Abstract
Purpose
In the recent decades, research and industry on city logistics have tried to seek for environment-friendly solutions that are efficient enough to satisfy both society and suppliers’ needs. One of the potential solutions is the use of small-size electric vehicles (SEVs), due to their improved energy efficiency, local zero emissions, and lower traffic disturbance.
In spite of all the benefits of SEV for society, advertised through experimental trials focused on social and environmental benefits, research on these vehicles’ impacts seems to overlook the effects on private stakeholders operations, namely, disregarding the replacement rate needed to assure the same delivery patterns and their purchasing and battery charging implications.
Design
In this chapter, the authors contribute in filling this research gap by considering private interests, related to operation costs levels (running and driving costs), service levels, and efficiency in the promotion of SEV. Simultaneously, its balance with public interests, related with sustainability, quality of life, mobility, and environmental issues are also addressed.
Findings
The authors aim to evaluate the usage of SEV in this research and to estimate the effects of replacing conventional vans by SEV on city logistics operations. The results of this quantitative analysis enlighten if SEVs are indeed a viable solution to satisfy public and private stakeholders, when operational and external costs are fully accounted.
The chapter presents a case study that addresses the effects of replacing vans by SEV on city logistics operations in the city of Oporto (Portugal), considering public and private stakeholders’ interests. The study compares four scenarios of 5%, 10%, 30%, and 70% of SEVs replacing diesel vans used in transport and unloading operations. The four scenarios are tested on different geographical scales: street and city levels. First, the authors estimate how the use of SEV in city logistics affects traffic, energy consumption, and emissions. Second, the respective operating and external costs are quantified and the acquisition and battery issues are discussed.
Originality/value
When considering the goal of promoting SEV as a sustainable city logistics policy, under a methodology focused on mobility, operational performance, and environmental externalities, the authors concluded (a) the replacement rate SEV:van is determinant to make a decision on whether or not to use SEVs replacing vans, (b) SEVs are economically competitive with conventional vans if the replacement rate is 1:1, (c) SEVs have a better performance at the street level rather than at the city level, (d) SEVs can be used with normal traffic as a niche of market (lower than 5%), and (e) SEVs benefits exist, but they are not significant enough to drive suppliers for their adoption.

Abstract
Purpose
Extensive macro- and micro-economics research has been conducted on China's tax reform, which replaced business tax with value-added tax (VAT). However, existing studies have not clarified the reform's impact on firm-level investment decisions. Hence, this study explored the effect of replacing business tax with VAT on firms' investment efficiency.
Design/methodology/approach
The study used 2010–2018 data from China's A-share listed companies and a difference-in-differences (DID) model to explore the effect of the reform on firm-level investment decisions.
Findings
The authors found that China's tax reform has improved investment efficiency in underinvested firms, increased liquidity and decreased the level of reliance on external financing. The tax reform had a greater effect on investment efficiency in firms with lower liquidity and higher external financing reliance. Its effect was also more significant among non-state-owned and small companies.
Originality/value
This study fills the aforementioned research gap by exploring the effects of China's tax reform, thus providing a theoretical reference and a basis for policymaking.

Abstract
Purpose
This paper seeks to study maintenance policies on a plant‐wide level. It focuses on the effectiveness of condition‐based maintenance (CBM). It highlights the role of the production context and the importance of using appropriate metrics to assess CBM.
Design/methodology/approach
A simulation model was developed to explore the effects of production context using traditional performance indicators (costs and availability of each piece of equipment) and a more comprehensive metric (line efficiency).
Findings
The results showed that CBM has the best performance among other PM policies in loosely coupled processes. By contrast, in tightly coupled processes, CBM has a negative effect on the production line efficiency because it increases equipments' blockage and starvation states.
Research limitations/implications
The simulation model was developed to reflect the reality. Nevertheless, some assumptions have been used to develop the conceptual and computerized model, which can be explored further in future research.
Practical implications
The idea of this paper originates from empirical findings of fellow researchers. The findings in this paper provide a better understanding of how CBM affects key performance indicators in different production contexts and therefore help managers to appropriately execute CBM programmes.
Originality/value
This study focuses on CBM from a new angle. The majority of the literatures on condition‐based maintenance either discusses pure technical issues, or focusses on single equipment only. In this research, the effectiveness of CBM for two processes is studied and CBM is compared with block and age‐based replacement policies using a comprehensive performance indicator.

Abstract
Purpose
This paper develops a framework for selecting the most efficient and effective preventive maintenance policy using multiple-criteria decision making and multi-objective optimization.
Design/methodology/approach
The critical component is identified with a list of maintenance policies, and then its failure data are collected and the optimization objective functions are defined. Fuzzy AHP is used to prioritize each objective based on the experts' questionnaire. Weighted comprehensive criterion method is used to solve the multi-objective models for each policy. Finally, the effectiveness and efficiency are calculated to select the best maintenance policy.
Findings
For a fleet of buses in hot climate environment where coolant pump is identified as the most critical component, it was found that block-GAN policy is the most efficient and effective one with a 10.24% of cost saving and 0.34 expected number of failures per cycle compared to age policy and block-BAO policy.
Research limitations/implications
Only three maintenance policies are compared and studied. Other maintenance policies can also be considered in future.
Practical implications
The proposed methodology is implemented in UAE for selecting a maintenance scheme for a critical component in a fleet of buses. It can be validated later in other Gulf countries.
Originality/value
This research lays a solid foundation for selecting the most efficient and effective preventive maintenance policy for different applications and sectors using MCDM and multi-objective optimization to improve reliability and avoid economic loss.
