Abstract

The public perception is that service quality among US airlines has declined significantly since deregulation, however, there is debate among experts on the effect of deregulation on safety quality. While the experts debate, the public is left with few guidelines on the safety quality of the carriers that they fly. This study examined both the service and safety quality of the major US airlines. We were interested in the interrelationship between these two areas of overall quality since consumers are generally better able to judge the service quality of airlines. The results indicate that safety quality as a whole and for individual airlines is consistently higher than service quality levels. With the exception of one year during the study, the service level of the major carrier was not significantly related to its level of safety quality, making service quality a poor indicator of safety quality for this group of carriers.

Abstract

Purpose

The credit of agricultural product quality and safety reflects the ability of the main actors involved in the supply chain to provide reliable agricultural products to consumers. To fundamentally solve the problem of agricultural product quality and safety, it is worth studying how to make the credit awareness and integrity self-discipline of the supply chain agriculture-related subjects strengthened and the role and value of credit supervision given full play. Starting from the application of blockchain in the agricultural product supply chain, this paper aims to investigate the main factors affecting the credit regulation of agricultural product quality.

Design/methodology/approach

Using the DEMATEL-ISM (decision-making trial and evaluation laboratory–interpretative structural modeling) method, we analyze the credit influencing factors of agricultural quality and safety empowered by blockchain technology, find the causal relationship between the crucial influencing factors and deeply explore the hierarchical transmission relationship between the influencing factors. Then, the path analysis in structural equation modeling is utilized to verify and measure the significance and effect value of the transmission relationship among the crucial influencing factors of credit regulation.

Findings

The results show that the quality and safety credit regulation of agricultural products is influenced by a combination of direct and deep influencing factors. Long-term stable cooperative relationship, Quality and safety credit evaluation, Supply chain risk control ability, Quality and safety testing, Constraints of the smart contract are the main influence path of blockchain embedded in agricultural product supply chain quality and safety credit supervision.

Originality/value

Credit supervision is an important means to improve the ability and level of social governance and standardize the market order. From the perspective of blockchain embedded in the agricultural supply chain, the regulatory body is transformed from the product body to the supply chain body. Take the credit supervision of supply chain subjects as the basis of agricultural product quality supervision. With the help of blockchain technology to improve the effectiveness of agricultural product quality and safety credit supervision, credit supervision is used to constrain and incentivize the behavior of agricultural subjects.

Abstract

Purpose

The purpose of the study was to explore in literature what different leadership styles and behaviors of head nurses have a positive influence on the outcomes of patient safety or quality of care.

Design/methodology/approach

We reviewed the literature from January 2000 until September 2011. We searched Pubmed, Embase, Cinahl, Psychlit, and Econlit.

Findings

We found 10 studies addressing the relationship between head nurse leadership and safety and quality. A wide array of styles and practices were associated with different patient outcomes. Transformational leadership was the most used concept in the studies. A trend can be observed over these studies suggesting that a trustful relationship between the head nurse and subordinates is an important driving force for the achievement of positive patient outcomes. Furthermore, the effects of these trustful relationships seem to be amplified by supporting mechanisms, often objective conditions like clinical pathways and, especially, staffing level.

Value/originality

This study offers an up-to-date review of the limited number of studies on the relationship between nurse leadership and patient outcomes. Although mostly transformational leadership was found to be responsible for positive associations with outcomes, also contingent reward had positive influence on outcomes. We formulated some comments on the predominance of the transformational leadership concept and suggested the application of complexity theory and political leadership for the current context of care. We formulated some implications for practice and further research, mainly the need for more systematic empirical and cross cultural studies and the urgent need for the development of a validated set of nurse-sensitive patient outcome indicators.

Purpose

Early writings about teamwork in healthcare emphasized that healthcare providers needed to evolve from a team of experts into an expert team. This is no longer enough. As patients, accreditation bodies, and regulators increasingly demand that care is coordinated, safe, of high quality, and efficient, it is clear that healthcare organizations increasingly must function and learn not only as expert teams but also as expert multiteam systems (MTSs).

