Abstract

Purpose

This study aims to explore the role of rebel group legitimacy and ideology in durable peace (DP) following peace agreements to end civil wars. It builds on earlier research showing that justice and civil society involvement are critical in achieving DP. This study adds the impacts of rebel group activities and support on DP. Activities include service delivery and mobilization. Support is gauged with outcomes of presidential and parliamentary elections held following peace agreements.

Design/methodology/approach

Five data sets were used to measure the key variables: DP, inclusive commissions (IC), legitimacy symmetry (electoral outcomes), service delivery and ideological mobilization. A measure of rebel group integration in the political system was also constructed. Impacts of the integration, legitimacy and ideology variables were assessed with a hierarchical regression model (HRM). This study begins with a base model drawn from earlier research showing the key predictors were procedural justice (PJ) and IC. The authors ask about the extent to which the rebel group variables contribute additional variance to the prediction of DP.

Findings

The main contributors to the prediction of DP were PJ, IC and integration in the political system. None of the legitimacy or mobilization variables added significant variance to the prediction. Only one of the mobilization variables, forced recruitment, was significant. The decision to integrate into the political system following the agreement did not mediate the relationship between PJ in the negotiation process and DP. Results of a factor analysis showed that DP, PJ, IC and integration formed a cluster with strong loadings on the first factor.

Research limitations/implications

The negative results for the legitimacy and mobilization variables may not be the last word on rebel group influences. Lack of support for the key hypotheses spurs attempts to discover other sources that contribute to the survival of rebel group actors in the political system and, in turn, to DP.

Practical implications

The issues raised by this study contribute to debates about ways to attain peaceful relations among competing groups following a civil war. It appears that attention to factors inside and around the negotiation process (PJ, ICs and conversion) may be more important than rebel group activities outside of these processes. The results call attention, in particular, to the important role played by political integration. From a policy perspective, it would be useful to develop levers for encouraging rebel groups to emerge as political actors in the post-agreement environment.

Originality/value

Developing measures of the symmetry of rebel group legitimacy and integration in the context of a comparative case study are the primary original contributions of this study. Furthermore, the mode of analysis (HRM) is novel in this literature. This approach builds on and extends the earlier research on factors influencing DP.

Abstract

Purpose

This paper aims to investigate the prevalence of corruption in Ghana to understand how and why it has turned public procurement into a mere money-making scheme instead of a means to provide needed public goods and services.

Design/methodology/approach

The study focuses on Ghana as a case study and mobilizes the monetization of politics lenses. Data are collected via interviews with key officials across the procurement sector (including the government, donors and civil society), documents, documentaries and news articles.

Findings

The findings suggest that the increasing costs of elections and political financing coupled with the costs of vote-buying, which has become informally institutionalized, intensify corruption practices and, consequently, turns public procurement into a mere source of cash for political ends. Political appointments and legalized loopholes facilitate this by helping to nullify the safeguard accounting and other control institutions are designed to provide. Likewise, enduring poverty and rising inequality “force” citizens into a vote-buying culture which distorts democratic premises that may drive out unscrupulous politicians; thus, perpetuating capture schemes. Civil society's efforts to remedy these have had little success, and corruption and inequality remain rife.

Practical implications

The main practical implication of the study lies in the need for a gradual demonetization of elections, and the consideration of the fundamental function of public procurement as a policy instrument embedded in economic, social, cultural and environmental plans. Additionally, given the connectedness of the various corruption issues raised, a comprehensive system-based approach in dealing with them would be more effective than a piecemeal approach targeting each issue/problem in isolation.

Originality/value

While extant literature has examined the issue of endemic corruption in developing countries using state capture, few have attempted to explain why it remains enduring, particularly in public procurement. This study, therefore, contributes to the literature on corruption and state capture theoretically and empirically by drawing on monetization of politics from political science to explain why corruption and state capture endure in certain contexts (with Ghana as an illustrative example) which reduce public procurement to a cash-milking scheme.

