Abstract
Purpose
This paper aims to explore corrupt exchange as a type of socioeconomic interaction in private–public relationships and its effects on material flow in connected private-private relationships.
Design/methodology/approach
The paper is based on a case study of a private–public network of an import firm in Russia. It focusses on corrupt exchange in routine interactions between the firm’s managers and officials in three regulatory authorities.
Findings
The study reveals how different types of corrupt exchange between firm managers, officials and intermediaries serve as a problem-solving tool that facilitates material flow through bureaucratic gates.
Research limitations/implications
The paper contributes to the industrial marketing and purchasing research by showing how the social capital concept is useful for explicating mechanisms of socioeconomic interaction in business networks and how the interaction context conditions actors’ roles and interdependencies.
Practical implications
The paper raises practitioners’ awareness of corrupt exchange in business networks and enables them to anticipate and manage upcoming challenges in bureaucratic procedures.
Social implications
The study shows how networks’ non-transparent and manipulative tendencies may provide favourable conditions for corruption in the business landscape.
Originality/value
The study provides a unique empirical insight into the socioeconomic mechanisms of corrupt exchange in business networks. It contributes theoretically by conceptualising corrupt officials as taking on the role of quasi-business actors in the personal possession of administrative authority as a resource and by using a novel conceptualisation of social capital to study private–public interaction in business networks.

Abstract
Purpose
The objective of this paper is to evaluate the learning gap between private and public school children in primary school, and ascertain the part of the private–public school learning gap that is due to differences in observables and the part that can be attributed to private school effect.
Design/methodology/approach
The paper utilized a household survey data from Ghana that assessed children on numeracy and literacy in both English and local languages. The primary methodology for this study is non-linear Oaxaca decomposition. The study also utilized Welch's t-statistics to test if there are any differences in the private–public school learning gaps across several sub-groups.
Findings
Findings from this study show a substantial gain for private school attendance on both numeracy and literacy. The results show that a little over 60% of the total learning gap in numeracy and literacy in English is explained by observable characteristics. However, observable characteristics almost explain all the learning gaps in the reading and writing of local languages. Evidence from the study suggests that the private school effect is homogeneous across several sub-groups. The results reveal years of education, expenditure on extra classes, religion and urbanicity as the most important variables explaining the gap that is caused by differences in observables.
Originality/value
Despite the belief that private school children in Ghana have better learning outcomes, there has not been any study to quantify this learning gap in the country and this study fills this gap. While there is literature on the differences in the learning outcomes between public and private schools, those studies have focused on the differences that are attributable to the private school effect. This article does not only present the differences in the learning outcomes but also shows the proportion that is due to observable characteristics and the part that can be attributed to the private school effect.

Abstract
Purpose
The purpose of this research is to explore the status of knowledge management (KM) practices in private, public and academic sectors in Colombia.
Design/methodology/approach
Data were collected from 50 organizations in Colombia, among the private, public and academic sectors. This was done through analysis of field research, including documentation, an online survey, and conversations with local Colombians representing private, public and academic organizations.
Findings
The findings of this study reveal that, although there is a low level of adoption of KM practices in Colombia, there are some interesting cases of organizations that provide exemplars in this field of KM. This demonstrates a growing acceptance of best practices in KM which have been exported and developed in country firms.
Research limitations/implications
The sample size is a limitation and future research should expand the sample of the analysis of KM practices in Colombia and other nations in Latin America.
Practical implications
This study provides a clearer understanding of the status of KM in Colombia and the potential of KM adoption in other Latin American organizations.
Originality/value
Scholars and practitioners from all over the world are working to understand the value of KM in various countries. Yet, despite this, no specific research has been conducted on identifying KM practices in Colombia. The results of this research on Colombia provide a benchmark for both scholars and practitioners of KM.

