Abstract

Mark Bevirʼs A Theory of Governance proposes a Copernican revolution in the way we understand the role of social science in public administration. Conventional accounts assign social science the role of instructing public administrators how to steer its machinery towards the public interest, based on social scienceʼs alleged ability to explain how people act and what they need. Bevir offers a vision of public administration in which ordinary people take a leading role by engaging in dialogues in which they articulate their needs. In this vision, the role of social science is to facilitate those public dialogues. This essay offers a sympathetic critical evaluation of Bevirʼs exploration of what it means to understand social science as a facilitator.

Abstract

Purpose

This action research project determines the extent to which the authors were able to expand ideas of both citizen and scientist through their integrated science and social studies middle childhood methods course.

Design/methodology/approach

Applying the ideas of citizen science, students in the course developed inquiry projects of their choice centering on the topic of local and global water issues. In addition, students participated in book groups focusing on the ideas of citizen science explicitly. The researchers used surveys, student assessments and interviews to assess the extent to which students' ideas changed.

Findings

While the data reveal the students' conceptions of scientist and citizen both expanded, there was greater change in their conceptions of what it means to be a scientist.

Originality/value

The authors argue that the expansion of ideas of science is important for enacting critical citizenship.

Abstract

This Introduction gives a historical and theoretical overview of this volume on Fields of Knowledge: Science, Politics and Publics in the Neoliberal Age, which showcases original research in political sociology of science targeting the changes in scientific and technological policy and practice associated with the rise of neoliberal thought and policies since the 1970s. We argue that an existing family of field theoretic frameworks and empirical field analyses provides a particularly useful set of ideas and approaches for the meso-level understanding of these historical changes in ways that complement as well as challenge other theory traditions in sociology of science, broadly defined. The collected papers exhibit a dual focus on sciencesinterfield relations, connecting science and science policy to political, economic, educational, and other fields and on the institutional logics of scientific fields that pattern expert discourses, practices, and knowledge and shape relations of the scientific field to the rest of the world. By reconceptualizing the central problem for political sociology of science as a problem of field- and inter-field dynamics, and by critically engaging other theory traditions whose assumptions are in some ways undermined by the contemporary history of neoliberalism, we believe these papers collectively chart an important theoretical agenda for future research in the sociology of science.

Abstract

I summarize my views on democratic governance before responding to critics. Governance arose partly from the impact of modernist social science on public policy and it limits the space for democratic action. My preferred alternative is an interpretive social science inspiring more participatory and dialogic democratic practices. In defending these arguments, I concentrate on the nature of interpretive social science and its relation to democratic theory. I define interpretive social science in theoretical terms as based on recognition of the role of meanings in human life and the holistic and historical nature of meanings. This interpretive social science does not lead to any particular methods or topics, but it does rule out reified and deterministic appeals to structures. Democratic renewal depends on promoting interpretive social science, not institutional blueprints.

I have taken this essay on Mark Bevirʼs latest book as an opportunity to critically reflect on diverse perspectives within radical democratic theory. My first aim here is to simply describe Bevirʼs historical and interpretive account of governance in general, interdisciplinary terms. My second aim is the more specific, disciplinary one of comparing the scholarly contributions of Mark Bevirʼs Democratic Governance with those of Chantal Mouffeʼs The Democratic Paradox and Archon Fungʼs Empowered Participation, two influential publications in contemporary political theory. I conclude by discussing the relative powers and limits of Bevirʼs genealogical, Mouffeʼs deconstructive, and Fungʼs procedural approaches to radical democratic theory.

Abstract

One common feature of different variants of participatory and action research is rejection of technocratic, undemocratic elements in science and inquiry, aiming to break the dominance of traditional academic views of science. These variants open up broader participation of people, and emancipate knowledge creation for the production of actionable knowledge with transformative potentials. The purpose of this chapter is to recognize and clarify a striving for knowledge democracy in these explicit or implicit democratizing ambitions and tendencies in the sense of broadening the participation of concerned parties in research and development work on open and equal terms. This recent concept, still in the process of formulation, has been proposed as a global mobilizing and unifying thinking for distributed networks and movements for participatory oriented research. The concept and movement had an initial embedding in the First Global Assembly for Knowledge Democracy in June 2017, Cartagena, Columbia. The purpose of the chapter is to elaborate on the meaning of knowledge democracy as a vision for the participatory and action research community. Particularly I will distinguish between different orientation to knowledge democracy, and the character of the logic of a more, open, democratic and coproductive science that can be a carrier of it.

Abstract

I explore Bevir’s approach to interpretive social science and its implications for his study of governance. I make two arguments: one methodological and one substantive. First, I argue that we should think of the philosophy of interpretive social science as necessarily tied to some chosen method of recovering knowledge, be it local or expert knowledge. Without such a recovery of knowledge, interpretive analysis of local reasoning is impossible. Second, I argue that the recovery of not only expert knowledge - Bevir's primary focus - but also the local knowledge of citizens who are affected by these reforms, ought to play a central role in our understanding of governance.

Abstract

Purpose

To examine how different types of ownership, including investor-owned, employee-owned, and mixed models, affect the dynamics of participatory practices in the workplace, and the broader social effects of these differences.

Design/methodology/approach

Brings together literature from democratic theory and empirical research in workplace participation and employee ownership. The first step is to articulate the range of democratic practices from nondemocratic to strongly democratic. The essay then discusses the different forms that participation can take and the threshold for what can be considered democratic participation. It then considers different models of ownership and the impact of ownership type on participatory practices.

Findings

It is found that investor-owned firms cannot be considered strongly democratic and that worker cooperatives are more likely to be strongly democratic and cannot fall below the threshold of weak democracy. However, strong democracy is not necessarily a feature of worker cooperatives.

Originality/value

Little work has been done to consider the way the type of ownership affects the kind or degree of democratic practices that may be present in an enterprise.

Abstract

Athens’ Radical Interactionism and Rorty’s neopragmatism represent two differing interpretations of pragmatist philosophy that are used to inform contemporary approaches to social inquiry. Athens’ and Rorty’s views differ greatly in their positions on the implications of a Darwinian worldview, leading to different perspectives on the value and role of truth, scientific method, and rationality in engaging in social inquiry and political reform. By tracing out the differences between Radical Interactionism and neopragmatism with respect to epistemology, social science, and political reform, I show that Athens’ Radical Interactionism accomplishes more to inform concrete social inquiry and political change. While Rorty’s neopragmatism helps readers to situate pragmatist-inspired inquiry in its evolutionary context, his work provided little guidance for social science. Conversely, Athens’ Radical Interactionism expands upon the value of a pragmatist version of rationality and scientific method, directing researchers’ attention to domination and dominance orders in contemporary social life. Furthermore, the Darwinian underpinnings of both Athens’ and Rorty’s pragmatist-inspired philosophies suggests that concepts in social inquiry are to be understood as sensitizing as opposed to definitive. As such, Athens’ Radical Interactionism remains true to the pluralistic thrust of pragmatist philosophy by conveying domination as a sensitizing concept in contrast to a more neo-positivist definitive concept.
