Abstract

Purpose

This paper seeks to explore sources of political and administrative challenges which arise from an absence of alignment of supply chains linking the activities of public agencies.

Design/methodology/approach

The performance measurement challenges created by an apparent absence of alignment within public sector supply chains are explored from a conceptual perspective, through the supply chain and public sector performance management literature. A case study is provided to highlight the practical and organizational challenges facing politicians, policy makers and public sector managers when they seek to demonstrate to their stakeholders, including the general community, the performance efficiency of their agencies.

Findings

There is an absence of research and debate concerning the alignment of inter‐agency supply chains and the potential this creates for delivery performance failure that disadvantages stakeholders.

Research limitations/implications

While this is a conceptual paper, the existence of recurring supply chain problems between agencies, as illustrated by the case study, provides practical conclusions of use to practitioners and policy makers.

Originality/value

The paper revisits earlier literature on performance measurement in the public sector and applies this to a supply chain situation to explore problems in measuring and managing inter‐organizational supply chains which exist not only between public agencies but also between private sector organisations undertaking outsourced contracts on behalf of government.

Abstract

Purpose

The purpose of this paper is to improve the operational excellence of public sector services such as construction, telecommunication and health care. To achieve this endeavor, the study explores the structural attributes and obstacles in the public services and develops a Green Lean Six Sigma (GLSS) model for the public sector.

Design/methodology/approach

The study involved two stages: first, structured literature reviews; second, a focus group study involving Black Belts and supply chain practitioners. Using the results from the literature reviews and focus group study, the researchers have developed a Green Lean Six Sigma (GLSS) model for the public sectors.

Findings

Black belts and supply chain practitioners have identified the success in deploying Lean Six Sigma with green supply chain management. This leads to eradicating the obstacles faced by the public sector, leading to process improvement.

Practical implications

This study proposed an approach for developing a GLSS model for the public services, which can be applicable for other public service organizations.

Originality/value

The current paper presents a predictive model for process improvement in the public sector by integrating green supply chain management with Lean Six Sigma.

Abstract

The purpose of the article is to examine the factors that either foster or impede adoption of supply-chain management processes by public sector organizations, as well as to identify the potential benefits that can be achieved by local governments through the use of the supply chain framework. Case study findings suggest that in order for supply chain management innovation to occur in the public sector a number of factors must be addressed, including the willingness to invest in information technology; identifying opportunities for procurement to transition from a control to a support function; seeking to partner organizational expertise with vendor expertise; the ability to identify crucial supplies and strategic issues that add value to the organization; and to innovate incrementally. Results suggest that the adoption of a supply chain perspective can yield innovative procurement techniques.

Abstract

Purpose

The purpose of this paper is to demonstrate the development of key supply chain capabilities in the Indian public sector-run liquefied petroleum gas (LPG) supply chain. This case study has relevance to emerging markets grappling with problems caused by monopolies and subsidies. Furthermore, this case study not only aims to improve operations of the LPG supply chain, but also re-designs its supply network to meet customers’ expectations. It illustrates value creation through growth in non-domestic sales, a reduction in consumption of subsidized LPG as a consequence of better understanding of customer needs and customer diversity, process re-engineering and deployment of ICT systems, and change management and capability building across various LPG stakeholders.

Design/methodology/approach

An interpretive research methodology is applied, using an illustrative single case study of the Indian public sector-run LPG supply chain. The research methodology is iterative and exploratory in nature, consisting of a back and forth process between extant literature and the field, as well as in-depth discussions/interviews with senior management, distributors, and consumers.

Findings

Key supply chain capabilities of an integrated and seamless ICT system, detection and blocking of duplicate/ghost connections, the capping of entitlements, and coordination and collaboration across various stakeholders result in value creation for all stakeholders. When such collaboration across stakeholders’ spans both vertically and horizontally through the supply chain, change management and capability building drive value creation through policy interventions and initiatives.

