Abstract

Purpose

The purpose of this paper was to elaborate the performance model of the remotely piloted aircraft systems (RPAS) which was destined for simulations of the construction characteristics, airspeeds and trajectory of flight in the controlled, non-segregated airspace according to the standard instrument departure and arrival procedures (SIDs and STARs).

Design/methodology/approach

This study used systems engineering approach: decomposition of RPAS performance model into components, relations and its connection with components of controlled the airspace system. Fast-time simulations (FTS) method, which included investigation of many scenarios of the system work, minimizing the number of input variables and low computing power demand, is also used.

Findings

Performance envelope of many fixed-wing RPAS was not published. The representative RPAS geometry configuration was feasible to implement. Power unit model and aerodynamic model needed to be accommodated to RPAS category. The range of aircraft minimum drag coefficient differed in the investigated range of take-off mass and wing loading.

Research limitations/implications

Fixed-wing RPAS of small and medium categories cover take-off mass (25–450 kg), wing loading (40–900 N/m2) and power loading (8–40 W/N).

Practical implications

This is a research on integration of the RPAS in the controlled, non-segregated airspace. The results of the work may be used in broadening the knowledge of the RPAS characteristics from the perspective of operators, designers and air traffic services.

Originality/value

The elaborated performance model of the RPAS used the minimum number of three input variables (take-off mass, wing loading and power loading) in identification of the complete RPAS characteristics, i.e. construction features (aerodynamic, propulsion and loads) and flight parameters (airspeeds and flight trajectory).

Abstract

Key international and intergovernmental organizations assess the size of the Roma population in Serbia to be around 4–600.000, rendering Serbia among the five countries in Europe with the highest percentage of Roma population. Although Roma in Serbia have a long history of self-organization, cultural and media organizations, and are formally recognized as national minorities with a National Council of the Roma National Minority as a body with political decision-making influence, the Roma community in Serbia, as in most other European countries, is the most disadvantaged and underprivileged group in the country, often living in underdeveloped neighbourhoods with limited access to social services, especially education and health.

The educational attainment of the Roma population in Serbia, as in other countries in Europe, is far below the attainment of the general population. The education indicators are showing a developing trend, albeit slow. Roma integration policies evolved in Serbia from the early 2000s in the general policy framework of Equity of Education and Inclusive Education and a comprehensive education reform agenda, promoted and legally endorsed by the 2009 Law on the Foundations of the Education System. As the consequence of such an approach, the Roma integration policies intertwined and mutually reinforced with other reform policy areas. The most important post-2000 policies supporting the integration of Roma students into education are the introduction of pedagogical assistants in elementary schools and preschool institutions as a profession, paid from the budget, abolishing the system of school readiness assessment, introducing individual education plans and intensifying affirmative action and scholarships for enrolment in secondary and tertiary education.

Abstract

Purpose

The cadaster goes through its fifth wave of updating, seeking agility and efficiency in cadastral registration. However, despite recent advances in remote sensors and the low cost of remotely piloted aircraft systems (RPAS), on-site visits are still used to complete the cadastral form. Thus, this work aims to employ techniques and methodologies for remote characterization of buildings for cadastral updating purposes, reducing the need to enter the parcels.

Design/methodology/approach

The research tools used were: RPAS and MMS (mobile mapping systems), making a three-dimensional model with RPAS data, and analyzing the results from these platforms. With the 3D model, it was possible to extract measurements and characteristics.

Findings

The analysis of the 3D model with the aerial photographs obtained better results in the characterization of the buildings and is the most indicated according to the study. There were difficulties in identifying some features, such as windows frames, and it was proposed to analyze the photographs without processing, to mitigate these identifications. The cadaster form was successfully completed using a combination of the techniques in this study.

Originality/value

This study brings a first proposal for the characterization of parcels for cadastral purposes, by remote sensing techniques, reducing the entry in the parcels for filling cadastral forms, with the evaluation of the proposal in the Brazilian case.

Abstract

Purpose

This study aims to identify the main challenges to achieving humanitarian logistics in the context of United Nations peace missions in sub-Saharan Africa and to present suggestions for overcoming the logistical gaps encountered.

Design/methodology/approach

The methodological approach of the work focuses on the comparative case study of the United Nations Mission in South Sudan, the United Nations Multidimensional Integrated Stabilisation Mission in the Central African Republic and The United Nations Organisation Stabilisation Mission in the Democratic Republic of Congo from 2014 to 2021. The approach combined a systematic literature review with the authors’ empirical experience as participant observers in each mission, combining theory and practice.

Findings

As a result, six common challenges were identified for carrying out humanitarian logistics in the three peace missions. Each challenge revealed a logistical gap for which an appropriate solution was suggested based on the best practices found in the case study of each mission.

Research limitations/implications

This paper presents limitations when addressing the logistical analysis based on only three countries under the UN mission as a case study, as well as conceiving that certain flaws in the system, in the observed period, are already in the process of correction with the adoption of the 2016–2021 strategy by the UN Global Logistic Cluster. The authors suggest that further studies can be carried out by expanding the number of cases or using countries where other bodies (AU, NATO or EU) work.

Originality/value

To the best of the authors’ knowledge, this study is the first comparative case study of humanitarian logistics on the three principal missions of the UN conducted by academics and practitioners.

