Abstract

Purpose

This paper presents an algorithm that can elicitate (infer) all or any combination of elimination and choice expressing reality (ELECTRE) Tri-B parameters. For example, a decision maker can maintain the values for indifference, preference and veto thresholds, and the study’s algorithm can find the criteria weights, reference profiles and the lambda cutting level. The study’s approach is inspired by a machine learning ensemble technique, the random forest, and for that, the authors named the study’s approach as ELECTRE tree algorithm.

Design/methodology/approach

First, the authors generate a set of ELECTRE Tri-B models, where each model solves a random sample of criteria and alternates. Each sample is made with replacement, having at least two criteria and between 10% and 25% of alternates. Each model has its parameters optimized by a genetic algorithm (GA) that can use an ordered cluster or an assignment example as a reference to the optimization. Finally, after the optimization phase, two procedures can be performed; the first one will merge all models, finding in this way the elicitated parameters and in the second procedure, each alternate is classified (voted) by each separated model, and the majority vote decides the final class.

Findings

The authors have noted that concerning the voting procedure, nonlinear decision boundaries are generated and they can be suitable in analyzing problems of the same nature. In contrast, the merged model generates linear decision boundaries.

Originality/value

The elicitation of ELECTRE Tri-B parameters is made by an ensemble technique that is composed of a set of multicriteria models that are engaged in generating robust solutions.

Abstract

Purpose

The purpose of this paper is to present a hybrid multi-criteria decision-making (MCDM) method, by combining the AHP, ELECTRE II, ELECTRE III, ELECTRE IV and Copeland techniques for road maintenance prioritization, in which the roads are evaluated and ranked based on various criteria. The proposed method is applied to four streets in Tehran, as a case study.

Design/methodology/approach

First, a set of criteria for road maintenance was determined and their weights were obtained using the AHP method. Four streets in Tehran, Iran were considered as alternatives and prioritized using the ELECTRE II, ELECTRE III and ELECTRE IV methods. Finally, the results of employing the three methods were integrated using the Copeland method and a final result was obtained.

Findings

The findings of the study suggested that “road safety” is the most important criterion in maintenance and “traffic volume” and “pavement quality index (PCI)” have the second and third rank in importance. Moreover, “The width of the street” is the least important criterion in road maintenance. Additionally, the streets' final ranking was obtained using the proposed method.

Research limitations/implications

The proposed method helps managers effectively assign their limited budget and resources to roads with higher maintenance priority and as the result, increase the roads efficiency.

Originality/value

In this research, eight main criteria were collected using previous researches and experts' opinions. Also, a new combination of different MCDM techniques is proposed in this research.

Abstract

Purpose

This study aims to use a graphical approach to highlight the differences between outranking and preference relationships. The outranking principle is based on a structure of non-dominance, which differs from the usual structures of preferences.

Design/methodology/approach

To reach the objective, the paper makes a deep analysis of outranking and preference relationships and uses graphical representation to highlight the differences between these two concepts. Graphical interpretation is also used to support the results form ELECTRE I and to highlight misinterpretation of results, such as rank reversal in ELECTRE I.

Findings

The results show that the assumption of rank reversal while using ELECTRE I is a mistake.

Originality/value

It was not found in literature a previous work paper that demonstrates a result like this one.

Abstract

Purpose

This paper presents an algorithm that can elicitate all or any combination of parameters for the ELECTRE II, III or IV, methods. The algorithm takes some steps of a machine learning ensemble technique, the random forest, and for that, the authors named the approach as Ranking Trees Algorithm.

Design/methodology/approach

First, for a given method, the authors generate a set of ELECTRE models, where each model solves a random sample of criteria and actions (alternatives). Second, for each generated model, all actions are projected in a 1D space; in general, the best actions have higher values in a 1D space than the worst ones; therefore, they can be used to guide the genetic algorithm in the final step, the optimization phase. Finally, in the optimization phase, each model has its parameters optimized.

Findings

The results can be used in two different ways; the authors can merge all models, to find the elicitated parameters in this way, or the authors can ensemble the models, and the median of all ranks represents the final rank. The numerical examples achieved a Kendall Tau correlation rank over 0.85, and these results could perform as well as the results obtained by a group of specialists.

Originality/value

For the first time, the elicitation of ELECTRE parameters is made by an ensemble technique composed of a set of uncorrelated multicriteria models that can generate robust solutions.