Abstract
Purpose
The purpose of this paper is to empirically examine organizational cross-culture differences in public-private research-oriented relationships. More precisely, it focusses on the analysis university-industry collaborations partnering for research agreements with the aim of fostering the transfer of knowledge and innovation. It analyzes the key organizational cross-cultural differences that could hinder the successful performance of these agreements from a relationship marketing (RM) perspective.
Design/methodology/approach
Based on a comprehensive literature review of organizational culture and RM, a quantitative study was carried out and a structural equation model was proposed and tested.
Findings
Cross-cultural organizational differences in private-public sectors are proved to negatively influence relationship performance. Market orientation difference appears as the most significant barrier to relationship performance, followed by time orientation difference and to a lesser extent flexibility difference.
Originality/value
By integrating organizational culture and RM literatures, the main contribution of this paper is the cross-cultural analysis of private-public relationships (in this case university-industry relationships) from the perspective of RM. Hence, this research will inform management seeking to develop successful public-private collaborations by enhancing their understanding of cross-cultural factors underlying relationship success and failure.

Abstract
Purpose
Contemporary public service innovations to an important degree are initiated and enabled by digitalization. Digitalization stimulates entry of new firms (start-ups) based on innovative implementation of digital technology for public services. The interwoven digitalization and innovation processes involve interaction and interdependencies between private business actors and public service providing actors. In this paper, the authors take the perspective of a start-up business actor that tries to develop and implement a viable business model in the very dynamic context of digital transformation of public education. The purpose of this paper is to analyze how the instability of a startup firm’s business model during public service innovation can be explained. The research question is: “How can business modeling by a start-up firm be explained by tensions between its business model and public service provision models?”
Design/methodology/approach
Based on an abductive logic, the authors choose a single-case study of a start-up firm’s development in 2010-2018 and its interaction with public actors. Information about the firm acquired in the first phase of the study showed that it frequently changed its business model. A general analytical framework was developed to aid in efforts to answer the research question.
Findings
The case showed that a business model could be seen as a temporary outcome of a business modeling process, and that also concurrently public actors change their public actors’ service provisioning models. Public-private interaction reveals tensions that drive business modeling.
Originality/value
The study contributes to empirical knowledge about private-public interaction in the dynamic and complex context in which digital transformation in society drives public service innovations. The conceptual contribution rests more generally in the analytical framework and how it frames public actor’s “service provision modeling” as a driver of business modeling.

Abstract
Purpose
This paper aims to address procurement, logistics management, inventory control and distribution of perishable items, i.e. vegetables, fruits, flowers and fishes, during the social isolation period of the Covid-19 era to identify conflicting interests among the channel members; present inventory and information sharing scenario; and reveal organizational dispute and existence of redundant, nonessential and corrupted members in the supply chain.
Design/methodology/approach
This study uses an exploratory investigation to evaluate the relations among the members of the supply chain of perishable food items. In this context, it is designed to investigate the field, observe the members of the existing supply chain from rural and remote places and capture their interviews to accomplish the objectives.
Findings
This study identified that although the supply chain of perishable food items is controlled truly by private parties, from a realistic view, the private–public partnership is essential where the government should play the coordinating role. In this context, continuous interaction, coordination and information sharing among the members to establish an optimum and scalable network and remove any redundant nodal points is a key success factor for managing an efficient supply chain.
Research limitations/implications
Theoretical and managerial implication of this research is enormous. The existence of functional and dysfunctional conflicts in the same supply network and how it can be detrimental to the performance of the members are exposed in this study, which can be an excellent source to be investigated. Practitioners and researchers can gain a greater understanding to identify the root causes of conflicts in the existing structural dynamics, shedding light on organizational interactions, power and group behavior during the Covid-19 era.
Originality/value
From the light of management and inter-organizational conflicts, this is a pioneer study that has detected the redundant channel members, their source of power and how their removal can present an optimum channel with group coherence and synergistic interest.

