Abstract
Purpose
The current maintenance management method has affected the efficiency of the building facility management at Polytechnics. Many issues such as poor service delivery, inadequate finance, poor maintenance planning and maintenance backlogs have emerged due to the usage of conventional method application (paper-based form and unsystematic database). Therefore, the proposed system improvement is intended to be used for maintenance management practices at Malaysian Polytechnics in order to provide high quality of building facility with safe and healthy environments. The paper aims to discuss these issues.
Design/methodology/approach
Eight Polytechnics were selected based on major problems of using conventional method in the comparison to investigate the maintenance management practices in each Polytechnic.
Findings
The overall findings of this research indicated; poor service delivery, inadequate financial, poor maintenance planning and maintenance backlogs. The system architecture and the conceptual process model are presented to integrate the information database and maintenance management processes in improving the building diagnosis approach and decision-making process for managing building maintenance.
Originality/value
This new system development provides a better maintenance assessment for identifying symptoms, causes and reasons of building defects without depending on the expensive instruments, for instance, non-destructive testing (NDT) and sensor technology. It also has the potential to become the successful technology in assisting the maintenance contractors, clients and developer for effective management of maintenance defects at Polytechnic.

Purpose
Most green building (GB) materials, which are used widely in the construction sector in Malaysia, perform poorly in terms of energy efficiency and sustainability. Nevertheless, during maintenance planning of these materials, the focus is often directed towards comfort and design instead. However, as GB material construction projects grow in scale and complexity, interconnections between the activities and processes can be noticed during problematic planning performance management to monitor the GB material components for corrective and preventive maintenance actions.
Design/methodology/approach
The concept of GB material maintenance planning for sustainable development and the main features of information and communication technology tools and techniques are based on analysis of literature reviews of GB material scenarios.
Findings
The results show how decision-making support in maintenance planning can be unsuccessful and how planning decisions can frame the content of an integrated system to analyse information and reduce risks of GB material failure.
Originality/value
The paper concludes that implementing a research framework for developing such a system can help improve the sustainable performance of maintenance planning of GB material economic, social and environmental issues.

Abstract
Purpose
This paper aims to identify the different system approach that is equipped with decision making processes. Presently, most maintenance organisations are still implementing conventional methods rather than fully integrated information and communication technology (ICT) to manage the information database on maintenance of residential building. The significant factor to select an ICT is much more advantageous than just a way to improve interfirm communication and cooperation on maintenance management processes and be able to perform the task needed without stressing the budget. ICT could be a pillar of fundamental importance for the implementation of an effective and efficient maintenance management on residential building and facility.
Design/methodology/approach
This paper presents a review of recent publications on the topic regarding residential maintenance systems, which also takes into consideration the heritage structures, due to their same maintenance requirements and processes.
Findings
The findings reveal the need for ICT tools and techniques specific to the needs of reducing poor service delivery, inadequate financial support, poor maintenance plan and maintenance backlogs.
Originality/value
The paper concludes with a comprehensive research framework of ICT-based system as the basis for further progress in the development of the residential maintenance schemes of system.

Purpose
In general, maintenance management is considered as part of the construction sector for the larger service of post-construction activity and process. However, as green building (GB) construction projects grow in scale and complexity, interconnections between the mentioned activities and processes can be noticed in a problematic planning performance management to monitor the GB components for the corrective and preventive maintenance action. Issues often arise during construction activity and pose a problem for the society due to the poor and improper maintenance execution, such as the recent fire in the Grenfell Tower (14 June 2017, about 80 fatalities).
Design/methodology/approach
The concept of maintenance management practices of GB and main features of Information and Communication Technology (ICT) tools and techniques were based on analysis of number of literature reviews in GB scenarios.
Findings
The research results described are concerned with an integrated system to analyse information and building a decision-making support in maintenance planning in GB based on robust data collection about concrete failures and causes, provide appropriate planning decision and reduce risks of GB failure throughout the lifetime.
Originality/value
The paper concludes that implementing a research framework for developing such a system can help improve the performance of maintenance planning of GB design, construction and maintenance operations.

The current maintenance management method has affected the efficiency of the building facility management at Polytechnics. Many issues such as poor service delivery, inadequate finance, poor maintenance planning and maintenance backlogs have emerged due to the usage of conventional method application (paper-based form and unsystematic database. The purpose of this paper is to review existing literature and case studies project of the technologies in maintenance management at Polytechnic, and subsequently to identify the challenge in improving the current maintenance management technologies.
Design/methodology/approach
The purpose of this paper is to review existing literature and case studies project of the technologies in maintenance management at Polytechnic, and subsequently to identify the challenges of information and communication technology (ICT) implementation for strategic defect diagnosis and decision-making in improving the current maintenance management technologies. Eight Polytechnics are selected on the basis of the major problems of using the conventional method in the comparison to investigate the maintenance management practices in each Polytechnic. There are around 32 Polytechnics in Malaysia and most are using conventional methods.
Findings
The findings reveal the need for a more sophisticated maintenance management system that provides guidelines for decision-making processes with the implementation of ICT. The interview results also reveal irregularities within the Malaysian Polytechnics’ maintenance management database. The system architecture and the information system prototype are presented to integrate the information database and maintenance management processes in improving the building diagnosis approach and decision-making process for managing building maintenance.
Originality/value
This new system is expected to become the successful technology in assisting the maintenance contractors, clients and developer for effective management of maintenance defects at Polytechnic.