Approach

In this chapter, we offer a portrait of the robust, and albeit complex, multiteam structures that many healthcare systems are developing in order to adapt to rapid changes in regulatory and financial pressures while simultaneously improving patient safety, quality, and performance.

Findings and value

The notion of continuous improvement rooted in continuous learning has been embraced as a battle cry from the boardroom to the bedside, and the MTS concept offers a meaningful lens through which we can begin to understand, study, and improve these complex organizational systems dedicated to tackling some of the most important goals of our time.

Incentives are effective at enhancing productivity, but research also suggests that performance incentives can have “unintended negative consequences” including increases in hazard/injuries, increases in errors, and reduction in cooperation, prosocial behaviors, and creativity. Relatively overlooked is whether, when, and how incentives can be designed to prevent such negative consequences. The authors review literature in several disciplines (construction, healthcare delivery, economics, psychology, and [some] management) on this issue. This chapter, in toto, sheds a generally positive light and suggests that, beyond productivity, incentives can be used to improve other outcomes such as safety, quality, prosocial behaviors, and creativity, particularly when the incentives are thoughtfully designed. The review concludes with several potential fruitful areas for future research such as investigations of incentive-effect duration.

Abstract

Purpose

The purpose of this paper is to investigate the relationships between supply chain quality management (SCQM) and firm performance (including quality safety performance and sales performance) leveraging social co-regulation as a moderator.

Design/methodology/approach

Using survey data collected from 203 food manufacturers in China, a series of hierarchical linear modeling analyses were conducted to test hypotheses on the relationships between SCQM and firm performance.

Findings

The findings are threefold. First, all three dimensions of food SCQM practices, i.e., supplier quality management, internal quality management, and customer quality management, have significant positive effects on an enterprise's quality safety performance and sales performance. Second, SCQM practices can also increase sales performance indirectly through quality safety performance as a mediator. Third, while social co-regulation has no significant effect on the relationship between supplier quality management and quality safety performance, it has a significant moderating effect on the relationship between internal quality management and quality safety performance, customer quality management and quality safety performance.

Research limitations/implications

This study not only integrates SCQM with social co-regulation but also explores the regulating effect of social co-regulation through empirical analysis, thereby providing a theoretical base for future research. However, this research is confined to China and so the results are not necessarily generalizable to other countries.

Practical implications

The findings inform managers of the importance in enhancing awareness of food quality and safety as well as in improving their sensitivity to salient quality demands of external stakeholders in order to achieve better SCQM practices. The findings can also inform policymakers of the significance in designing a systematic multi-agent cooperation mechanism for food SCQM as well as to build an effective information sharing mechanism for social co-regulation of food safety.

Originality/value

This study contributes to knowledge by empirically examining the relationships of SCQM practices with firm performance. It also expands the scope of SCQM research by incorporating social co-regulation in the study framework.

Purpose

Food markets are characterized by asymmetric information between suppliers and consumers, which causes inefficiency of market and food safety risks. This paper studies how the food quality and safety information disclosed by the government affects the hazard analysis and critical control point (HACCP) certification decision of meat producers. The heterogeneity of the effects across different regions, provinces with different meat output scales and provinces with different intensities of food safety regulation is evaluated.

Design/methodology/approach

This paper applies a unique database comprising information from multiple sources. Food quality and safety information disclosure is indicated by the number of failure records of food sampling inspections by the government in 2015–2018. Fixed-effect model is used in the analyses.

Findings

The results demonstrate that food quality and safety information disclosure has a significant effect on the HACCP certification adoption by meat producers. The effect is heterogeneous across geographic regions, i.e. this effect is larger in the east and the middle of China than that in the west and the northeast. The heterogeneity across regions may be caused by the variance in meat output scales and fiscal expenditures on food safety among provinces.

Originality/value

This research is one of the preliminary attempts to understand how producers respond in terms of HACCP certification to the amount of food quality and safety information disclosed by the government, based on the case of meat industry in China.

Abstract

Purpose

The purpose of this paper is to overview, background and context to clinical governance in Australia, areas for further development and potential learnings for other jurisdictions.

