Abstract

Purpose

The aim of this paper is to study the influence of quality standards on contract arrangements in food supply chains.

Design/methodology/approach

A qualitative double case study was conducted on the dairy and citrus sectors in Uruguay. A transaction cost theoretical framework was used. All current public and private quality standards applied by processors were studied in relation to contract arrangements between processors and upstream producers as well as downstream buyers for each sector.

Findings

Quality standards complement contract arrangements for upstream transactions, leading to hierarchy-type contract arrangements. Quality standards substitute contract arrangements for downstream transactions, leading to market- or hybrid-type contract arrangements.

Research limitations/implications

Longitudinal studies that measure changes in contract arrangements over time are recommended.

Practical implications

Supply chain actors can reduce transaction costs by aligning quality standards with appropriate contract arrangements – further supported by public instruments.

Originality/value

Quality standards have differential influence on underlying transaction characteristics, and therefore on contract arrangements, depending on the location of the transaction in the supply chain.

Abstract

The focus of this paper is on the role of the United Nation’s Agency for the maritime affairs, i.e. the International Maritime Organisation, in the setting of quality and safety standards in shipping and the difficulties in establishing and implementing them. Being the only international rule‐maker, the sole setter of maritime safety standards that apply universally, the IMO exhibits increased interest with respect to its approach to safety and the promotion of quality in the shipping sector. The present paper examines the steps taken in the 1990s by the IMO for enhanced quality and safety standards and undertakes a critical review of the most important hindrances in their establishment and implementation. The investigation reveals the various safety issues that have been treated by IMO as high agenda items in recent years as well as a number of limitations for the IMO and problems with regard to the implementation process.

Abstract

Purpose

The purpose of this paper is to present a description of the Irish national clinical governance development initiative and an evaluation of the initiative with the purpose of sharing the learning and proposing actions to activate structures and processes for quality and safety. The Quality and Patient Safety Division of the Health Service Executive established the initiative to counterbalance a possible focus on finances during the economic crisis in Ireland and bring attention to the quality of clinical care.

Design/methodology/approach

A clinical governance framework for quality in healthcare in Ireland was developed to clearly articulate the fundamentals of clinical governance. The project plan involved three overlapping phases. The first was designing resources for practice; the second testing the implementation of the national resources in practice; and the third phase focused on gathering feedback and learning.

Findings

Staff responded positively to the clinical governance framework. At a time when there are a lot of demands (measurement and scrutiny) the health services leads and responds well to focused support as they improve the quality and safety of services. Promoting the use of the term “governance for quality and safety” assisted in gaining an understanding of the more traditional term “clinical governance”. The experience and outcome of the initiative informed the identification of 12 key learning points and a series of recommendations

Research limitations/implications

The initial evaluation was conducted at 24 months so at this stage it is not possible to assess the broader impact of the clinical governance framework beyond the action project hospitals.

Practical implications

The single most important obligation for any health system is patient safety and improving the quality of care. The easily accessible, practical resources assisted project teams to lead changes in structures and processes within their services. This paper describes the fundamentals of the clinical governance framework which might serve as a guide for more integrative research endeavours on governance for quality and safety.

Originality/value

Experience was gained in both the development of national guidance and their practical use in targeted action projects activating structures and processes that are a prerequisite to delivering safe quality services.

Abstract

Purpose

This paper aims to present Campden BRI’s viewpoint on the implementation of the Culture Excellence Program, which includes an assessment tool that measures the safety and quality culture within food businesses. It is the seventh paper in a theme issue of Worldwide Hospitality and Tourism Themes, discussing the importance of measuring food safety and quality culture.

Design/methodology/approach

A viewpoint is put forward by the Campden BRI Head of Membership and Training, supported by the results from a global training survey which was sent to over 25,000 food businesses worldwide by Campden BRI and collaborating companies.

Findings

Food safety and quality culture is of increasing importance to Campden BRI members and the food industry as a whole. It is seen as one of the main purposes of training, and as a means of measuring the effectiveness of training. The Culture Excellence Program has met with a highly positive reaction from Campden BRI industry members, showing the importance and value of culture and its measurement.