Abstract

Purpose

This paper aims to propose a conceptual framework showing factors favoring the adoption of information systems (IS)-based service innovations in the public sector at the organizational level.

Design/methodology/approach

The research design is based on the development of a theoretical framework from the technology–organization–environment framework and from a case study of an outsourced IS-based electronic document management system from six different ministries in the same state in Mexico.

Findings

Strong contrasts in the degree of adoption of the service innovation appeared among various ministries involved in state government, revealing differences in the presence or absence of key variables, integrated into theoretical framework, including perception of external pressure; perception of benefits and risks and organizational readiness; and political, sociotechnical and economical inertia in given institutional conditions, leading to different public value outcomes associated with intraorganizational efficiencies and to the relationship between public administration and politicians.

Practical implications

Public managers must consider process mapping and sources of political, sociotechnical and economical inertia in given institutional conditions, to ensure a satisfactory adoption of service innovations in public administration and create public value. The promotion of a more structured and enduring professional career system in such context is another key to the adoption of innovations.

Originality/value

Based on theoretical and empirical grounds, the main contribution of this paper is to emphasize, through an integrated theoretical framework, the relatively unexplored roles of process mapping in organizational readiness and of political, sociotechnical and economic sources of inertia in relation to specific agents in the adoption of public sector service innovations at the organizational level in the context of the public administration in Mexico to produce public value.

Abstract

Purpose

Understanding individual susceptibility to political fake news is critical because fake news can target specific psychological profiles of vulnerable individuals. Consequently, this research examines five individual risk (i.e. susceptibility) and resilience (i.e. protective) factors, conspiracy mentality, patriotism, perceived threat to freedom, media literacy and concern for disinformation, to determine if they inform belief in political fake news and subsequently, to what degree belief impacts private engagement with political fake news.

Design/methodology/approach

Using a fictional political fake news stimulus, the authors conducted a deductive thematic analysis of 10 semi-structured interviews and an online survey of 722 United Kingdom (UK) citizens analysed using structural equation modelling.

Findings

Conspiracy mentality and patriotism were positively associated with belief in political fake news, while media literacy and concern for disinformation were negatively associated with belief in political fake news. Perceived threat to freedom was a strong theme in the qualitative data but had no statistical effect on belief in political fake news. Belief in political fake news was positively associated with further engagement with the fake news story, acting as a mediator in the model.

Originality/value

Distinct from previous research that focuses on partisanship and sharing behaviour, this research forwards a model underpinned by social identity theory to build an integrated understanding of political fake news belief. The results demonstrate that political identity motivations beyond partisanship are salient when examining individual susceptibility to political fake news and that belief in political fake news plays a core role in understanding subsequent private engagement with the story.

Abstract

Purpose

There are many factors that determine consumers’ satisfaction. Specifically, the current study examines how political-economic views affect the perception of public services. This study also aims to extend the relationship between public service satisfaction and political-economic opinion from an empirical perspective.

Design/methodology/approach

The analysis process is carried out with the Microdataset of the Life Satisfaction Survey. Independent sample t-test which compares individual public service satisfaction ratings and ordinal probit regression models assesses the impacts of political-economic attitude on public service satisfaction.

Findings

According to the findings, household size and gender impact public service satisfaction. Again, service satisfaction diminishes as the education level rises. Moreover, a person’s political-economic view affects their public service satisfaction. The study has the potential to literature in terms of determining society’s political-economic view on public services with these empirical results.

Research limitations/implications

The study’s use of the state as a point of reference and quantitative and qualitative evaluation of the service exchange between the citizen and the state is a significant difference in the literature. Also, unlike the other studies, this one used microdata to test the relationship between the political-economic type and the level of satisfaction with public services at different levels. It is thought that future studies on the determinants of public service satisfaction, to be carried out in different country samples, will contribute to the field.

This study has implications on whether the perception of public service varies according to partisanship status.