Abstract

In this paper, we discuss how a multi‐criteria decision‐making technique (ELECTRE III) facilitates construction practitioners in decision making for selecting an appropriate construction plant. We first introduce the theoretical background of the technique. Then a case study on how to apply the technique to select concrete vibrators is presented. The findings demonstrate the effectiveness of the model in outranking various options in the process of concrete vibrator selection. The use of ELECTRE III can systematically analyse expert judgments on the decision factors and alternatives that can rationalize the selection process.

Abstract

Purpose

The purpose of this paper is to report a study on the application of interpretative structural modelling (ISM) integrated with multi-criteria decision-making (MCDM) techniques for enabling the sustainability supplier selection.

Design/methodology/approach

In this paper, two approaches of hybrid MCDM methods are followed and the selection of sustainable supplier was based on the comparative results obtained from both the methods. The first hybrid approach is ISM – analytic network process (ANP) – ELimination and Et Choice Translating REality (ELECTRE II) and the second hybrid approach is ISM – ANP – Vlse Kriterijumska Optimizacija Kompromisno Resenje (VIKOR). ISM was used to identify the inter relationship between the criteria. Inter-relationship of criteria obtained from ISM will serve as an input for ANP. The weights obtained from ANP will be used in ELECTRE II and VIKOR. ELECTRE II is an outranking method, whereas VIKOR is a compromise ranking method; comparison of both the methods was carried out in this study.

Findings

In this study, two modules ISM–ANP – ELECTRE and ISM–ANP – VIKOR were compared for the problem of sustainable supplier selection. ELECTRE results with a single solution showed that Supplier 2 can be selected as the best supplier; VIKOR result shows that Supplier 1 and Supplier 2 can be selected as the best suppliers.

Originality/value

The selection of sustainable supplier considering the interrelationship of criteria using ISM and ranking the alternatives using compromise and outranking techniques was found to be original and novel contribution of the author.

Abstract

Purpose

Because that the crime in a wide way impacts the life of the people in the big metropolis, researchers have treated the question from several angles. The purpose of the paper, under the umbrella of operational research, is to develop a model of the ordering of police strategies, in the fight against crime in general, according to a certain criminal demand.

Design/methodology/approach

For the construction of the impact matrix of the strategies under the reduction of crime rates, considering a portfolio of crimes, a questionnaire applied to specialists was used. In a second moment, defined the criteria and strategies to be ordered, the multicriteria ELECTRE IV method was used, which with the help of the J-Electre software emulated the systematized data in the impact matrix and produced the final ordering of the most efficient strategies, in the fight against crime, in the perception of decision-makers.

Findings

As a result, the research revealed that policing strategies directed at solving specific crimes are the most effective in the perception of decision-makers after the emulation of data with the ELECTRE IV method.

Research limitations/implications

As research implications, it can be inferred that the use of multicriteria methods in the modeling of problems in the area of public security can contribute to rationalization of the use of the means available in the fight against crime in large cities. The research showed that it is possible to use customized policing strategies to a certain reality.

Practical implications

The method presented in this research is directly related to the major strategies: problem-oriented policing and hot spot policing. This method allows public safety managers to consider the possibility of combining different law enforcement strategies in each context. In this sense, the use of the multiple-criteria decision analysis (MCDA) (ELECTRE IV) method allows the evaluation of a large set of alternatives according to a set of established criteria, speeding up the process and reducing subjectivity, allowing the manager to analyze several scenarios with greater clarity and impartiality and choosing an alternative that best solves the proposed problem. The expected result is the rationalization of the available means applied in the search for the reduction of crime rates.

Social implications

The customization of policing strategies, according to criminal demands, implies the efficient way to reduce criminal charges. Reducing criminal rates enables the development of the local economy, tourism and the quality of life of people by exercising their freedom to the full.

Originality/value

The originality lies in filling a gap in the literature with the elaboration of the impact matrix of policing strategies in reducing criminal indices, and in their associated use in ordering strategies through a multicriteria method.

Abstract

Purpose

This study aims to focus on the application of a multiple criteria decision analysis (MCDA) method to compare results presented by the Integrated Goals System based on the 12th edition of the Integrated Public Safety Areas (IPSAs) Award, which achieved goals established for Strategic Crime Indicators for the state of Rio de Janeiro, Brazil. The main objective of this research was to limit the compensatory effects of classification criteria on IPSAs that have achieved goals established for crime indicators by applying the MCDA method.

Design/methodology/approach

The methodology was based on the application of MCDA. The MCDA method selected and used was ELECTRE III, being implemented by J-Electre software.