Reliability theory principles for modelling MB are used. Furthermore, to structure a framework for IPL, literature study combined with earlier case studies is used.
Findings
The framework for IPL facilitates the model of MB. In addition to providing real-time diagnosis indicators, MB is regarded as valuable information for decision support in IPL.

Abstract
Purpose
In the context of the study, soft skill means identifying efficient and effective approaches for improving operation and maintenance (O&M) processes in facilities management and extending the management of building facilities and infrastructure. Applying the concept of soft skill to the O&M processes of facilities management at polytechnics in Malaysia, the paper aims to identify problems with conventional working practices in this area and to recommend potential solutions.
Design/methodology/approach
The paper reviews evidence that conventional working methods generate significant problems related to paper-based forms, improper database management and flawed decision-making processes.
Findings
The paper finds that the application of the concept of soft skill reveals the need for more sophisticated management solutions in the O&M processes of facilities management.
Originality/value
The concept of soft skill will guide future improvements and developments in maintenance management systems (MMS) to fulfil requirements in this area.

Purpose
Conventional methods practiced by the Development and Facilities Management Unit (UPPF) have faced issues due to management deficiencies and incompetent staff members who were unable to handle facilities management assessment processes at Malaysian Polytechnics. The paper aims to discuss this issue.
Design/methodology/approach
The prime objective of this paper is to improve the conventional methods which tend to be both cumbersome and ineffective in the UPPF Maintenance Management Systems (MMSs) at Malaysian Polytechnics. Primary data were gathered through interviews to develop the proposed system. Eight Polytechnics were selected based on major problems arising from using conventional methods. A comparison was then conducted to investigate the maintenance management practices at each Polytechnic. There are around 32 Polytechnics in Malaysia and most are using conventional methods.
Findings
The major conclusion drawn from the interview results was that comprehensive MMSs are lacking, specifically those that integrate operation and maintenance (O&M) processes of facilities management and software programming that provides guidelines for decision-making processes. The interview results also revealed irregularities within the Malaysian Polytechnics’ maintenance management database. This paper explores the concepts of Electronic Form Defect Assessment (E-Form Defect Assessment), relational databases and online customer complaints to adapt their role as dynamic maintenance management tools.
Originality/value
The paper concludes that the developed system is able to accommodate recording of data, such as complaints and specific items needed for maintenance, through the internet and intranet. MMSs potentially transform facilities management O&M processes into one of the most sophisticated technologies by providing access to all information published by each Malaysian Polytechnic institution. This technology was established in order to foster financial cooperation with the idea being that Polytechnics which compete with one another become financially interdependent with the goal of promoting successful facilities management in the construction of new facilities and infrastructure.

Abstract
Purpose
Public facilities in most part of the world, including South Africa, are poorly managed due to factors including inadequate funding and poor implementation of systems. This study seeks to develop strategies that would help to overcome the barriers to managing public facilities.
Design/methodology/approach
The study adopted an exploratory research design. A semi-structured interview was used to collect qualitative data from the respondents. Purposive sampling was used to select the organizations whereas quota sampling was used to select the participants. The collected data were analysed by means of the thematic analysis technique.
Findings
The study found that 6 main strategies (i.e. adequate and capable human resources, provision of maintenance equipment and systems, adequate budget provision, amendment of procurement systems, root out corruption and effective organization structure) could be implemented to overcome public facilities management challenges.
Research limitations/implications
The data were collected from only one province in South Africa. However, the findings may be applicable to other provinces since most of the provinces in the country share similar characteristics.
Practical implications
The Department of Public Works and other public institutions could use these strategies to mitigate the barriers to public facilities management. This will help to improve the facilities management systems leading to enhanced facilities' value.
Originality/value
Studies on challenges of public facilities management abound; however, approaches and strategies of dealing with these challenges have not received much attention. This study has identified strategies that could help mitigate the challenges associated with public facilities management. Thus, the findings of this study contribute to the body of knowledge on strategies of mitigating public facilities management challenges.

Purpose
In recent years, there have been many concerns about issues surrounding building maintenance, which are continually increasing. However, there is a lack of comprehensive studies on building maintenance issues, their effects and the way forward. Therefore, the purpose of this paper is to carry out a comprehensive review of building maintenance issues, their effects and the way forward. It also aims to develop a conceptual model that can support future research.
Design/methodology/approach
A systematic review of the literature published from 2009 to 2019 was carried out. Five relevant databases were searched, based on this study's search terms, and a narrative synthesis of the results from the included studies was carried out. Studies were eligible for inclusion if they fulfilled the inclusion criteria of this systematic review.
Findings
This study has identified and classified building maintenance issues, their effects and the way forward, and also developed a conceptual model that demonstrates the association between issues, their effects and the way forward. The way forward of the conceptual model focuses on effective management, technical capability, development of human resources and cost optimisation.
Originality/value
This paper addresses an important topic: the aspect in which it differs from existing studies is that, in the latter, the researchers studied a single sub-issue, whereas this systematic review includes a comprehensive study of building maintenance issues. Furthermore, this review has demonstrated how the way forward can moderate issues and their effects.
