Abstract

Purpose

In the wake of the fourth industrial revolution, where most information is accessible online, archives should be visible online for them to fulfil their legislated mandate and facilitate access to information resources. The Covid-19 pandemic has further underscored the importance of online platforms in making archives accessible without the public having to visit archival institutions physically. The purpose of this study is to examine the extent to which public archival institutions of South Africa are visible online with the view to deepen their understanding of how archives promote themselves online.

Design/methodology/approach

The study employed content analysis to establish the online content of public archival institutions in South Africa. A google search was conducted using the names of the archival institutions as search terms. The top results obtained after the search were recorded for further analysis.

Findings

The findings suggest that public archival institutions in South Africa have limited online presence. Only the National Archives of South Africa had an active website with collections that are accessible online. Some provincial archives had websites hosted by their parent bodies while others had no websites at all. Only the Limpopo and Eastern Cape provincial archives had their Facebook pages in the top results. There were no signs of other social media sites in the top results.

Originality/value

The study concludes that public archival institutions are not visible online. All provincial archives need to have websites where they can be accessed. The use of social media platforms needs to be prioritised. In this fourth industrial revolution age, people communicate and interact online. Public archival institutions should therefore make it their primary mandate to take the archives to where the people are currently meeting.

Abstract

Purpose

The purpose of this paper is to highlight the long-term preservation challenges that the Swedish private archives are faced with. In as much as they offer a complement to the public archives and hence offer a nuanced national narrative, they lack both financial and human resources to effectively deal with the digital information management environment.

Design/methodology/approach

Participatory Action Research (PAR) was used to identify the challenges of long-term preservation together with the six private archives institutions that were involved in the collaboration. The collaboration was financially facilitated by the Södertörn University. PAR is defined as a systematic investigation, with the collaboration of those affected by the issue being studied, for the purposes of education and taking action or effecting social change. What is distinctive of PAR is the active involvement of people whose lives are affected by the phenomenon under study.

Findings

The private archival institutions face long-term preservation challenges such as lack of a digital repository that would facilitate the capture, organization and management of digital records that are of different formats and in a dispersed environment. There are no stringent legal requirements to facilitate the creation and management of the records in a standardized way and the institutions fear that imposing such requirements might deter their clients from depositing archival materials with them. The institutions will also need to espouse the business-oriented archival descriptions where private organizations are concerned to identify relevant archival materials and to promote participatory archival descriptions that would allow the creators to tag their records with metadata. Digital information requires a proactive approach, that is, planning for the long-term preservation of the information before it is created. Private archives need to invest in education packages that will facilitate their clientele’s understanding of the challenges of digital long-term preservation.

Research limitations/implications

The findings cannot be generalized to all private archival institutions, as it was only six institutions that participated, but the issues discussed are relevant to most archival institutions.

Practical implications

A lot of research has been carried out in the area of long-term preservation, but researchers have not paid enough attention to the woes of the private archives. To sustain a nuanced national narrative, the private archives need all the support to be able to live up to their mission of preserving archives of the private sector that are not captured by the public archival institutions. This is important in a pluralistic society such as Sweden. Highlighting the challenges might enable the institutions to work towards finding common challenges.

Social implications

The private archives are part of Sweden’s national heritage. Their preservation matters to the society as a whole and to enhancing the voices of the underrepresented.

Originality/value

The literature review revealed that not much research has paid attention to the challenges being faced by the private archives. This paper, therefore, contributes to this knowledge gap.

Abstract

Purpose

Despite the availability of the mandate of public archives repositories to “take archives to the people in South Africa”, archives in South Africa remain largely the domain of the elite. The purpose of this paper is to investigate the adoption of social media in South Africa as a tool for taking archives to the people especially young people between the age of 13 and 34. The researchers confined the study to all ten public archives repositories in South Africa.

Design/methodology/approach

This quantitative study collected data using survey questionnaires and web-based content analysis of social media presence of public archives repositories.

Findings

The study revealed that few public archives repositories are using Facebook, followed by Twitter and LinkedIn to engage users. The public archives repositories rely mostly on social media platforms operated by their mother bodies as they are subsidiary units within arts and culture departments in government. As a result, public archives repositories are restricted to operate their own accounts on social media. It is argued that public archives should be allowed by their mother departments to operate their own accounts on social media platforms. Failure to change this restriction could lead to public archival institutions continuing to take archives away from the people, instead of taking archives to the people.

Research limitations/implications

The study sought to provide useful practical implications for public archives repositories as it would serve as a benchmarking tool to enable the development and reporting on the visibility and accessibility of archival material, and thus ensure an increased public knowledge of archives.

