Abstract
Purpose
Frequent food safety incidents caused widespread consumer concerns. Even though food safety is one of the weakest links in the fresh food supply chain and influences consumer food choice in ways different from the quality dimension, this factor is hardly proposed as one of the key traditional supplier selection criteria (e.g. quality, delivery, and price) in the literature. The purpose of this paper is to develop a business process decision model to assess the non-compensating food safety sub-criteria in order to disqualify fresh food suppliers that cannot reach the minimum threshold for low probable food safety failure. The preferred fresh food suppliers can minimize the risk of food safety failure and the associated huge food safety failure costs spanning from private consumer anguish to social distress that cause unbearable costs of sales loss and damage to brand image in business.
Design/methodology/approach
This study proposes a novel approach that combines several well-established multi-criteria decision making (MCDM) techniques, including fuzzy AHP (FAHP), TOPSIS, and ELECTRE, and innovatively apply to analyze supplier performance and prioritize potential fresh food suppliers. This hybrid business process model can enforce compliance to all the five non-compensatory sub-criteria of food safety. Since ELECTRE is a non-compensatory MCDM method, it is therefore particularly applicable for disqualifying high risk fresh food suppliers from further full scale supplier performance evaluation by FAHP and TOPSIS. This hybrid business process decision model is able to capitalize on the strengths of these MCDM methods and offset their deficiencies.
Findings
This study uses data of an international supermarket chain to validate feasibility of the proposed model. Results indicate that this model is able to assess the non-compensating food safety sub-criteria via the ELECTRE method in order to disqualify fresh food suppliers that cannot reach the minimum threshold for low probable food safety failure. Only the preferred suppliers with the required food safety capability can proceed to the second stage of the supplier selection process. Assessment via the TOPSIS method reveals the ranking order of those top performing suppliers according to their relative scores along all the supplier selection criteria. The TOPSIS ranking results with the selection of the suppliers C, E, A, and F are robust and consistent across all the different scenarios.
Practical implications
Application to the fresh food industry is possible with the aid of the MCDM methods. The contribution to the body of knowledge in this teaching and research field demonstrates the importance of first identifying the order qualifier for disqualifying those suppliers that do not satisfy the food safety requirements via the ELECTRE method. The proposed assessment procedure complies with the regulatory policy on food safety, and would influence public policy in applying the best practice of food safety regulation. Without first qualifying the potential suppliers on the basis of food safety, wrong decision can be made to select those high food risk suppliers that have relatively higher overall scores in other supplier selection criteria. Using the assessment results has positive economic and commercial impact on the purchasing managers to formulate appropriate purchasing and supplier development strategy to enhance supplier’s food safety performance, whilst maximizing the overall supplier portfolio performance. The improved supplier’s food safety performance will certainly benefit the society’s quality of life as well.
Originality/value
Based on the analytical MCDM methods of FAHP, TOPSIS, and ELECTRE, purchasing managers can operationalize the Hill’s framework of order qualifier and winner that has primarily been used in the literature and manufacturing industry. This study represents the first move to innovatively apply the FAHP, TOPSIS, and ELECTRE methods to operationalize the Hill’s framework of order qualifier and winner that has primarily been used in the literature and manufacturing industry. Application to the fresh food industry to validate the feasibility of the proposed model has been conceived and implemented in this study. Analysis of the data inputs of a supermarket chain via the three MCDM methods generate the results that fulfill the purpose of achieving the research objective of identifying and managing the supplier base that can deliver the best supplier performance, conditional on first passing the fresh food safety test.

Abstract
Purpose
The purpose of this paper is to develop an integrative model where perceived competence, perceived warmth and “clean green image” of an exporting country are drivers for Chinese consumers' trust in food quality and food safety, which in turn predict their willingness to buy fresh fruit from this country.
Design/methodology/approach
Participants (N = 1,583) from the three metropolises in China were surveyed on their perceptions of the competence, warmth and clean green image of seven contrasting exporting countries and their trust in quality, trust in safety and willingness to buy fresh fruit imported from those countries.
Findings
Results support the proposed integrative model, explaining 39%–55% of the variance in willingness to buy. Clean green image was the strongest predictor of willingness to buy through enhanced trust in food quality. The effects of country competence and warmth on willingness to buy through trust in food safety and quality varied with exporting country.
Research limitations/implications
The integrative model and findings of this study can help agri-food industries develop an in-depth understanding of Chinese consumers and to develop targeted strategies to increase willingness to buy through improving consumer trust in food quality and safety.
Originality/value
This study extends the country image framework which previously only consisted of human characteristics (i.e. perceived competence and warmth) by incorporating environmental characteristics (i.e. clean green image) in examining consumers' willingness to buy imported fresh fruit.