Originality/value

This paper shows insights into trends in the food industry within the UK and globally. It will be of value to food safety and quality practitioners, trainers, auditors and other stakeholders involved in the food industry.

Abstract

Purpose

The growing awareness of climate risks associated with food safety issues has drawn the attention of stakeholders urging the food industry to carry out a sustainable food safety management system (FSMS). This study aims to investigate whether the critical success factors (CSFs) of sustainable FSMS can contribute to achieving climate neutrality, and how the adoption of FSMS 4.0 supported by the Industry Revolution 4.0 (IR 4.0) technologies moderates the impact of the CSFs on achieving climate neutrality.

Design/methodology/approach

Survey data from 255 food production firms in China and Vietnam were utilised for the empirical analysis. The research hypotheses were examined using structural equations modelling (SEM) with route analysis and bootstrapping techniques.

Findings

The results show that top management support, human resource management, infrastructure and integration appear as the significant CSFs that directly impact food production firms in achieving climate neutrality. Moreover, the results demonstrate that the adoption of FSMS 4.0 integrated with the three components (ecosystems, quality standards and robustness) significantly moderates the impact of the CSFs on achieving climate neutrality with lower inputs in human resources, infrastructure investment, integration and external assistance, and higher inputs in strengthening food safety administration.

Originality/value

This study provides empirical findings that fill the research gap in understanding the relationship between climate neutrality and the CSFs of sustainable FSMS while considering the moderating effects of the FSMS 4.0 components. The results provide theoretical and practical insights into how the food production sector can utilise IR 4.0 to attain sustainable FSMS for achieving climate neutrality.

Abstract

Purpose

The aim of this paper is to assess the welfare effects of the newest trends in food safety policies characterised by the shift from public to private intervention.

Design/methodology/approach

Food safety policies are analysed through concepts of new economic sociology, with a critical review of the literature on social capital.

Findings

The article shows that as food safety and quality attributes responsible for the exchange complexity are simply codified and enforced through standards and third‐party certification, the global value chain governance shifts from a relational type to a power‐based type, with possible negative welfare effects.

Research limitations/implications

Further research would be required to verify the welfare effects suggested on the theoretical ground.

Practical implications

The article makes a useful updating of food safety policies and organisational innovation in the food system.

Originality/value

The paper introduces some new (with respect to the marketing literature related to the food system) concepts and theories of economic sociology.

Abstract

Purpose

The purpose of this paper is to analyse the effects of member size and external incentives (food safety certification and target market) on cooperative’s product quality, using data collected from 135 apple producing cooperatives in China.

Design/methodology/approach

Given that different indicator variables were used to measure apple quality, the authors employed a principle component analysis method to reduce the measurement dimension. An ordinary least square regression was employed to analyse the effects of member size and selective incentives of agricultural cooperatives on product quality.

Findings

The empirical results show that member size and cooperative’s product quality bear an inverse “U-shape” relationship, and food safety certification and target market variables tend to positively and significantly influence cooperative’s product quality. In particular, the cooperatives with more food safety certificates and targeting supermarkets and export enterprises are more likely to supply high-quality products.

Originality/value

This study provides the first attempt to measure apple quality and investigate the factors that influence cooperative’s product quality.

Abstract

Purpose

Frequent food safety incidents caused widespread consumer concerns. Even though food safety is one of the weakest links in the fresh food supply chain and influences consumer food choice in ways different from the quality dimension, this factor is hardly proposed as one of the key traditional supplier selection criteria (e.g. quality, delivery, and price) in the literature. The purpose of this paper is to develop a business process decision model to assess the non-compensating food safety sub-criteria in order to disqualify fresh food suppliers that cannot reach the minimum threshold for low probable food safety failure. The preferred fresh food suppliers can minimize the risk of food safety failure and the associated huge food safety failure costs spanning from private consumer anguish to social distress that cause unbearable costs of sales loss and damage to brand image in business.

