Abstract

Purpose

In the wake of the fourth industrial revolution, where most information is accessible online, archives should be visible online for them to fulfil their legislated mandate and facilitate access to information resources. The Covid-19 pandemic has further underscored the importance of online platforms in making archives accessible without the public having to visit archival institutions physically. The purpose of this study is to examine the extent to which public archival institutions of South Africa are visible online with the view to deepen their understanding of how archives promote themselves online.

Design/methodology/approach

The study employed content analysis to establish the online content of public archival institutions in South Africa. A google search was conducted using the names of the archival institutions as search terms. The top results obtained after the search were recorded for further analysis.

Findings

The findings suggest that public archival institutions in South Africa have limited online presence. Only the National Archives of South Africa had an active website with collections that are accessible online. Some provincial archives had websites hosted by their parent bodies while others had no websites at all. Only the Limpopo and Eastern Cape provincial archives had their Facebook pages in the top results. There were no signs of other social media sites in the top results.

Originality/value

The study concludes that public archival institutions are not visible online. All provincial archives need to have websites where they can be accessed. The use of social media platforms needs to be prioritised. In this fourth industrial revolution age, people communicate and interact online. Public archival institutions should therefore make it their primary mandate to take the archives to where the people are currently meeting.

Abstract

Purpose

Despite the availability of the mandate of public archives repositories to “take archives to the people in South Africa”, archives in South Africa remain largely the domain of the elite. The purpose of this paper is to investigate the adoption of social media in South Africa as a tool for taking archives to the people especially young people between the age of 13 and 34. The researchers confined the study to all ten public archives repositories in South Africa.

Design/methodology/approach

This quantitative study collected data using survey questionnaires and web-based content analysis of social media presence of public archives repositories.

Findings

The study revealed that few public archives repositories are using Facebook, followed by Twitter and LinkedIn to engage users. The public archives repositories rely mostly on social media platforms operated by their mother bodies as they are subsidiary units within arts and culture departments in government. As a result, public archives repositories are restricted to operate their own accounts on social media. It is argued that public archives should be allowed by their mother departments to operate their own accounts on social media platforms. Failure to change this restriction could lead to public archival institutions continuing to take archives away from the people, instead of taking archives to the people.

Research limitations/implications

The study sought to provide useful practical implications for public archives repositories as it would serve as a benchmarking tool to enable the development and reporting on the visibility and accessibility of archival material, and thus ensure an increased public knowledge of archives.

Originality/value

The study triangulated data collection instruments that helped to collect as much and as diverse data as possible, which generated the best possible insights into the phenomenon of interest. Previous similar studies in South Africa utilised only survey method with either interviews or questionnaires as data collection tools.

Abstract

Purpose

This study aims to assess the role of the National Archives of South Africa (NARSSA) in promoting the preservation and management of private archives.

Design/methodology/approach

This study used the qualitative method, and data was collected through unstructured questionnaires and interviews. In addition, purposive sampling was used to collect data from the selected archivist.

Findings

The study found that the NARSSA raised awareness on the preservation of private archives and is also in the process of reviewing the National Archives and Records Service Act 43 of 1996 to promote the preservation and management of private archives. The study also revealed that the role of the NARSSA in enforcing compliance with Section 14 of the National Archives and Records Service Act 43 of 1996 for the proper management and coordination of private archives was ineffective because of a lack of coordination, infrastructure, training and development.

Research limitations/implications

The qualitative data was obtained from three participants with the NARSSA and two selected from private archives. The sample is small to generalise results. The public–private cooperation in archives management is limited, and this is proved by the severely limited number of participants in the research. Furthermore, the private archive in this study is limited to the liberation movement archives institutions in South Africa.

Practical implications

This study could work as a stimulus for potential approaches to conduct further research on the possible kinds of cooperation between private–public archival organisations.

Social implications

The study is innovative, in that there are very few research investigations that focused on the cooperation between private and public archives in the African region and especially in South Africa.

Originality/value

The article makes a significant contribution to the area of private–public archival organisations, especially in South Africa. It will expand the knowledge on private–public archive cooperation and management in South Africa and the rest of the African continent.

Abstract

Purpose

The purpose of this paper is as follows: the first objective is to help illuminate part of the international archival sector’s initial responses to the crisis at its commencement, particularly by thematically analyzing the announcements made by national archives, which are arguably the leading archival institutions in their respective countries and the second objective is to help establish a joint contemporary understanding and historical snapshot of the positions of national archives during the first few months of the pandemic.