Practical implications

This study provides an illustrative example of meeting customers’ expectations, increasing consumer convenience, and improving service levels, amidst the complex subsidy challenges in LPG distribution in India. The economic and environmental benefits, as well as increased customer satisfaction, from policy interventions regarding value creation in supply chains, have implications for similar public sector-run schemes.

Social implications

As a result of the various policy changes, the LPG subsidy was restricted to legitimate customers, reducing the fiscal burden on the Indian Government. Furthermore, seamless ICT-introduced efficiencies for government, distributers, and customers were attained.

Originality/value

This research articulates the capture, creation, and appropriation of value through the deployment of new supply chain initiatives in a large, complex environment, in particular the public sector-run LPG supply chain.

Abstract

Purpose

As noted in the Department of Homeland Security's National Response Framework, disasters are inherently local and ultimately the responsibility of the lowest jurisdictional level present within the impacted area. Given these parameters, this paper aims to sharpen the concept of national resilience by recommending a framework which positions community resilience as an integral variable in understanding the ability of impacted areas to effectively manage the consequences of disasters. Conceptualized as a dependent variable, community resilience is influenced by the relationships government (public) agencies develop with private sector partners and the resilience of relevant supply chains and critical infrastructures/key resources which exist in their communities.

Design/methodology/approach

The authors augment a topical literature review of academic and practitioner journals by synthesizing existing findings into a holistic framework of community resilience.

Findings

This paper argues that interdependent systems like social and economic networks will ultimately influence the ability of communities to adapt and respond to the consequences of disasters. In addressing the resilience of these systems, all levels of government must recognize and embrace the public‐private interfaces that can improve their ability to manage the response and recovery phases of disaster management. While 85 percent of critical infrastructure is owned by the private sector, 100 percent of it exists within communities and impacts the ability of the nation to recover from disasters. Resilience calls upon active management and relies upon assessment and a willingness to take action in the face of adversity.

Originality/value

Resilience is discussed within economics, behavioral sciences, supply chain management and critical infrastructure protection. This paper integrates these research streams to develop a framework for shaping national resilience.

Abstract

Purpose

The dynamics and effects of interconnected risks among construction organisations tend to be overlooked across the Malaysian public project supply chains, making them highly vulnerable to supply chain disruptions. This study aims to investigate this dynamism by assessing the supply chain’s critical vulnerabilities and capabilities that formulate the level of resilience in handling disruptive events in construction projects.

Design/methodology/approach

A comprehensive questionnaire survey was conducted with 105 construction professionals from two groups of respondents, the public and private organisations that work in public projects to identify their current vulnerabilities and capabilities. Data were analysed and compared using the Mann–Whitney U and Kruskal–Wallis tests.

Findings

The findings revealed that the top five critical vulnerability factors of the supply chain include political or regulatory changes, market pressures, management, financial and strategic vulnerability. Further comparisons highlighted that the public organisations faced significantly higher political threats compared to the private organisations whilst the private organisations faced significant market pressures. The survey also shows that despite the private organisations’ high capability in financial strength, the public organisations’ financial vulnerability has destabilised the entire supply chain.

Originality/value

This study presents the construction supply chain’s vulnerabilities in a layered framework approach that can provide managers a new perspective on the dynamics of the cascading impacts of these vulnerabilities when observed through several layers of supply chains.

Abstract

Purpose

This paper aims to explore how resilience is evident in healthcare supply chains in the public sector when faced with pandemic disruption and to identify any learnings to inform recovery and future-readiness phases.

Design/methodology/approach

An exploratory case study was conducted, consisting of seven semi-structured interviews with public sector supply chain actors in the healthcare personal protective equipment supply chain. The data included document analysis.

Findings

Key findings show how specific resilience strategies such as agility, collaboration, flexibility and redundancy, contributed to supply chain resilience during the COVID-19 pandemic response. Collaboration is identified as a key mechanism for resilience with public sector networks viewed as facilitating this. Established collaborative relationships with suppliers pre-pandemic did not support increased visibility of tiers within the supply chain.

Originality/value

This is one of the first papers to provide in-depth resilience insights through an example of healthcare supply chains during the COVID-19 pandemic.