Abstract

Purpose

This paper aims to assess the behavioural intention of construction organisations to use unmanned aerial vehicles (UAVs) in the delivery of construction projects. Using the unified theory of technology adoption and use of technology (UTAUT) model, the study strives to improve project delivery by adopting beneficial digital technologies.

Design/methodology/approach

The study adopted a postpositivism philosophical stance through a quantitative research approach using a structured questionnaire administered to construction organisations in South Africa. Primary data gathered was analysed using frequency, percentage, mean item score, Mann–Whitney U-test and confirmatory factor analysis, where the latter sought to deductively confirm the variables within the UTAUT model.

Findings

Construction organisations were found to rarely use UAVs in the country and furthermore, most of the participating organisations are unsure about using UAVs for their project delivery. Factors impacting on an organisation’s intention to use UAVs were identified as social influence, performance expectancy, effort expectancy and facilitating conditions. However, factors surrounding resistance to using and perceived risk cannot be overlooked as they also proved to be significant (at p = 0.05) to the behavioural intention of organisations to use UAVs.

Practical implications

Practical guidance for industry practitioners is offered in terms of insight into the key factors that must be considered for the effective utilisation of UAVs and the realisation of concomitant benefits.

Originality/value

This study bridges the knowledge gap in extant literature by exploring the practitioner’s behavioural intention to use UAVs. As an aside, an emergent theoretical backdrop for future works on UAVs is provided (particularly in developing countries where such a study has not been previously explored).

After completion of the case study, students will be able to evaluate the journey of launching a business in an emerging market context and judge how opportunities and challenges can be navigated to build sustainable enterprises; assess the relevance of individual attributes and process skills that are necessary for entrepreneurial agency to transform social structures through entrepreneurial action; formulate an argument highlighting the role of the entrepreneurial ecosystem in growing a competitive business in an emerging market context; make an informed decision and critique how accelerators and incubators affect the development of ideas and access to finance in South Africa; and propose various strategic options available for technology entrepreneurs, considering the challenges they face in emerging economies.

Case overview/synopsis

In April 2023, Queen Ndlovu, CEO and founder of QP Drone Tech, a provider of drone business solutions, was considering options to fulfil her original dream of manufacturing drones in South Africa. She had encountered obstacles to achieving the same in 2019, and had decided to focus on providing commercial drone consulting services. However, her dream had not extinguished, and in 2022, she decided to restart her efforts. She found practical support from The Innovation Hub, an incubator that was supporting her business, which enabled her to enhance the prototype of her drone. She then had to think about how she would manufacture drones locally by ensuring she had access to production infrastructure, funding, partners and customers. Would she be able to gain a competitive advantage that would differentiate her from competitors? Or should she reconsider whether she should be manufacturing in the first place, as there are risks and benefits for smaller businesses in this regard.

Abstract

Purpose

This paper aims to highlight problems and opportunities for introducing digital automation in public administration (PA) and to propose implications for public value creation of robotic process automation (RPA) through the perspective of good bureaucracy as a guiding framework.

Design/methodology/approach

This conceptual paper addresses the purpose by applying three normative ideal types: Weber’s ideal type for a bureaucracy, new public management and public value management. This paper synthesizes an analytical framework in conducting case studies of the implementation of RPA systems in municipal administration.

Findings

This paper contributes to new insights into public value creation and digital automation. The following four implications are proposed: the deployment of RPA in municipal administration should emphasize that organizing administrative tasks is essentially a political issue; include considerations based on a well-grounded analysis in which policy areas that are suitable for RPA; to pay attention to issues on legal certainty, personal integrity, transparency and opportunities to influence automated decisions; and that the introduction of RPA indicates a need to develop resources concerning learning and knowledge in the municipal administration.

Originality/value

This paper is innovative, as it relates normative, descriptive and prescriptive issues on the developing of digital automation in PA. The conceptual approach is unusual in studies of digitalization in public activities.

Purpose

Robotic Process Automation (RPA) is a digital transformation tool that demonstrated tremendous growth in research output as well as its application in the past decade. This study attempts to identify essential research gaps and proposes future research agendas in the field by analyzing publishing trends, major stakeholders (authors, countries, affiliations, journals), key clusters and evolving themes by mapping the most recent research (2016–2022) in the field.

Design/methodology/approach

Preferred Reporting Items for Systematic Review and Meta-Analysis (PRISMA) was used to retrieve a total of 244 publications from the Web of Science (WOS) database for this analysis. The study then uses the open-source R program bibliometrix to conduct bibliometric analysis. A variety of tools and methods including collaboration network, word dynamics, co-occurrence network, thematic map and strategy map were utilized.

Findings

The analysis reveals the most influential stakeholders (country: the USA, author: Arai K, affiliation: Christ Deemed University), main clusters of intellectual structure (process mining, digital transformation, blockchain, information systems) and the evolution of themes (model innovation, artificial intelligence, big-data, design science and user acceptance) in the subject.

Originality/value

This study uses bibliometric analysis to provide a comprehensive overview of RPA literature which unravels the conceptual structure of the stream and proposes a research agenda for the future. Based on the growth of themes and the strategy map, this study may assist entrepreneurs and practitioners in determining field priorities for strategizing process innovation.