Originality/value

This study determines the interaction between the political-economic typology derived from microdata and the satisfaction level variables related to public services offered at different levels. Abstract

Purpose

This paper aims at a qualitative investigation and analysis of the complicated situation of the four German Political Foundations (GPFs) – Friedrich Ebert Foundation, Konrad Adenauer Foundation, Friedrich Naumann Foundation and Hanns Seidel Foundation – as actors of democracy assistance in Egypt post 25 January 2011 revolution. It explores the relation between the restrictive political circumstances and the weakness and potential failure of the GPFs while considering their internal structural and operative misconducts as intervening variables.

Design/methodology/approach

The researcher uses the qualitative research method and its interpretive practices of data collection. The backbone of this study are the field visits and extensive interviews with the resident representatives of the GPFs in Egypt, and the representatives of the international departments of their headquarters in Germany. These interviews were complemented by further interviews with members of related organizations in Germany, as well as Egyptian professors, diplomats and experts on Egypt and the broader Middle East. The interviewing method is semi-structured in nature and audio-recorded. In Germany, interviews and information were gathered throughout a four-month field-research stay in Germany.

Findings

The paper concludes that the restrictive regime and political limitations were determining variables undermining the success of the GPFs in the area of democracy assistance in Egypt post 2011 revolution, while the GPFs’ own operative malfunctions and lack of adaptation to the political reality post 2011 were contributing factors in the process.

Research limitations/implications

Owing to security concerns and trust issues, many interviewees were reluctant to give information openly and freely; also requesting complete anonymity in the study. Some information and documents were denied to the researcher out of security concerns.

Originality/value

The added value of this paper lies in the qualitative research, investigations and personalized views on the functions and situation of the GPFs as international actors of democracy assistance in Egypt post 25 January 2011 revolution, considering the restrictive political landscape in which they exist. The study can assist scholars and researchers who explore the processes of democratization during transitional periods and the harsh grip of restrictive regime.

Abstract

Purpose

There is an extensive research stream devoted to evaluating host country political risk as it relates to foreign investment decisions, and in today’s geopolitical climate, this type of risk is becoming increasingly salient to business leaders. Despite notable advancements related to understanding the importance of government-related risk, inconsistent conceptualizations and findings remain. Thus, the purpose of this paper is to offer a comprehensive overview of how host country political risk has been conceptualized, measured and studied in relation to multinational enterprises' (MNEs’) investment decisions. After reviewing the relevant literature, five major aspects of non-violent (government type, public corruption, leadership change) and violent (armed conflict, terrorism) political risk were identified. The organization and review of each aspect of political risk provide insights on fruitful directions for future research, which are discussed.

Design/methodology/approach

To identify research articles on political risk and foreign investment, 13 leading management and international business journals were searched using relevant keywords (January 2000 to January 2023). Moreover, reviewing articles from these journals led to locating and reviewing additional relevant articles that the authors cited. Keyword searches were also conducted on Google Scholar and Web of Science in an effort to identify relevant articles outside of the 13 targeted journals.

Findings

Both violent and non-violent aspects of host country political risk have been studied in relation to MNEs' investment decisions. Specifically, five major aspects of host country political risk were identified (government type, public corruption, leadership change, armed conflict and terrorism). Although the general consensus is that risk related to the government often creates obstacles for MNEs, conceptualizations, measures and findings in prior research are not uniform.

Originality/value

This paper provides a comprehensive overview of host country political risk and foreign investment. In doing so, the aspects of political risk are identified, organized and overviewed.

Abstract

Purpose

The purpose of this paper is to explore elites' prevalence in the process of participatory budgeting (PB) in a Ukrainian municipality.

Design/methodology/approach

The paper draws on the elite control and capture literature to examine the occurrence of unintended consequences resulting from the process of PB. Data for this case study are derived from document analysis and semi-structured interviews.