Design/methodology/approach

A comparative thematic analysis of national archives’ first formal public-facing COVID-19 announcements, released between March and May 2020, is conducted, specifically from the official websites of Australia’s National Archives of Australia, Canada’s Library and Archives Canada, New Zealand’s Archives New Zealand, the United Kingdom’s (UK) The National Archives and the United States of America’s (USA) National Archives.

Findings

Notwithstanding their diverse contexts, all the announcements thematically converge in discussing the closure of physical locations and spaces, as well as maintaining (reduced) services and offering remote access. Another theme appearing across most announcements is the concern for the protection of the health, welfare and safety of their communities. Additional themes featured in some of the announcements include considerations about the handling of paper records and physical materials, the removal and/or return of materials and the provision of further COVID-19 information. Unique themes appearing only once include steps for enacting precautions, furloughing staff and reopening and post-pandemic planning.

Research limitations/implications

Limitations to the article’s purview include its small sample size, focus on mainly English-speaking contexts and analysis of only official websites. Nevertheless, this sample arguably includes some of the major and leading archival institutions, not only in their respective countries but also internationally, namely, two national archives from North America (Canada and the USA), one from the wider European region (the UK) and two from Oceania (Australia and New Zealand). Further studies could expand the cohort size, diversify the focus for instance by analyzing social media postings and metrics and extend the timeframe.

Practical implications

This study could be of interest to archival academics and professionals, as well as library and information science scholars and practitioners, public health researchers and policymakers, cultural studies scholars and historians, exploring international and intersectional initiatives that have informed or are currently informing, approaches to and understandings of this pandemic and other similar health crises. It is further hoped that this study will humbly show support and supply solidarity with the wider archival community as it continues responding to and dealing with COVID-19.

Social implications

Capturing and analyzing aspects of national archives’ communication strategies related to the coronavirus pandemic is a topic of interest, not only for contemporary attempts for dealing with and understanding the crisis but also as a historical snapshot of their responses at this particular point in time.

Originality/value

By contributing to ongoing conversations about the coronavirus pandemic, this study provides the beginning of an analysis of the international archival sector’s initial interventions within it. As the first article in the archival literature on this topic, a baseline and point of reference are established for other studies that will hopefully follow on this topic. In these ways, it can also contribute to debates on how archives and other cultural memory institutions including libraries, museums and galleries, have reacted to the coronavirus pandemic and their resulting communication strategies and impacts upon their institutions, missions, collections, services and communities.

Abstract

Purpose

This study aims to examine the archives’ role in Portuguese public policies from 1976 to 2021, based on an analysis of decision-making and support mechanisms, as well as other legal and normative instruments (diplomas) associated with relevant policies and legal actions in government programs, major planning options, sectoral programs and legislation.

Design/methodology/approach

The investigation was based on a qualitative methodological framework that follows the document analysis method, consisting of four phases: research; first reading; critical reading and data collection; and analysis and interpretation.

Findings

Survey results identified the presence of the archives on government agendas and supported tracing an evolution in the development and application of measures in this area. Additionally, it was possible to relate these measures to socioeconomic and political contexts and to previously identified reference studies. The conclusion is that the place of archives in Portuguese public policies between 1976 and 2021 was still based in historical and heritage dimensions, excluding the aspect of information management, which was not even included within the concept of archives.

Originality/value

This is an original case study of the state of Portuguese archive policies, compared against reference works such as Couture(1998) and more recent national developments as considered in the works of Silva(2019).

Abstract

The Kenya National Archives and Documentation Services is seen as a success story by many other African archival institutions. The Department has made major strides in developing records services, opening five regional centres and partially automating most of its finding aids. However, as this article indicates, major aspects of managing public sector records remain chaotic and regulations governing the management and disposal of public records are flouted by many Civil Servants. The article concludes by suggesting that the time has now come for the National Archives to focus on the management of the entire life cycle of records rather than managing only the archival preservation stage.

Abstract

Purpose

The purpose of this paper is to explore the relationship between different mechanisms for integrating national archival resources, leading to the development of a knowledge management-based framework for facilitating the optimal utilization of national archives resources in China.

Design/methodology/approach

The study adopts a mixed-methods approach consisting of a review of existing mechanisms for integrating national archival resources and site visits and interviews for investigating the effectiveness of these mechanisms in real world practices for managing and utilizing national archives resources in China.

Findings

The knowledge management-based framework is shown to be useful for building interdependence, interconnections and interactions between diversified integration mechanisms to meet national, societal and public needs in China. The framework is significant for rearranging the role of knowledge management in collaboration to protect the value of national archives resources as the knowledge asset of a state. It can reengineer the knowledge management activities in communication to share the value of national archives resources as the knowledge asset of a society. Furthermore, the framework can reconfigure knowledge management artifacts in connectivity to increase the value of national archives resources as the knowledge asset of the public.

