Abstract
The purpose of the chapter is to develop the pragmatic logical framework for safeguarding successful Public–Private Partnership (PPP) implementations in water supply in emerging markets. The case analysis related to the research question of how efficacy of PPP implementations could be improved revealed considerable shortfalls within the current modus operandi. The research was limited to urban water utilities of Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan with implications most relevant for emerging markets conditions. The proposed logical framework could improve efficacy and sustainability of PPP undertakings in water supply in developing countries. The framework is centred on the simple question: ‘What would constitute a meaningful quid pro quo within the envisioned PPP arrangement to eligible counterparts?’ The framework would necessitate properly answering many complex and uncomfortable questions of PPP arrangements, especially in terms of performance management, public accountability and underlying benefits to the parties. PPP in water utilities is a popular notion amongst governments and the international financial institutions (IFIs). PPP is commonly considered to be a tool for providing an optimal solution to chronic problems of water utilities in terms of underperformance and underinvestment. In-spite of massive efforts of modernization and institutional upgrade of the water utilities in Central Asia, success rate with PPP modalities is still rather low.

Abstract
Purpose
The purpose of this paper is to explore how, as a multiple‐stakeholder partnership, public‐private community partnerships emerge as a holistic solution to address issues of water management.
Design/methodology/approach
A pilot study was conducted to gain insight into the dimensions pertinent to implementing a public‐private community partnership water project in Rajasthan, India.
Findings
Public‐private community partnerships are effective in ensuring the availability and management of water at the grassroots level. The approach introduces isodynamics, incorporating sustainability, technology, innovation and accountability.
Research limitations/implications
Limited literature is available concerning water resource management incorporating a public‐private community partnership, making future research a must for further insights into this method of solving water issues.
Practical implications
The model proposed provides a framework that takes a broad view of public‐private community partnerships for wider replication in accord with local conditions to ensure water security for various stakeholders.
Originality/value
The model proposed is based on research that should be explored further to address the issue of water management holistically.

Abstract
The bankruptcy of Enron Corp. has evolved into a scandal of enormous proportions involving allegations of fraud, corruption and unethical practices on the part of Enron’s corporate executives, members of its board of directors, external auditors, and high government officials in the USA. No doubt there will be many articles written about various aspects of the Enron scandal. The focus of this paper is on the relationships between Enron’s business model and the deregulatory phase of the American economy during the 1980s and 1990s. It is the argument of this paper that deregulation in the US electricity and natural gas industries fostered the creation of the Enron business model, and that this model was unsustainable, resulting in the demise of Enron Corp. Furthermore, while Enron can be viewed as an example of capitalistic excess, the paper reveals how the Enron business model developed as an American form of a public private partnership, similar to the types of public private partnerships that have been created in recent years in the UK. Investigating Enron as a public private partnership may help us to better understand the role of public private partnerships in contemporary capitalism and shed some light on the advisability of deregulatory schemes and the unintended consequences that can result from such schemes.

Abstract
Purpose
The purpose of this paper is to survey various meanings attached to a public–private partnership (PPP) and related aspects in Western literature and to identify commonalities and differences between them. Additionally, the article intends to critically assess conflicting and overlapping views on contractual and institutional PPPs, their forms and models and to draw insights for transitional economies.
Design/methodology/approach
The article contrasts and compares views on PPP meanings, forms and models within Western PPP literature and also draws comparisons with understanding of partnership aspects in the Russian language sources. The paper examines theories underpinning PPPs, builds connections to PPP advantages and drawbacks and provides critical assessment of net benefits that PPPs may bring along to the society.
Findings
The article concludes that future PPP research in transitional countries such as Kazakhstan and Russia, particularly in the area of organisational and power arrangements in partnerships, may delineate new concepts such as government as a guarantor of a PPP project, social significance of a PPP project and risk management in a country’s contextual environment.
Originality/value
Research in the field of PPPs in transitional countries such as Russia and Kazakhstan is in its infancy. The paper intends to contribute to the body of knowledge about PPPs by providing detailed account and categorisation of their principal meanings, forms, models and underpinning theories and by drawing insights for future research in transitional countries.

