Abstract

Purpose

This paper aims to highlight the impact that Covid-19 has had on the quality of education in prisons. This study considers the restrictive approaches taken by Her Majesty’s Prison Service during this challenging time, to argue that prisoner education is not being adequately prioritised. This study highlight issues relating to the digital divide in prisons and the lack of technological advancement, which could improve educational continuity and in-cell learning.

Design/methodology/approach

This study provides an examination of the broad impact the national pandemic has had on prisons and punishment, Covid-19 National Frameworks and policies relating to prison restrictions, the movements within prisoner education policy, scholarship and reflections from delivering Learning Together in HMP Full Sutton, to argue that prisoners are at the bottom of the educational hierarchy in terms of delivery, innovation and prioritisation of learner needs. However, this study proposes that some of the technologically enhanced learning is a potential solution, to transform educational equity and to reduce the digital divide.

Findings

This study highlights that education in prisons has taken a sudden and substantial deterioration. Findings suggest that there are few signs of this improving in the immediate future due to ongoing national restrictions. The Covid-19 prison restrictions further demonstrate the neglect of prisoners' educational needs. In addition, the national pandemic has highlighted the lack of use of technology within educational delivery in prisoners. However, findings suggest that through engaging digital learning platforms and the greater inclusions of technology in prisons, they can enhance educational opportunities and inclusive experiences for isolated learners.

Research limitations/implications

This is a study piece with support from a review of policy and scholarship. This is not based on data collected with serving prisoners during the national pandemic.

Originality/value

This study provides an overview of the current restrictions and lockdowns in prison associated with the national pandemic. Contemporary consideration to this underexplored area is essential to highlight the severe deprivations of prisoners and the fundamental impact this has had on educational delivery and much anticipated progression. Nuanced approaches to increase the use of technology within prison education are considered, in light of the challenges the pandemic has spotlighted.

Abstract

This chapter explores the work of a library adult literacy programme working closely with other education providers in Risdon Prison in Australia. The Literacy Service operates as a form of outreach to the prison population who have low literacy levels and are not yet engaged in education or using the prison library. In this context, it is a form of radical inclusion, creating opportunities for those most disadvantaged to access learning. The library services help to create a literate environment for prisoners and provide opportunities for prisoners to increase their engagement in lifelong learning and everyday literacy practices, giving them a better chance of developing their literacy skills. Strategies explored for engaging this cohort include a range of creative projects, small group work and one to one tutoring. The Literacy Service has developed best practice approaches to deliver effective literacy support using strategies and approaches that align with research and these are adapted for work in the prison context. The Literacy Service approach is aligned with the wider prison goals of rehabilitation and reintegration and the chapter explores a theory of change to identify how prison education may be most effective in supporting rehabilitation (Szifris, Fox, & Bradbury, 2018). The library Literacy Service offers safe spaces, opportunities to create social bonds, reshape identity, engage in informal learning and set new goals – key elements found to be critical in rehabilitation. The Prison Library Impact Framework, developed by Finlay and Bates (2018), connects these elements with the theory of change model to propose a tool that may be useful to evaluate prison library services in the future.

Abstract

United Nation’s Standard Minimum Rules for Treatment of Prisoners, popularly known as Nelson Mandela Rules categorically advocates for the Prison Education and its integration with the educational system of the country. Moreover, principles for the treatment of prisoners, adopted by United Nation in 1990, guarantee that prisoners retain the human rights and fundamental freedoms set out in Universal Declaration of Human Rights, which includes right to take part in education also. However, there is little sensitization about the rights of prisoners in many countries. The issue has gained prominence as several international organizations have now raised concern on these matters.

Education of jail inmates has attracted the attention of Open and Distance Learning (ODL) systems in India. Among all the ODL institutions, Indira Gandhi National Open University (IGNOU) has been the major role player. Right from its first initiative to have a special study center in Tihar Jail in 1994, IGNOU’s network for jail inmates has undergone significant expansion. The university has now strong presence in the prisons. Under a special collaborative arrangement with Ministry of Home Affairs, IGNOU has started free education to jail inmates from 2010. This chapter gives a glimpse about the model being followed by IGNOU for providing education inside prisons, highlights its good practices, gaps in its functioning and makes recommendations for further strengthening of this network.