Abstract
Purpose
This paper is intended to be the first in a series addressing food safety in the fresh produce chain, with particular emphasis on the contributing factors that lead to farm‐based safety breakdowns.
Design/methodology/approach
A desktop study of recent outbreaks and recalls that have occurred in the USA and EU was undertaken with a view to determining the produce items implicated and factors causing the emergence of outbreaks. The question “A call for HACCP on farms?” is explored.
Findings
Minimally processed fresh‐cut produce represents a particular challenge to food safety. The research has highlighted the need to mitigate risk at all stages but with specific emphasis at the pre‐farm gate stage. A more comprehensive and integrated approach to risk management is arguably needed. A call for HACCP on the farm or farm food safety management system may be warranted in future if fresh produce outbreaks continue to rise. However, further research is needed to establish the guidelines of HACCP adoption at the farm level. At present, the rigorous adoption of GAP as a pre‐requisite and the practice of HACCP‐based plans is a good indicator of the importance of pre‐harvest safety.

Abstract
Purpose
The purpose of this paper is to explore the factors hindering the adoption of good agricultural practices (GAPs) in the Thai fresh fruit and vegetable industry from the perspectives of key stakeholders in different tiers of the supply chain up to consumers.
Design/methodology/approach
Semi-structured interviews were carried out in Bangkok and nearby cities. The key informants were experts, governmental authorities, producers, distributors, exporters, and consumers. A qualitative content-summarising approach was used to analyse the interview transcripts.
Findings
Stakeholders perceived the credibility of national GAP (Q-GAP) standards implemented in the Thai domestic market as low, due to a lack of reliable verification and traceability and because the system is managed by governmental bodies. Consumer demand could drive the market of safe produce, but retail stores are the main influencers of producers’ adoption of GAPs in domestic markets.
Research limitations/implications
The findings are based on a small group of Thai fresh produce industry players and consumers who operate mainly in an urban context.
Practical implications
The paper provides relevant information for policy makers and industrialists to find appropriate strategies to sustain GAPs in Thailand. Stakeholder awareness of food safety issues and information provision are crucial.
Originality/value
This is the first in-depth study of stakeholders’ perceptions of GAP implementation in the Thai fresh produce supply chain as the industry is currently transitioning from a commodity market to a quality/safety-oriented market. The results raise important issues regarding GAP adoption, food safety certification, and labelling in Thailand.

Purpose
Ensuring continued compliance with food safety legislation and market requirements is critical to the fresh produce industry. The purpose of this paper is to analyse how a pre‐requisite programme (PRP) and key performance indicators (KPI) for food safety can be developed for the production of fresh produce, in both low input and high input supply chains.
Design/methodology/approach
The first stage of the research involved an examination of literature, which was conducted using desk research. The second stage includes a review of food safety management systems (FSMS) in fresh produce supply and the development of a PRP/KPI framework.
Findings
Farm assurance is well developed in the high input food supply chain for multiple retail customers. However, low input systems such as organic production, or conventional sources are often non‐assured, and supply wholesale retail and food service markets. Recent food safety incidents such as the E. coli outbreak in Germany have demonstrated that universally an effective FSMS is critical to ensure that produce is safe and wholesome and is not the cause of a food safety outbreak.
Originality/value
This study is of benefit to the produce industry and those in the food supply chain in the further development of quality assurance (QA) standards and business improvement models.

Abstract
The Food Safety Modernization Act (FSMA), designed to establish and enforce food-safety standards for foods from domestic and foreign origins, focuses federal regulation on the prevention of food contamination. Many concerns have been expressed about how FSMA-compliance costs will affect the economic viability of very small and small farms, which have higher average compliance costs than do larger farms, thus marginalizing their ability to compete in the marketplace. The purpose of this study is to estimate how FSMA will affect differently sized US and international tomato producers in the fresh-tomato industry. A simulation approach is applied for changes of quantities demanded, revenues, and profits for differently sized farms based on elasticities estimated using a differential approach. Our findings indicate that both domestic and foreign tomato producers with both very small and small farms are expected to see significant losses in profit after the adoption of FSMA. The practical implications of these findings are that the Food and Drug Administration (FDA) should be aware of, be concerned about, and take into consideration the adverse consequences of their regulatory decisions on food prices, food-industry costs, the structure of the food industry, and product diversity. In essence, the FDA needs to strike a balance between food safety (the primary objective of FSMA) and market performance.

