Abstract

This chapter aims to enrich knowledge about cluster initiatives acting as intermediaries primarily between members in a cluster or in regional context. This is a practically oriented manuscript written to contribute to refinement of existing policies by proposing recommendations based on recent empirical studies regarding funding, actors’ and activities’ content, as well as cluster initiatives’ assessment. It is proposed that public support should be balanced, targeting new as well as established, well-functioning cluster initiatives. Furthermore, regional authorities should encourage multifaceted collaboration (e.g., Triple Helix), stimulate variation in activities to maximize the benefit of cluster initiatives as well as define and communicate success factors that make it possible to evaluate cluster initiatives from a holistic perspective. These recommendations are primary aimed for regional authorities and reflect a bottom-up perspective where both logic of initiatives’ actions and their development are captured. Yet, even national authorities can make use of the recommendations in this chapter to improve governance of cluster initiatives and to determine further directions of regional policies.

Abstract

Purpose

The purpose of this paper is to present a longitudinal case study of a regional innovation policy initiative, in which ideas with regard to how innovation might be facilitated were changing over time. Through the scrutiny of insights in industrial network studies (IMP), the authors seek to shed light on the challenges created by policy interventions aimed at constructing complementary networks for the facilitation of innovation. That is to say, the authors endeavour to understand the interfaces between innovation networks and industrial networks, and the way in which they may influence innovation.

Design/methodology/approach

This study is based on a longitudinal case study of four successive regional innovation projects in Norway. Data are drawn from relevant policy documents and project documentations, as well as from participatory observation of application processes and project activities.

Findings

This study shows that regional innovation policy concerns first and foremost the interaction within and between relatively established diverse networks, which affects both structuring and restructuring. Changes in innovation policy required the re-configuring of constellations of business networks, research networks and policy networks. All initiatives required mobilisation input by persistent actors – often boundary organisations or researchers. The construction of innovation networks served as an instrument in the production of new interfaces between businesses, researchers and policy makers. The use and usefulness of these networks as perceived by the business actors were heavily influenced by the way in which the networks were configured.

Research limitations/implications

Generalisation based on in-depth qualitative case research requires further testing across similar and varying cases, and there have hitherto been relatively few studies of the interfaces between industrial and innovation networks. Despite this it can be argued that the conceptual distinction between constructed and emerging networks is a productive one in the study of networked innovation dynamics. During the research into this longitudinal case, it has been interesting to observe the way in which innovation research, and thus its influence on innovation policy, has changed over time. It would be beneficial if further studies were to be conducted on the way in which this has played out.

Practical implications

The administration of the public funding of innovation network activities requires great care. Where innovation policy initiatives are closely related to established industrial networks, it may be possible to strengthen innovation dynamics, challenge established practices and conceptions, and contribute to expanding, or even initiate innovation activities. In the first place, new activities need to be initiated in a way that supports the long-term development of actual business networks; and second, innovation policy bodies should be prepared to stimulate activity over longer periods of time.

Originality/value

This paper engages in, and combines, two parallel and rarely interacting debates on, respectively, innovation within innovation policy (innovation systems, clusters, networks) and industrial network studies (IMP and others). The authors make an “ideal type” distinction between alternative “constructed” networks and “emerging” networks, and the way in which they influence innovations.

Abstract

Purpose

This paper is a historical account of the process by which Michael Porter and INCAE Business School put together a regional competitiveness strategy for Central America that was officially adopted by the governments of five participating countries, and implemented through a series of Presidential Summits that occurred between 1995 and 1999. The paper provides a unique case study on the adoption of the concepts put forth by Porter in his book “The Competitive Advantage of Nations” (1990) at the highest level of government. The study arrives at a series of practical implications for policy makers that are particularly relevant for the implementation of supra-national regional strategies.

Design/methodology/approach

The authors conduct an extensive literature review of 190 policy papers produced by INCAE Business School, that are used to recreate the historical evolution of the regional competitiveness strategy. The effect of Porter’s intervention is also assessed by comparing the main economic indicators of each participating country with those of 2005-2010. One of the authors was the main protagonist in the successful implementation of the strategy, and the paper relies partially on his accounts of events.

Findings

This study describes how economic policy in Central America was profoundly influenced by Michael Porter’s thinking in the second half of the 1990s. These policy changes promoted international competition of Central American clusters and firms, and opened the region for international investment and tourism. The region experienced important increases in its economic integration, its international trade, foreign direct investment and tourist arrivals. Gross domestic product growth was accelerated in Honduras and Nicaragua.

Research limitations/implications

Like all case studies, this study has limits related to the generalizability of its conclusions. Additionally, it is not possible to determine the precise nature of the relation between the implementation of the regional economic strategy, and the impact on economic growth, integration, FDI attraction and exports.