Originality/value

The study triangulated data collection instruments that helped to collect as much and as diverse data as possible, which generated the best possible insights into the phenomenon of interest. Previous similar studies in South Africa utilised only survey method with either interviews or questionnaires as data collection tools.

Abstract

Purpose

The purpose of this paper is to assess and compare the current state of archival and records systems in two of ESARBICA member countries, namely South Africa and Botswana.

Design/methodology/approach

The paper uses a qualitative research approach. To draw inferences and make recommendations, a survey was conducted in national and provincial archival institutions of both countries. Secondary data were derived from literature search and primary data from questionnaires.

Findings

While archives and records services in both countries do have legislation, they are not being recognised and given status in the government and public arena. Archivists and records managers in either country are still marginalised by state administration. There is no political champion of archives and records management in either country. There is a shortage of funds and staff, accompanied by poor infrastructure and lack of vision by the leaders of archival institutions in both countries. In South Africa, the national archives have inherited a role from the previous dispensation and it still remains a subordinate functionary within the Department of Arts and Culture, rather than being relatively independent. In Botswana, the national archival system is centralised and is also a subordinate functionary within the Ministry of Youth, Sports and Culture.

Practical implications

The findings and recommendations will help in guiding national and provincial archival institutions in both countries to facilitate the effective management of records to determine those of archival value, to preserve them for posterity and to make them accessible to the public.

Originality/value

This is the first comparative study on archival and reocrds management systems between Botswana and South Africa.

Abstract

Providing access to holdings is central to the work of archives, particularly those institutions which are publicly funded. Recently, questions relating to access have assumed additional importance for archives and other information institutions. To address these concerns, institutions such as the National Archives of Canada have become more aggressive in promoting the use of their holdings. A significant component of this strategy involves the provision, through various means, of copied holdings and information about those holdings. While similar, there are important differences between interlending in libraries and similar activities in archival institutions. These differences stem from the unique nature of archival documents. The National Archives of Canada disseminates information about itself and its holdings, as well as copies of actual holdings, through several programmes. These programmes include inter‐institutional loan of copies, photocopying services, a programme diffusing copies to provincial archives, and a new initiative to provide access to such information at “decentralized access sites” across the country.

Abstract

Purpose

This study aims to assess the role of the National Archives of South Africa (NARSSA) in promoting the preservation and management of private archives.

Design/methodology/approach

This study used the qualitative method, and data was collected through unstructured questionnaires and interviews. In addition, purposive sampling was used to collect data from the selected archivist.

Findings

The study found that the NARSSA raised awareness on the preservation of private archives and is also in the process of reviewing the National Archives and Records Service Act 43 of 1996 to promote the preservation and management of private archives. The study also revealed that the role of the NARSSA in enforcing compliance with Section 14 of the National Archives and Records Service Act 43 of 1996 for the proper management and coordination of private archives was ineffective because of a lack of coordination, infrastructure, training and development.

Research limitations/implications

The qualitative data was obtained from three participants with the NARSSA and two selected from private archives. The sample is small to generalise results. The public–private cooperation in archives management is limited, and this is proved by the severely limited number of participants in the research. Furthermore, the private archive in this study is limited to the liberation movement archives institutions in South Africa.

Practical implications

This study could work as a stimulus for potential approaches to conduct further research on the possible kinds of cooperation between private–public archival organisations.

Social implications

The study is innovative, in that there are very few research investigations that focused on the cooperation between private and public archives in the African region and especially in South Africa.

Originality/value

The article makes a significant contribution to the area of private–public archival organisations, especially in South Africa. It will expand the knowledge on private–public archive cooperation and management in South Africa and the rest of the African continent.

Abstract

Purpose

This study aims to investigate a framework for implementation of legislative framework governing records management throughout the life cycle in the Limpopo provincial government of South Africa.

Design/methodology/approach

This quantitative multi-method study used a semi-structured questionnaire, document analysis and interviews to collect data. The dominant approach was quantitative, with some support from limited qualitative data, which served to clarify the statistical data. No sampling method was applied, as the study targeted the entire population of 135 records management participants from the provincial departments with the questionnaire, while nine participants from provincial archives participated in interviews.

Findings

The study revealed that the role of the provincial archives in enforcing compliance with legislative frameworks for the proper management of records was always disrupted by a lack of key resources such as staffing, for inspecting and training records-creating departments and working resources at the departmental levels.

Research limitations/implications

The findings will contribute to the field in respect of future studies into compliance with records management legislation, and the proposed framework may be applied as a theoretical basis for, or part of, a conceptual framework.

Practical implications

The study will serve as a resource or benchmark for archivists and records management professionals in the industry, as they count amongst the policymakers who find ways of monitoring, evaluating and enforcing compliance with the legislation governing proper records management.