Purpose
This chapter explores the potential economic advantages and disadvantages of reusable plastic containers (RPCs) in the transport of fresh produce from growers to retail stores. The empirical research linking packaging to quantifiable economic and social benefits is reviewed. This study answers the question – what are the economic and social impacts of increased standardization of bulk packaging in the North American fresh produce supply chains? Implications for the potential use of RPCs and its impact on sustainability are explored.
Methodology/approach
The chapter describes data from grocery retailers who have implemented both one-way and reusable plastic containers for fresh produce distribution. A Time-Driven Activity-Based Costing (TD-ABC) analysis was conducted to capture and evaluate process times and product damage associated with the typical deployment of bulk containers in the grocery retailers’ distribution centers (DC), retail stores, and asset recovery centers of the supply chain. Economic measures were implemented and together with the social dimensions provided insights about sustainability-based implications.
Findings
Fresh produce shipments using the RPC technology had significantly less waste and damage representing potential social and economic benefits. The empirical findings included results about the economic impact of RPCs on the sustainability level of a typical supply chain for fresh food products.
Originality/value
The quantification of the economic and potential social sustainability for the explored packaging types constitutes an important contribution. Much of the previous research did not contain comprehensive assessments. The impact of technological change – the introduction and use of RPC in packaging – is examined. In addition, the supply chain scope for this research included most of the major activities that involve the packaging of fresh produce commodities in its practical dynamics.

Purpose
The purpose of this paper is to examine consumers’ perception of food safety for vegetables at traditional urban market outlets in a developing country context and test whether curiosity-motivated information acquisition and personal control over choice of stimuli influence consumer involvement, resulting in more differentiated mental models.
Design/methodology/approach
The Zaltman Metaphor Elicitation Technique (ZMET) in standard and modified form was used to develop consumers’ mental models for food safety.
Findings
The cognitive content and structure of aggregated consumers’ mental models were identified and mapped. The maps included negative and positive meanings, indicating a need to tackle the hygiene problems prevailing in most traditional markets. ZMET generated a more differentiated map when people were empowered with a camera to collect stimuli.
Research limitations/implications
Using ZMET to understand food safety perceptions avoids consumers being led in their responses, views and feelings about food safety.
Practical implications
Policy, regulatory frameworks and marketing actions by value chain actors in the fresh vegetable subsector should give priority to tackling the hygiene problem prevalent in most traditional markets in developing countries.
Originality/value
This paper provides novel needs-driven theoretical and practical insights into the actual meaning representation of food safety, which actually drives consumer thoughts and behaviour. Making use of a camera in the collection of self-provided images for the ZMET interview led to higher levels of involvement and further differentiation of mental models.

Abstract
Purpose
Food safety is an issue of key concern for Chinese consumers. This study identifies intrinsic and extrinsic cues on product labels or websites that Chinese consumers use to assess a product's perceived safety.
Design/methodology/approach
Five structured focus groups (total participants n = 41) were run in Suzhou China, in Chinese, to gather consumers' perceptions towards food safety cues.
Findings
A total of 18 safety cues were identified during the focus group discussions. Certifications, country of origin, production date and shelf life, ingredients and materials and nutritional information were the five safety cues consumers perceived to be the most important. The risks perceived by consumers differed based on: product category (e.g. meat, dairy, cereal); product form (e.g. fresh, chilled, frozen) and degree of processing. Interestingly, consumers used different food safety cues to assess a packaged product compared to the product shown on a website.
Research limitations/implications
While providing deep qualitative insights into perceptions of food safety cues, further studies which seek to conduct quantitative work within a wider demographic context are encouraged.
Practical implications
This information will help to provide best practice advice for international marketers and government risk communicators on how and where to communicate the safety of food products so that they can maximise the effectiveness of their messaging within the appropriate information channels and thereby ensure that it resonates well with Chinese consumers.
Originality/value
This study contributes to the academic knowledge of consumer perceptions of cues related to food safety.

Purpose
The purpose of this paper is to explore the differences in consumers’ preferences to food safety label (FSL) on vegetables in central and south central Chile in terms of sociodemographic characteristics, consumers’ food safety knowledge and frequency of vegetables consumption.
Design/methodology/approach
A survey was applied to 1,201 consumers in charge of buying vegetables for their households. The questionnaire measured consumer preference for FSL using tomatoes as a case study.
Findings
The most important attributes for consumers were price (57.3 percent), FSL (19.7 percent), point of sale (11.86 percent) and production system (11.07 percent). Cluster analysis was used to differentiate three types of consumers. The majority (50.5 percent) are consumers oriented to price of tomatoes more than other attributes. A second group (30.1 percent) considers it important to purchase tomatoes at the lowest price with the existence of a FSL. A minority (19.4 percent) was oriented to purchasing tomatoes with a FSL. The groups differ according to sociodemographic characteristics, food safety knowledge and frequency of vegetables consumption.
Research limitations/implications
The study was conducted in country in South America. The results revealed that the majority of consumers choose price over FSL. Nevertheless, a potential market niche was identified that was motivated by FSL as a potential risk-reduction strategy when making choices about fresh vegetables purchase.
Practical implications
FSL is a marketing tool to help the consumers about food decisions.

To avoid problems associated to unsafe vegetables, FSL is used as a potential risk-reduction strategy when making choices about fresh vegetables purchase.
Originality/value
The research provides information about a market niche of consumers interested in the existence of an explicit FSL, due to their awareness of the risks associated with the consumption of vegetables. This topic has received little research in Latin American developing countries.