Practical implications

The paper has several practical implications that relate to the design of regional economic strategies. First, it identifies policy areas that are more effective as part of regional strategies, and distinguishes them from those that should be resolved at the national level. Second, it suggests a process that can facilitate execution. Finally, it provides an example of the coordinating role that can be assumed by an academic institution such as INCAE.

Originality/value

The Central American Competitiveness Initiative provides a unique setting to study the implementation of competitiveness policy for several reasons. First, in all countries in Central America, Michael Porter’s diamond framework (1990) and cluster theory were officially adopted at the highest level of government. Second, in addition to their individual competitiveness strategies, all countries adopted a regional strategy for cooperation and economic integration. Finally, the Central American Competitiveness Initiative was founded on one of the first competitiveness think tanks of the world.

Abstract

Purpose

According to the growing role of stakeholders in the implementation of public-private partnership (PPP) initiatives, the purpose of this study is to diagnose the maturity of PPPs in Poland, taking into account the range of stakeholders’ participation in public-private initiatives.

Design/methodology/approach

The introductory study on the stakeholders of PPPs has been based on the report analysis of Polish initiatives and the case studies’ comparative analysis. The cases represent touristic projects realized within PPPs.

Findings

The results of the study indicate that the PPPs’ personal context, though recognized internationally, is to a very low extent present in the Polish case. As the PPP market is still in the process of development, the stakeholders’ issue should be taken into consideration in the processes of the PPP development in Poland.

Practical implications

As regional development is continuously a key issue, especially in rural areas context, the PPP initiatives are of great importance, and therefore the discussion of pros and cons in this context may contribute to the legislation at the regional level.

Originality/value

The study sheds some light and gives some interesting perspectives on the issue of the personal context of PPPs and social capital. Also, the text describes the path of developing PPPs in Poland and especially the touristic projects. The research part presents the original case study comparative analysis based on table-oriented form and as such enables the new way of contextual analysis.

Abstract

Purpose

Industry 4.0 or digitization, from a regional innovation system (RIS) and policy perspective to improve regional innovation, is over-looked. Specifically, this paper aims to focus on analyzing the nascent European Commission (EC) digital innovation hub (DIH) program, designed for fostering transition into Industry 4.0 in regions and facilitating new path development.

Design/methodology/approach

Empirically, 10 Spanish DIH is explored through interviews and secondary data analysis.

Findings

The results suggest that DIHs despite their emerging and trial-and-error stage are designed for promoting multi-actor collaborative platforms including non-local actors to stimulate transition into Industry 4.0 by promoting place-based collaboration alliances that respond to local/regional contextual specificities and demands. These regional-based platforms facilitate public-private partnerships that co-design policy initiatives resulting from co-participation and negotiation of spatially-bounded oriented initiatives for digitizing.

Originality/value

The authors answer: what are the key characteristics of emerging European-level regional innovation policies aimed at facilitating Industry 4.0 in regions? This is the first study on the topic.

Abstract

Purpose

The purpose of this paper is to critically explore the role of place branding, specifically at the regional scale, as an instrument for the attainment of strategic spatial planning goals. It also aims to contribute to the academic debate on place branding by discussing its relevance and effectiveness in supporting economic and social spatial realignment through civic participation and the shaping of clearly envisioned agreed futures.

Design/methodology/approach

Exploratory in nature, this paper’s theoretical exploration is developed by detailing relevant findings from a case study on the significance of a regional branding initiative, integrated in a wider planning strategy for northern Portugal (NUTS II). In conducting this exploratory research, primary data were gathered through 16 in-depth, semi-structured interviews with key regional actors and organizations with a stake (and expertise) in the region.

Findings

Findings show the key strategic domains in which the region excels. These domains could fuel a potential regional branding initiative. However, the key regional actors interviewed agree that the diverse and fragmented regional assets and the socioeconomic scenario all require and yet hinder regional coordination efforts. In addition, territorial reorganization and the definition of a regional economic model, plus decentralization of decision-making and the establishment of leadership, are imperative for the effectiveness of a regional branding strategy aligned with the ongoing strategic spatial planning initiatives.

Practical implications

Managerial implications of integrating the opinions and perspectives of regional actors into a potential place-branding initiative as strategic spatial planning instrument include improving socio-spatial and spatial-economic condition of the region and envisioning shared futures.

Originality/value

By guiding the thoughts of scholars, practitioners and policymakers towards a strategic spatial planning approach to place branding, the paper contributes to the advancement and maturation of the place-branding field, by lending a more strategic approach and geographical/spatial consciousness to the process of place branding. The paper also sheds light on the challenges and complexity of branding regions, a scale of analysis seldom explored in place-branding literature.