Abstract

This chapter reviews a recent study that explores the perception of adult convicted prisoners and ex-prisoners in Sri Lanka regarding their use of prison libraries. How prison officials, particularly rehabilitation officers and counselors see the presence of a prison library in the rehabilitative process is also examined. This chapter focuses mainly on the perceptions, feelings and emotions associated with using the prison library by Sri Lankan prisoners and ex-prisoners during their incarceration.

Information poverty is often common among prisoners as most are illiterate and are deprived of freedom due to their imprisonment. The role of a prison library in the rehabilitative process is highly commendable. A review of related literature, semi-structured interviews, and life histories with inmates at four closed prisons in Sri Lanka and ex-prisoners and observation on Sri Lankan prison libraries found that prisoners and ex-prisoners see prison libraries as important in meeting their diverse information needs, assisting them to spend their time effectively during incarceration, and to overcome stress while enhancing their well-being by reading. This chapter also stresses the importance of a well-established prison library and the effective delivery of library services for desistance from crime. However, the majority of prison officials do not see the importance of a prison library in the rehabilitative process. Drawbacks and potential of prison libraries and several implications for practice are also elaborated in this chapter. Such implications will be of interest to prison administrators and library professionals.

Education – and especially aspects of reading and writing – have consistently been ideologically and politically linked to the times and spaces in which they occur. Historically, groups or individuals invariably demonstrate some form of “educentricity,” that is, holding to a view of education that is based either on their own experiences or related to the perceived educational needs and experiences of those around them. It is usually based on what “we” (or “they”) think education “is” or “ought to be” and is tied strongly to the value placed upon it. Educentric points of view can be linked to the “way of the world” at almost any given point in history and have frequently been used as a way of positioning learners, including or excluding certain groups, and supporting or constraining educational progress. This chapter looks at educentricity – with a specific focus on literacy – at the beginning of the 21st century and from a primarily European perspective. More specifically it looks at the literacy-related activities and practices of one particular group – prisoners – and seeks to understand the impact of various educentric ideologies on current educational provision in prison. It is written from outside the parameters of educational research, takes an ethnographic and holistic stance towards prison life, and seeks to look at education – and reading and writing in particular – from the perspective of policy-makers, practitioners and prisoners themselves.

Abstract

Purpose

Ex-prisoners often experience negative stigma from society, making it difficult to find employment upon release. Prison institutions play an active role in building character and improving prisoners' skills by providing various empowerment programs to increase opportunities for their economic potential. However, these programs are considered not optimal in increasing the entrepreneurial intentions of prisoners. This study aims to identify the effects of prison entrepreneurship programs, entrepreneurial resilience and self-efficacy as drivers in increasing prisoners' entrepreneurial intentions. This study also examines the effect of these variables focusing on prisoners with neither entrepreneurial experience nor entrepreneurial training.

Design/methodology/approach

This study deployed a quantitative method by distributing a questionnaire to prisoners involved in talent and skill development activities (called BIMKER, an abbreviation in Indonesian, which means Work Guidance), a compulsory program provided by prison institutions. A total of 204 prisoners, including 70 with no entrepreneurial experience, completed the research questionnaire in one of the prison institutions in Indonesia. Partial least sequential-structural equation modeling (PLS-SEM) was used as the analytical technique.

Findings

The study findings show that the prison entrepreneurship program has not been able to influence prisoners' entrepreneurial intentions directly. However, the prison entrepreneurship program has a positive and significant effect on increasing prisoners' self-efficacy and entrepreneurial resilience that ultimately encourages the emergence of entrepreneurial intentions. Entrepreneurial resilience was found not to affect entrepreneurial intentions for prisoners with no entrepreneurial experience and who have never attended entrepreneurship training.

Originality/value

This study identifies the drivers of prisoners' entrepreneurial intentions, including prison entrepreneurship programs, self-efficacy and entrepreneurial resilience. These can be used as references to build understanding at the theoretical level and can be adopted practically. This study expands the social cognitive theory (SCT) and entrepreneurial intention models (EIMs) by adding new insights into the context of prison entrepreneurship that underline the potential of prisoners engaging in entrepreneurship, once released, to expand opportunities, learning and employment. This study highlights the importance of implementing prison entrepreneurship programs to reduce crime, recidivism rates, poverty and inequality.