Research limitations/implications

The review of the related literature is selective rather than comprehensive, and the interviews are based on a self-selected convenience sample, which is rather skewed demographically.

Practical implications

The proposed framework can be used to guide the development of a national strategy for the effective integration of national archives resources to promote a better delivery of public-centric knowledge services in a specific society.

Originality/value

This study provides a knowledge management framework for the effective integration of national archives resources toward their optimal utilization. It contributes to the examination of the role of different integration mechanisms in interactive knowledge management processes and the advancement of academic debate on the effectiveness of these mechanisms for the integration of national archives resources to facilitate their optimal utilization in China.

Abstract

Purpose

Accountability in personnel records management is to a large extent, dependent on the availability of personnel records, there has been very little recognition of the need to address the management of personnel records as evidence for accountability either in relation to Freedom of Information (FOI) or Open Data. It is in this regard, therefore, the purpose of this study is to investigate the legal frameworks for personnel records management in support of accountability. The study used a descriptive design which combined both qualitative and quantitative approaches where both qualitative and quantitative information was involved in the study. Founded on the records life cycle and the records continuum, the study aimed to fulfil its main objective: establishing legal frameworks for personnel records management at Garissa County Government (GCG). Purposive sampling was used to select 11 Human Resource Management Officers (HRMO), 11 Personnel Record Management Officers (PRMO) and 11 Personnel Records Management Clerks (PRMC) and 55 staff members who made the total sample of 88 respondents. Data collected were analysed using descriptive statistics with the help of a Statistical Package for Social Scientists (version 17) was used to perform the analysis of quantitative data and presented through frequency tables, percentages, means and standard deviations. Results indicated that the County Government does not have legal frameworks in personnel records management. Several challenges were identified including lack of personal records management policy, lack of integrity, lose of documents/file and poor communication system. Generally, the study shows that legal frameworks in personnel records management is very important in accountability, therefore, GCG management needs to take measure to improve legal frameworks in personnel records management infrastructure and develop personnel records management policy.

Design/methodology/approach

The study was conducted using a descriptive design. This design ensures that data collected are analysed and findings are reported to establish a better understanding of a physical or social phenomenon. The descriptive design combined both qualitative and quantitative approaches where both qualitative and quantitative information was involved in the study. The study was conducted at the County Government of Garissa’s Head Quarters; it targeted staff involved in personnel records management. Garissa town was selected because it is a centre of various activities in County Government of Garissa. The target population comprising HRMO, PRMO, PRMC and staff from different ministries who depended on the personnel records management activities. Purposive sampling was used to select 11 HRMO, 11 PRMO, 11 PRMC and 55 staff members who made the total sample of 88 respondents from the population. Questionnaire method was used to collect data from HRMO, PRMO, PRMC and staff members quickly and give more freedom (in terms of time and flexibility) to the respondents. Interviews were used to obtain more in-depth information from the PRMO, HRMO and PRMC being the individuals’ in-charge of personnel records were to provide information on legal frameworks for personnel records management at GCG.

Findings

Lack of a policy signifies a lack of accountability and awareness of the personnel records management standards, meaning that the staffs are not aware of their responsibilities towards the management of the County’s records. This is therefore likely to contribute significantly to poor performance (Mampe and Kalusopa, 2012). This then puts the County in a precarious position regarding personnel records due to lack of guidelines on classing and handling of personnel records. Lack of a policy also shows a lack of commitment in the area, purporting neglect, where responsibilities are not clearly assigned and remain unclear. Weak institutional capacity and the absence of, for example, comprehensive personnel records management policies have been cited as one of the main causes of archival (as well as records management) underdevelopment in Africa (Ngulube and Tafor 2006). From the reactions of the existence of a draft policy, the staff indicated that it covered among other things: a policy statement, scope, definition of terms, applicable legislation and procedures, mail management encompassing both incoming and outgoing mail, filing classification, retention and disposal, as well as a statement of responsibilities. The study revealed that: personnel records management in Kenya operates under the framework and guidance of the Kenya National Archives and Documentation Services – KNADS which is supported by the Public Archives and Documentation Services Act, Cap 19. Besides the Cap 19, of 1965 of the Laws of Kenya, there are also various legislations that support the management of records in Kenya including the Ministry of State for Public Service (MSPS) (DPM) Circular on personnel records reference number DPM. 12/6A Vol. I (71) of 12th March 2008, the Records Management Procedure Manual for the Public Service, May 2010, prepared by the MSPS in consultation with the KNADS to provide guidelines and procedures to be followed in the day to day management of records in the public service. It is meant to be used alongside existing laws and legislation governing records management in the service. The effective utilization of the manual as stated by the Ministry is to contribute towards the government’s quest to achieve good governance and accountability in the Public Service. Adherence to the Manual is also meant to streamline personnel records management practice leading to effectiveness and efficiency in service delivery and the Government Financial Regulations and Procedures, chapter 23, section 4:2–5 give guidelines on the retention period for financial records. The management of personnel records is guided by various legislations and circulars such as Public Archives and Documentation Service Act, (Cap.19, Laws of Kenya) revised 1991, The Employment Act Chapter 226, revised in 1977 and 2007, The Regulation of Wages and Conditions of Employment Act Chapter 229, Income Tax Act Chapter 470 revised 1989, The National Social Security Fund Act Chapter 258 revised 1989, The Service Commission Act Chapter 185 of 1967 and DPM.12/6A VOL. I (71) dated 12th March 2008 on the destruction of personnel records. Compliance to all the above legal frameworks will ensure that personnel records management in support of accountability at GCG is achieved.