Abstract

This chapter focuses on South Korea’s newly found regional leadership, as the emergent middle power of East Asia, in order to advance regional integration and institution-building. Policy leadership is observed and analyzed from an international lens, linked to the literature of middle powers. The chapter first conceptualizes middle powers in connection with the issue of international leadership, since such states often play important roles in promoting cooperation. The chapter looks especially into South Korea’s foreign policy behavior toward East Asian regional processes and how it has manifested innovative and capable leadership. More specifically, the last three presidencies of Kim Dae-jung (1998–2002), Roh Moo-hyun (2003–2008), and Lee Myung-bak (2008–2013) are scrutinized in the hope of underscoring how their particular administrations, political leadership, and strategic approaches to foreign policy toward the region influenced South Korea’s regional leadership attempts and middle power status.

Abstract

Purpose

Although previous research has highlighted the importance of innovative intermediary services that are delivered through cluster initiatives to foster own attractiveness and the development of business, little emphasis has been placed on examining the patterns and influencers of such a change in new organisational forms from a management perspective. The present study investigates the change patterns of core intermediary activities in cluster initiatives as well as the influence of various stakeholders on change in those core activities.

Design/methodology/approach

The empirical data of this work illustrates the general picture of change within new organisational forms and therefore emerges from a survey study carried out among numerous European cluster initiatives originating from different industries. The main propositions for testing have roots in and are discussed through the prism of Stakeholder Theory as well as entrepreneurship, change and intermediary (middle-hands, brokerage) literature.

Findings

The findings reveal that intermediary activities are under continuous change, and the changes appreciated by the initiative members tend to gradually increase in intensity over time. Internal stakeholders are actively engaged in the change process activities, and external stakeholders are too, but to a limited extent. This leaves space for creativity and action for the initiatives.

Research limitations/implications

This research combines stakeholder theory and literature on intermediation (new forms of organisations), change, and entrepreneurship. The outcome of the study might serve as a ground for theoretical classification of cluster initiatives as a particular type of intermediary in accordance with their specific occupation. This would add to the ongoing discussion on definition and typologies of intermediaries as well as lift the awareness on the peculiar constellation of stakeholders within these innovative organisations – their engagement expectations and level of involvement.

Practical implications

Knowledge on which stakeholders can turn to in the event that a special service is needed can shorten implementation times and improve the quality of services. This knowledge is a way to choose suitable and influential networking partners who can assist by pushing existing working mechanisms in a favourable direction.

Social implications

The study illustrates the patterns behind changes of intermediary activities/services over time, which would form solid ground for developing new methods to assist in achieving stakeholder satisfaction through cluster-initiative services. Therefore, this work can serve as a benchmarking example for traditional organisations that find themselves in “sleeping” mode or that aim for revitalization.

Originality/value

The contribution of change and engagement mechanisms to effectivization and innovativeness of organisations are highlighted as main value added of this research.

Abstract

Purpose

This article focuses on regional-level cooperation in higher education by examining the functional, organizational and political approaches (FOPA) framework for higher education regionalization and using supra-national regional universities as established and successful examples of regional-level higher education cooperation among countries.

Design/methodology/approach

A conceptual framework is used to provide the structure for analyzing the key approaches to higher education regionalization, followed by an analysis of supra-national regional universities to demonstrate the application of the model.

Findings

The FOPA framework for higher education regionalization includes three approaches. The first is the functional approach, which includes both collaborative academic and research activities among higher education institutions as well strategies and policies to help align systems across a region. The second is the organizational approach, which focuses on networks, organizations, institutions and programs, which facilitate partnerships. The third is the political approach, which includes regional-level agreements, declarations and strategic plans to promote higher education collaboration. Key higher education activities for each approach are discussed in generic terms, with examples provided from major regions of the world.

Research limitations/implications

The research was based on desk research only. No interviews were conducted.

Practical implications

A conceptual analysis and a model were provided for the concept of regionalization of higher education and for regional universities, which can help readers locate their interests and research in the regionalization of higher education. Examples of three different types of regional universities were provided to give concrete illustrations of a regional university.

Social implications

One of the rationales driving regional universities is to address and increase a sense of regional identify and to meet the social, economic and educational needs of the specified region.

Originality/value

Regional universities, such as the University of West Indies, Arab Open University and the Pan-Africa University, are an understudied phenomenon. Using them as innovative and sustainable examples of higher education regional cooperation and the FOPA model, this study illustrates how single-campus, multiple-campus and virtual regional universities are functioning to meet the diversified needs and priorities across a region through cooperation among countries.