This chapter explores the role of cultural activity within prison libraries for not only the general wellbeing of prisoners, but also as a form of indirect intervention for addressing unrecognised and/or unaddressed information needs amongst prisoners; particularly important needs of a more sensitive nature often repressed (e.g. remorse, mental health, relationships). Drawing on research to date, the authors discuss the information needs of prisoners, the associated benefits of cultural activity for information need recognition and understanding, and the support role of the prison library; and in relation, identify opportunities for further development of the library as a key change agent in the progressive rehabilitation of prisoners.

Abstract

Purpose

Tackling high reoffending rates in England and Wales is of significant political interest, with education and training being viewed as an important mechanism to achieve change. The purpose of this paper is to present the findings of a small empirical study examining a life skills programme delivered in a Category C prison in the West Midlands.

Design/methodology/approach

The study used a multi-method approach incorporating observations of two modules, four focus groups with prisoners enrolled on the programme, questionnaires with programme completers, and semi-structured interviews with staff.

Findings

The findings indicate that life skills are an important component in rehabilitation. More specifically, developing the necessary tools to assist prisoners in everyday life, such as recognition, interpretation, reflection, response, and planning is fundamental to rehabilitation.

Research limitations/implications

A limitation of this study was that only prisoners currently at this Category C prison were included. This could be complemented by the inclusion of more participants who had completed the programme; however, access and data protection considerations limited the study to one location.

Practical implications

The key message of this study is that without addressing basic life skills, education and vocational rehabilitation is severely limited.

Social implications

To reduce reoffending rates, it is important to conceive rehabilitation in broader terms, not simply in relation to education and vocational training.

Originality/value

This paper offers insight into an unreported area of good practice in prison rehabilitation provision.

Abstract

Purpose

The purpose of this article is to explore the influence of books, libraries and reading on the experience of time within the prison environment.

Design/methodology/approach

Using semi-structured interviews with Australian adult prisoners, and a phenomenological data analysis method, the researcher has been able to identify lived experiences that explain how books, libraries and reading influence the experience of time, within a prison environment.

Findings

Prisoners' experience of time differs from the experience of time outside prison. Unlike readers and library users outside prison, prisoners are motivated to use books, libraries and reading to pass time. They are using books, libraries and reading to assist in their struggle to manage the negative effects of excessive quantities of unstructured time.

Research limitations/implications

Research regarding the motivation to read and use libraries in the general population does not identify the desire to pass time as a factor. In contrast, the current study identifies readers and library users in prisons are strongly motivated to read and visit libraries as a means of passing time. This study adds a new understanding of the motivation to read and visit libraries within prison environments and provides insight into the beneficial influence of prison libraries on prisoner wellbeing.

Originality/value

This research contributes valuable new knowledge regarding the experience of time in prison, and the influence of books, libraries and reading on this experience.

Abstract

Purpose

The purpose of this paper is to advance the understanding of the information behaviours of prisoners, providing insight into their information needs and information-seeking preferences, and the factors influencing their behaviours; to inform education and rehabilitation programmes.

Design/methodology/approach

The paper is an in-depth qualitative study. The theoretical framework was provided via Chatman’s (1996) concepts of information poverty. Participants were adult male prisoners in a Scottish maximum security prison, and prison staff. Data collection method was semi-structured interviews.

Findings

Prisoners have a broad range of information needs, many sensitive and many unmet. Interpersonal information sources are predominantly used due to a combination of natural preference and restricted access to other information sources. Issues of stigma and trust influence information behaviours. Further issues include restrictive social norms, and disinformation to incite violence. A significant degree of risk is therefore inherent within interpersonal information interactions, fostering self-protective acts of secrecy and deception amongst prisoners. Unmet emotional needs appear particularly problematic.

Research limitations/implications

The paper highlights the need for further research exploring issues of unmet emotional needs in prisoners; in particular, assistive methods of need recognition and support in the problematic context.

Practical implications

The paper identifies significant unmet information needs in prisoners that impact upon their ability to cope with incarceration, and prepare for successful release and reintegration.

Originality/value

The paper addresses an understudied group of significant societal concern and advances the understanding of information need in context, providing insight into unmet needs and issues of affect in the incarcerated small world context.