Abstract

Purpose

This paper examines the role of government procurement as a social policy mechanism within a multilateral open trading system. Government regulations globally are being transformed to foster more responsible business conduct in multinational enterprises (MNEs). Yet, concern that sustainability may present a discriminatory barrier to trade has stalled the progress of sustainable public procurement (SPP) at the international level, raising questions regarding the role and scope of the World Trade Organisation’s (WTO) Government Procurement Agreement (GPA) to align taxpayer-funded contracts with the United Nations (UN) Sustainable Development Goals.

Design/methodology/approach

With a focus on social sustainability, this paper reviews the grey and academic literature to assess the changing landscape of public procurement policy and supply chain legislation in high-income countries.

Findings

Frontrunner nations are adopting a mandatory approach to sustainable public procurement and due diligence legislation is elevating supply chain risk from reputational damage to legal liability. While technological innovation and the clean, green production of manufactured goods dominates the sustainable public procurement literature, the social aspects of sustainability poverty, inequality and human rights remain underrepresented.

Research limitations/implications

The scope of this paper is limited to the examination of government procurement covered by the WTO-GPA (2012). Smaller value contracts, under the WTO-GPA thresholds and the category of defence are beyond the scope of the paper.

Social implications

The paper focusses on the underserved topic of social sustainability in business-to-government (B2G) – business to government – supply chains arguing that for responsible business conduct to become a competitive advantage, it must be more meaningfully rewarded on the demand-side of all taxpayer-funded contracts in organisation for economic co-operation and development countries. The paper introduces the idea of priceless procurement as a mechanism to build system capacity in the evaluation of non-financial sustainability objectives.

Originality/value

To build the capacity to stimulate competition based on social and environmental policy objectives, the paper introduces the concept of priceless procurement in B2G contracts.

Abstract

Purpose

The purpose of this paper is to examine the relationship between employee sensitivity to terrorism and employee attitudes in supply chain firms located in an environment with ongoing terrorist threat. Implications for human resource management in supply chain firms and future directions for research are discussed.

Design/methodology/approach

The paper is based on questionnaire data collected from 898 managers in Sri Lanka. Included in the paper are manufacturing and service firms that constitute integral parts of global supply chains such as garment and textile firms, software solutions firms, and import‐export trading firms. Correlation analysis is used to examine the relationship between variables.

Findings

The results generally indicate a statistically significant negative relationship between employee sensitivity to terrorism and employee attitudes toward the organization, team, and job. Results vary by sector and industry, with a comparatively strong negative association between employee sensitivity to terrorism and employee attitudes in the service sector, particularly among employees in import‐export trading firms.

Originality/value

This paper is among the first to examine the relationship between terrorism and employee work attitudes in supply chain firms. While the direct effects of terrorism on the supply chain have been well documented, such as disruption to the physical distribution of goods, much less is known about the indirect effects of terrorism on supply chain performance.

Abstract

Purpose

While the contribution of supply chain management to sustainability is receiving increasing attention in the private sector, there is still a scarcity of parallel studies of public procurement. Hence the purpose of this paper is to explore the ways in which local government authorities in England use their procurement function to foster sustainable development.

Design/methodology/approach

The paper uses an exploratory approach. Based on a review of the existing literature, qualitative research into leading local government authorities is undertaken to draw out the multiple ways in which public procurement can support sustainable development.

Findings

At an aggregate level, local government procurers have adopted a wide range of initiatives to address all three aspects of sustainability. These are condensed into a typology of sustainable supply chain management for the public sector.

Research limitations/implications

The study highlights the importance of supporting factors, like transparency, organisational culture and strategy as well as leeway in public policy, for sustainable supply chain management in the public sector.

Practical implications

The experience of the best practice local authorities deserves wider recognition among practitioners, policy makers and academic researchers, not least given the objective of the UK government to be among the leaders in the European Union on sustainable procurement by 2009.

Originality/value

The proposed typology of sustainable supply chain management for the public sector can serve as a basis for future research in this area.