Design/methodology/approach

This study proposes a novel approach that combines several well-established multi-criteria decision making (MCDM) techniques, including fuzzy AHP (FAHP), TOPSIS, and ELECTRE, and innovatively apply to analyze supplier performance and prioritize potential fresh food suppliers. This hybrid business process model can enforce compliance to all the five non-compensatory sub-criteria of food safety. Since ELECTRE is a non-compensatory MCDM method, it is therefore particularly applicable for disqualifying high risk fresh food suppliers from further full scale supplier performance evaluation by FAHP and TOPSIS. This hybrid business process decision model is able to capitalize on the strengths of these MCDM methods and offset their deficiencies.

Findings

This study uses data of an international supermarket chain to validate feasibility of the proposed model. Results indicate that this model is able to assess the non-compensating food safety sub-criteria via the ELECTRE method in order to disqualify fresh food suppliers that cannot reach the minimum threshold for low probable food safety failure. Only the preferred suppliers with the required food safety capability can proceed to the second stage of the supplier selection process. Assessment via the TOPSIS method reveals the ranking order of those top performing suppliers according to their relative scores along all the supplier selection criteria. The TOPSIS ranking results with the selection of the suppliers C, E, A, and F are robust and consistent across all the different scenarios.

Practical implications

Application to the fresh food industry is possible with the aid of the MCDM methods. The contribution to the body of knowledge in this teaching and research field demonstrates the importance of first identifying the order qualifier for disqualifying those suppliers that do not satisfy the food safety requirements via the ELECTRE method. The proposed assessment procedure complies with the regulatory policy on food safety, and would influence public policy in applying the best practice of food safety regulation. Without first qualifying the potential suppliers on the basis of food safety, wrong decision can be made to select those high food risk suppliers that have relatively higher overall scores in other supplier selection criteria. Using the assessment results has positive economic and commercial impact on the purchasing managers to formulate appropriate purchasing and supplier development strategy to enhance supplier’s food safety performance, whilst maximizing the overall supplier portfolio performance. The improved supplier’s food safety performance will certainly benefit the society’s quality of life as well.

Originality/value

Based on the analytical MCDM methods of FAHP, TOPSIS, and ELECTRE, purchasing managers can operationalize the Hill’s framework of order qualifier and winner that has primarily been used in the literature and manufacturing industry. This study represents the first move to innovatively apply the FAHP, TOPSIS, and ELECTRE methods to operationalize the Hill’s framework of order qualifier and winner that has primarily been used in the literature and manufacturing industry. Application to the fresh food industry to validate the feasibility of the proposed model has been conceived and implemented in this study. Analysis of the data inputs of a supermarket chain via the three MCDM methods generate the results that fulfill the purpose of achieving the research objective of identifying and managing the supplier base that can deliver the best supplier performance, conditional on first passing the fresh food safety test.

Abstract

Purpose

Worldwide, companies are interested in improving processes and reaching high levels of quality through the adoption of various systems. For example, they implement quality management methodologies, such as Lean, with the aim of reducing waste and cost. In the food sector, however, companies also adopt food safety management systems, such as BRC (British Retail Consortium), destined to comply with the standards of hygiene, food safety and quality systems. Interestingly, both Lean and BRC seek to boost quality. Thus, both should be able to work as a single system and cooperate to add value to a company without duplicating efforts. By solving the problems in the bag sealing process of an Ecuadorian company through the implementation of Lean tools incorporated in the steps of the DMAIC methodology (define-measure-analyze-improve-control), and then framing a cooperation matrix of Lean tools and BRC clauses, this paper seeks to demonstrate their feasible cooperation.