Findings

This study demonstrates how the involvement of a non-governmental organisation (NGO) promoted PB in a Ukrainian municipality. In the process of orienting politicians and administrators to PB, its normative benefits tend to be prioritised, whilst very little attention has been paid to making inhabitants aware of their role in the process of participatory decision-making. Although PB is intended to propagate good governance and accountability, it has in fact turned out to be a means of promoting corruption and furthering the personal interests of rent-seeking actors.

Practical implications

The paper demonstrates how elites can capture and control PB in the context of emerging economies, thereby preventing its propagated benefits of ensuring equality, justice and emancipation in local communities from being realised.

Originality/value

Exploring PB in Ukraine, the authors urge that caution should be exercised with regard to the wholesale adoption of externally/NGO-propagated ideas. Each emerging economy context is distinct, and an appreciation of this uniqueness is key to the success of PB reforms in different countries.

Purpose

The notion that disasters are not natural is longstanding, leading to a growing number of campaigns aimed at countering the use of the term “natural disaster.” Whilst these efforts are crucial, critical perspectives regarding the potential risks associated with this process are lacking, particularly in places affected by violent conflict. This paper aims to present a critical analysis of these efforts, highlighting the need to approach them with care.

Design/methodology/approach

The author draws upon insights and discussions accumulated over a decade of research into the relationship between disasters and conflict. The article includes a critical literature review on the disaster–conflict relationship and literature specifically addressing the idea that disasters are not natural. The analysis of field notes led to a second literature review covering topics such as (de) politicisation, instrumentalisation, disaster diplomacy, ethics, humanitarian principles, disaster risk reduction, peacebuilding and conflict sensitivity.

Findings

This analysis underscores the importance of advocating that disasters are not natural, especially in conflict-affected areas. However, an uncritical approach could lead to unintended consequences, such as exacerbating social conflicts or obstructing disaster-related actions. The article also presents alternatives to advance the understanding that disasters are not natural whilst mitigating risks, such as embracing a “do-no-harm” approach or conflict-sensitive analyses.

Originality/value

The author offers an innovative critical approach to advancing the understanding that disasters are not natural but socio-political. This perspective is advocated, especially in conflict-affected contexts, to address the root causes of both disasters and conflicts. The author also invites their peers and practitioners to prioritise reflective scholarship and practices, aiming to prevent the unintentional exacerbation of suffering whilst working towards its reduction.

Abstract

Purpose

While morality is ever-present in elections, scholars have yet to merge political public relations and Moral Foundations Theory. It is crucial to assess the complex morality present not only in social deduction, but also in political strategic communication. The current work aims to analyze the issue agendas and their relationships in the 2020 presidential campaign and assesses their moral strategy.

Design/methodology/approach

This study used a computer-assisted content analysis (N = 7,888) with each moral intuition coded from the Moral Foundations Dictionary. Datapoints included campaign tweets, Facebook posts, debate performances, remarks, news releases and nomination acceptance speeches. Coverage included articles from including The New York Times, Washington Post, Wall Street Journal, CNN and Fox News to assess both liberal and conservative media.

Findings

Candidates' issue and moral agendas were correlated with each other and with the media's agenda. Comparatively, the Biden campaign has stronger correlations when it came to connecting with issues, stakeholders and moral intuitions in the media agenda than the Trump campaign. For issues, the Biden campaign prioritized COVID-19 and the economy, while the Trump campaign prioritized the economy and crime. The candidates also had similar moral strategies.

Practical implications

This study suggests effectively leveraging organizational communications in democracies can support the transfer of object salience, moral attributes and networks to media coverage, public discourse and opponent messaging. It can also help achieve organizational goals by managing public image, reputation and expectations.

Originality/value

This work expands the literature by taking a pluralist moral psychology approach in assessing the salience and correlation of five moral intuitions: harm/care, fairness/reciprocity, ingroup/loyalty, authority/respect and purity/sanctity. This study serves as a springboard for examining morality's impact on political public relations.
