provision is a compromise between the Council's and the Parliament's versions that mirrors different conceptual ideas on how to internalize environmental and resource costs. Art. 9 now contains a two-step concept for the achievement of the aim. The uniform implementation of the full cost-recovery calls for common accounting standards for the calculation of financial cost and a common methodology for the estimation of environmental and resource costs on the European level. In Germany, the requirements of the first step are partly fulfilled, but necessities of the second step are not being met at the moment.

Abstract
Purpose
Increasing environmental concerns have placed the need for an enhanced water resources management on the policy agenda. In this context, a restrictive regulation of water withdrawals for irrigation has gained in importance. The purpose of this paper is to investigate how a reduction in water quotas and increased water prices affect risk‐efficient crop choices and the related economic implications for northern German farmers.
Design/methodology/approach
The authors apply a whole‐farm risk programming approach to a typical arable farm in northern Germany. By using irrigation field trials, production activities with varying irrigation intensities and inherently incorporated crop yield uncertainty are defined.
Findings
In contrast to increased water prices, a reduction in water quotas leads to higher water savings and lower economic disadvantages for farmers. Due to an adjusted portfolio crop choice, as well as irrigation intensity, the reduction in the expected total gross margin is partially offset.
Research limitations/implications
This example ensures volumetric water monitoring at the farm level which, however, remains a major pitfall in many other countries. From a methodological perspective, the crop yield distribution choice might affect the findings. Likewise, the consideration of downside risk in an irrigation context appears to be interesting for future research.
Originality/value
This is the first paper to compare the implications of differentiated water quotas and water pricing schemes suggested by the European Water Framework Directive, while taking risk‐efficient crop portfolio considerations into account. This approach facilitates water reallocation not only between crops, but also in terms of the crop‐specific irrigation intensity. Crop yields are based on a unique panel of micro data rather than expert opinions or simulations.

Abstract
Purpose
This work analyses autonomous ships' specific needs of external and environmental information in restricted pilotage waters. Harbour pilots use conventional well-tested techniques when piloting the manned vessel. In this work, the authors propose technological solutions to be installed or adapted in ports to feed the autonomous ships' systems with the information considered relevant by pilots.
Design/methodology/approach
To investigate what pilots consider relevant, the authors submitted a questionnaire to the pilotage of Paranaguá Port. Then the authors presented a case study including the critical areas for the navigation of ships.
Findings
These technological solutions aim to allow vessels reaching critical areas in a position, a time, a speed and a course that compensates the external forces and/or avoid high-risk situations. The authors have proposed technological solutions considering those already available in the ports, particularly in Paranaguá and Antonina in Brazil.
Originality/value
There is little published data on navigation of ships in pilotage waters. So far, there has been little discussion on autonomous ships in restricted waters.

Abstract
Although there exists a rich literature on fisheries traditional management systems in North and South America, Caribbean, Asia and Pacific islands, much less information is available on inland African fisheries. Presents the first regional‐scale survey of traditional management systems operated within the Lake Chad Basin. The survey focused on the status and organization of the local (de facto) management systems and their interactions with the modern (de jure) regulations. The results show that fishing activities within the whole Basin are still largely under the control of the traditional local authorities. The few open‐access fishing grounds are areas that traditional authorities have never controlled or water‐bodies that they have had to “give up” in recent times due to the presence of armed groups. These areas are also areas where illegal taxation systems operated by non‐legitimated governement agents have developed, essentially as a consequence of the remoteness and political instability of the whole Basin.

Abstract
Purpose
The purpose of this paper is to examine the European Union (EU) Water Framework Directive. It seeks first to determine whether its provisions align with modern thinking on integrated river basin management and second to assess the degree to which it has the potential to achieve legislative and inter‐agency integration throughout the Union.
Design/methodology/approach
This is a desktop study. The paper draws upon theories and definitions of integrated river basin management and internal integration in existing literature and then proceeds to examine the provisions of the Water Framework Directive in the light of the models identified.
Findings
The framework for river basin management in the Water Framework Directive does not fully match the modern approach to integrated river basin management. The directive is limited by its primary focus upon the single medium of water, and its consequent failure to fully address wider land use planning issues. It, therefore, also fails to achieve integration between all relevant legislative instruments. It provides a framework for stakeholder involvement that could potentially serve the goal of inter‐agency integration. However, due to the high level of discretion in the hands of member states, there is likely to be a substantial divergence of practice across the EU.
Originality/value
In assessing the Water Framework Directive against modern notions of river basin management and the directive's stated integrative aspirations, the paper informs implementation and practice in member states.

This Food Standards Committee Report has been with us long enough to have received careful appraisal at the hand of the most interested parties — food law enforcement agencies and the meat trade. The purposes of the review was to consider the need for specific controls over the composition and descriptive labelling of minced meat products, but the main factor was the fat content, particularly the maximum suggested by the Associaton of Public Analysts, viz., a one‐quarter (25%) of the total product. For some years now, the courts have been asked to accept 25% fat as the maximum, based on a series of national surveys; above that level, the product was to be considered as not of the substance or quality demanded by the purchaser; a contention which has been upheld on appeal to the Divisional Court.

Purpose
Increased annual precipitation and more frequent episodes with heavy precipitation are expected in Norway due to climate change. The purpose of this paper is to use two case studies to investigate effects of precipitation on the amounts of faecal indicator bacteria and parasitic protozoa (Cryptosporidium and Giardia) loaded to surface waters from catchment areas exposed to different faecal sources.
Design/methodology/approach
In the first case study, the loads of faecal indicator bacteria and Cryptosporidium and Giardia, were investigated in relation to precipitation in a stream from a small valley where cattle and sheep are grazed. In the second case study, historical data (monthly values from 2004‐2009) regarding faecal coliforms and water flow in five tributaries (urban and rural) of a lake used as a drinking water source, were used for calculating loads of faecal indicator bacteria. These loads were evaluated in relation to historical data on precipitation. Additional sampling during/after rainfall, including analysis of samples for Cryptosporidium and Giardia, was performed.
Findings
The study visualises how heavy rainfall may increase the load of faecal microorganisms and potential pathogens in Norwegian water sources.
Originality/value
This study provides supplementary information about microbial contamination (including by parasites) of Norwegian surface waters during or after rainfall. This is useful input for decision making regarding protection of vulnerable water sources and for risk assessments. Data are also provided for evaluation of water treatment needs for Norwegian municipalities and waterworks responsible for providing safe drinking water under future climatic conditions.