Design/methodology/approach

One of the most well-known methodologies for process improvement is the DMAIC methodology. Through the sequence of the DMAIC steps, the main problem of an Ecuadorian company that produces flexible packaging for food was identified. With the voice of the customer (VOC) from historical customer surveys of the company, the common issues were found. Similarly, historical data of non-conformities required by ISO-9001: 2015 provided insightful information for this phase. In order to measure the current quantitative state of the processes, a VSM (value stream map) was jointly employed with an operator balance chart. Data was collected during the whole operational month. Having this quantitative data, and with the ideas generated from the Kaizen events, improvement initiatives were analyzed and proposed. The proposed solutions involve production and maintenance teams. After some tests, it was verified that all these improvements had had a positive impact on the company. Finally, it was analyzed that Lean tools can collaborate and also be used as proof for BRC requirements. Thus, a correlation matrix between them was built, which demonstrates cooperation between both systems.

Findings

The results of this study indicate that Lean can cooperate in the pursuit of the BRC Standard for food packaging companies. This is shown through the case study of the Ecuadorian company, which implemented Lean tools and reduced its costs by shortening lost time and reducing set up time in the machines employed to cut and seal bags. Additionally, overall equipment effectiveness (OEE) from machines 1 and 2 rose their values considerably. Since BRC is a certifiable standard, it contains clauses that must be achieved in order to get the certification. By using Lean tools, it was possible to comply with some of the clauses of the BRC standard. A matrix was built so that it could be identified that Lean tools can work together with BRC, and thus, reduce costs and waste, while simultaneously complying with the safety and quality standards that the standard guarantees.

Research limitations/implications

This research had two limitations. The first limitation is related to time. The data was collected in a month due to the project's deadline. For further research, it is recommended to increase this period of time to at least three months of production. The second limitation is related to the processes studied, which are associated with the time period. This study encompasses two major processes, which present major problems. For further investigations, longer periods of time can allow to include more processes from the company.

Practical implications

The implications of this project rely on the fact that the company achieved a better level of efficiency. The application of Lean tools reduces waste in the company. Basically, the waste was associated with lost time in machines 1 and 2 from the cutting and sealing processes, which was mainly produced by mechanical malfunction and inefficient maintenance. These problems had a direct relationship with the bad quality of the bags since the machines operate almost fully automatically. Additionally, mechanical problems caused by inefficient maintenance have a direct impact on quality aspects of the bag, like correct dimensions or a proper seal. Moreover, these problems generate a loss of time since the operator must stop the machine during production time in order to fix it. Machines 1 and 2 reduced their lost time drastically. Furthermore, by using Lean tools alongside the BRC methodology, the company can now reduce the resources that are destined for Lean projects and the BRC certification. Specifically, as a result, Lean tools and their documents can serve as proof of compliance with certain BRC clauses.

Social implications

These improvements impact the company's profits, and therefore the workers. Since there is a significant reduction in the company's costs, and also an increment in the company's production, the company will probably require hiring new employees. In this way, more job opportunities will be generated.

Originality/value

The originality of this work relies on the nature of the research and the type of production facility. Previous studies have examined Lean tool applications in many settings. There are a few studies regarding the adoption of BRC standards. However, and definitely, the merge between Lean tools and a food safety management system is novel, since there are few to almost no articles that have been published using such a merge. The positive outcomes that were obtained not only prove that both methodologies are compatible, but they can also encourage further research on the applicability and functionality of merging two methodologies similar to the ones used during this research. Regarding the production facility, very few articles have been published about flexible packaging companies, and this article will help further research in this field.

Purpose

The purpose of this paper is to describe the 16-year research and development journey of the Culture Excellence assessment tool, which is used widely to assess safety and quality culture in the food industry. It is the third article in a theme issue of Worldwide Hospitality and Tourism Themes, discussing the importance of measuring food safety and quality culture.

Design/methodology/approach

An iterative process of in-depth interviews and mixed-method case studies led to the development of a conceptual model and an online assessment tool, which are used to gain insight into safety and quality culture.

Findings

The research process resulted in a conceptual model of four categories and 20 dimensions of safety and quality culture, alongside a practical online assessment tool to enable their measurement; these categories and dimensions are demonstrated using qualitative quotations.

Originality/value

This paper introduces qualitative data on safety and quality culture direct from the food industry with academic analysis to highlight new dimensions and issues. It will be of value to food safety and quality practitioners, trainers, auditors and other stakeholders involved in the food industry.