Abstract
Traditional models of full and open competition are generally applied for ordinary public procurement contracts, whereas special competitive procedures (such as unsolicited proposals) are permissible under various international and domestic frameworks for “Public-Private Partnership” (PPP) contracts. In case of the latter category of contracts, some concerns about relative lack of transparency and competition in the award process have begun to surface, while they are being increasingly relied upon for development of public infrastructure and services. This paper focuses on certain aspects of competition and transparency in the award of PPP contracts, vis-à-vis normal public procurement contracts. To facilitate a sharper identification of legal issues, it compares the relevant regulations and case law in India applicable to unsolicited proposals (UNPs) with that in the United States and those under available international frameworks. It concludes with recommendations on identified legal dimensions of UNPs with reference to government obligations on transparency and competition, so as to adequately preserve these elements in procurement of PPP infrastructure projects.

Abstract
Purpose
The purpose of this paper is to examine the development of the Brightwalk community in Charlotte, North Carolina, to explore some of the tradeoffs municipalities make when engaging in public–private partnerships designed to support the production of mixed-income housing in urban neighborhoods.
Design/methodology/approach
The results of a gray literature review and a series of in-depth interviews conducted with real estate practitioners familiar with the transaction are presented to evaluate the impact of market forces on key investment decisions and project outcomes.
Findings
Public–private partnerships formed to support mixed-income housing development can serve as an effective means of revitalizing economically stagnant urban areas and improving the quality of the affordable housing stock, but they do not always provide members of the development team with an equally strong incentive to satisfy the unique demands of low-income populations or ensure they have a seat at the table when development decisions are made.
Originality/value
The originality of the research lies in its focus on a public–private partnership led by a non-profit organization to facilitate the redevelopment of a dilapidated market-rate apartment complex into a revitalized mixed-income community, which may help municipalities evaluate the pros and cons of participating in similar development transactions.

Abstract
Though China is taking many steps to offer affordable houses to the public, the gap between the demand and supply for such affordable houses is still huge. Rapidly growing demand for affordable housing has encouraged large Chinese cities, faced with housing imbalance, to invest in developing affordable properties. As a result, the Chinese central government has started to encourage local governments to use Public-Private Partnerships (PPPs) and private capital to supplement the funding deficit. There is also an on-going debate regarding the need to establish prerequisites for institutions to meet in order to achieve effective PPPs. In this paper, we examine what the current institutional environment is in China and how China is meeting these prerequisites for effective PPPs. We also examine the main programs on affordable housing and propose a potential field for using PPPs. We draw the conclusion that PPPs are more favorable for renting-oriented type projects than owning-oriented projects. In this context, the advantages of the PPP model for China's renting-oriented affordable housing programs are would be the provision of private financing, the enhancing efficiency by involving private sector experts and the statement of bundling constructions and maintenance and operation work in the contract, which motivates the private sector to build properties up to standard for its cost efficiency from the whole project perspective.

Purpose
Seeks to examine important characteristics that go hand‐in‐hand with successful public‐private partnerships.
Design/methodology/approach
A grounded theory approach is adopted involving interviews and group discussions with executives of the organisations involved. The rationale behind the reduction of the data collected was based on the commonalty of the words, themes and concepts being produced by the respondents through the written and oral research data.
Findings
A descriptive model is presented which identifies five key characteristics: good communication, openness, effective planning, ethos and direction. It is argued that all contribute to the success of a joint venture.
Research limitations/implications
Further research might examine other examples of public‐private partnerships since the research reported here comprises only a single case study – the major limitation of this research. While utilising the findings of this research may improve the chances of a successful venture, they cannot of their own accord guarantee success since other factors are at play.
Originality/value
The paper presents a valuable insight for both academics and practitioners who are keen to appreciate executives' concerns that can arise in evolving a joint venture between a public and a private sector organisation.
