Abstract

Climate change is expected to alter the major components of hydrological regime such as streamflow and water availability. The magnitude and their impacts are still uncertain. Therefore, it is highly required to study streamflow and flood vulnerability in tropical river basins particularly urbanised basin such as Langat River Basin. This study aims to model the future streamflow of Langat River Basin due to climate change using Rainfall-Runoff Inundation (RRI) model. Daily rainfall data obtained from Department of Irrigation and Drainage Malaysia and topographic data from HydroSHEDS at 15-second resolution were used. The projected future rainfall (2075–2099) is extracted from MRI-AGCM3.2s under the worst carbon emission scenario, RCP8.5. The annual maximum series of 1-day rainfall is selected for statistical bias correction using Quantile Mapping. The General Circulation Model data were found to be greatly corrected with reasonable Nash–Sutcliffe efficiency, Percent bias and Root Mean Square Error values. The mean of maximum 1-day future rainfall in Langat River Basin is found to be inconsistent where parts of the upstream will experience an increment at about 7% while other parts decrease at 8%. Meanwhile, the rainfall at downstream area are expected to decrease at 40%. Based on RRI simulation, the future streamflow can achieve up to 92% increment.

Abstract

This chapter, based on a sociological approach, addresses the ethical issues of surveillance research from the perspective of the profound transformations that science and innovation are undergoing, as part of a broader shift from modern to post-modern society, affecting also other major social institutions (such as government, religion, family, and public administration). The change occurring in the science and technology system is characterised by diminishing authority, uncertainty about internal mechanisms and standards, and a declining and increasingly difficult access to resources. Such changes, also related to globalisation and new digital technologies, have transformed the way research is conducted and disseminated. Research is now more open and its results more easily accessible to citizens.

Scientific research is also put under increased public scrutiny, while, at the same time, public distrust and disaffection towards science is rising. In such a context, it is more important than ever to make sure that research activities are not compromised by fraudulent and unethical practices. The legitimate expectations of citizens to enjoy their rights, including the ability to protect their private sphere, are growing. Scientific and technological development is deeply interrelated with the widespread awareness of these rights and the possibility of exercising them, but it produces also new risks, while a widespread sense of insecurity increases. The digital revolution, while improving people’s quality of life, offers at the same time new opportunities for crime and terrorism, which in turn has produced a demand to strengthen security systems through increasingly advanced and intrusive surveillance technologies. Misconduct in the field of surveillance may not only undermine the quality of research, but also further impair society’s trust in research and science as well as in the State and its institutions.

Abstract

Most research ethic review procedures refer to the principles of safety and security only as sub-criteria of other ethical principles such as the protection of human subjects in research, thereby ignoring the public good aspect of safety and security. In addition, Research Ethics Review Committees (RECs) are usually dominated by philosophers, ethicists, medical doctors, and lawyers with limited practical backgrounds in safety and security risk management. This gap of knowledge restricts ethics reviews in carrying out project-specific safety and security risk management and defers this responsibility to lawmakers and national legal authorities. What might be sufficient in well-regulated and well-understood environments, such as the safety of individuals during clinical research, is insufficient in managing rapidly changing and emerging risks – such as with emerging biotechnologies – as well as addressing the public good dimension of safety and security.

This chapter considers governance approaches to safety and security in research. It concludes that legal mechanisms are insufficient to cope with the complexity of and the fast progress made in emerging technologies. The chapter also addresses the role and potential of research ethics as a safety and security governance approach. It concludes that research ethics can play an important role in the governance of such risks arising from emerging technologies, for example through fundamental rights and public good considerations. However, in reality the current capacity of ethics in the safety and security governance of emerging technologies is limited. It is argued that in newly emerging areas of research currently applied legal compliance–based approaches are insufficient. Instead, inclusion of fundamental risk management knowledge and closer interactions between scientists, safety, and security experts are needed for effective risk management. Safety and Security Culture provide frameworks for such interactions and would well complement the current legal compliance–based governance approaches in research ethics.

The research management and administrator (RMA) profession in the Western Balkans (WB) has not yet been investigated. In this chapter, we provide a first insight into the current state of the profession, its evolution and existing network of peers within the region and between the region and Europe at large. We focus on the RMAs’ opinions about the policy level, on the institutional background and on networking initiatives that allow for the understanding of further development of the profession. Based on the findings of a focus group and a survey with the region’s RMAs, we provide insight into the challenges and opportunities as perceived by the RMAs themselves.

One common feature of different variants of participatory and action research is rejection of technocratic, undemocratic elements in science and inquiry, aiming to break the dominance of traditional academic views of science. These variants open up broader participation of people, and emancipate knowledge creation for the production of actionable knowledge with transformative potentials. The purpose of this chapter is to recognize and clarify a striving for knowledge democracy in these explicit or implicit democratizing ambitions and tendencies in the sense of broadening the participation of concerned parties in research and development work on open and equal terms. This recent concept, still in the process of formulation, has been proposed as a global mobilizing and unifying thinking for distributed networks and movements for participatory oriented research. The concept and movement had an initial embedding in the First Global Assembly for Knowledge Democracy in June 2017, Cartagena, Columbia. The purpose of the chapter is to elaborate on the meaning of knowledge democracy as a vision for the participatory and action research community. Particularly I will distinguish between different orientation to knowledge democracy, and the character of the logic of a more, open, democratic and coproductive science that can be a carrier of it.

Abstract

Since the end of the 1990s, the Algerian public authorities have implemented research and innovation policies in order to build a solid National Innovation System (NIS) and improve industrial and economic performance. Today, the NIS remains immature, which hinders the learning and innovation processes. Our objective here is to analyze under a broad vision the Algerian NIS by examining its various components, to evaluate the capacities of training and innovation, and to measure the production of the innovation and the economic performances. Our research question is the following: How could the Algerian public authorities build a solid NIS in order to improve economic performance? To answer this question, we use a research methodology that mobilizes three types of complementary indicators in order to analyze the processes of learning and innovation from a systemic and interactive perspective. We also use economic performance indicators in order to put the analysis into a broader perspective. At the end, we propose action policies in favor of the construction of a complete Algerian NIS to improve economic performance.