Abstract
Purpose
This study aims to assess the role of the National Archives of South Africa (NARSSA) in promoting the preservation and management of private archives.
Design/methodology/approach
This study used the qualitative method, and data was collected through unstructured questionnaires and interviews. In addition, purposive sampling was used to collect data from the selected archivist.
Findings
The study found that the NARSSA raised awareness on the preservation of private archives and is also in the process of reviewing the National Archives and Records Service Act 43 of 1996 to promote the preservation and management of private archives. The study also revealed that the role of the NARSSA in enforcing compliance with Section 14 of the National Archives and Records Service Act 43 of 1996 for the proper management and coordination of private archives was ineffective because of a lack of coordination, infrastructure, training and development.
Research limitations/implications
The qualitative data was obtained from three participants with the NARSSA and two selected from private archives. The sample is small to generalise results. The public–private cooperation in archives management is limited, and this is proved by the severely limited number of participants in the research. Furthermore, the private archive in this study is limited to the liberation movement archives institutions in South Africa.
Practical implications
This study could work as a stimulus for potential approaches to conduct further research on the possible kinds of cooperation between private–public archival organisations.
Social implications
The study is innovative, in that there are very few research investigations that focused on the cooperation between private and public archives in the African region and especially in South Africa.
Originality/value
The article makes a significant contribution to the area of private–public archival organisations, especially in South Africa. It will expand the knowledge on private–public archive cooperation and management in South Africa and the rest of the African continent.

Abstract
Purpose
This study aims to highlight and validate the importance of strategic procurement and its value to both public and private firms. This study discusses a collaborative private-public partnership (PPP), supply chain advisory committee (SCAC), established during the coronavirus (COVID-19) pandemic to acquire personal protective equipment (PPE) and other critical supplies for a donation center in Toledo, Ohio, USA. This center serves the community and small businesses. This paper discusses the strategies, process and framework that were created to procure the needed items under a short lead time. The process of the partnership and outcomes are transferable and capable of being used by others to benefit society.
Design/methodology/approach
The case study methodology was used to investigate and summarize the actions and events of the SCAC. The case presented was tracked from the initial call to action from a local emergency response organization, Lucas County Emergency Operation Center (EOC), through the first six months of the committee’s work. Data collection was completed through a triangulation of sources.
Findings
The findings of this study reveal that public firms are vulnerable in a crisis. A crisis exposes the inequities in the supply chain and the need for public and private collaboration to use innovative procurement strategies. This study suggests that PPP procurement professionals benefit from working together. Both can learn from the limitations and benefits of collaborating.
Practical implications
This study offers a framework on how PPPs can be established to procure PPE during a crisis. This study has practical implications for private and public firms seeking to collaborate for the good of society.
Social implications
The findings of the study reveal that public firms are vulnerable in a crisis, which exposes the inequities in their supply chains. Private-public partnership (PPP) procurement professionals mutually benefit from working together as both can learn from each whether it is procuring PPE during a crisis or seeking to team up for the good of society. Society benefits when these organizations share solutions to problems rather than compete against one another during a crisis-situation such as a global pandemic. Supplies get to those who need them the most and information flows amongst the organizations to ensure equity in the availability of the supplies.
Originality/value
This study contributes to the growing body of literature that argues that public procurement must be innovative and strategic to contribute to socially responsible solutions. Government regulations require public procurement to use competitive bidding for accountability, cost reduction and to reduce fraud. However, emergency situations require innovative procurement strategies. The use of innovative procurement strategies is typical in private procurement. During a crisis, supplier relationships, lead-time management and shared and transfer of knowledge must be leveraged to acquire critical items in a timely manner. A lack of innovative public procurement strategies constrains the public and small under resourced businesses, rendering them inoperable. This paper provides a case study of an effective PPP during the COVID-19 pandemic. This paper highlights the strategies, process and framework for future research and collaborations.

Abstract
Gender inequity is constructed and reproduced differently in response to varying organisational contexts. In order to challenge gender inequity, EEO policies must be monitored and managers need to enact appropriate strategies that enable change. This article compares the views and strategies of 251 senior management women in public, and 338 in private, sector organisations towards issues of gender equity. The aim is to contrast and compare the views and reported behaviour of senior management women in each sector towards gender equity, and examine the strength and nature of any differences arising from the different organisational contexts. The results highlight the importance of an identification with feminism, personal experience with sexual discrimination, and the assistance of amentor as enabling forces that predispose senior women managers in both sectors to enact change strategies that address gender inequity. However, women in the public sector are significantly more predisposed, than private sector women, to enact strategies that challenge gender inequity. The results are discussed with regard to their implications for gender equity goals in each type of organisational context.