Research limitations/implications

The lack of effective personnel records management programme in a county agency was in itself non-conformity to the requirements and guidelines issued by the public services, thus leading to a lot of caution on how much could be revealed regarding the same. The focus of the study was on the assessment of paper-based and electronic personnel records management within the County Government. The assessment excluded other electronic records, such as online databases, with only personnel records being considered.

Practical implications

Nonexistence of personnel records management legal frameworks implies that the responsibilities for cooperate record management to GCG plans and guidelines of managing personnel records were inefficient. As a result of the absence of written personnel records management policy, there was also a lack of guidelines for appraisal, disposition and schedules of records. On legal frameworks for personnel records management at GCG, the findings revealed that there were many policies in GCG but personnel records management policy was missing which is very crucial. Record management policy will also enhance human resource management policy. The missing of the personnel records management policy reduces the accountability to people who deal with records management in general, increases lack of integrity and indicate that there is a presence of irrational decision.

Abstract

Purpose

This paper considers the sometimes serious and controversial political, legal, institutional and technological issues that were triggered by the mass transfer and copying of electronic presidential records by the Sixteenth President of the Republic of Korea (South Korea) at the end of his term of office.

Design/methodology/approach

During this administration, the Korean government made significant government‐wide recordkeeping innovations, mainly initiated and supported by the then President Roh Moo Hyun, and also supported by civilian professionals. The Public Records Management Act (PRMA) was revised, the Presidential Records Act (PRA) legislated and the National Archives of Korea tripled in staff size and made significant government records innovations. At the end of his term, the President copied all of his presidential records in electronic form and kept them for his own use, transferring the “authenticated” records to the National Archives. The National Archives subsequently charged his former secretaries with violation of the Presidential Records Act.

Findings

The paper summarizes the records issues to give further consideration to electronic records matters as well as dealing with politically sensitive records in the public archives. Can recordkeeping and politics be divorced? If so, how?

Originality/value

The paper provides insight into the political dimension of recordkeeping in the public, government context in Korea.

Abstract

Purpose

The purpose of this study is to assess the extent to which the Mpumalanga Provincial Archives (MPA) complies with the Mpumalanga Archives Act, 2008 legislative/policy provisions of archives building, capacity building and electronic records management and to suggest recommendations for effective archives and records management (ARM) programme in South Africa.

Design/methodology/approach

This paper adopts a quantitative approach supplemented by qualitative data using document review to collect data and content analysis.

Findings

The results show that MPA enacted Mpumalanga Archives Act, 2008. However, the challenge is the implementation of such legislation. The findings of this paper would contribute towards the literature in archival legislation in South Africa and other parts of the world.

Research limitations/implications

Even though the paper was based in South Africa, it was limited to the MPA of South Africa.

Practical implications

The findings are expected to be instrumental in the implementation of Mpumalanga Archives Act, 2008.

Social implications

The findings and recommendations will help in guiding MPA on the implementation of an effective provincial archive and records to facilitate the effective management of records to determine those of archival value, to preserve them for posterity and to make them accessible to the public.

Originality/value

This is an original study using a document review to review the Mpumalanga Archives Act, 1998. The effective archives infrastructure will contribute to compliance with legislative components such as archives building, cooperation, ERMS, appraisal and disposal of records, archives advisory body and access to information.