Social implications

The proper implementation of recommendations from this study will lead to significant improvements in the management of records with enduring value, allowing them to finally be transferred to an archival repository to serve the public interest as heritage, national memory, or resources for researchers and authors, amongst others.

Originality/value

The study proposes a framework for implementation of legislation governing records management with greater ease in the Limpopo provincial government of South Africa.

Abstract

Purpose

This study aims to assess the status of the digital records preservation practices in the South African public sector at the national department level. It set out to establish to what extent digital preservation policies have been implemented in South Africa’s public sector, to determine the related skills and competency of public sector staff, and to make any necessary recommendations of the basis of the results.

Design/methodology/approach

A content review of Southern Africa literature dealing with the preservation of digital records, its importance and related factors over the past 20 years was conducted.

Findings

The current state of preservation of South African digital records suggests serious consequences of existing knowledge and training gaps. Addressing those gaps may provide the knowledge needed to support new ways of working. Records management professionals in the South African public sector at the national department level are currently ill-equipped to adequately preserve digital records. This complicates the application of tools offered by the information and communication technologies that have resulted in increased creation of digital records.

Research limitations/implications

The study was limited to only the public sector of South Africa.

Practical implications

The study makes practical implications concerning the policy framework for improving the state of digital preservation in South Africa so as to ensure long-term preservation of digital records. For instance, government departments are recommended to formulate and implement in-house policy frameworks, guidelines and plans that address digital preservation of records.

Social implications

Sufficient funding and resource allocation ought to be provided to advance electronic records management programmes. In addition, the formulation of proper strategies needed to preserve digital records should incorporate technological tools and media software in the existing operations for the creation, capturing, appraising and preserving of digital records.

Originality/value

This study offers informed recommendations to address the challenges of preserving digital records in South Africa so that future losses may be avoided and allow readers to see changes over the 20-year period.

Abstract

Purpose

The purpose of this paper is to investigate the archives management practices and needs of corporations that do not employ professional archivists and propose strategies for helping corporations manage and preserve their archives.

Design/methodology/approach

An online survey was distributed to non-profit and for-profit corporations located in the XX area, USA.

Findings

The majority of surveyed corporations did not have archivists on staff and were not satisfied with their archives management practices. Many of them have unaddressed archives management needs and preferred no-cost or low-cost approaches to address those needs. Most surveyed corporations had digital archives but lacked knowledge about digital archiving. Free archiving resources and services provided by libraries/archives were dramatically less well known than commercial archiving resources and services.

Originality/value

To the best of the author’s knowledge, this is one of the very few empirical studies on corporate archives not under professional control. Findings from this study inspired thoughts on how archival education programs, professional associations, cultural heritage organizations and other relevant parties could help corporations better manage and preserve their archives.

Abstract

Purpose

Appraisal of records to separate the wheat (records of enduring value) from the chaff (ephemeral records) is one of the most important functions of the archives. In terms of the National Archives and Records Service of South Africa (NARSSA) Act (No. 43 of 1996) (the Act), “no public records may be transferred to an archives repository, destroyed, erased or otherwise disposed of without the written authorisation of the national archivist”. In implementing this section of the Act, the NARSSA issues a disposal authority, which emanates from the appraisal process explained in the policy guidelines of 2002. The purpose of the study is to analyse the appraisal policy guidelines on the approach of NARSSA in relation to preservation of digital records.

Design/methodology/approach

This study has used qualitative data obtained through content analysis and literature to review the appraisal policy guidelines and approach of NARSSA in relation to preservation of digital records. The 2002 approved appraisal policy, as well as the directives issued by NARSSA in terms of Section 13(4) of the Act, is examined to determine the criteria, the process and the methodology adopted in the appraisal of records. Content analysis data are augmented through interviews conducted in person with the head of the records management unit at NARSSA and the archivist responsible for appraisal of government records.

Findings

The study has established that, in terms of the approach, records are appraised two years after the implementation of records classification systems in governmental bodies and those of archival value are then transferred to an archives repository after a period of 20 years. Twenty years is a long period as records might be lost, especially in digital environments. Furthermore, the appraisal policy guidelines limit the powers of records managers in governmental bodies in deciding on records of enduring value, as this responsibility is assigned to archivists at NARSSA. It is clear that the policy was written with paper records in mind.

Research limitations/implications

This study may go a long way in influencing policy review to embrace appraisal of digital records in South Africa. This in turn will help in determining the feasibility of preservation technology for digital records.

Originality/value

This study is useful to ensure participation of the public in the appraisal process. This study has triangulated content analysis data with interviews to examine appraisal criteria, process and methodology, followed by NARSSA.