Findings

Compared to results of the current method, the results of the ELECTRE III method showed a 94.87 per cent change in ranking positions revealed via the SIM method. This finding denotes the elimination of compensatory effects of the criteria. As a consequence, it can be affirmed that the application of resources by IPSA managers to reduce the prevalence of a single strategic crime indicator is no longer a success factor for awarding in the established goal system.

Research limitations/implications

As limitations, it is possible to indicate the time cut used to carry out the research. The research may be extended to other issues of the productivity award.

Practical implications

The methodology applied with the use of ELECTRE III revealed that the government could reduce the cost with the incentive program to reduce criminal indices.

Social implications

As the MCDA method is based on a binary pairwise comparison system, the methodology imposes a change of attitude on local managers fighting crime to reduce crime indicators and to consequently build a local sense of safety in IPSAs.

Originality/value

This research fills a gap in the literature because there are few studies using the MCDA method in the field of public security. The value of the work lies in the creation of a method that gives the decision-maker, of the law enforcement agency, an alternative to improve the process of rewarding by productividad of the integrated areas of public security.

Purpose

Vendor selection is the main activity in a sourcing decision, which is a strategic decision in that it leads enterprises to eliminate costs and improve their performance. However, an inappropriate selection may compromise the financial and operational status of the enterprise. But vendor selection is a complex, multi-criteria decision-making process because different and conflicting criteria have to be considered and assessed in order to find consistent suppliers. Consequently, evaluating and selecting the best vendor is the key to successful business. Traditionally, vendors are normally selected on the basis of traditional criteria (TC), such as costs and quality, neglecting resilience criteria (RC) (e.g. agility and flexibility). Thus, enterprises ultimately realize that a selecting method which involves TC as the only ones is inefficient and needs to be changed. The paper aims to discuss this issue.

Design/methodology/approach

This study was set in motion by a problem in practice. It aims to provide a user-friendly decision-making tool for selecting the best vendor from a group which submitted their tenders for implementing a proposed radio frequency identification (RFID)-based passport tracking system (Dukyil et al., 2017). The main traditional and resilience (“trasilience” henceforth) selection criteria were identified in a unified framework in collaboration with experts in the institution. Next, the Decision-Making Trial and Evaluation Laboratory (DEMATEL) algorithm was used to determine the relative importance of each criterion and the weights thus obtained were integrated into the ELimination Et Choix Traduisant la REalité (ELECTRE) algorithm. The Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) algorithm was also applied, to evaluate the performance of vendors and to select the best one. The qualitative evaluation of the criteria and the vendors was based on four decision makers. Finally, the Spearman’s rank correlation coefficient (SRCC) approach was applied to obtain the statistical difference between the ranking orders obtained from the two algorithms.

Findings

The efficiency of the proposed decision-making tool was evident from the real-case study of six tenders submitted for implementing a RFID-based passport tracking system. The SRCC also turned out a “very strong” association value between TOPSIS and ELECTRE.

Practical implications

The developed trasilient decision-making tool can easily be used to solve similar vendor or supplier selection problem. Moreover, other criteria can be added to fit other cases. Later, the tool was made available to the institution under study for solving future evaluation problems.

Originality/value

The literature shows that none of the previous papers presented an integrated trasilient approach that considers RC and TC simultaneously. This study presents a new trasilience tool for selecting a vendor.

Abstract

Purpose

The purpose of this paper is to propose a model to guide organizations according to the relative importance of customer's satisfaction about six quality service dimensions: reliability, empathy, assurance, tangibility, responsiveness (Parasuraman et al., 1985) and price.

Design/methodology/approach

The present study uses SERVPERF customer requirements and weights of ELECTRE TRI multicriteria method to provide guidance on an appropriated action plan. Subsequently, it was demonstrated how the proposed model applied to the Inn.

Findings

SERVPERF is based on the subjective and cognitive perception of customer's service analyses. ELECTRE TRI decreases the deviation of subjectivity and develops manager's energy flow, focussed on enterprise resources.

Research limitations/implications

Measuring quality is hard work and usually the customer perceptions are not well understood, because it changes many times. In addition SERVPERF and ELECTRE TRI weights do not order the quality importance.

Practical implications

Together, SERVPERF and ELECTRE TRI allow managers to prioritize the service level desired by the customer.

Originality/value

The importance of this analysis follows the competitiveness approach: productivity, quality and flexibility (Boljwin and Kumpe, 1990). The paper develops an approach to lead organizational quality performance based on the customer view. It provides a sustainable competitive advantage.