Design/methodology/approach

Commentary; non-systematic review of clinical governance literature; review of web sites for national, state and territory health departments, quality and safety organisations, and clinical colleges in Australia.

Findings

Clinical governance in Australia shows variation across jurisdictions, reflective of a fragmented health system with responsibility for funding, policy and service provision being divided between levels of government and across service streams. The mechanisms in place to protect and engage with consumers thus varies according to where one lives. Information on quality and safety outcomes also varies; is difficult to find and often does not drill down to a service level useful for informing consumer treatment decisions. Organisational stability was identified as a key success factor in realising and maintaining the cultural shift to deliver ongoing quality.

Research limitations/implications

Comparison of quality indicators with clinical governance systems and processes at a hospital level will provide a more detailed understanding of components most influencing quality outcomes.

Practical implications

The information reported will assist health service providers to improve information and processes to engage with consumers and build further transparency and accountability.

Originality/value

In this paper the authors have included an in depth profile of the background and context for the current state of clinical governance in Australia. The authors expect the detail provided will be of use to the international reader unfamiliar with the nuances of the Australian Healthcare System. Other studies (e.g. Russell and Dawda, 2013; Phillips et al., n.d.) have been based on deep professional understanding of clinical governance in appraising and reporting on initaitives and structures. This review has utilised resources available to an informed consumer seeking to understand the quality and safety of health services.

Abstract

Purpose

The research presented here aims to gain understanding of consumers' perceptions of the concepts of food quality and safety, two concepts that play an important role in how consumers perceive food, and that are used in decision making.

Design/methodology/approach

Qualitative semi‐structured interviews (n=163 consumers) were held in four European countries (Germany, France, Italy and Spain). Consumers' own definitions of the two concepts of food quality and safety were examined, together with the perceived interrelationship between quality and safety, and whether these concepts were linked to improved food chain traceability.

Findings

The results indicate that most consumers see food quality and food safety as interlinked concepts, which becomes evident in their partly overlapping definitions of the two concepts. Consumers believe both food safety and quality are important to food in general, but pay relatively more attention to food quality when purchasing a product. Traceability was linked not only to food safety, but also to food quality in the mind of the consumer.

Research limitations/implications

Future research on consumer perceptions of food quality and safety will need to take account of the observation that these concepts are strongly related in consumers' minds, and therefore cannot be easily separated in explaining consumer choices.

Originality/value

Instead of investigating consumer perceptions of food quality and safety in relation to specific products, consumer perceptions of food quality and food safety in general, and how these were related to each other, were studied. Further understanding was gained of how consumers might use these concepts in judgements about food, which, in turn may influence their purchase decisions.

Abstract

Purpose

The purpose of this paper is to explore the key requirements of the Food Safety Modernization Act (FSMA), recently passed by the US Congress to safeguard the nation's food supply, and to ascertain the role of quality professionals in the management of food safety and quality systems for food facilities.

Design/methodology/approach

Since genesis of the Act emanates mainly from the recent upsurge in food disease outbreaks in North America, key lessons learnt from the 2008 Listeriosis outbreak in Canada were reviewed. Thereafter, a case study of developing a food safety and quality management system for a “very low risk facility” – i.e. a third party warehouse – was considered. Finally, potential connections between the sections of the FSMA and roles of various quality practitioners were discussed.

Findings

Recent study at the third party logistics warehouse revealed developing and implementing pre‐requisite programs (PRPs), i.e. mainly operational and physical controls, had a positive impact on the food safety and quality management system (FSQMS). Hence, quality practitioners may focus on PRPs to enhance compliance to FSMA requirements.

Practical implications

Food production, processing, packaging and/or distribution companies that export their products to the USA, as well as enterprises requiring preventive controls to ensure food safety and quality, can greatly benefit from the services of quality practitioners. Other key inputs the practitioners provide to the FSQMS include costs reduction, value addition, defects prevention, process control, maintenance and improvement.

Originality/value

The paper closely studies quality practitioners’ perspectives towards meeting or even exceeding the new food safety regulatory expectations in food‐related institutions.
